Driver, 2 Students Escape School Bus Fire

A school bus erupted into flames as the school week got underway in a Delaware community Monday morning.

Luckily two East Millsboro Elementary School students and the driver made it out of the yellow bus OK after it caught flames along Carey’s Camp Road between Millsboro Highway and Phillips Hill Road in Millsboro, Delaware around 6:45 a.m.

The 41-year-old driver had just come to a stop when she began smelling smoke coming from the 2004 bus, said Delaware State Police.

The woman, an 11-year-old girl and 9-year-old boy safely exited the rear exit of the bus and ran to a nearby home where the driver called 911, said police.

Firefighters arrived and extinguished the flames.

Police said a mechanical issue likely caused the blaze.

Thief Swipes Picture, Cash from South St. Steak Shop

Philadelphia Police have asked for the public's help identifying the person who swiped a picture and cash from one of the city's most iconic cheesesteak shops.

Ishkabibbles II on the 500 block of South Street was robbed on April 1 around 3:30 a.m. after a man used a rock to break the front door's glass, police said.

The hooded suspect was caught on surveillance video running into the steak shop, hopping over the counter and swiping a picture from the wall before running out of the eatery.

Police say the picture contained $80 in cash.

Anyone with information on the suspect is urged to call Philadelphia Police.

Man Steals From Philly Bar: Police

Police are searching for a man who they say was captured on surveillance video burglarizing a local bar.

The suspect was caught on camera entering Dos Segundos Bar & Restaurant on the 900 block of North 2nd Street in Lower Kensington.

Once inside the man went to the basement and forced open an office door, police said. He then allegedly stole a bag containing a large amount of cash before fleeing in an unknown direction.

The suspect is described as a man between the ages of 20 and 30 with brown hair. Police say he was wearing a backpack, a black shirt with the picture of a woman’s face on the front with pink sleeves, tan pants and blue sneakers.

$20K Reward for Arrests in Jeweler's Row Abduction

Officials are offering a $20,000 reward for information leading to the arrests of two more suspects accused of abducting, torturing and dumping a woman in a Philadelphia cemetery earlier this month.

The announcement was made during a press conference Monday following the arrest of 31-year-old Khayree Gay of Philadelphia.

Gay was arrested Friday in a South Carolina motel for his role in the kidnapping and beating of a 53-year-old woman, police told NBC10. He is charged with federal robbery and kidnapping.

Gay, along with two other abductors, grabbed the woman from a parking garage at 8th and Chestnut streets on April 4, forced her into a cargo van, zip-tied her wrists, shackled her ankles and covered her head with a hood, according to police.

Surveillance video released by an area store showed the woman, who had just left her job at National Watch & Diamond on Jeweler's Row, walking to the garage.

Once the suspects grabbed her and put her in the van, they demanded keys to the jewelry store and codes to the safe, investigators said. Unable to provide either, the victim told police she was then tortured and shocked with a Taser before the men dumped her — still bound — at Montlawn Cemetery at Hook Road near Lindbergh Boulevard in Delaware County.

Her ordeal was not over yet, however.

The captors returned to the cemetery, forced her back into the van and then drove her around using her ATM card to make four withdrawals before dumping her back at the cemetery, where she was able to eventually remove the hood, make her way to Hook Road and flag down a driver who called 911.

She was treated at Penn Presbyterian Hospital for bruises, contusions and a concussion, according to police. She is currently recovering at home.

According to an affidavit, Gay surveyed National Watch and even spoke to the victim, taking her business card, the day before the abduction. Police also believe Gay disposed of the burgundy van shortly after the abduction.

He is currently in the custody of the US Marshals.

Police are still searching for at least two more suspects connected to the robbery and abduction. Both the Mayor's Office and ATF are offering $10,000 rewards bringing the total to $20,000. If you have any information on the case, please call Philadelphia Police or 1-800-ATF-GUNS.

Officials are investigating a partial collapse on the boardwalk in North Wildwood, New Jersey.

A truck was traveling on East 23rd Avenue and Boardwalk early Monday evening when some of the wood gave way, causing the back of the vehicle to break through.

The truck was later removed from the boardwalk. No one was hurt in the incident.

Woman Struck by Stray Bullets in Kensington

A woman is in the hospital after she was struck by stray bullets in Kensington late Monday afternoon.

The victim was on the 100 block of West Wishart Street when at least one gunman opened fire. She was struck in the shoulder and back. Police say she was not the gunman's intended target.

Another victim was also grazed by a bullet in the shooting. Both victims were taken to the hospital and are in stable condition.

Police are searching for five men who they say drove away in what appeared to be a silver Chevrolet Impala moments after the shooting.

Ex Accused of Holding Woman, Son Hostage

A man is in custody after he allegedly held his ex-girlfriend and her son hostage during a standoff situation in Chester Monday morning.

Investigators say the ordeal began around 8 a.m. when two children at a Chester School told a school resource officer that their mother and 5-year-old brother were being held hostage by a man armed with a gun, later identified as 26-year-old Allen Freeman.

Police and a SWAT team surrounded the home on 22nd Street in Chester and negotiators were brought in. As officials established a perimeter, Freeman allegedly threatened to shoot if any officers came inside.

Police say they then heard the sound of screaming and a child yelling, “get off my mother.” The officers began their emergency assault plan and a SWAT team rushed into the home. Police found Freeman inside and took him into custody, according to officials.

Investigators say a SWAT officer suffered a minor injury when he entered the house. No one else was hurt however.

Police say Freeman had broken into the house Sunday night by climbing through a basement window. He is charged with assault and other related offenses. Investigators also say he has a lengthy criminal record for thefts, drugs and other related incidents.

Freeman is the ex-boyfriend of the woman he held hostage, police said. Police advised the woman to get a protection from abuse order against him. 

Truck Thieves Cause $50K in Damage: Police

Two Cumberland County men were arrested in connection to a truck stealing spree that police say left local businesses with tens of thousands of dollars in damage.

On April 6, Stephen Rodriguez, 19, of Vineland allegedly stole a pickup truck pulling a boat trailer. As he was driving the stolen truck, he struck a fence at Rudco Products Incorporated on East Oak Road in Vineland before crashing into five parked vehicles at Moe’s Auto Sales on the 800 block of South Delsea Drive, police said. 

“They just came in, did the damage and took off," said Moises Afanador, the owner of Moe’s Auto.

Police say the incident was part of a three-week truck stealing spree which ended Saturday when Rodriguez and 19-year-old Daniel Santos allegedly broke into Joffe Lumber Supply in Vineland. The two men then caused up to $50,000 in damage to five of the company’s box trucks, according to officials.

“No one has any business doing that to any small business,” Afanador said.

Officials say the two men took two of the trucks from Joffe Lumber, which were equipped with GPS tracking devices, all the way to Woodbine and then to Atlantic City. They were eventually stopped by police as they were on their way to Vineland, investigators said.

“Whatever reason they’re doing it, they’re stupid because surveillance is all over the place,” Afanador said.

Rodriguez and Santos were arrested and charged with theft of auto, burglary and eluding. Rodriguez is also charged with possession of marijuana. Both men are being held in the Cumberland County Jail.

Colwyn Borough Manager Without a Job

A Delaware County borough manager is without a job after another fiery council meeting.

Paula Brown walked out of the executive council meeting early Monday night. She later learned she was no longer the Colwyn Borough manager after a week of uncertainty.

Monday morning Brown arrived at work and changed the "closed" sign to "open" before entering the hall. She spent part of last week holed up in the same suburban Philadelphia borough hall – doing business through a cracked window – as she protected what she claimed were crucial documents for a county investigation.

Brown’s barricade came after four members of the town’s seven-member council voted to remove both Brown and council president Paul Meuser --  after Meuser adjourned Thursday night’s meeting, which featured screaming matches and arguments between council members and residents over money.

Brown's future running the borough's daily operations remained in jeopardy Monday after a weekend that included news of a $1-million budget shortfall that caused a local business to cancel its contract fueling the borough's firetrucks and police vehicles.

"Payroll cannot be submitted if I'm not in my position this week," Brown said Monday. "Police officers will not have paychecks."

Colwyn Mayor Michael Blue called the situation a crisis, claiming the borough can’t even provide the most basic services.

“The police vehicles are barely running on a limp leg,” Blue said. “Now they don’t have any gas. How are they gonna patrol just in case we get an emergency in Colwyn?”

The factious relationship before the borough's leadership boiled over Thursday night. Fred Lesher, a former Brown and Meuser ally, declared himself the new leader of the council at Thursday's meeting.

“We actually got rid of a factional council that was causing lots of trouble,” said Lesher.

Lesher, who serves as finance chair, suggested the elimination of the borough manager position -- instead replacing it with separate treasurer and office administrator positions in a cost-cutting measure.

It wasn’t clear if the vote to remove Brown was legal or not. Brown said she would only stop running the borough if a judge said so.

A special executive session -- closed to the public -- took place Monday night to discuss Brown's future. It was ultimately decided that Brown would no longer hold her position.

After the meeting Brown as well as her critics and supporters screamed at each other in the streets.

For years, the NBC10 Investigators have covered political unrest in Colwyn including allegations of “back room” funding deals and even Brown saying her tires were slashed after she spoke out against the fire department.

Police say they have orders to arrest Brown if she tries to get back into the borough hall. Brown says she'll be back Tuesday morning however and plans to go in with a police escort for her paperwork and personal items.

Chaput to Ride With Pope in Popemobile

As the host for Pope Francis during his visit to Philadelphia during the World Meeting of Families, Philly Archbishop Charles J. Chaput will have a very special privilege.

“I actually get to ride in the Popemobile with him,” Chaput said. “That’s how close I’m gonna be to the situation.”

Chaput shared the news during an interview with NBC10’s Jim Rosenfield.

“I don’t know exactly where I’m going to be seated but they tell me I’m supposed to accompany him in all the venues here in Philadelphia because I’m his host,” he said. “And that’s a great privilege. I’ve never done that before.”

Pope Francis will be in Philadelphia September 26 and September 27 for the highly anticipated World Meeting of Families, which starts on September 22. He will also visit Washington D.C. and New York earlier that week before coming to Philly.  It’s his first trip to the United States since becoming head of the church.

“It’s a first for him,” Chaput said. “So we’ll both be experiencing firsts together.”

Chaput hopes to treat Pope Francis to a few other Philly firsts.

"We're gonna have cheesesteak available for him, of course we will," he said. "And maybe water ice and some other things. We'll have some pretzels with mustard. But whether he'll actually eat it? I don't know." 

While in Philadelphia, Pope Francis is expected to celebrate an outdoor mass along the Benjamin Franklin Parkway for two million citizens and visitors.

“I’ll be standing next to the Pope during the mass,” Chaput said.

The Pope's full itinerary is still up in the air though Chaput hopes he'll be able to attend a mass at the Basilica. Organizers want to avoid having Pope Francis' activities be similar to what he does during his visits to New York and D.C.

Chaput admitted he’s still trying to process just how massive the event will be.

“Almost every day there’s a moment when I’m holding my breath,” Chaput said. “I sleep at night without being disturbed and I generally carry out my schedule without thinking of the World Meeting of Families. But when I do think about the World Meeting of Families, which is daily, sometimes I hold my breath.”

Chaput put the enormity of the event in perspective when he revealed the cost of porta-potties.

“We think more than $1.2 million just for those extra bathrooms we’re bringing in,” he said. “There’s not enough just from Eastern Pennsylvania. We have to import them from other states actually.”

Chaput says so far event organizers have raised $33 million though their goal is $45 million.

“Most of it is for crowd security and also for cleanup,” he said. “Those are very expensive things to do with such a big crowd.”

Security and transportation are at the top of Chaput's list of concerns.

"My biggest worry actually is getting people from here to there in a timely fashion," he said.

The World Meeting of Families, which is held every three years, is the largest Catholic gathering of families in the world. This year’s event will emphasize the impact of the love and life of families on our society.

With this theme in mind, Chaput told NBC10 that all are welcome to the event, including “non-traditional” families.

“If you look at the program carefully you’ll see that we’re giving a lot of attention to the issues that are important in society today,” Chaput said. “But we’re not gonna overemphasize one part of society over another."

"The big controversial issue of our time is the definition of family itself. The Christian community and the Catholic Church specifically have a very clear definition of what the family is. We haven’t changed that and we’re not gonna change it. But we welcome people who don’t agree with us. Everybody’s welcome to this.”

Pa. Lawmaker Wants to Extend Sale of Alcohol

Will the last call for alcohol soon be two hours later for Pennsylvania? That’s what one Philadelphia lawmaker is proposing.

State Representative Jordan Harris (D-Philadelphia) announced Monday he plans to introduce legislation that would amend the Liquor Code to allow businesses to apply for extended use permits. Those permits would authorize the sale of alcohol in Pennsylvania from 2 a.m. to 4 a.m.

"This legislation would create a more attractive Pennsylvania and further a goal of appealing to young professionals and millennials who can greatly improve our local economies," Harris said. "Philadelphia especially has lagged behind other major cities within a short radius as far as nightlife is concerned, and this bill would put our city on par with some of the largest cities in the country as far as having a healthy, vibrant nightlife.”

The legislation would charge a business 10 percent of the yearly fee it pays to have a liquor license to have an extended permit license. Fifty percent of that total would go to the municipality while the other half would go to the State Stores Fund.

"Philadelphia, Pittsburgh and cities in between are world-class cities of higher education and we need to create an environment where the nightlife encourages young people who become educated here to stay in our Commonwealth to live, work and play,” Harris said. “While I understand nightlife isn’t the only concern for those making a decision on whether to stay in cities across Pennsylvania or move, I do know that it is a concern, one that we can fix, enhance and as a city, benefit from."

Harris’ legislation also requires that at least one public hearing be held by the municipality for public input. Harris says the municipality would be able to refuse to issue a license based on the standing of the business or if the extended use permit would impact the welfare, health, peace or morals of the town or its residents.

"Specifically in Philadelphia, these permits will not be targeted as something local neighborhood bars would be applying for, but more along the lines of economic development drivers in areas that attract more tourism, such as Delaware Avenue and other areas of entertainment," Harris said. "Ideally this legislation would encourage people out of local neighborhood bars earlier and to these areas to continue their nightlife. This is not a mandate which must be acted on, but gives local governments another means to bring revenue into the state."

The plan would need to go through the statehouse and be signed by Governor Wolf in order to take effect.

Woman Shot Twice in Camden

Shots fired on a Camden, New Jersey street late Monday night have left one woman hospitalized.

The shooting occurred on Van Buren Street around 10:30 p.m., according to officials.

Bullets struck the victim twice and she was taken to Cooper University Hospital, authorities said.

Her condition is unknown.

There are no known suspects at this time. Police are working to determine a motive.

An investigation is underway.
