More than four years at a cost of $64.8 million dollars.

That’s the cost of a planned construction project to replace seven structurally-deficient bridges over Center City Philadelphia’s Vine Street Expressway (Interstate 676) set to begin Tuesday.

PennDOT plans to replace the two-span structures along 22nd Street, 21st Street, Benjamin Franklin Parkway/20th Street, 19th Street, 18th Street, and the Free Library and Family Court pedestrian bridges over I-676 with single-span bridges, said PennDOT.

The construction is necessary to ensure safety along the roadway connecting the Schuylkill Expressway (I-76) with I-95.

“We are eager to start this critical project to rebuild these aging bridges and enhance areas above the Vine Expressway in the Logan Square neighborhood,” said PennDOT’s acting district executive Christine Reilly.

Other items to be repaired or replaced include repaving the roadway, removal or supports from the median and aesthetic efforts.

PennDOT warned of early morning closures along I-676 starting just after midnight through 5 a.m. each morning between Broad Street and I-76 in both directions starting Tuesday this week. The following closures will take place at the following times:

  • Eastbound I-676 closure between I-76 and 16th Street Tuesday, April 14 and Thursday, April 16 from 12:01 a.m. to 5 a.m.
  • Westbound I-676 closure between Broad Street (Route 611) and I-76 Wednesday, April 15 and Friday, April 17 from 12:01 a.m. to 5 a.m.
  • Possible eastbound or westbound I-676 closure Saturday, April 18 from 12:01 a.m. to 5 a.m.

When I-676 west is closed, the following detours will be in place for drivers:

  • To I-76 East and West: Exit I-676 west at Broad Street (Route 611) Interchange; take 15th Street south; right on J.F.K. Boulevard; right on Schuylkill Avenue and follow signs to I-76 east and I-76 west;
  • From 16th Street north of J.F.K. Boulevard: Follow 16th Street north; right at Spring Garden Street; right at 15th Street; right at J.F.K. Boulevard; right on Schuylkill Avenue to ramps to I-76 east and I-76 west; and
  • From 16th Street south of J.F.K. Boulevard: Follow 16th Street north; left at J.F.K. Boulevard; right on Schuylkill Avenue to ramps to I-76 east and I-76 west.

Optional detours for passenger cars during the closure of I-676 west include:

  • To I-76 West: Exit I-676 west at Broad Street (Route 611) Interchange; take 15th Street south; right onto local Vine Street; right on Benjamin Franklin Parkway and follow around Eakins Oval and onto Spring Garden Street to the ramp to I-76 west; and
  • From 16th Street north of J.F.K Boulevard to I-76 West: Follow 16th Street north; left onto local Vine Street; right on Benjamin Franklin Parkway and follow around Eakins Oval and onto Spring Garden Street to the ramp to I-76 west.

When I-676 east is closed, the following detours will be in place:

  • From I-76 east: Exit at 30th Street/Market Street (Exit 345); right at Arch Street; left at 30th Street; left at Market Street; left at 16th Street; right at Vine Street to the ramp to I-676 east;
  • From I-76 west: Exit at 30th Street (Exit 345); take Schuylkill Avenue to Market Street; right at Market Street; left at 16th Street; right at Vine Street to the ramp to I-676 east; and
  • Traveling east on Benjamin Franklin Parkway intending to use the 24th Street on-ramp: Follow Benjamin Franklin Parkway around Logan Square and bear right onto Vine Street east; follow Vine Street to the ramp to I-676 east.

After the closures next week, PennDOT plans to begin demolishing bridges starting with Family Court pedestrian Bridge on May 4.

The first phase of the project is expected to last until lately July 2017 – with the exception of the time period during the World Meeting of Families when all projects will be put on hold. Phase 1 includes replacing the Family Court and Free Library pedestrian bridges, plus the 19th Street and Benjamin Franklin Parkway/20th Street structures. Phase 2 – which is expected to last until the fall of 2019 – includes replacing the 22nd Street, 21st Street and 18th Street bridges.

The Family Court, 19th Street, 18th Street and Free Library bridges will be closed and detoured throughout the project while the other bridges will be rebuilt while being used, said PennDOT.

General contractor Philadelphia-based Buckley & Company, Inc. is working on the $64,836,180 project, which is being 100 percent financed through federal funds, said PennDOT.

A man is fighting for his life after he was shot three times in the Kingsessing section of the city after an argument with his ex-girlfriend, according to police.

The 27-year-old man was visiting his current girlfriend at the grocery store where she works on 55th Street and Kingsessing Avenue around 4:30 p.m. Sunday, investigators say. Police told NBC10 he was then confronted by his ex-girlfriend leading to an argument between the two.

During the argument, the ex allegedly told the victim she was going to "get his a** shot," according to investigators.

About an hour later, as the victim was on the 1500 block of South 55th Street, an unidentified gunman in a white sedan drove towards him and opened fire.

The victim was struck once in the upper right chest, once in the upper right back and once in the buttocks before the gunman drove off. The victim managed to run into the grocery store and call 911. He was taken to Presbyterian Hospital where he is currently in critical condition.

No arrests have been made. Police have not yet released a description of the gunman. They also have not yet revealed whether the victim's ex-girlfriend will face any charges.

Masters Winner Has Ties to Local Bar

Staff members and customers at the Great American Pub in Narberth celebrated as Jordan Spieth held the green jacket Sunday after winning the Masters.

“What a feeling,” said Tom Darlington, the owner of the Pub. “Every stroke was a cheer! It was emotional for us.”

The reason for all of the excitement? The 21-year-old golfer just so happens to be the nephew of Stow Spieth, a bartender at the pub. Stow was in Augusta, Georgia to cheer Jordan on as he won the Masters with a score of 18 under par, tying the 72-hole record set by Tiger Woods. Jordan is the first wire-to-wire winner to wear the green jacket since 1976.

Stow’s co-workers showed their support for Jordan, a Texas native with family members from our area.

“It was a nice crowd,” Darlington said. “Everyone was cheering.”

Darlington told NBC10 he and his staff have been fans of Jordan ever since Stow told them about him.

“Two or three years ago no one knew who he was but we all followed him because of Stow’s relationship with him,” Darlington said.

Spieth gained major prominence in 2013 when he won the John Deere Classic at the age of 20 and was granted full status as a PGA Tour member as well as entry into the 2013 Open Championship, PGA Championship and 2014 Masters.

“From that point to winning the Masters two years later, it’s just an amazing accomplishment,” Darlington said.

As happy as everyone at the Great American Pub is for Jordan, Darlington says they aren’t all that surprised by his huge achievement based on what Stow told them several years ago.

“Stow told us that his nephew is the next Tiger Woods and by God he’s right,” Darlington said. “It’s just amazing for all of us.”

A New Jersey police officer pursuing a carload of robbery suspects early Sunday morning shot and wounded one of the suspects after they crashed their car into a house and fled, officials said.

The incident began at about 7 a.m. when a woman told a Newark police lieutenant in a marked SUV that she had been robbed at gunpoint, according to the Essex County prosecutor's office.

The lieutenant spotted the suspect's car in the area of 15th Street and drove toward the vehicle, which sped away. After a short chase, the suspect's car slammed into a house at the corner of 13th Avenue and South 6th Street, police said.

Five people spilled out of the car and ran. The lieutenant chased three, who fled north on South 6th Street.

A short distance from the crash site, one suspect with a gun turned toward the lieutenant, who then fired one round which struck the suspect in the chest, investigators said.

The wounded man was taken to University Hospital. Information about his condition wasn't available.

Two other suspects were apprehended and two are at large, police said. The vehicle they crashed had been reported stolen, police said.

Police haven't released the identities of the suspects. The name of the lieutenant, a 25-year veteran of the force, was being withheld for security reasons, police said.

A man stopped by police for a broken tail light claimed to be a federal agent before officers impounded his car and discovered a stash including weapons and hundreds of doses of illegal drugs, police said Sunday.

Steven Greytak, 41, was sitting in his car at a gas station in Englewood Cliffs, New Jersey, on Friday when two officers noticed his broken tail light, according to the Palisades Interstate Parkway Police. When the officers approached him, they smelled what seemed to be marijuana in his car, police said.

Greytak, who lives in Patchogue, New York, claimed he was an agent with the Bureau of Alcohol, Tobacco, Firearms and Explosives; then, when the officers searched him, they found a switch blade and a container of pills, police said.

According to police, a search of his car uncovered nearly 300 Xanax pills, about one pound of marijuana and about 25 grams of hashish - as well as marijuana candy, MDMA, Cocaine, hydrocodone, a machete and various knives, and a scale.

Greytak was arrested on charges of impersonation of a police officer and a number of drug offenses. It wasn't immediately clear if he had a lawyer.

Philadelphia Police wound up in a standoff with a sexual assault victim after a woman called 911 following a sexual assault early Monday.

“The female stated that this man that she had met earlier in the night in a bar sexually assaulted her, threatened her with a gun and went in her purse and stole about $20 cash,” said Philadelphia Police chief inspector Scott Small.

Police responded to 48th and Parrish streets in West Philadelphia around 1 a.m. after the woman called 911 to report the sexual assault.

“When (police) arrived she pointed out the condominium where this female stated this man was living,” said Small.

Officers could see the man inside his home but he refused to answer knocks on the door, said Small.

Police called in SWAT and surrounded the property. After several calls to the man’s cell, he finally answered the door and surrendered, said investigators. The barricade lasted about 45 minutes in total before police could be seen loading the shirtless, handcuffed man into a police van.

Officers transported the suspect to the Special Victims Unit where he would be interviewed. He could face sexual assault, simple assault and robbery charges, said Small.

Police held the scene early Monday morning as they waited for a warrant to search the man's home.
