Suspicious Package Found at GOP State Rep’s Office in Montco

A building was evacuated Wednesday night after a suspicious package was found near a Pennsylvania State representative’s office in Hatboro, Montgomery County. 

The package was found near the front door of the office of State Rep. Tom Murt (R-District 152) on York Road near Moreland Avenue Wednesday night and officials were notified. The building and nearby apartments were evacuated. 

SkyForce10 was over the scene as a bomb disposal robot removed the device. Investigators later determined the device was not explosive and residents were allowed back inside their homes. 

"In light of the events that have occurred nationally, we handled this with an abundance of caution," Hatboro Police Chief James Gardner told NBC10. 

The incident occurred the same day several pipe bombs were sent to CNN’s New York City office as well as several prominent democrats, including Hillary Clinton and former President Barack Obama.

Suspicious Packages Addressed to Biden Found in Delaware

Federal and local investigators swarmed two Delaware postal facilities Thursday morning after the FBI says two suspicious packages addressed to former Vice President Joe Biden were intercepted.

Both packages are similar to others sent to prominent national Democrats in recent days, law enforcement officials told NBC News.

The first package was found at the Hares Corner postal facility, and reported to police around 5:50 a.m., officials said.

Investigators from the FBI, U.S. Postal Inspection Service, Delaware State Police and New Castle County police could be seen around daybreak at the United States Postal Service facility along Quigley Boulevard in New Castle, Delaware. The bomb squad deployed a robot as they investigated.

Two separate bomb squads came and went before the scene was cleared Thursday morning. Normal business at the post office in front of the facility continued throughout the incident.

The second suspicious package, also addressed to the former vice president was then found a short time later at the Lancaster Avenue post office in Wilmington, which is about 8 miles away, law enforcement officials said.

Wilmington Police closed a street behind the post office as they investigated. The bomb squad could be seen leaving the Wilmington scene just before 10 a.m. but K-9 units remained on the scene as postal workers waited to return to the building.

The all clear was given and workers returned to the building shortly before 11 a.m.

Federal authorities had been looking into the possibility of a possible explosive device addressed to Biden. His Delaware residence was swept Wednesday but nothing was found.

The new developments in Delaware came as a device was removed from a lower Manhattan property belonging to actor and Trump critic Robert De Niro. Others were mailed to offices and homes of prominent Democrats and public figures, including one sent to CNN offices in New York City.

Packages addressed to Hillary Clinton, former President Barack Obama, billionaire George Soros, ex-Attorney General Eric Holder, former CIA Director John Brennan and Rep. Maxine Waters of California -- who was sent two -- all appear to have the same characteristics, authorities and law enforcement officials with direct knowledge of the matter told NBC News.

None of the devices detonated and no one was injured, and authorities are examining the crude explosives and staying on the lookout for additional packages.

Multiple officials briefed on the investigation said there were no solid leads on a suspect as of Thursday afternoon.

Officials say they are looking into whether at least some of the packages were mailed from Florida. They also say the devices were poorly made and it is unclear if these were attempted hoaxes or simply a case of bad construction.

The Delaware response came the morning after a suspicious package was found near the Montgomery County, Pennsylvania, office of Republican State Rep. Tom Murt. A bomb disposal unit was called in and the package was determined to not be explosive.

2 Packages to Biden Intercepted, Another Sent to De Niro

Investigators seized three more suspected package explosives -- two addressed to former Vice President Joe Biden in Delaware and one addressed to Robert De Niro in New York -- early Thursday, bringing the total number of confiscated devices sent to high-profile Democrats and others to 10 in 72 hours.

Multiple officials briefed on the investigation say there are no solid leads on a suspect as of Thursday afternoon. While there are no known devices still outstanding, they remain concerned there could be others still undiscovered.

Officials say they are looking into whether at least some of the packages were mailed from Florida. They also say the devices were poorly made and it is unclear if these were attempted hoaxes or simply a case of bad construction. 

Ten have been seized in total since Monday, though most of the intercepts came Wednesday. Three more -- to Biden and De Niro -- came Thursday. News of the De Niro device broke first. That one was addressed to him and had been sent to a Greenwich Street building he owns that houses offices for Tribeca Films and Tribeca Grill. A building worker called police early Thursday because, after seeing Wednesday's news, he remembered seeing a similar package a day or so earlier. The device was safely removed from the property.

Less than two hours later, the FBI and local police swarmed a postal facility in Delaware in connection with the bombing investigation. Sources had said authorities suspected a similar device may have been addressed to Biden. Nothing was found at his house, but investigators apparently tracked it down in a New Castle postal facility, officials said. It was said to be akin to the others. About an hour later, a second package addressed to Biden was confiscated at a postal facility in Wilmington, Delaware. Details on that one weren't clear.

The De Niro device and at least the first Biden package had the same stamps and return address (that of Florida congresswoman and ex-Democratic National Committee chairman Debbie Wasserman Schultz) as others reported on Wednesday.

Two senior law enforcement officials say they are looking into whether some of the packages were mailed from Florida. They are also looking into any past incidents involving Wasserman Schultz's office and if any of those incidents could be connected to these devices. 

As of early Thursday, there have been 10 such packages. In addition to Biden and De Niro, two devices in separate packages were addressed to Rep. Maxine Waters of California; ones were also addressed to Hillary Clinton, former President Obama, ex-Attorney General Eric Holder and former CIA director John Brennan. The first in the series was a mailbox pipe bomb left at the Westchester County home of billionaire philanthropist George Soros.

None of the devices detonated and no one has been hurt. Authorities are examining the crude explosives and warning there could be more out there. NBC News obtained an X-ray photo of one of the bombs, which shows protruding wires that appeared to be connected to a cylindrical device.

According to sources, the explosive devices were made from PVC pipe and contained a timer (likely a digital alarm clock) to set off the detonator. The powder contained in the bombs comes from pyrotechnics. X-rays show there was likely shrapnel inside the PVC pipe, law enforcement officials say.

Multiple senior bomb technicians briefed on the case said the devices had all the components necessary to set off a successful explosion, though other experts have argued they may not all have been viably constructed. Three officials briefed on the investigation said Thursday that the devices were so poorly made, it's not ultimately clear if these mailings were hoaxes or if they were just built badly. 

And that may have been on purpose. 

"There’s a theory that the bombs were not intended to explode, but were intended to intimidate," Gov. Cuomo said on CNN Thursday. "If that is the intent, then this is having the desired intent. And it could actually be fueling the group that’s doing it."

Meanwhile, investigators examining the explosive devices are working to glean forensic clues to help identify who sent them, gathering fingerprints and DNA evidence while tracking the origin of the packages and the components used. While some have made note of the fact that the devices were not postmarked, multiple officials have said this was not uncommon, and that because of the soft packaging they could not go through automated sorting machines to have their postage canceled. 

Former NYPD Commissioner Bill Bratton said on MSNBC Thursday that it's a plus the FBI has recovered so many of the package bombs. They will look into whether they were intended to function, how they were supposed to detonate and where the design came from. That could help find an online trail.

Larry Johnson, a former head of criminal investigations for the U.S. Secret Service who also served as a special agent in charge of the presidential protective detail, said it is highly likely that the person or people who built the bombs have been previously flagged by law enforcement.

The reaction to the devices was swift and visceral, with high-level people on both sides of the aisle, including the president, pledging Wednesday no resources would be spared in taking down whoever was responsible.

The tone became more partisan-charged over the course of the day, with some assailing the White House for its "violent political rhetoric." Upon news three more packages, including two addressed to Biden, were seized early Thursday, Brennan, who was the addressee on the CNN package, tweeted at Trump to "Look in the mirror" and "Clean up your act." 

"Stop blaming others," Brennan tweeted. "Your inflammatory rhetoric, insults, lies & encouragement of physical violence are disgraceful." 

The president responded shortly thereafter, slamming "Fake News" as "a very big part of the Anger we see today in our society." 

"Mainstream Media must clean up its act, FAST," Trump added.

Crumbling Sidewalks Have Cost Philly Taxpayers $17M

Those uneven, cracked, sometimes water-swamped sidewalks on certain Philadelphia blocks have taken their tolls physically on people who hurt themselves over the years while walking down the street.

Those faulty, occasionally dangerous walkways are hurting everyone in Philadelphia, it turns out.

Numerous claims filed in recent years have led to settlements in excess of $17 million, paid out by the City of Philadelphia, according to an NBC10 Investigators analysis of public records.

Many stretches have proved dangerous. Here's a look at several of the sidewalks cited in cases and visited by NBC10 in recent weeks. As the map shows, it's a problem that appears across Philadelphia. 

The commissioner of the city Streets Department said in an interview that more resources are needed to address all the cracks and leaky conditions leading to slip-and-falls. But he added that the city is constantly working to address dangerous conditions to pedestrians. Philly's MeterUp App Now Available Citywide

The Philadelphia Parking Authority announced Thursday that its MeterUp mobile app can now be used to pay for parking at meters throughout the city.

The app, which launched as a pilot program in 2015, allows people to pay for parking with their smartphones and reload their meter remotely when their time is running out. Users also have the ability to stop time early.

The app is now available for use at the more than 8,000 coin-operated meters and 975 kiosks throughout Philadelphia.

“Our customers now have the convenience of paying for parking or adding time remotely anywhere in the city - instead of having to continuously carry cash or coins," PPA Executive Director Scott Petri said in a news release.

MeterUp has been downloaded more than 150,000 times since December 2017, with more than 1 million transactions being made in that timeframe, the PPA said.

$10,000 Reward in Deadly Road Rage at Montco Intersection

Authorities hope a $10,000 reward helps them track down the person who shot and killed a man at a Montgomery County intersection earlier this month in what prosecutors call a case of road rage.

Cheltenham Township police were called to Dewey Road and Front Street in Melrose Park, Pennsylvania, around 9:30 p.m. on Oct. 15 to find Rithina Tor suffering from multiple gunshot wounds, Montgomery County District Attorney Kevin Steele said.

Torn and the driver of a dark-colored vehicle argued over a traffic dispute, investigators said. The 29-year-old Philadelphia man was shot after getting out of his car and approaching that other vehicle. Torn died a short time later.

The shooter and Torn didn’t appear to know each other before the encounter, the DA’s office said.

The DA's office along with Cheltenham Police announced a $10,000 reward Thursday for the arrest and conviction of Torn's killer or killers.

It appeared the shooter had activated the high beams on his or her high beams before turning from Cheltenham Avenue onto Bellmawr Avenue then Dewey Road, investigators said Thursday. After the shooting, the driver fled north on Front Street.

Investigators not only hope to find the killer but also to speak to two other drivers who drove through the intersection of Dewey and Front in the moments after the shooting.

Philly City Council Welcomes Gritty With Formal Resolution

Philadelphia's newest, orange-haired, manic mascot has now received an official welcome by City Hall.

City Council members Thursday passed a resolution by Councilmember At-Large Helen Gym to formally welcome Gritty to the city following his introduction as the Philadelphia Flyers' mascot one month ago.

Every member of the council cosponsored Gym's resolution.

"Gritty came into our lives when we most needed him, and while he may be a hideous monster, he is our hideous monster," Gym said in a press release.

The mascot was initially met with derision -- and a lot of confusion.

That didn't last long.

"Gritty's National Hockey League debut, featuring a bottoms-up fall onto the ice, is a metaphor for the vulnerability that each of us face as we, too, skate onto the slippery ice that is life," reads the council resolution, which is as surreal as Gritty himself.

"Gritty has been described as a 7-foot tall orange hellion, a fuzzy eldritch horror, a ghastly empty-eyed Muppet with a Delco beard, a cross of Snuffleupagus and Oscar the Grouch, a deranged orange lunatic, an acid trip of a mascot, a shaggy orange Wookiee-esque grotesquerie, a non-binary leftist icon, an orange menace, a raging id, and an antihero," the resolution reads.

When the rest of the country laughed and jeered, Philadelphians embraced the "deranged orange lunatic ... acid trip of a mascot."

His humungous frame, orange fur, protruding belly and giant googly eyes have now captured the imagination of locals and the internet, with his official Twitter account climbing to 148,000 followers as of Thursday, Oct. 24.

And Gritty-mania shows no sign of slowing down. He has inspired costumes, pumpkin carvings and sandwiches. At least one fan went so far as to permanently brand himself with the now-iconic mascot in the form of a Gritty tattoo.

In the words of Gym's resolution, "Gritty, like our steadfast commitment to justice in the face of adversity, will not be mocked or stopped."

Welcome, Gritty. May your strange-but-lovable appearance and antics continue to capture hearts and minds for years to come.

Number of Infected in NJ Viral Outbreak Rises; 7 Dead

The 19th case of adenovirus at a long-term medical care facility in New Jersey was confirmed by the state’s Department of Health Thursday.

The latest update follows news of the Wednesday death of a seventh child who was being treated at the facility, the Wanaque Center for Nursing and Rehabilitation in Haskell, Passaic County.

The medical institution houses the Pediatric Center; the seven deaths came from, what at the time was, 18 infected kids.

The facility has been instructed not to admit any new patients until the outbreak ends and they are in full compliance, the DOH said Tuesday.

The 19th case occurred in a resident who had already been sick, health officials say. The patient had become ill before Oct. 22 — the most recent date of illness onset.

The medical center has been grappling with a “severe outbreak” of adenovirus, a family of viruses that can otherwise cause mild illness, according to the state's Department of Health.

"The Department continues to work very closely with the facility to ensure that all infection control measures are being followed," DOH added in a new statement Wednesday.

Adenoviruses are common viruses that can cause a range of illnesses, according to the Centers for Disease Control and Prevention. The viruses cause cold-like symptoms, sore throat, bronchitis, pneumonia, diarrhea, and pink eye. Adenoviruses can pose serious complications to certain people, particularly those with weakened immune systems, respiratory issues and cardiac disease.

That is the case at the Wanaque Center, health officials said.

"Unfortunately, the particular strain of adenovirus (#7) in this outbreak is affecting medically fragile children with severely compromised immune systems," the New Jersey Department of Health in a statement Tuesday. "This strain has been particularly associated with disease in communal living facilities."

According to the CDC, adenoviruses are typically spread from an infected person to others through: close personal contact such touching or shaking hands; through the air by coughing and sneezing; or by touching an object or surface with adenoviruses on it, then touching your mouth, nose, or eyes before washing your hands.

Health investigators visited the facility over the weekend as part of their probe, officials said.

The state’s Department of Health said they were informed of the outbreak on Oct. 9. On Sunday, state health officials found handwashing discrepancies.

The I-Team has uncovered inspection reports for the center dating back to 2015. During that time the facility was cited for 14 violations, including infection control.

The state Department of Health has said that it is monitoring the situation “very closely” and has been in contact with the staff at the center “providing guidance on infection control and cleaning procedures.”

The Wanaque Center is a for-profit facility that, according to its website, works with "with medically fragile children" from newborn to 22 years of age. The center also serves as an adult nursing home and rehabilitation center for short- and long-term care.

A spokesperson for the Wanaque Center did not respond to previous repeated request for comment.

New Jersey Gov. Phil Murphy said Wednesday he is “gutted” by the news that “seven precious children have lost their lives.”

The Wanaque Center did not immediately respond to request for comment.

The state's Department of Health says the investigation is ongoing and says additional lab tests could confirm more cases.

Cyclist Knocked Off Bike in Center City Crash

A driver struck a cyclist in Center City Friday morning.

The force of the crash around 5 a.m. at 11th and Vine streets knocked the cyclist off his bike, Philadelphia medics said. The mangled bike could be seen in the middle of a crosswalk.

The man was rushed to a nearby hospital in serious but stable condition with head and neck injuries.

The driver stopped.

Expect traffic trouble in the area as the crash remained under investigation into the Friday morning rush.

NJ Man, 83, Out for Daily Walk Killed in Hit-and-Run

An 83-year-old New Jersey man began his Thursday with a routine walk, but police say because of a hit-and-run driver he never made it home.

Cops are still looking for the driver behind the wheel of the car that hit Andres Villaluna on Henley Avenue near Cherry Street in New Milford and left him there to die.

Villaluna’s son, Andres Villaluna Jr., said although the driver who hit his father fled, others drivers stopped to call 911, but his life could not be saved.

“Someone did hit him and left him on the street, “Villaluna Jr said. “The following cars that went down the hill stopped by and called 911.”

Villaluna worked as a mailman at the main U.S. post office in Manhattan for more than three decades, his family said. He only retired last year.

The community, in mourning, recalled how they loved seeing him take his daily stroll to get the newspaper and fresh bread. It was Thursday morning when he set out for that walk when he was killed.

“I think it’s terrible,” neighbor Cheryll Calderon said. “Hopefully the police can do what they to find out exactly what happened and put whoever it is behind bars.”

No arrests have been made.
