Man Hospitalized After Police-Involved Shooting in N. Philly

A man is in the hospital following a police-involved shooting in North Philadelphia.

Officers responded to a radio call for a man under the influence of narcotics and armed with a gun on the 2200 block of N. Fairhill Street Monday afternoon. When they arrived at least one of the officers opened fire and the man was taken to the hospital.

Police have not yet revealed what led to the shooting or the man’s condition. No officers were injured during the incident.

As the investigation of the fatal police shooting of a Philadelphia man continues, activists continued to protest Monday, interrupting an event by city council president Darrell Clarke and beginning a march to the nation’s capital.

Protesters gathered on 4200 Whitaker Avenue around noon Monday where 30-year-old David Jones was shot and killed by Philadelphia Police Officer Ryan Pownall back on June 8.

Police said Jones was shot in the back after he was stopped for allegedly driving a dirt bike recklessly on a street. A preliminary investigation from police found that the shooting occurred after Jones removed a handgun from his waistband and got into a struggle with Officer Pownall. A man who said he witnessed the confrontation said Jones never brandished the weapon however.

After a group held a rally on Whitaker Avenue Monday, Jamal Johnson, an organizer with the Stop Killing Us (SKU) campaign, began a 150-mile march to Washington, DC to protest police killings. Supporters joined Johnson as he ended the first day of the march at the Philadelphia District Attorney’s Office. He plans to continue marching for three weeks until he reaches the Department of Justice in Washington, DC on August 28 where he’ll deliver a list of proposed policies and solutions developed by SKU to change policing across the country.

Protesters also interrupted an event held by Council President Darrell Clarke Monday. Clarke later released a statement on the status of the investigation.

“Any time a police officer is involved in the shooting of a civilian is cause for a timely and diligent investigation,” he wrote. “Because of the circumstances in which Mr. Jones was shot and killed, including conflicting witness accounts and the troubling fact that he was shot from behind, we need a thorough investigation."

"The Philadelphia District Attorney’s Office has referred this matter to the Office of the Attorney General due to a conflict. The OAG has taken over this investigation. I am confident Attorney General Josh Shapiro will conduct a thorough and fair investigation into this matter.”

Clarke also expressed the council’s condolences to Jones’ loved ones.

NBC10 spoke to a man who said he was in the backseat of Officer Pownall’s vehicle on June 8 and witnessed Jones’ death. Terrence, who did not want to reveal his last name, said his 9-year-old son had been abducted that night but managed to escape. Officer Pownall picked up Terrence, his son and Terrence's 11-year-old daughter to take them to the Special Victims Unit.

As Officer Pownall, a 12-year veteran assigned to the 15th District, continued driving the family, he spotted Jones riding a red dirt bike in a "reckless manner," investigators said. Dirt bikes are illegal in the city. Pownall then saw the dirt bike stall on the sidewalk next to a nightclub on the 4200 block of Whitaker Avenue, according to police.

Investigators say Pownall stopped his vehicle and tried to question Jones.

“Initially (the officer) was only going there to tell this guy to knock it off," Police Commissioner Richard Ross said.

Information from a preliminary investigation stated that Jones turned away from the officer and began holding the front of his waistband.

Terrence also told NBC10 Pownall tried to pat Jones down.

"Pull up, skrrt! 'I'm taking your s***!' That's what he said," Terrence said. "So Mr. Jones is still sitting on the bike."

Police said Pownall patted Jones down and felt a firearm in his waistband. Officer Pownall then took out his gun and repeatedly told Jones not to touch the weapon, police said. Jones then allegedly pulled a gun from his waistband.

"(The officer) looks in his face and says, 'Bro don't do it, bro don't do it,'" Ross said.

Terrence said a struggled ensued between the two men and Jones then broke free of the officer and ran.

"I could hear him, 'He had a f-ing gun! He had a f-ing gun!' I said, 'The gun is right here,'" Terrence said.

Officer Pownall tried to use his taser on Jones at first and then took out his gun, according to Terrence. Police say Pownall then squeezed the trigger but it jammed. Pownall then cleared the stoppage and opened fire as Jones ran away south on Whitaker Avenue, according to investigators.

Jones was shot in the back and buttocks. He was taken to Temple University Hospital where he was pronounced dead.

"The individual then starts to run and the officer then discharges," Ross said. "He is running ahead of the officer when he discharges from behind, so that's a piece we want to look at very closely."

Several people who knew Jones arrived within minutes after the shooting and started yelling at officers. Ross was at the scene as well. One woman described Jones as a "good boy" who didn't bother anyone.

Pownall was not injured during the incident.

A black handgun — later identified by police as a fully-loaded 9mm — could be seen several feet from the dirt bike as a reporter arrived to the scene. Investigators say the gun belonged to Jones and was loaded with 15 9mm cartridges in the magazine.

The dirt bike lay on its side, surrounded by officers and detectives.

NBC10 obtained surveillance video from a nearby restaurant that appeared to show Jones running away from the officer.

"I did watch the video and clearly one of the shots was taken while the male was running away, there's no doubt about that," Ross said.

Ross said the video gives investigators "pause."

"The one video vantage point is actually showing or depicting the officer firing as the guy is running away," Ross said. "I can't get into what the officer may have been seeing or believing at that particular time. Clearly he knows he was in a struggle with a violent guy prior to that."

Ross said he wanted to make sure that the officer was following department protocol, which states you should only shoot a fleeing suspect if they are a suspect in a "forcible felony," but there are exceptions and you shouldn't always shoot.

Ross asked anyone who may have witnessed the incident to come forward and share information with authorities.

Pownall was placed on administrative duty pending the outcome of the investigation. He has not been charged.

A group of bikers attacked a family's two minivans as they traveled from Kennedy Airport to their New Jersey home over the weekend in what police are investigating as a racially motivated attack.

The family were stopped at a red light after leaving a Wawa on King George's Road in Woodbridge just after midnight Sunday when they were attacked, police say. 

Men on motorcycles swarmed the vehicles and smashed the windows and punched the 33-year-old driver in the face, according to Woodbridge police. His wife and two children were in the minivan. 

A mirror on the second minivan was also broken. 

The victim, who lives in Galloway Township, told police there were as many as six bikers involved in the attack. He said the group used profanities as they called him Indian. 

The man did not want to be identified publicly but told News 4 he was "frustrated." 

"I did not do anything. That's why I'm frustrated and upset," he said. "You know, if I didn't do anything -- that's what I want to find out, if I ever see them. Why would you do this?" 

Police are investigating. No arrest has been made.

Man Allegedly Shoots at Officers, Teen in Home Nearly Struck: A teen girl in a North Philadelphia home was nearly struck by a stray bullet after a man allegedly opened fire at police, prompting the officers to fire back and shoot him. Police say they responded to a radio call reporting a man who was under the influence of drugs and armed with a gun on the 2200 block of N. Fairhill Street in North Philadelphia shortly before 5 p.m. Monday. When officers arrived, they found a man who they say was in his late teens to early 20s armed with a gun. Witnesses say police told him to drop the weapon but he opened fire instead. Police say they fired back at the man and struck him at least once. The man, who has not yet been identified, was taken to the hospital where he underwent surgery. Officials have not yet revealed his condition. No officers were injured during the incident.

    Man Flees After Running Woman Over with Dirt Bike: The search is on for a dirt bike rider who ran over a woman and dragged her several feet before fleeing the scene on foot in Pleasantville, New Jersey over the weekend. The 27-year-old Galloway Township woman had just left a fried chicken restaurant on Main Street around 6:30 p.m. Saturday and was walking on the sidewalk when she was knocked to the ground and dragged at least 75 feet by a man on a dirt bike. The rider then fled the scene on foot, leaving the woman and his dirt bike behind. The hit-and-run crash was captured on surveillance video. The woman was taken to the hospital where she is being treated for serious head injuries and internal injuries. She is currently in good condition.

    Sanctions May Not Halt North Korea Nuclear Program: The strongest sanctions yet against North Korea could still prove no match for the communist country's relentless nuclear weapons ambitions. While the United States hails a new package of U.N. penalties that could cut a third of North Korea's exports, the sanctions themselves aren't the American objective. They're only a tactic for getting Kim Jong Un's totalitarian government to end its missile advances and atomic weapons tests, and there is little evidence to suggest this newest round of economic pressure will be more successful than previous efforts.       Man Attempts to Lure Underage NJ Girl Into His Car: Police

      Haddon Township police are on the lookout for a man who attempted to lure an underage girl into his car Sunday near the 200 block of Addison Avenue in the Westmont section.

      The would-be victim told police she was riding her bicycle on Addison Avenue when an unknown man pulled his car up next to her and said her parents had asked him to bring her home. Instead, the girl rode away quickly.

      He was driving a four-door tan or gold sedan with New Jersey plates. Police think it was a 2003 Hyundai Elantra GLS.

      The suspect is described as a white man in his 30s or 40s, wearing thin silver-framed glasses. He had “noticeable wrinkles” at the corner of his eyes and above his nose, police said. The suspect was wearing an orange short-sleeved collared shirt. The young girl told police her assailant had hairy arms and a silver ring on his left ring finger, police said.

      1 Dead, 2 Injured in Philadelphia House Fire

      One man is dead and another injured in a Kensington house fire that also left one firefighter in the hospital for heat-related injuries.

      The blaze broke out around 10:40 p.m. at 1866 block of East Clementine near Jasper streets, police said. When firefighters arrived, they found a 28-year-old man dead on the second floor and another man suffering from injuries after jumping out of a second-story window.

      Heavy flames whipped through the first floor.

      The man who jumped was taken to a local hospital for an injured ankle, officials said. The injured firefighter is in stable condition.

      Officials do not know what caused the blaze or led to the man’s death. 

      The federal Bureau of Alcohol, Tobacco, Firearms and Explosives is helping Philadelphia authorities investigate the rowhome fire. ATF agents are typically not called in unless arson is suspected or the fire is believed to involve some other kind of federal crime.

      Armed Suspect Robs Philadelphia Wawa, Flees on Foot: Police

      Philadelphia Police are searching for the suspect who robbed a local Wawa late last week.

      On Aug. 4 at 11:22 p.m., an unknown suspect entered the North Philadelphia Wawa located at 801 Cottman Avenue. He proceeded to approach the counter with a handgun that was concealed inside of his backpack.

      Surveillance footage shows the suspect placing his tan bag on the counter as the clerk puts money from the register into a plastic bag. After an undisclosed amount was taken by the man, he fled the store and was last seen running on Cottman Avenue towards Central Avenue.

      The gunman is described as a 6 foot, 1 inch tall black male, lighter complexion and a thin build. He is seen on footage with a dark blue hooded jacket with a noticeable blue “N” of the left front, a tan baseball cap and dark pants.

      SWAT Team Arrests 2 People in Montco Standoff

      Two men were arrested Tuesday morning around 11:40 a.m. following a tense standoff with a Montgomery County SWAT team in Plymouth Township, Pennsylvania.

      The suspects were barricaded inside a house near the corner of Brighton and Weymouth roads for several hours.

      Neighbor Carol Bergman said she was watching TV with her husband around 8:20 Tuesday morning when she saw someone exit a truck wearing a mask and hooded sweatshirt and head straight to her neighbor's house.

      The person went to her neighbor's front door and then to the back door. When no one answered, the masked suspect opened a window on the front porch, removed the screen and climbed inside, Bergman said. 

      "It startled and scared me," she said. 

      Bergman's husband advised her to call 911.

      Sometime after, she saw her neighbor, Bill Byers, emerge from his house with a younger man. 

      The two were handcuffed by police and thrown onto the ground, she said.

      "This is really crazy," she said. "I was very upset."

      Bergman has lived in her home for 50 years and estimates that Byers has lived in his, alone, for at least 35 years. An elderly woman lives on the other side of Byers' home.

      Surrounding residents received a code red alert around 9 a.m. Tuesday morning. The message advised people of police activity in the area, and asked all neighbors to either shelter in place or avoid the area.

      Neighbor Dispute Ends in Fatal West Chester Shooting: Police

      A long-simmering dispute between two neighbors ended in a fatal shooting early Tuesday morning, West Chester officials said.

      The incident happened around 1 a.m. on Box Elder Drive, according to police.

      A suspect is expected to be arraigned later in the day.

      'Fire and Fury': Trump Blasts N. Korea Over Nuclear Weapons

      President Donald Trump says that North Korea "had best not make any more threats to the United States" or "they will be met with fire and fury like the world has never seen."

      Trump issued the warning during a briefing Tuesday afternoon on opioid addiction at his golf course in Bedminster, New Jersey.

      Washington's alarm over North Korean leader Kim Jong Un's pursuit of nuclear capability has intensified after the North conducted two tests of intercontinental ballistic missiles last month.

      The latest report that it has produced a miniaturized nuclear warhead would mean North Korea has passed a key threshold in becoming a full-fledged nuclear power.

      "[Kim Jong Un] has been been very threatened beyond a normal state," Trump said. "And as I said they will be met with fire, fury and, frankly, power the likes of which this world has never seen before."

      Japan's Defense Ministry concluded in an annual white paper released Tuesday that "it is possible that North Korea has achieved the miniaturization of nuclear weapons and has developed nuclear warheads." Japan, a key U.S. ally, is also a potential target of North Korean aggression.

      The Washington Post first reported that the nation had such capability, based on a Defense Intelligence Agency assessment read to the newspaper it verified with two U.S. officials. The NBC source did not have that level of specificity.

      NBC News' source cautioned that, while the ability to miniaturize is a crucial milestone in North Korea's capability to build a nuclear weapon, the assessment does not mean the country has yet fielded a nuclear-tipped intercontinental ballistic missile. They would still have to make sure that such a weapon could survive re-entry through the atmosphere.

      Caught on Cam: Suspect Injured in Police-Involved Shootout

      New video shows a barrage of bullets in North Philadelphia Monday after a man allegedly opened fire at police officers and nearly struck a teen girl in a nearby home.

      Police say they responded to a radio call reporting a man who was under the influence of drugs and armed with a gun on the 2200 block of N. Fairhill Street in North Philadelphia shortly before 5 p.m. Monday.

      When the officers arrived they approached a man later identified by investigators as Jose Gonzales, 30, of Camden, New Jersey. Police say Gonzales was armed with a handgun and attempted to enter a 2004 Chevrolet Monte Carlo.

      Police say they ordered Gonzales to drop his weapon but he allegedly refused and fired two shots at the officers. In cellphone video obtained by NBC10, you can hear the officers telling Gonzales to drop his weapon moments before the shooting begins.

      The officers returned fire and struck Gonzales in the torso and legs. The video shows the officers standing around Gonzales in the street after the shooting. Gonzales was then taken to Temple University Hospital where he is currently in critical condition.

      Police say they found Gonzales' gun which was loaded with eight rounds in the magazine and one fired cartridge casing in the chamber. They also found a second 9mm FCC in the street.

      The Monte Carlo Gonzales was trying to enter prior to the shooting was reported stolen in a gunpoint carjacking in Camden County, New Jersey around 2 p.m., according to investigators. Police say Gonzales matched the description of the suspect in the carjacking. Charges against Gonzales are pending.

      None of the officers were injured during the incident.

      Stray bullets during the shooting struck the nearby home of Natasha Doheny, who was inside with her four children. One of the bullets struck the side of her house, two struck the second floor and one entered her window and flew over her daughter's head.

      "I was in my mom's room when the bullet came flying in the room," Doheny's daughter, Sierra Harris, told NBC10.

      Doheny says the bullet ricocheted and a round brushed the back of her daughter's head.

      "It went through the window and into the ceiling and the shell fell above her head," Doheny said.

      Harris wasn't hurt though she and her mother remain shaken by the close call.

      "It's scary," Harris said. "You never know what's going to happen."

      Mom Abandons Son With Special Needs in Woods: Police

      New Jersey State Police have arrested a Millville Township mother after she allegedly abandoned her 10-year-old son with special needs in the woods.

      On Thursday, Aug. 3, a passing driver noticed the boy in a wooded area near the visitor’s center at Joint Base McGuire-Dix-Lakehurst. The motorist contacted personnel at the nearby military facility who brought the child to the visitor’s center.

      After an evaluation, it was determined that the boy had minor but non-life-threatening injuries. Investigators say the boy told employees that his mother walked him into the woods with his luggage and left him there.

      The boy then said he fell asleep in the woods and woke up hungry before being spotted. The boy was able to provide his mother’s name and phone number to employees who then contacted the woman, investigators said.

      Debra Wisler, 39, was taken into the Bordentown Station by Police the following day for questioning. Detectives determined that when Wisler discovered her son was not eligible for a program at Joint Base McGuire-Dix, she walked him into a nearby wooded area and left him by himself.

      Wisler was arrested at the station and charged with endangering the welfare of a child. She was released pending a court date.

      Responding State Police detectives assumed custody of the child. The Division of Child Protection and Permanency was contacted and able to locate a temporary home for the boy.

      Man Robs Jewelry Store in Cherry Hill, Flees in SUV: Police

      The Camden County Prosecutor’s Office is working with Cherry Hill Police to identify the suspect in a robbery at a South Jersey jewelry store.

      On Monday the suspect entered the Jared Jewelers on Haddonfield Road at 4:10 p.m. and exited at 4:35 p.m. During the robbery, the man approached the counter and received an undisclosed amount of solitary jewels.

      Police have described the perpetrator as a thin black male standing 6-feet tall with a beard. He was seen wearing a white shirt under a black blazer with sunglasses and a dark hat.

      He fled the scene in a grey 4-door SUV heading onto Haddonfield Road toward Brio Tuscan Grille.

      500 Volunteers To Stuff 30K Backpacks For Low-Income Kids

      School supplies can add up to a small fortune spent before the school year begins, so Cradles to Crayons is stuffing 30,000 backpacks with school supplies for kids.

      More than 16 million kids in the United States live in poverty, according to the National Center for Children in Poverty, and families often spend over $600 on school supplies.

      A total of 500 corporate volunteers are stepping up through Cradles to Crayons and United Way of Greater Philadelphia and Southern New Jersey to help these kids by stuffing backpacks as part of the 2017 Backpack-A-Thon.

      The volunteers will be joined by President and CEO of United Way of Greater Philadelphia and Southern New Jersey Jim Cawley, Executive Director of Cradles to Crayons Michal Smith, Community Relations Director of the Philadelphia Eagles Julie Hirshey, President of Citizens Bank of Philadelphia, New Jersey and Delaware Dan Fitzpatrick, Senior Director of U.S. Financial Controller Anthony Villiano and Chief Education Officer of the city of Philadelphia Otis Hackney.

      The event will take place Thursday at the SCA Club and Suite Level of the Lincoln Financial Field from 9 a.m. to 11 a.m.

      The school-supplies filled backpacks will be donated to kids who come from low-income backgrounds in our region.
