Driver Arrested After Striking Cyclist, Fleeing: Police

A would-be hit and run suspect was arrested early Sunday morning after allegedly hitting a cyclist in Center City and then fleeing the scene, police said.

A sedan with New York plates hit the cyclist around 2:30 a.m. near Broad and Lombard streets, according to police.

The driver attempted to flee but was stopped just a few blocks away on Kenilworth Street. The victim was taken to a local hospital and is in stable condition.

The accident comes just two weeks after Philadelphia’s Office of Transportation & Infrastructure Systems held public hearings over creating protected bike lanes along Lombard and South streets.

Under the plan, flexible vertical posts would separate bike and car traffic from 22nd to 27th streets along Lombard and 21st to 27th streets on South, as well as 27th Street between the two busy roads.

Crosswalks and existing bike lanes would also be repainted in an effort to create better visibility and protection for pedestrians and cyclists.

If Philadelphia city council approves the plan, the protected bike lanes would go up in the areas along Lombard and South for six months at some point next year. Other cities like New York, Chicago and Pittsburgh already have similar bike lanes.

A Jamaican restaurant on Girard Avenue was damaged by a fire this morning. The two apartments above it were also damaged. Health Inspectors will have to take a look at the restaurant before it can reopen.

Coast Guard Searching for Missing Swimmer at Jersey Shore

Authorities are searching for a woman who disappeared while swimming in waters off the Jersey shore.

Point Pleasant Beach police say the 24-year-old woman was reported missing around 2:25 a.m. Sunday. She had been swimming with a male friend when she started having problems and soon disappeared.

The Coast Guard was notified about the disappearance and soon launched a 47-foot Motor Lifeboat crew from its Manasquan Inlet station and a MH-65 Dolphin aircrew from Air Station Atlantic City.

The names of the woman and the man she was swimming with have not been released.

The National Weather Service had issued a warning about dangerous rip currents along the Jersey Shore this weekend. The advisory had spurred many towns to ban swimming at their beaches.

UPDATE: The Delaware County district attorney's office is offering a $5,000 reward for anyone with information leading to an arrest.

A man donning a red hoodie and jeans wanted for a deadly shooting in normally quiet Haverford Township shot at a group of people in Overbrook Park just 45 minutes earlier, police said.

A man died after he took at least one bullet to the chest Saturday evening inside an apartment along the 2300 block of Haverford Avenue. The possible gunman was seen fleeing up Haverford Road towards Eagle Road, police and witnesses said.

Family identified the victim as 29-year-old John Le. He died a short time later at the hospital.

Police released two surveillance photos of a man sought for questioning. On Sunday, police said the same suspect had shot into a group of people in Philadelphia.

Police said no one was injured in the earlier shooting, which occured near the intersection of 77th Street and Sherwood Road in Philadelphia. It was unclear if anyone in the group shot at knew the shooter.

A cousin described Le, a Temple University graduate, as "his mom's baby," the youngest of three boys in the family. They said Le's mother had been praying inside a nearby Catholic Church during the shooting. She walked out to see the ambulance rush by, but didn't find out until later her son was inside.

Le's family joins police in asking anyone with information about the shooter to come forward.

Nacho-Wielding Christie Confronts Fan at Cubs Game

New Jersey Governor Chris Christie was seen on video in Milwaukee this weekend in what appeared to be an argument with a Cubs fan. 

The footage, which was posted to social media Sunday, shows Christie bending down to get in the seated fan's face. He can be heard saying "you're a big shot" to the fan before walking away.

The man seen in the video, identified as Brad Joseph, told a local reporter the confrontation started when he yelled Christie's name and told him he "sucked." 

Joseph said he called Christie a "hypocrite" before the governor turned around and began yelling at him, allegedly saying "Why don't you have another beer?" and calling him a "tough guy."

Christie's office could not immediately be reached for comment. 

Christie, whose son works for the Brewers, hasn't had the best response to his attendance at baseball games this year. 

Two weeks ago, Christie was loudly booed at a Mets game after catching a foul ball and giving it to a child behind him. 

Christie, a big Mets fan, was sitting in the third row, near the New York dugout, when he caught the ball lifted by Cardinals rookie Paul DeJong during the third inning.

Fans began cheering the foul-ball catch -- until they realized it was Christie. 

At an away game against the Phillies in April, a sea of fans mocked him by wearing plastic masks of his face.

The Cubs beat the Brewers 4-2 on Sunday

    Atlantic City Rail Line Service Partly Suspended for Weeks: New Jersey Transit says Atlantic City Rail Line service will remain suspended for two weeks between Philadelphia and Cherry Hill following an accident where a garbage truck struck a rail bridge. Agency officials made the announcement Sunday, two days after the crash occurred in Pennsauken. They say the accident caused extensive track damage. Substitute bus service was set up after the crash and will continue to operate while the track repairs are made. Officials also say Atlantic City rail line tickets and passes will be cross-honored on PATCO, River Line light rail and all NJ Transit bus routes in southern Jersey. NJ Transit says trains will continue to operate between Atlantic City and Cherry Hill.

    Putin Ordering 755 American Diplomats Out of Russia: Russian President Vladimir Putin said Sunday the United States would have to cut its embassy and consulate staff in Russia by 755, heightening tensions between Washington and Moscow three days after the U.S. Congress approved sanctions against Russia. In response, the U.S. State Department deemed it "a regrettable and uncalled for act.” Russian's Foreign Ministry on Friday ordered a reduction by Sept. 1 in the number of U.S. diplomatic personnel in Russia. It said it is ordering the U.S. Embassy to limit the number of embassy and consular employees in the country to 455 in response to approval of the new package of American sanctions. The White House has said U.S. President Donald Trump would sign those sanctions into law. The legislation, which also targets Iran and North Korea, seeks to punish Moscow for meddling in the 2016 U.S. election and for its military aggression in Ukraine and Syria.

      Tom Carper Announces Re-Election Campaign for Senate: Delaware's senior senator is seeking a fourth term. Sen. Tom Carper, a Democrat, recently announced he's running for re-election. Carper is a former Naval aviator and governor who was first elected to the U.S. Senate in 2000. He said in an interview on MSNBC on Monday that he was considering retirement before last year's presidential election because he thought Hillary Clinton would win and Democrats would hold a majority in the Senate. But with President Donald Trump's victory, Carper said he's more motivated than ever to serve in the upper chamber.

      Philly Teacher Viral Motivating Mantra Adapted for Commerical: It has been a whirlwind year for Philadelphia school teacher Jasmyn Wright who has taken her empowerment mantra from the classroom to a worldwide advertisement for the Gap. Wright's "Push Through It" chant, which went viral on social media last November following the divisive presidential election, is now the centerpiece of Gap’s newest back-to-school advertisement. “I didn’t except to get such worldly recognition.       17-Year-Old Shot in the Chest, Suspects Flee: Police

      A 17-year-old girl was shot by a stray bullet while watching television in her home late Sunday night in the Feltonville neighborhood of North Philadelphia, police said.

      The bullet came through the window and hit her in the chest.

      She was transported to a local hospital in stable condition and released Monday morning, according to police.

      The incident happened around 11:45 p.m. Sunday when an off-duty police officer who was visiting friends in the area spotted several men exchanging words with an unknown person or people near B and Ruscomb streets. 

      He then saw several men enter a home on B Street and come back outside. Three of the men had guns and started firing into the street, police said.

      The off-duty officer saw the suspects fleeing into another home along the side alley of B Street. He called first responders. SWAT officers arrived on the scene and secured a residence on the 4900 block of B Street. 

      The SWAT team rescued a woman and child from inside the building, police said.

      The suspects were described as five Hispanic men. One man was heavy set, between the ages of 25 and 30 years old, 5-foot-7 wearing a white tank top and shorts. He was armed with a gun. 

      Another suspect was described as an African-American man, about 6 feet tall, wearing dark clothing and also carrying a gun. 

      No arrests have been made at this time.

      Cleanup of 'The Tracks,' Philly Heroin Hotbed, Begins

      After a protracted battle over how to clean up a notorious train trench that has been co-oped by some of Philadelphia's most vulnerable victims of the opioid epidemic as a place to use drugs and live, crews began Monday clearing and securing the area known by many as "The Tracks."

      Conrail, which owns the trench that slices west to east between E. Tusculum and E. Gurney streets in the city's Kensington and Fairhill neighborhoods, moved in heavy equipment in the late morning as part of the first steps in securing the area.

      A nearly three-quarters of a mile stretch of the trench has for years been a place for the drug addicted to get high (mostly) out of sight from police and neighbors. The steep earthen sides are shielded from the street by trees and heavy brush. Those who venture down onto the tracks are at risk of becoming victims of sexual assaults, robberies and homicide.

      On its western end, adjacent to and under the N. 2nd Street bridge, a homeless encampment — known as a El Campamento — has shacks made out of wooden pallets. In some cases, people sleep on mattresses among trash, human excrement and countless used needles.

      NBC10 went inside the encampment as part of the award-winning digital investigation, Generation Addicted.

      With the heroin and opioid crisis worsening, overdose deaths along the tracks have mounted. Last year, seventeen people died in the trench from drug overdose.

      For years, officials played round robin over who should be responsible for cleaning and securing area. With increased attention focused on the trench from local and national journalists, city officials and Conrail announced they would clear the area.

      Seven months of negotiations carried on and in June, Conrail said it would clear brush, remove trash and erect a prison-grade fence on street level to prevent trespassing, among other efforts.


      As part of the cleanup project, the city also announced it would seal vacant buildings in the surrounding area, fix street lights and make other quality of life improvements to deter open-air drug use.

      City officials said they will be providing services like food, homeless shelter placement and access to drug rehabilitation programs to those who are removed from The Tracks as part of the cleanup project.

      Body Washes Ashore NJ Beach, Believed to Be Missing Swimmer

      Authorities have recovered the body of a Slovakian woman who disappeared while swimming at the Jersey shore.

      Ocean County Prosecutor's Office spokesman Al Della Fave says two off-duty lifeguards found the body of 24-year-old Zuzana Oravcova in the surf line in Toms River late Sunday.

      Oravcova disappeared early Sunday while swimming off Point Pleasant Beach with 23-year-old Thomas Kadlec, also of Slovakia. Authorities said both began struggling in the rough surf. Kadlec was able to return to shore, but Oravcova was swept away.

      Oravcova had been working at a boardwalk candy store for the summer.

      The National Weather Service had issued a warning about dangerous rip currents along the Jersey shore over the weekend. Many towns had banned swimming at their beaches.

      An autopsy is pending.

      Roadway Safety, Protected Bike Lane Project in West Philly

      A construction project to improve roadway safety along Chestnut Street in West Philadelphia and install the city’s first one-way parking protected bicycle lane is set to begin next week.

      Philadelphia Streets Commissioner Carlton Williams announced the Chestnut Street Transportation Project will begin Monday, August 7. Preliminary work on the project includes roadway enhancements to improve travel safety along Chestnut Street from 45th to 34th streets. According to officials, from 2011 through 2015, 75% of the crashes on Chestnut Street occurred between 45th and 34th Streets. 

      The project involves shortening the crossing distance for pedestrians, installing a one-way parking protected bicycle lane and removing one motor vehicle travel lane. Streets Department crews will refresh the existing line striping and install the protected bike lanes over a three-week period.

      Intermittent lane closures and parking restrictions will occur in the area during the project with flag men on hand to direct traffic and “No Parking” signs posted.

      Officials say the project is funded by the Pennsylvania Department of Community and Economic Development through a multimodal transportation fund. An informational flyer was also given to residents who live on the stretch where the construction will take place.

      NBC10 Responds: Racing Gift Gone Wrong for Local Woman
