Friends and family gathered in West Kensington Tuesday night to honor a Philadelphia man who police say was shot and killed by a gunman who was caught on video carrying a rifle in the middle of the street.

A vigil was held around 7 p.m. for 46-year-old Jose Perez on E Street and Allegheny Avenue, the same area where he was shot and killed over the weekend.

On Saturday around 2:30 p.m. an unidentified man walked into a barbershop on the 600 block of East Westmoreland Streets, police said. A witness told NBC10 the man was carrying a large box. The man sat down as if he was going to get a haircut but pulled out a rifle from the box minutes later, according to the witness. The man then allegedly started an argument, ran outside the barbershop chasing a 33-year-old man and opened fire.

A surveillance video obtained by NBC10 showed the gunman running on E Street just north of Allegheny Avenue with the rifle in his hand. Perez, the 33-year-old man and a 59-year-old man were all struck in the shooting.

Perez was shot in the chest, the 59-year-old man in the left arm and chest and the 33-year-old man in the back. Perez was pronounced dead a short time later The 59-year-old man is in critical condition while the 33-year-old was treated and released from the hospital.

Friends and family say Perez was fixing his car at the time of the shooting. Police believe both Perez and the 59-year-old man were innocent bystanders and the 33-year-old man was the gunman’s intended target. Friends and family also say Perez was fixing his car at the time of the shooting.

No arrests have been made. Police continue to investigate.

A beauty queen from Pennsylvania is being stripped of her crown after she was accused of lying about having leukemia to benefit from fundraisers.

Brandi Weaver-Gates has been the reigning Miss Pennsylvania U.S. International pageant winner.

Online court records show the 23-year-old, of State College, was arraigned Tuesday on charges of theft by deception and receiving stolen property.

Investigators in Centre County said events were set up to raise money for her medical bills. Police said Weaver-Gates took the money even though she didn’t have cancer.

State police said an April bingo benefit raised $14,000.

Police said Weaver-Gates went as far as shaving her head. In addition, police said she had family members drive her to a hospital, where she would wait, and then return hours later to appear as though she got treatment.

In a statement on its Facebook page, Butler’s Beauties, the pageant organizer, said in part, "Effectively immediately, Ms. Weaver-Gates is no longer a representative of the Miss Pennsylvania U.S. International organization and will be required to return her crown and sash upon her release from being detained."

Troopers are asking the public to come forward if they have donated money to Weaver-Gates.

Records don't list an attorney for Weaver-Gates, who faces a preliminary hearing Aug. 19.

A man who burglarized a grocery store in Philadelphia apparently needed to take care of a personal hygiene issue.

On August 6, about 5 a.m., the man broke into the Torres Grocery store on Cecil B. Moore Avenue in the city’s Brewerytown section.

Once inside, the man made an unsuccessful attempt to break open an ATM.

The suspect then decided to cut his losses and grab whatever he could, including something to resolve his apparent hygiene problem.

He grabbed cigarettes and deodorant worth $600 and ran out of the store.

The suspect, who is presumably fresh-smelling, is wanted by police.

A vote which takes place Wednesday may take a toll on local drivers’ pockets.
Bridge commissioners will decide on a potential toll hike on the Tacony-Palmyra and Burlington Bristol Bridges in New Jersey.
The proposed hike would raise toll costs from $2 to $3 for car drivers paying with E-ZPass and from $2 to $4 for car drivers paying in cash. Drivers of larger vehicle, such as buses and campers, would be expected to pay more.
The Burlington County Bridge Commission says the hike is necessary to cover the cost of over $100 million in bridge improvements.
Commuters sounded off at two public hearings held earlier this week.
The neighboring Betsy Ross Bridge, which also allows drivers to cross the Delaware River into Pennsylvania, costs $5 for drivers.
If the proposal is passed, drivers can expect the new toll to go into effect September 15.

A Pennsylvania mom has been catapulted into the forefront of the breastfeeding conversation after she posted what some are calling a controversial photo on an online group.

Jessica Anne Colletti, of Bala Cynwyd, posted a photo of herself in a public group on Facebook called “Hey Facebook, breastfeeding is not obscene!”

The photo shows Colletti breastfeeding her 16-month-old son and her friend’s 18-month-old son at the same time.

In an article posted on People.com, Colletti told the magazine “people are misinformed” about breastfeeding.

Colletti posted the photo in the Facebook group as a way to mark “World Breastfeeding Week,” which was from Aug. 1 to 8.

The group where Colletti posted the photo is pro-breastfeeding with a goal of convincing Facebook to allow breastfeeding photos and not classify them as obscene.

In her original Facebook post, Colletti said she watches her friend’s son while she works and she has been breastfeeding her son and her friend's son for a year.

“So much love between these milk siblings, it's a special bond between us all,” Colletti wrote.

Police have made an arrest in the fatal stabbing of a Mayfair man who neighbors said was attacked after shouting to warn a wrong-way driver early Saturday morning.

Thomas Ewing, 21, was on Revere Street near Cottman Avenue shortly before 3 a.m. Saturday when a car traveled the wrong way down the one-way street. Bystanders said Ewing, whose Facebook profile says he attended the Community College of Philadelphia and was studying criminal justice, shouted to warn the wrong-way driver. At that point, the car allegedly stopped and a passenger jumped out and stabbed Ewing in the chest and torso before getting back in the car and taking off. Ewing died less than an hour later at Aria Health's Torresdale hospital.

Police on Wednesday announced the arrest of 39-year-old Angel Maldonado, of Claridge Street near Pike, in Juniata, for Ewing's murder. Maldonado was arrested Tuesday, police said, and is charged with murder and related offenses.

Update on Players in Hazing Case

The focus of high school football in Sayreville, New Jersey, turns back to the gridiron next week, nearly a year after a locker room hazing scandal forced school officials to cancel the season and reassign the program's longtime head coach.

The Sayreville War Memorial High School bombers are set to have their first official practice Monday under new head coach Chris Beagan. They've been in weight training since July.

"We want to help the kids become champions in the game of life," Beagan told NBC 4 New York Wednesday.

Beagan, a Sayreville alumnus, takes over after the scandal last fall prematurely ended the 2015 season and shined national spotlight on the Middlesex County town.

Prosecutors at the time said that some of the hazing incidents in September amounted to sexual assaults, and the New York Times later reported on witness' accounts, describing attacks where older players punched, kicked and groped younger teammates.

Seven players were charged with crimes after news of the hazing surfaced; two were found not guilty of conspiracy to commit aggravated sexual contact, aggravated sexual contact and aggravated assault on Friday. Two other players saw their charges downgraded this week.

Winning head coach George Najjar was stripped of his title and reassigned as a physical education position at a local elementary school and several other coaches were also suspended.

It wasn't clear at first if football would ever come back to Sayreville, but district Superintendent Richard Labbe announced the team would return fo the 2015 season earlier this year and named Beagan the team's new head coach.

Beagan said the 2015 team will be a new one, with clear guidelines for players and constant supervision.

Many players never knew what happened last season; all suffered when the season was canceled. But they hung together.

"We bonded a lot through weight lifting in the school after the season ended," said senior fullback James Lopez, 16.

Other players, meanwhile, are looking forward to taking the field again on Sept. 11, when the Bombers will play J.P. Stevens High School in the team's first game in more than 11 months.

"People, they know what's going on and everyone still loves football and I don't think that will ever die in Sayreville," said senior linebacker Tyler Lewis.

Alleged Hit-&-Run Driver: I Didn't Know I Hit Someone

The tour bus driver involved in a fatal hit-and-run in Center City told police he was unaware he had struck anyone, according to investigators.

Police spoke with the 66-year-old driver who struck and killed 46-year-old Joseph Heard Tuesday morning.

Heard was in the crosswalk near the intersection of Franklin and Race Streets around 9:45 a.m. when he was struck by the large white Yep Tour Inc. tour bus and dragged approximately 50 feet. Police say 19 passengers were on board at the time.

Heard was rushed to Hahnemann University Hospital where he was later pronounced dead. Police say they found headphones at the scene of the crash though they're unsure if they belonged to Heard.

After striking Heard, the driver of the bus left the scene and kept going northbound on Franklin Street and traveled to Washington, DC. The driver later returned to a bus yard on the 2400 block of Swanson Street in South Philadelphia around 3:40 p.m. Tuesday.

During an interview with investigators, the driver claimed he had no idea he had struck someone and that the 19 passengers didn't know either since there are few windows on the bus. Police say the driver has a valid Driver's License and Commercial Driver's License. They also say he had a 2012 violation for Failure to Yield but paid the fine.

Police have not yet determined whether or not they will file any charges.

Yep Tour Inc. President Jeremy Walker told NBC10 the company is cooperating with the investigation but won't comment any further until the investigation is complete. Yep Tour Inc. was already under scrutiny last June after a driver for the company was caught on video texting while driving.

We feel like we can use both.”

Both Monae and Jidenna spoke at the rally.
