Dump Truck Spills Load Onto I-95, Blocks Traffic for Hours

A dump truck crashed and spilled its load of what appears to be gravel onto busy Interstate 95 in Bucks County, Pennsylvania, during the Wednesday morning commute.

The truck crashed in the southbound lanes between Exit 37: Pennsylvania Route 132 west to US Route 13 - Street Road/Bristol Pike and Exit 35: Pennsylvania Route 63 west – Woodhaven Road before 8 a.m.

A tow truck was brought in to upright the dump truck while a front-end loader cleaned up the spilled load.

I-95 finally reopened just before 11 a.m.

U.S. Route 13 (Bristol Pike) was used as an alternate route but it was a slow ride. U.S. Route 1 (Lincoln Highway) also connected drivers to Woodhaven Road and I-95.

It Could Cost More to Cross Delaware Memorial Bridge

The cost of crossing the Delaware Memorial Bridge could be going up as the group that oversees the overpass looks for new revenue streams to fund infrastructure projects.

The Delaware River and Bay Authority announced two public comment hearings in Delaware and New Jersey to discuss the possibility of a toll increase aimed at funding more than $440 million worth of projects over the next five years.

Current one-way toll rates start at $4 for motorcycles and 2-axel passenger cars, vans and pickups. The new rates would see the fare rise to $5 for those vehicles.

The hike could start as early as March 2019.

The DRBA is in its fifth year of a 10-year bridge overhaul that includes a ship collision protection system, vertical cable replacement, and major steelwork and bridge deck repairs, DRBA Executive Director Tom Cook said in a statement.

The DRBA argues that current revenue projections will not be enough to fund the requisite projects.

The first of the public hearings will take place Wednesday, Dec. 5 at 6:30 p.m. on the main floor of the Vincent A. Julia Center in Delaware.

The second public hearing will take place Thursday, Dec. 6 at 6:30 p.m. at the Salem Community College Davidow Performing Arts Theatre in New Jersey.

Members of the public are invited to weigh in as the DRBA provides details on the new proposed rate structure.

Gunmen Shoot Woman 20 Times in Broad Daylight

Two gunmen shot a woman 20 times, killing her in broad daylight on a Trenton street Tuesday afternoon, police said.

The shooting broke out shortly after 2 p.m. in the 800 block of Stuyvesant Avenue, according to police. The victim was hit by gunfire multiple times in the head, torso and other parts of her body.

Police believe the woman was targeted.

Police are looking for two shooters. They were seen fleeing the scene in a Nissan Maxima.

Stray Bullet Goes Through Window of Philly High School

A Philadelphia high school was placed on lockdown after a stray bullet went through a window.

The bullet pierced through a window of the third floor at Strawberry Mansion High School on the 3100 block of Ridge Avenue Wednesday around 3:30 p.m.

A spokesperson for the Philadelphia School District told NBC10 classes had already been dismissed before the incident and most of the students were gone. However, some students were still participating in after school activities when the shooting took place, police said.

No injuries were reported and the lockdown was later lifted.

"I'm not really surprised at all," Khalil Atkins of Strawberry Mansion told NBC10. "Back when I was going here back in 2009, every time school lets out they got to have police cars here."

About 15 minutes after the Ridge Avenue incident, another shooting occurred about a block away on the 2200 block of North 30th Street. An 18-year-old man was shot in the chest and a bullet also struck a home and a vehicle in the area.

The teen was taken to Temple University Hospital and is in stable condition.

A third shooting occurred a few blocks away on 26th and York streets shortly after 5:30 p.m. A 36-year-old man was shot once in the head and multiple times in the body by an unidentified gunman. The man was pronounced dead at 5:52 p.m.

Police have not confirmed whether the three shootings are related but continue to investigate. No arrests have been made in any of them.

Suspect Attacks Man With Autism on SEPTA Bus, Police Say

Police are searching for a suspect accused of beating a man with autism on a SEPTA bus in Center City. 

The incident, which was captured on surveillance video, occurred back on Oct. 26 at 1:15 p.m. on a SEPTA 48 bus along the 2000 block of Market Street.

Police say a 34-year-old man with autism was involved in an argument with an unidentified suspect. The suspect then punched the victim several times. Police say the victim did not provoke any escalation.

“We don’t want anyone attacked and we don’t want someone with special needs who may have a difficulty to be attacked," Philadelphia Police Capt. Sekou Kinebrew said. “But again even if that person wasn’t special needs, what you saw was horrible and enough to classify it as a crime.”

The Philadelphia Autism Project spoke out on the incident, advising the public on what to do in order to prevent any similar situation.

“Remain calm to deescalate, listen with eyes and ears to understand, give more space so as not to intimidate”, Katharine Croce, regional director of the Philadelphia Autism Project, told NBC10.
The suspect is described as a thin, 30-year-old black male standing 5-foot-7 with a goatee. He was last seen wearing a dark-colored knit hat and dark-colored clothing.

Video Shows Man Reaching Up Girl's Skirt in Tacony

Police are searching for a man who was caught on video reaching up a girl’s skirt in the Tacony section of Philadelphia.

The girl was walking to school on the sidewalk along Longshore Avenue near Ditman Street around 8 a.m. Wednesday. Surveillance video from an auto body shop shows an unidentified man follow her and then reach up her skirt from behind. The girl then appears to confront the man who turns back around. The girl then runs off.

“If I would’ve saw him do that I would’ve went after him. That’s not right. You don’t do that to a kid. Or to anybody,” Lynne Bernatovich said.

The incident occurred about five blocks away from the Keystone Academy Charter School. The school sent letters to parents alerting them of the incident.
