A driver who crashed into a New Jersey schoolyard Thursday afternoon had heroin on him at the time, police said.

The driver was charged with drug possession after the crash at Wallace Elementary School at Willow Avenue and 11th Street in Hoboken, according to police chief Ken Ferrante.

Images posted to the chief's Twitter account show firefighters trying to help the driver some time after his truck careened off the road and into the schoolyard, which sits below street level.

No children or school staffers were hurt, Ferrante said.

He added that the driver could face impaired driving charges as well.

Powerful Nor'easter Heads Toward Our Area

A coastal storm will deliver stormy weather to the entire NBC 10 viewing area late Friday through Saturday morning. The storm will deliver pockets of heavy rain, widespread coastal flooding, and potentially damaging wind gusts.

"The coast will take the brunt of this storm Saturday morning. They get the most intense rain, strongest wind gusts, and coastal flooding at high tide. All at the same time," NBC10 First Alert Weather meteorologist Glenn "Hurricane" Schwartz said.

Coastal communities in New Jersey should be prepared for moderate coastal flooding during high tide Saturday, which takes place approximately 10 a.m. Delaware will also experience coastal flooding, although it should remain at minor levels.

Winds will be fierce with this storm for several hours Saturday morning. Forty-five mph gusts will pummel areas in and around Philadelphia, gusts up to 55 mph possible at the Jersey Shore. This may cause localized power outages, especially closer to the coast.

The highest rainfall amounts of 1 to 2 inches will be right along the beach communities. Inland locations look to receive less than an inch of rain, so inland flooding should be fairly isolated.

The worst of the weather will end by midday Saturday. Saturday afternoon through Sunday will still be breezy and chilly with a few scattered showers, but the rain won't be as persistent or widespread. Another round of rain is likely Monday.

Report: New Jersey Senate Race Deemed Toss Up

$

It appears that the New Jersey Senate race between incumbent Sen. Bob Menendez and his opponent Bob Hugin is a toss up, according to a recent The Cook Political Report analysis.

The latest report, published Friday, says the toss up is due in part to Democrat Menendez’ alleged ethics problems and Hugin’s outspending his opponent in political television ads.

Hugin, a Republican and former pharmaceutical CEO, has outspent Menendez $27.7 million to $11.8 million, according to the pre-election FEC report, and most of Hugin’s money has funded television ads, The Cook Political Report says.

Hugin has poured millions of dollars into ads attacking Menendez over his 2017 corruption trial. Menendez denied wrongdoing in the bribery case and the trial ended in a mistrial. Prosecutors dropped the charges.

The Senate Majority PAC, which is the Democrats’ Senate super PAC, has now invested almost $6.5 million in the race, including a $3 million advertising buy this week alone. The investment “levels the playing field somewhat, but Hugin still holds a very definitive advantage on television,” the report says.

The analysis determined that the biggest threat to Menendez’s re-election is not Hugin, but rather the voter who goes to the polls and decides to send Menendez a message in the same way that many did during the primary when 38 percent voted for his unknown primary opponent.

Though it seems the scale is tipping in favor of Menendez, who is said to have a lead of between four and six points, The Cook Political Report says that the race is close enough to warrant a move to a toss up in New Jersey, which tends to be a blue state.

Homeowners Wait as NJ Sits on $1.3 Billion in Sandy Funds

$

Nearly one in five homeowners who suffered damage to their homes in Superstorm Sandy six years ago are still living with that massive storm.

How can they forget? They still haven't been able to completely repair the destruction wrought.

"You feel like you can't get on with your life," one Ocean County homeowner, Nancy Caira, told NBC10 in an interview. "It's this low-grade anxiety all the time. You feel trapped."

The super-slow recovery for thousands in New Jersey is made all the more painful by the fact that state agencies are still sitting on $1.3 billion in federal recovery funds.

And the clock is ticking, as it has for six years.

The state of New Jersey has until 2022 to allocate and spend that balance. In total, the state received nearly $4.2 billion in a federal grant. It has spent just slightly more than $2.8 billion.

The purpose of that money is "intended to address unmet needs not satisfied by private insurance, the Federal Emergency Management Agency (FEMA), the U.S. Small Business Administration (SBA), or other sources."

Some programs funded by the grant money have doled out nearly all the cash allotted. But others have nearly all the money still unspent.

The celebration is the result of an exceptional collaboration among the world-class museums and institutions that comprise the Parkway Museums District.”

Several museums around and along the parkway will be offering extended hours for the birthday celebration, featuring exhibits dedicated to the history of the Benjamin Franklin Parkway. The Philadelphia Museum of Art is among those open late, displaying art related to the historic roadway.

Oct. 26, marks the date the Benjamin Franklin Parkway was first opened end-to-end.
