Police in Delaware County are on the search for a peeping tom who allegedly touched himself outside apartment windows.

Upper Darby Township Police Superintendent Michael Chitwood tweeted that police are looking for a man who peeped in windows at the Laurel Manor Apartments along North Avenue.

Chitwood said that the man allegedly masturbated while peering into the homes.

NBC10 has contacted the department to try and determine further details including any suspect description and how many times he has allegedly struck.

Investigators asked anyone with information to contact Upper Darby Police.

A South Jersey teenager struck and killed a man crossing a busy roadway Saturday night.

According to Winslow Township Police, Nidira Moore, 18, was driving westbound on the White Horse Pike near Bennett Way just before 8 p.m. when her vehicle struck Salvador Guzman.

Investigators said that Guzman, 42, was walking along the westbound lanes of the Pike when he crossed the road -- going into Moore’s path.

Guzman, who hailed from Hammonton, was transported to a nearby hospital where he died from his injuries.

Police closed the roadway for about two hours as they investigated.

As of Sunday morning no charges were filed and the investigation remained open, according to police.

Police Block Off-Ramp as Eagles Traffic Backs Up

Going to the Eagles game? You’re not alone.

Philadelphia Police closed the exit from Interstate 95 to S Broad Street (Exit 17) before noon Sunday due to the large amount of cars trying to get to the Eagles home opener at Lincoln Financial Field.

Police could be seen along I-95 north blocking the off-ramp for about 45 minutes.

Exiting traffic was diverted to the Packer Avenue off-ramp (Exit 19).

In an attempt to promote people riding public transit to the game, Miller Lite teamed up with SEPTA to offer free rides on the Broad Street Line subway but that didn't stop people from driving.

Officer Hurt in Crash Near Eagles Stadium

A car collided with a police cruiser Sunday morning injuring an officer as traffic backed up in the stadium area in the minutes before the Eagles home opener in South Philly.

The officer suffered undisclosed injuries after the officer’s cruiser was struck at Broad Street and Packer Avenue around 11:30 a.m., according to Philadelphia Police.

Medics rushed the unidentified officer to Methodist Hospital in stable condition. No one in the other vehicle was hurt, police said.

The crash caused heavy damage to the police vehicle and moderate damage to the civilian car, according to police.

Police directed traffic around the scene of the crash as thousands of fans flocked to Lincoln Financial Field for the Eagles home opener at 1 p.m. against the Jacksonville Jaguars.

Police didn’t say if the people in the private car were headed to the game.

The exact cause of the crash remained under investigation Sunday afternoon.

Water Taxi Runs Into Sandbar Along NJ River

No injuries were reported when a water taxi carrying 22 people ran aground over a sandbar in the Manasquan River.

But authorities say it's not yet clear what caused the accident, which occurred early Sunday.

Crews from Coast Guard Station Manasquan and the Brick Township Fire Department responded to the scene and got the stranded passengers safely to shore.

A tow boat was eventually was able to move the water taxi off the sandbar.

Police Chase Suspect Tries to Escape at KOP Mall: Police

A man was arrested after he allegedly led police on a wild chase on I-76 and then tried to escape at the King of Prussia Mall.

On Saturday around 5:35 p.m., a State Trooper spotted a black Cadillac CTS traveling at a high speed on I-76 near the Gulph Mills Exit in Lower Merion Township.

The Trooper pursued the vehicle which continued to speed in the westbound lanes of I-76 for 2.5 miles before taking Exit 330/Gulph Mills, according to investigators. During the chase, investigators say the state trooper’s vehicle collided with a Ford Explorer at the intersection of Matsonford and County Line Roads in Radnor Township, Delaware County.

The trooper along with the driver and passenger inside the Ford Explorer all suffered non-life-threatening injuries.

After the collision, investigators say the black Cadillac traveled over an embankment and crashed in a wooded area. The driver, identified as 22-year-old William Greene of Philadelphia, fled to a nearby home and asked the homeowner for a ride, according to police.

Two other passengers inside the Cadillac, identified as 20-year-old Krystin Bowie and 20-year-old Kayla Gulledge, were apprehended at the scene by responding police officers. Both women were taken to Paoli Hospital where they were treated for injuries they suffered during the cash.

The homeowner, unaware of the police chase, drove Greene to the King of Prussia Mall, according to investigators. Police say they learned Greene was at the mall and waiting for a ride from his mother. Police contacted mall security and also notified several local departments. Greene was spotted and detained by mall security, according to investigators. He was taken into custody and charged.

Investigators also say Gulledge was wanted out of Maryland for failure to appear for a drug possession charge. She was taken into custody for processing and is being temporarily housed at the Lower Merion Police Department pending an arraignment.

Suspect Who Allegedly Shot Man 6 Times ID'd

An arrest warrant has been issued for an alleged gunman accused of shooting a man six times outside a local bodega.

Police say they're searching for 23-year-old Allan Stokes of Philadelphia. Stokes allegedly shot 49-year-old Edward Lynn back on August 29.

Investigators say Lynn entered a bodega on the corner of Farson Street and Haverford Avenue back on August 29 around 2 p.m. As Lynn walked out he accidentally bumped into Stokes who was with two friends outside, according to police.

Lynn's wife Michelle, who works as a Philadelphia Police radio dispatcher, says her husband's simple mistake sparked an argument.

"I understand words were exchanged," Michelle said. "He came back over to apologize and extended his hand. One of the guys went ahead and punched him in the face. That's when a guy pulled out a gun and started shooting.

Police say Stokes fired nine shots. Lynn was struck six times in the legs, shoulder and right side. Investigators also say a bullet pierced his spine.

"He was like, 'I can't believe they just shot me,'" Michelle said. "I just told him to hold on and that I was on my way. I just couldn't believe what they did to my husband for no reason. No reason at all." 

Stokes fled the scene south on the 200 block of North Farson Street, according to investigators.

Lynn was taken to the Hospital of the University of Pennsylvania where he underwent several surgeries. He is in critical but stable condition. Michelle, who has five children with Edward, says she's not sure if her husband will ever walk again due to the shooting.

"It hurts," Michelle said while in tears. "So many times I want to break down. I can't because I have to be strong for him."

Stokes, who officials say was captured on surveillance video inside the grocery store prior to the shooting, is described as a 20-year-old man, standing 5-foot-8. He was last seen wearing a white tank top, tan pants and black sneakers, according to police.

Caught on Cam: Teens Attack Man With Mental Disability

Viral videos of teenagers viciously attacking a man with a mental disability have sparked a police investigation.

The videos of the attacks, which reportedly occurred in Newark, Delaware, made the rounds on Instagram after they were posted on Friday.

One video shows a teenager chasing after the man in front of an apartment complex. The man runs away from the teen, begging for him to leave him alone. The teen then grabs the man and body slams him to the ground as he screams out in agony. The teen then punches and kicks him in the head as his friends laugh in the background.

Two other videos show the teens attacking the same man in a wooded area. One video shows a teen once again body slam the man to the ground as his friends laugh. The other video shows the teens punching and pushing the man to the ground.

The videos inspired a massive social media response and the clips quickly went viral.

"It's been a frenzy," said Soraya Cristan, a teenager from White Settlement, Texas.

Cristan claims the videos inspired her to create an anti-bullying campaign online.

"The tag #TheBullyProject has had over 50,000 posts," Cristan said. "People have spread the awareness all over the Internet."

Angeliz Marrero, a 16-year-old student at Howard High School of Technology in Wilmington, told NBC10 she also received a huge response after reposting the videos on her Instagram page and using #TheBullyProject hashtag.

According to Marrero, the victim is a 27-year-old man who suffers from Williams Syndrome, a neurodevelopmental disorder.

“He loves music and is very kind and is completely harmless,” Marrero said. “He loves to be out of the house just being active walking around.”

Marrero claims the attacks took place at the Harbor Club Apartment complex on Cheswold Boulevard in Newark, Delaware, and in a wooded area behind the YMCA of Newark, Delaware.

Marrero also says the teens shown in the video are between the ages of 14 and 15 and attend Delaware area high schools and middle schools.

New Castle County Police told NBC10 they are investigating the attacks. They have not revealed any further information.

Prayer, Image for World Meeting of Families Revealed

The Archdiocese of Philadelphia released the official prayer and image for the highly anticipated World Meeting of Families, which is set to take place in Philly September of next year.

Archbishop Charles Chaput unveiled the prayer and image during Sunday evening Mass at the Cathedral Basilica of Saints Peter and Paul.

"The prayer and iconic image will inspire everyone as we continue to prepare for the 2015 World Meeting of Families," said Archbishop Chaput. "With their focus on enriching and reenergizing the spiritual life of families - both Catholic and non-Catholic alike, I'm hopeful that this prayer and image can help all of us to examine our minds and hearts and deepen our relationships with God and our families in meaningful ways."

The official prayer, inspired by the World Meeting of Families theme, “Love is our mission: the family fully alive,” is meant to aid delegates around the world in their spiritual preparation for the conference, according to Archdiocese officials. The official prayer is the following:

God and Father of us all,
in Jesus, your Son and our Savior,
you have made us
your sons and daughters
in the family of the Church.
May your grace and love
help our families
in every part of the world
be united to one another
in fidelity to the Gospel.
May the example of the Holy Family,
with the aid of your Holy Spirit,

The official image was created by Neilson Carlin, an artist based in Kennett Square, Pa. The oil painting depicts Mary, Joseph and Jesus as a small child as well as Mary’s parents, Saints Anna and Joachim. It’s a four-by-five foot canvas which will be on display in the Cathedral Basilica through the conclusion of the World Meeting of Families, which will be held September 22 to September 27 in 2015.

“I am both honored and humbled by the opportunity to use my talents to serve the Church, my fellow Catholics and this global event, which hopefully will welcome Pope Francis,” Carlin said. “Inspired by the theme of 'Love is our mission,' it is my sincerest hope that this image will be a source of prayer and contemplation that draws people of all faiths in and ultimately makes them feel closer and more connected to their own families."

Archdiocese officials say the prayer and image will also be shared with the Pontifical Council of the Family at the Vatican during Archbishop Chaput’s visit to Rome the week of September 15.

Police Shoot at Car After Traffic Stop

A woman wound up in the hospital and several people wound up in police custody after a police-involved shooting in the Wissinoming section of the city.

Investigators say two officers were conducting a traffic stop on the 4800 block Comly Street Sunday night. Police say they heard a woman inside the car scream, “hurry up!” They also say they spotted the driver of the car concealing something under the front seat.

As they approached the vehicle, investigators say the driver attempted to flee the scene. The officers ordered the man to stop but he allegedly accelerated and tried to run one of them down.

Investigators say one officer fired twice into the driver’s side of the vehicle while the other officer fired once into the rear passenger side. The vehicle then fled the scene, according to officials.

Police say the same vehicle was spotted on Frankford Avenue about 40 minutes later. Responding officers took at least two people into custody. Police also say a third passenger, an unidentified woman, was suffering from a gunshot wound to the leg. She was taken to a nearby hospital for treatment and wasn't cooperating with investigators.

Police have not yet identified the suspects or revealed the specific charges against them.

Caught on Cam: Teens Attack Man With Mental Disability: Videos of brutal attacks on a man with a mental disability led to the arrests of two teenagers in Delaware.

While police suspect the attacks occurred several weeks ago, videos of the assaults made the rounds on Instagram after they were posted on Friday.

Both teens are charged with offensive touching, assault of a vulnerable adult and conspiracy. They were arraigned and released on $2,500 bail. Police are still searching for other teens involved in the attacks.

"No Cease-Fire for Anyone":  A group of rebel fighters in the village danced and drank Sunday morning in celebration after what they said was a successful assault on a Ukrainian military encampment in the area. One said the group had captured eight government troops, though no captives could be seen. The fighter, who gave only the nom de guerre "Khokhol," said the truce was not being respected by either side.

Enterovirus Outbreak Expected to Spread Across Country: Outbreaks of an uncommon virus are sending hundreds of kids to the emergency room, according to the Centers for Disease Control and Prevention.

Many of the illnesses appear to be caused by enterovirus D68 or EV-D68 — a distant cousin of the polio virus — which causes respiratory symptoms and appears to be worse in children with asthma.

The virus has already hit 10 states and is expected to move across the country.

A man was taken into custody after a confrontation with an off-duty police officer that was captured on video.

A woman, who did not want to be identified, told NBC10 she was inside her home on Tabor Avenue around 4 p.m. Saturday when she heard a commotion outside. According to the woman, a female driver who was pulling out of her driveway struck a car that was passing by. The woman claims the man whose vehicle was struck got out to take pictures when he became surrounded by the female driver's family and friends.

"It's like they ganged up on him," the woman said.

The woman grabbed her phone and went outside to record the incident. That's when she claimed a shirtless man began to "relentlessly" attack the man involved in the accident.

"He threw him against the ambulance," she said. 

The woman says she then recorded the confrontation between the two men. The video, which was posted on YouTube by a friend of the woman, shows the shirtless man placing handcuffs on the other man.

“He can’t be on him like that, he’s not a cop!” the woman yells as she records.

Another person then tells her that the shirtless man is actually an off-duty police officer.

“You can’t just tell somebody you’re a cop,” the woman replies. “You’ve gotta show him your badge.”

According to police, the female driver involved in the accident suffered a seizure while driving, causing her to hit the man’s car. Police say the man then screamed at the female driver, not realizing that she had a seizure. The female driver's teenage daughter, who was also inside the car at the time, then yelled for help, according to police.

Police say the shirtless man in the video was an officer who was off-duty at the time. As he walked towards the accident, investigators claim the man involved in the crash shoved the teen girl.

Investigators say the man then shoved the off-duty officer after the officer told him to calm down which led to the recorded confrontation.

The woman who recorded the incident claims the man never shoved the teen girl or police officer however. She also told NBC10 the off-duty officer never identified himself.

"It's not true," she said. "I watched the whole thing. He didn't touch her. If I'm on your block and you hit my car and all your family and friends are outside, why would I shove you when all your family members and neighbors are out there? It just doesn't add up."

Police say the man, who has not been identified, was taken into custody though they have not revealed the specific charges against him. The woman who suffered the seizure was taken to the hospital for treatment.

Shooting Victim in Car Crash on Way to Hospital

Two people wound up hurt after a man rushing a shooting victim to the hospital crashed on the way.

The whole thing began when a 24-year-old man sitting on a stoop along the 5600 block of Catharine Street in West Philadelphia got into an argument with a group of people around 12:30 a.m. Monday.

A short time later at least one person opened fire 11 times at close range, striking the unidentified victim once in the back, according to Philadelphia Police.

“Upon police arrival they found that this 24-year-old shooting victim… was put in a private vehicle that was traveling eastbound in the 5600 block of Catharine in order to take this individual to the hospital,” said Chief Inspector Scott Small.

Small said that a 30-year-old woman driving her black Nissan north on 56th Street crashed into the tan Nissan sedan carrying the shooting victim.

Police then rushed the shooting victim to the Hospital at the University of Pennsylvania in critical condition. Medics rushed the driver of the black car to the same hospital in stable condition with head injuries.

No one else was hurt in the crash.

Police transported witnesses including the person who was driving the shooting victim to Southwest Detectives for questioning.

Small said that no one was immediately charged and investigators continue to work towards figuring out what led to the shooting.

School Bus, Car Crash in South Jersey

A school bus with a child on board crashed along a South Jersey roadway Monday morning.

The bus collided with a car at Aloe Street and Leipzig Avenue in Galloway Township, New Jersey just before 7 a.m., according to Galloway Township Police.

One student and a driver were on the bus at the time,according to police.

There were no immediate reports of injuries and it took less than one hour to clear the crash scene.

NBC10 is working to find out what school the bus was serving.

Ravens Coach Speaks on Ray Rice

The NFL suspended former Baltimore Ravens running back Ray Rice Monday after newly released surveillance video appeared to show him assaulting his then-fiancee in an elevator at an Atlantic City hotel.

NFL Commissioner Roger Goodell announced Rice's indefinite suspension Monday afternoon, just after the Ravens tweeted that they had terminated his contract. Ravens head coach John Harbaugh didn't get in to details but said he spoke to Rice after the decision to cut him was made.

“When someone that you care about does wrong and is faced with the consequences of doing wrong, and rightfully so, it’s tough, it is hurtful," Harbaugh said Monday evening. "My pain is for both of them as a couple."

Originally Rice had been given only a two-game suspension — a punishment that was widely criticized and led to a national debate over how the NFL handles cases of domestic violence.

Goodell later increased the penalties on players for cases of domestic violence, saying in a letter and memo sent to all 32 team owners that, in the Rice case, he "didn't get it right."

The security video, which was obtained by TMZ Sports, shows Rice and his then-fiancee, Janay Palmer, entering an elevator at the now-shuttered Revel Casino on Feb. 15. 

Once the elevator doors close, Palmer appears to lunge at Rice before he punches her in the face twice. The second blow causes Palmer to hit her head on the handrail of the elevator, sending her crumpling to the floor.

As she lies motionless, Rice is then seen dragging her limp body along the floor as he leaves the elevator, a scene that has been shown repeatedly since news broke of the running back's arrest.

"Something we saw for the first time today, all of us," Harbaugh said. "It changed things, of course."

Maryland Gov. Martin O'Malley called the video "horrible, shocking and reprehensible" in a statement released Monday afternoon. He asked for support for House of Ruth in preventing domestic violence.

House of Ruth released a statement supporting the decisions by the Ravens and NFL .

"The video from the Ray Rice elevator incident simply confirms what we already knew occurred that night. It’s difficult to watch intimate partner violence as it happens. It must have been even more difficult for Janay Rice to have experienced it. One in four women will be in a physically violent intimate relationship at some point in her life, and as a community we must all have zero tolerance for it wherever it exists."

The video from inside the elevator "was not made available" during their investigation, a spokesperson for the NFL said, adding that no one from their office had seen it before it was released by TMZ.

Originally, Rice and Palmer were each charged with simple assault, but the Atlantic County prosecutor's office reviewed the case and dropped the charge against Palmer.

A grand jury lodged the more serious charge of aggravated assault against Rice in March. He has since received initial approval to enter a pretrial intervention program that could result in dismissal of the assault charge against him.

The couple married a day after Rice was indicted.

In July, the NFL announced that Rice would be subject to a two-game suspension in connection with the elevator assault, a punishment that was met with outrage given the nature of the incident. Rice was also fined more than $500,000, ESPN.com reported.

Last month, Goodell announced players will now be subject to a six-week suspension for a first domestic violence offense and banishment from the league for a second.
