Police made an arrest in a shooting that killed a Wilmington mother and injured her 4-year-old daughter as well as another woman.

Tyler Carter, 21, of New Castle, Delaware is charged with the murder of 25-year-old Latrice Blackshear.

Witnesses told NBC10 Carter was arguing with Blackshear's boyfriend outside her home on North Washington and 7th Streets shortly before 2 p.m. Monday. Blackshear was getting ready to take her two children to a nearby store when Carter took out a gun and opened fire, according to witnesses.

Blackshear, her 4-year-old daughter and 51-year-old friend Marta Wright were all struck in the shooting as Carter fled the scene, police said. A witness told NBC10 Blackshear's 9-year-old son, who was unharmed, ran down the street and screamed, "My mom got shot! My mom got shot! My mom is dead!"

"When I got to him he was saying, 'My mom was shot and my sister. Can you get to my sister?'" said Misty Allen, Blackshear's neighbor. "For a kid to witness their mother being killed?! That's hard for anybody."

Blackshear, who was struck in the upper torso, was taken to Christiana Hospital where she was later pronounced dead. Her daughter was taken to the Wilmington Emergency Room where she was treated for a gunshot wound to the leg. She is currently in stable condition. Wright was taken to Wilmington Hospital where she was also treated for a gunshot wound to the leg. She is also in stable condition.

On Wednesday Carter was apprehended by U.S. Marshals at the Oak Tree Apartments in Newark, Delaware around 1 p.m. He is charged with murder, robbery, assault and other related offenses.

Three people have been jailed on charges they stole a Philadelphia councilwoman's city-issued car, and possessed the drugs found in it by suburban police.

Upper Darby police found Councilwoman Blondell Reynolds Brown's car on Monday, a day after she reported it stolen from in front of her home. Police believe she left the keys in the vehicle, because they were allegedly found in the pocket of one of the suspects, 21-year-old Taryn Caesar, of Philadelphia.

Police have charged that woman and two men in the thefts.

Caesar, 21-year-old Kareem Holland, of Merion Station, and 18-year-old Sabir Scott, remained jailed without bond Wednesday. They face a preliminary hearing Aug. 18 on car theft and charges including possession of marijuana and prescription pills found in the vehicle.

Online court records didn't list defense attorneys.

The Coast Guard suspended the search for a crew member who went missing somewhere between Bayonne, New Jersey and Ocean City, Maryland.

Watchstanders at Coast Guard Sector Hampton Roads received an alert around 4:30 p.m. Tuesday from the 600-foot, Marshall Islands flag freight ship Ibrahim Dede reporting a missing crew member.

Motorists traveling across two local bridges will soon have to pay a higher toll.
The Burlington County Bridge Commission approved a toll increase on the Tacony-Palmyra and Burlington Bristol Bridges in New Jersey during a vote Wednesday night.
Toll costs will now increase from $2 to $3 for car drivers paying with E-ZPass and from $2 to $4 for car drivers, motorcyclists and light truck drivers paying in cash.
Bus drivers and RV drivers paying cash will see a $1.50 hike while six-axle truck drivers will see a $9 increase, regardless of whether or not they pay cash or use E-ZPass.
The Burlington County Bridge Commission says the hike is necessary to cover the cost of over $100 million in bridge improvements.
Commuters sounded off at two public hearings held earlier this week.
The new toll is expected to go into effect on September 15.
The neighboring Betsy Ross Bridge, which also allows drivers to cross the Delaware River into Pennsylvania, costs $5 for drivers.

Walking With Sister Lorraine, Who Never Dreamed of Becoming a Nun

Growing up in Connecticut and New York, Sister Lorraine would sometimes go with her dad – a Baptist preacher – to a street corner to evangelize. She wasn’t raised Catholic and becoming a nun wasn’t even among her options when she considered a career. Her mother worked at a bank, but Sister Lorraine went into nursing.

She would not tell me her age, but Sister Lorraine did tell me she was once engaged to be married and happy. A few years after she graduated however, she took a part-time job with the Little Sister of the Poor to save enough money to buy a new car. One of the sisters asked her if she’d ever considered religious life. Sister Lorraine couldn’t get the idea out of her mind, so she broke off the engagement, converted to Catholicism and entered the convent. Her mother was initially very disappointed in her daughter’s decision to devote her life to God and the elderly.

For more than 30 years, Sister Lorraine has cared for the elderly and currently works at St. Joseph’s Home for the Elderly in Totowa, New Jersey.

Many, many times over her years of service, she’s been with people in their last moments of life. I asked her what she’s learned during that time about people’s regrets in life.

“You know, I think any kind of hold back on a response of God’s love, are the things that they kind of regret, whether it be in a loving relationship in the family, where they didn’t trust enough, or whether it be in a relationship of going forward. . .but then sometimes you find the other extreme or the other beauty when people will say, ‘We are very poor, but somebody came to the door and needed money, and we gave them our last dollar because we knew God would give us what we needed,’” Sister Lorraine said.

Sister Lorraine took the microphone during the walk and told her story for all the young people who were walking and contemplating whether they want to enter the religious life.

11 Kids Hurt When School Bus Smashes Into Store After SUV Crash

Eleven children were taken to hospitals after their school bus got into an accident with an SUV, then smashed into a liquor store near a New Jersey intersection Thursday, authorities say.

None of the children was believed to be seriously hurt, officials said. The manager of the bus company, Horizon Link, said the bus driver was also taken to a hospital for observation after complaining of leg pain following the accident in Irvington around 8:30 a.m.

The children were on their way to Mt. Carmel Guild School in West Orange at the time of the accident. Police say the bus driver told investigators the brakes failed and she lost control of the bus. The bus hit a Toyota Rav 4 before striking the side of a liquor store.

Surveillance video from a building near the site shows the short school bus careen across the intersection at Springfield and Sanford avenues, speeding straight to the curb, with the SUV braced along its right side.

The two vehicles separate when they hit the sidewalk, with the bus plowing into the liquor store and the SUV going into a hedge nearby.

The video shows the force of the impact, as both vehicles are raised into the air a bit before coming to rest, dust and debris settling around them. Both vehicles have been towed from the scene.

Earlier, Chopper 4 showed the front of the school bus out of view, buried in the building up to the windshield. The SUV vehicle was also up on the sidewalk, its back left side touching the right left side of the damaged bus at about a 90-degree angle. The front hood appeared totally destroyed.

Chopper 4 showed emergency workers assisting people sitting against the building the bus hit, including children. Several stretchers were also at the scene and at least two people were seen being wheeled over to waiting ambulances.

The SUV's driver was also treated for injuries that weren't life-threatening. No pedestrians were hurt.

Investigators are checking the bus for mechanical issues.

Pope Francis to Halt The ‘Terror’ in Philly

Haunted houses don't really seem like the Pope's scene -- that's why a famous Philly landmark and tourist site will shut down when he's in town.

Eastern State Penitentiary's popular "Terror Behind the Walls" haunted house will close during the Holy Father's visit to Philadelphia in September.

Although the site of the event is within the area affected by road closures, Eastern State Penitentiary decided in early July, before the security perimeter was announced, to close the event on September 25 and 26.

If the event were to go on, Eastern State Penitentiary would have had to shuttle both staff and visitors from the Philadelphia Zoo to the Penitentiary.

"Based on the information we had at that time, it seemed very unlikely that we would be able to do that," said Eastern State Penitentiary Marketing Manager Nicole Fox. "We wanted to be proactive and make a decision far enough in advance that our staff could plan appropriately."

Eastern State Penitentiary will lose a fair amount of business due to the closure. Fox said the event is the historic site's single-largest source of revenue every year.

While the company could not disclose attendance figures or exact revenue numbers, Fox said Eastern State Penitentiary is fortunate the World Meeting of Families and Papal visit is taking place early in the season rather than at the end, closer to Halloween.

"If the papal visit were scheduled for Halloween weekend, it would be truly detrimental to the success of Terror Behind the Walls," Fox said.

An extra show night has been set for Monday, October 26 to recoup some of the lost revenue from the weekend of the Papal visit.

"We admit that the World Meeting of Families poses a challenge for us in the short-term, but we also recognize that it’s ultimately beneficial for the City of Philadelphia and, in turn, for Eastern State Penitentiary," Fox said.

You can learn more about Terror Behind the Walls and the event's revised schedule here.

A man standing in line inside a water ice shop in Philadelphia was shot in the head and the gunman remains on the loose.

The shooting happened about 8:30 p.m. Wednesday in the 7400 block of Woodbine Avenue in the city’s Overbrook neighborhood.

Police say the 19-year-old victim just ordered water ice and was standing in line with two friends when the gunman approached the victim and shot him in the back of the head.

The victim was rushed to the hospital where he is listed in critical condition.

There was a large crowd at the shop at the time of the shooting.

"I was in the back taking care of some of the customers' orders," said Max Ito Jean, an employee at the shop. "I heard two gunshots. One of them I heard. The second one I actually saw. But I didn't see any faces or anything like that I just saw a lot of people just scatter around."

Police say a fistfight earlier in the day may have led to the shooting.

No one was else was injured.

The gunman remains on the loose.
