Truck Slams Into Twp. Building

A man was hurt after his full-sized pickup truck slammed into a building in Springfield Township, Bucks County.

The accident occurred early Monday evening at the Springfield Township Building on the 2300 block of Township Road. The Springfield Township Police Station is located inside the building.

The driver was trapped inside his vehicle after the crash but was removed by responders. He was taken to St. Luke's University Hospital - Bethlehem. Officials have not yet revealed his condition or what caused him to lose control.

Radnor Student Accused of Plotting Columbine-Style Attack

A senior at Radnor High School was arrested Monday after police say she wrote a detailed plan to murder her classmates and a teacher.

Investigators say the 17-year-old girl wrote in her notebook that she wanted to be the first female mass murderer, and specifically described how she would kill several students and one of her teachers.

She also allegedly wrote about how much she admired Eric Harris and Dylan Klebold, the students behind the 1999 Columbine High School massacre.

"But imagine the power," the girl allegedly wrote. "The bullets leaving the gun with a loud bang, piercing kids around me, the way they collapse, their blood splattering the floor... the screams."

Administrators at Radnor High found the girl’s notebook and reported it to police around 11:30 a.m. Monday.

“There are always warning signs,” said Radnor Township Police Superintendent Bill Colarulo during a press conference Monday afternoon. “If you want to go back and reference the Columbine incident, there were numerous warning signs that went ignored, that went unnoticed and nobody took the proper action and made the report.”

The girl was arrested and will be charged as a juvenile for making terroristic threats. According to investigators, the girl has a history of mental illness. Her parents are cooperating with police. No weapons were found at Radnor High or the teen’s home.

“As soon as it was recognized that these writings were bizarre and dangerous the appropriate steps were taken,” Colarulo said. “That’s what we hope people will do from now on.”

Debbie Singer, a parent of a junior at Radnor High, told NBC10 her daughter and other students knew the suspect had a fascination with the Columbine massacre. The girl allegedly wrote a letter to the parents of one of the Columbine shooters and included detailed notes on how should would execute her own plan.

"It's very said and it's sad for the girl," Singer said. "The rumor was this was going to happen at the pep rally." 

The student is currently undergoing psychiatric evaluation but will remain in custody.

Man Accused of Raping UDel Student

A man is accused of raping a University of Delaware student on Halloween.

Authorities identified 28-year-old Candido Tepoz as the suspect after an investigation led police to the vehicle where the 19-year-old student said the sexual assault occurred.

The student told police a man offered her a ride home and then sexually assaulted her inside a vehicle before dropping her off at a residence hall, according to investigators.

Officials searched surveillance video and license plate records -- leading them to the vehicle where the sexual assault occurred.

University of Delaware police told UDaily they located the owner of the vehicle, but another person -- Tepoz -- regularly drove the car.

Tepoz,  who is originally from Mexico but currently living in the Newark, Delaware area, was found during a traffic stop on Kirkwood Highway, according to police. He allegedly gave investigators a fake name, but the student positively identified Tepoz, authorities said.

Police arrested Topez and charged him with rape, unlawful sexual contact, unlawful imprisonment and other related offenses. He was arraigned on $65,000 secured bail and committed to the Howard R. Young Correctional Institution.

PennDOT Construction on Route 422

Route 422 will be constricted to one lane in each direction this fall, starting Monday at 10 p.m.

PennDOT is investing $36 million to replace the route 422 Bridge over the Schuylkill River in North Coventry Township, Chester County, and West Pottsgrove Township, Montgomery County.

Here are the three stages of improvement: 

  • Replacing the existing westbound lane
  • Replacing the eastbound Route 422 bridge
  • Rebuilding the center median

This replacement comes as a result of the Act 89 funds from Pennsylvania’s new transportation plan.

“This major undertaking to build a new, modern bridge to carry Route 422 over the Schuylkill River is part of our overall program to improve the highway in the greater Pottstown area,"  said Lester C. Toaso, the PennDOT District Executive.

Crews will work Monday through Friday (Nov. 3-7) from 10 p.m. to 5 a.m. to rebuild the eastbound shoulder on Route 422.

By late November the contractor will build crossover lanes on both sides of the bridge. Once the crossover lanes are finished, Route 422 will shift one westbound lane over the eastbound side of the highway approaching the river bridge.

Detours will be posted for intermittent overnight closures of Route 422.

Woman Shot, Killed in Camden

Friends and family are mourning a Camden woman who was shot and killed Monday.

Karen Ramirez, 21, was on the 300 block of Grant Street when an unidentified gunman opened fire. Ramirez was struck several times and the gunman fled the scene.

Ramirez was taken to Cooper University Hospital where she was pronounced dead at 3:35 p.m.

Police continue to investigate the shooting. They have not yet released a description of the suspect.

Student Shot Outside DSU Residence Hall

A student is recovering after a shooting outside a residence hall at Delaware State University.

The shooting occurred Monday around 4 p.m. in the parking lot of the Living and Learning Commons, a residence hall for around 200 students, on the 1500 block of North DuPont Highway, just north of the main campus in Dover, Delaware.

The unidentified student was taken to Kent General Hospital and treated for non-life-threatening injuries.

Living and Learning Commons was formerly the Dover Sheraton Hotel but was converted into a student housing facility for Delaware State University last year.

The school was on lockdown for several hours. The lockdown was lifted around 8 p.m. While no arrests have been made, campus police told NBC10 they don't believe there is a threat to any other students at this time.

"I'm just shocked, knowing something can happen at any time," said Quintin Reid, a student at the university.

The school is closed Tuesday due to elections. Police continue to search for the shooter.

Delaware State University is a public university located in Dover, Delaware. In Sept. 2007, two students were shot on campus. One student died from her injuries 32 days later while another student survived. A freshman student was charged in the shooting and expelled from the school.

Opening arguments took place Monday in the civil case against a former University of Pennsylvania professor who bludgeoned his wife to death in their suburban Philadelphia home as she wrapped Christmas presents. 

The lawsuit seeks compensatory and punitive damages from Rafael Robb, 64, a former Penn economics professor currently serving a prison sentence for the crime.

Robb beat his wife, 49-year-old Ellen Gregory Robb to death with a metal chin-up bar as she was wrapping Christmas gifts back in December 2006 in their King of Prussia home — in order to avoid a costly divorce, according to prosecutors. Their daughter Olivia Robb, then 12, was also home at the time.

Rafael Robb pleaded guilty to voluntary manslaughter in November 2007 and was sentenced to five to 10 years in prison.

Attorneys for Ellen Robb want her estate compensated and money provided for her daughter. While Ellen Robb's brother Gary Gregory represents the estate, family attorney Robert Mongeluzzi told Philly.com that any award would go to Olivia Robb, who is now 20-years-old and estranged from her father. She lived in South Jersey with an uncle after her mother’s death before she went off to college, according to Mongeluzzi.

Mongeluzzi also said Rafael Robb had assets and investments in the millions.

During Monday's opening arguments, Mongeluzzi told the jury Rafael Robb repeatedly beat his wife with a metal bar until she was unrecognizable and then tried to stage a robbery scene in the house, according to Philly.com.

Rafael Robb's attorney Eric Levin stated the murder was not premeditated during his opening arguments, Philly.com reports. Robb had claimed he went into a violent rage after his wife pushed him and caused him to hit his head.

According to Philly.com, Mongeluzzi told the jury that while Robb would try to depict the incident as a moment of uncontrollable rage, they should focus on how much his wife suffered.

Robb was initially paroled in Nov. 2012, and the victim's family publicly protested the decision.

Gary Gregory told NBC10's Deanna Durante the family had tried over and over again to protest Robb's release in front of the parole board. Each time, he said, they were denied.

State Rep. Mike Vereb stepped in on the family's behalf and convinced the Chairman of the Parole Board, Michael Potteiger, to meet with the family. Vereb, a Republican, said after researching the case, he'd determined that the parole board likely broke the law and violated the family's rights by not allowing them to speak before the board.

Common Pleas Court Judge Paul Tressler, who oversaw the case, called Ellen's murder one of the most horrific in the history of Montgomery County. He also wrote to the parole board to protest Robb's release. His letter included information about Robb's treatment of his daughter:

"Even more telling is his [Robb's] attempt to manipulate his grieving daughter into continuing her relationship with him by threatening to withhold financial support for her future. I fear his prison conduct and your judgment. About him not being a threat to the public is another example of his manipulation, this time to the parole board."

The board denied breaking any laws and said the responsibility of notifying families about appearing before the board belongs to the Office of the Victim Advocate. However, in January 2013, the board rescinded their decision, just four days before Robb was set to walk free. He remained in prison.

Olivia Robb will testify during the civil trial, with Hon. Thomas M. Del Ricci presiding. Rafael Robb will also face cross-examination.

"The family of Ellen Gregory Robb has waited eight years to have its day in court," Mongeluzzi said.

Mongeluzzi also said Ellen Robb’s family would not be able to find any closure or justice until “the circumstances of the killing and the facts of the case have finally been presented to a jury.”

"We have never lost faith in the American justice system and while we know the trial will be terribly painful, especially for my niece, this is what our beloved Ellen would have wanted," Gary Gregory said.

Rafael Robb will remain incarcerated locally during the trial. The claims against him were brought under Pennsylvania’s wrongful death and survival acts.

McDonald's Employee Stabbed in Restaurant Parking Lot

A McDonald's employee is in stable condition after a man pulled out a knife and stabbed him in the fast food restaurant's parking lot in Philadelphia late Monday night.

The worker, who was off the clock, got into a fight with the suspect outside the McDonald's at 29th Street and Grays Ferry Avenue in the city's Grays Ferry section just before midnight, police said.

The fight escalated and the suspect stabbed the employee, who was rushed to the Hospital of University of Pennsylvania, authorities said.

No arrests have been made and the incident is under investigation.

SEPTA Officer Accused of Masturbating on Subway

A SEPTA Transit Police officer was arrested after he allegedly masturbated while riding in a subway car.

On Oct. 25, SEPTA’s social media team discovered a video on the Internet showing a man masturbating on a Broad Street subway car. The video, which was posted in August, was forwarded to SEPTA Transit Police who began an investigation.

After a Transit Police Captain reviewed the video, the man was identified as 44-year-old Kevin Fant, a member of the Transit Police who was off-duty at the time, according to investigators.

On Oct. 28, police executed a search warrant of Fant’s Philadelphia home and recovered the clothes he was allegedly wearing in the video. Fant was then arrested on Halloween and charged with indecent exposure and open lewdness. 

Fant, a Philadelphia resident, has been a member of the Transit Police for 12 years. In addition to the charges against him he was also placed on administrative leave.

2 Dead in Murder-Suicide Outside YMCA: DA

A man and a woman were killed after an apparent murder suicide outside a YMCA in Chester County.

According to the Chester County District Attorney, the unidentified man shot and killed his ex-girlfriend in an ambush attack in the parking lot of the YMCA on the 200 block of Hurley Road in West Brandywine around 5:45 p.m. Monday.

The man then turned the gun on himself once police arrived, according to authorities. Both the man and his ex-girlfriend died from their injuries.

The YMCA was initially placed on lockdown after the shootings. The lockdown has since been lifted.

Officials have not yet identified the alleged shooter and victim.

Girl Can't Use Treehouse Amid Neighbors' Spat: Parents

A 10-year-old Delaware girl with Down syndrome can no longer use her treehouse after a neighbor hired a contractor to take a chainsaw to a supporting tree trunk, her parents say, amid an escalating neighborhood spat over the treehouse. 

"He stood there and said, ‘Cut it, cut it!’" Robert Cole said of his neighbor. He said it is now too dangerous for his daughter Grace to play in the treehouse.

But the neighbor defended his decision, saying he and others community members worried they could be liable if someone got hurt.

The Coles have long been battling their neighbors over the treehouse, which was built years ago and which they admit encroaches on a path owned by the neighborhood association that is located directly behind their home. Robert Cole says liability fears have fueled the argument.

The neighbor stands by his decision to have the treehouse removed permanently, telling NBC10 he is concerned the girl could get hurt on his property and he does not want to be liable for any injuries.

But Grace's family questioned the legality of the neighbor’s actions. “I believe the place where he made the cut is actually on our property," Robert Cole said.

The Cole family is considering legal action, but a survey to determine the exact property lines is needed.

Rockefeller Tree Coming From Pa.

The tree that will usher in the holiday season at Rockefeller Center will come from a family home in the Keystone State this year.

For the last few days, crews have been prepping the 85-foot-tall Norway spruce, currently sitting in a couple's yard in Danville, Pennsylvania, for the trip to New York. 

The tree will be cut down Wednesday morning and hoisted onto a 115-foot-long trailer for the trip to Rockefeller Center.

The tree is expected to arrive in midtown Friday morning, with "Today" show weather anchor Al Roker leading the way. It will be lit Dec. 3 and remain on display through the first week of 2015.

Last year's tree, also a Norway spruce, was from Shelton, Connecticut.
