Amtrak, SEPTA Restore Service After Wire Issues Stop Trains

Amtrak and SEPTA trains in the Philadelphia area stalled by a power infrastructure problem have been restored to service.

Service on Amtrak's Keystone Service line was suspended shortly before 9 a.m. due to problems with the infrastructure supporting the overhead power system, Amtrak said in an alert. Amtrak issued a second alert just after 9:30 a.m. that Keystone Service had been restored, but with delays.

SEPTA trains on the Paoli-Thorndale Line, which share the tracks, were also affected by the problem, but were restored shortly before 11 a.m., according to a tweet sent by SEPTA.

Northeast Regional, Acela Express and other services between Boston, New York, Washington, D.C. and Philadelphia were not affected.

Police Nab Suspect Accused of Taking 'Upskirt' Pics

A man accused of slipping a cellphone camera under a woman's skirt and snapping photos inside an Upper Darby store last week has been arrested, police said on Sunday.

Upper Darby Police tweeted on Sunday that a suspect was nabbed in the incident, which happened early last week inside the Philly Pretzel Factory store on 69th Street. Police said the suspect was caught on camera standing behind a women in line, then whipping out his phone to snap photos up her skirt.

The woman caught the man when he brushed her leg, police said, and turned to confront him.

"You can see her actually take a swing at the guy," said Upper Darby Police Superintendent Michael Chitwood. "It's a shame she didn’t knock him out. The thing that bothers me about these dirtballs is that if they can do this what can they do beyond that?"

The man then left the store and fled. He was last seen running on Walnut Street towards Barrington Road.

Police said the suspect, whose identity has not yet been revealed, was captured over the weekend. They said they would be releasing more information about him later Sunday.

Man in Viral Police Video Charged with Pulling Gun on Cop

A Philadelphia man known for recording videos of his interactions with police who landed in custody last week after allegedly impersonating a cop and threatening an off-duty officer with a gun is facing a slew of criminal charges in connection with his most recent run-in with the law.

Tony Soto, 29, of Northeast Philadelphia, has been charged with conspiracy, illegal gun possession, terroristic threats, aggravated assault, impersonating a public servant, resisting arrest and a number of other crimes after a May 18 incident in which police said he got into a dispute with a neighbor over a parking spot outside his home in Oxford Circle, then proceeded to tell the neighbor he was a police officer.

This isn't the first time Soto's been accused of impersonating a public servant: In 2008, court records show, he was convicted of that crime. And in a video he posted online that went viral last year, Soto flashed a badge and claimed to be a fire marshal -- a claim police later said was false. He did not face criminal charges in that incident.

In last week's encounter, police said, the neighbor Soto was arguing with went around the corner to get another neighbor, an off-duty Philadelphia Police officer, for help after Soto claimed he was a cop himself.

When the off-duty officer came to intervene, Soto allegedly threatened the officer with a gun brought from inside his house by a 19-year-old woman, later identified as Isabela Mota, according to police. When the officer identified himself as a cop and told Soto he was under arrest, Soto ran away, police said, but the off-duty officer caught up with him. Soto then punched the off-duty officer, sources said, brawling with him until the officer managed to control and hold him until backup got to the scene.

Soto was then arrested.

Court records show that Soto was arraigned early Friday morning, and his bail was set at $900,000 total. He was being held at Curran-Fromhold Correctional Facility on State Road, court documents show.

Mota, who is accused of egging Soto on, telling him to "Pop them," according to police, was charged with criminal solicitation, possession of an instrument of crime, conspiracy, terroristic threats, illegal gun possession and related offenses in connection with the incident. She was being held at Riverside Correctional Facility on $450,000 bail, court records showed.

Soto is a self-proclaimed civil rights activist on his Facebook page, which has more than 32,000 followers. His mother has been posting to his Facebook page since his arrest Wednesday night, saying that she is stranded inside the home she shares with him while police hold the house awaiting a search warrant.

NBC10 reached out to Soto's mother for comment early Thursday afternoon. She has not responded to that request.

Soto and Mota are scheduled to appear in court for preliminary hearings on June 3.

School Mourns for 2nd Student in Less Than a Month

Friends and family gathered Sunday afternoon to remember a Delaware teen who was shot and killed less than a month after another student died at the same high school he attended.

A prayer service was held for 15-year-old Brandon Wingo at the Nativity Preparatory School, where he attended middle school, in Wilmington around 1 p.m. Sunday.

"We're hurting but we're together," said Paul Webster, the principal of Nativity Preparatory School. "Especially in the face of a city that isn't safe or doesn't feel safe at the moment."

Wingo was on the 900 block of Clifford Brown Walk in Wilmington Thursday around 3:15 p.m. when an unidentified gunman shot him in the head. He was taken to Christiana Hospital where he died from his injuries.

The shooting occurred only a few blocks away from Howard High School of Technology where Wingo was a freshman student. The school was already dealing with another tragedy prior to Wingo's death. Another Howard student, Amy Joyner Francis, 16, died following a fight in a school restroom. Three girls face charges in Joyner-Francis' death.

A memorial for Wingo continues to grow at the scene of the shooting which occurred only steps away from Lynette Shorts Kornegay's home.

"When it hit here it just hurts a little more because it happened here," Kornegay said. "It's difficult because when you close your eyes, that's what you see. I hope that picture goes out of my head."

Kornegay, a writer who recently published a book of poetry, read a poem she wrote for Brandon.

"Check on those I left behind because they never had a chance to say goodbye," she said. "Because right now I too got my wings. So I'll see you when you get here. Take care from here. I'm resting easy. Rest in peace Brandon."

Wilmington Police didn't immediately give a motive or a suspect description in Thursday's shooting. They asked anyone with information to contact the Homicide Hotline at 302-576-3939 or text an anonymous tip to 888777. A $10,000 reward is available for information leading to an arrest and conviction.

DUI Driver Strikes, Kills Teen Boy: Police

Friends and family are mourning a teen boy who police say was struck and killed by a man driving under the influence early Sunday morning.

Antwan Timbers Jr., 17, was walking with his friend on Route 130 South and East Federal Street in Burlington City shortly after midnight when he was struck by a vehicle. Timbers, a Burlington City resident and senior at Burlington City High School, was pronounced dead at the scene.

The driver of the striking vehicle, Ricardo Patterson III, 42, of Willingboro, remained at the scene, police said. He was later arrested and charged with driving under the influence and reckless driving.

The Burlington City Police Department is working with the school district to have crisis teams and counselors available to students Monday. A GoFundMe page was also created for Timbers' family. 

Officials continue to investigate the crash.


Facing Terminal Cancer, Couple Marries

Not even terminal cancer could keep a Philadelphia couple from celebrating their love at a dream wedding in Center City Philadelphia on Sunday.

Lonnie Brown and Karen Frager first met 16 years ago when they lived in the same neighborhood. They reconnected in 2010, became close, and became a couple in 2012. After a few months, the pair were engaged.

Then their whole world changed.

Lonnie was diagnosed in June, 2014 with stage-four colon cancer.

"When they first told me that I thought I was too young to be dealing with that," Lonnie said. "As soon as that doctor said it, it was like, 'bam!' I got hit by a truck. My ear was just ringing and I couldn't hear nothing else. It was very shocking."

Since his diagnosis he's had several surgeries and hospital stays, and is currently undergoing chemotherapy.

"It went from chemotherapy to heart problems to kidney problems," he said. "It's been one thing after another."

Through it all, Karen stayed by his side.

"It's breaking me down but she's holding me up," Lonnie said. "I don't know what I would've done without her."

Cancer couldn't stop the couple from committing to each other. On Sunday morning, Wish Upon a Wedding's Philadelphia chapter threw Lonnie and Karen a wedding at Top of the Tower, on the 51st floor of 1717 Arch Street.

Among family and friends, including Lonnie's son and Karen's two children, the couple said their vows. While Lonnie's future is uncertain he takes solace in the fact that the love and support of his wife will remain constant through it all.

"To have that person to lean on and cry on and talk to just makes it so much more beautiful," he said. "It makes me stronger to have that. Without that I don't know what I would've done."

Officer Hit by Car at Philly International Airport

A Philadelphia Police officer is recovering after he was hit by a vehicle at Philadelphia International Airport Sunday.

The 77th District officer was directing traffic at Terminal C on Arrivals Road at 5:56 p.m. when he was struck by a vehicle. He was taken to Presbyterian Hospital and is expected to be released.

The driver of the vehicle remained at the scene. Officials continue to investigate the incident.

Hurricane's Blog: Summer-Like Temps for Holiday Weekend

MAY SHOWERS…AND CLOUDS…AND CHILLY
It’s no secret that this May has been one of the coolest, cloudiest, and wettest ones in memory. We’ve had at least some rain on 17 of the 22 days this month. And how about sunshine? We’ve had exactly ONE official sunny day, as opposed to 14 days of overcast or near-overcast skies.

Temperatures have been above “normal” on only 3 days. Overall, May has been about 4.1 degrees below normal. It’s going to end a streak of 11 straight months of above normal temperatures in Philadelphia.

Here is a look at temperatures compared to normal Sunday 5/22:

BUT IT’S ALL GOING TO CHANGE-FAST!
Instead of temperatures gradually returning to normal and perhaps a bit higher, we’re about to see a huge jump in temperatures over less than a week. The high Saturday 5/21 in Philadelphia was only 62 (normal is 76). In Wilmington, DE it was only 60. And in some parts of Southern Delaware and at the Jersey Shore, it didn’t even get out of the 50s.

The pattern will change so fast that we’ll be in full summer levels by this Thursday, and it should stay unseasonably warm all the way through the Memorial Day Weekend. We could even see a day or two that reach 90 degrees. Here is the map of temperatures compared to normal only a few days from now-Thursday.

The continuous cloud cover and occasional rain will be gone along with the chill. But that doesn’t mean it will be bright and sunny all day through the holiday. The summer pattern could lead to some summer thunderstorms for at least part of the weekend. But at least it’ll feel like summer!

Cabrini College Professor Dies After Being Struck by Vehicle

Friends and family are mourning a Cabrini College professor who was struck and killed by a vehicle in Wayne, Pennsylvania Saturday night.

David Dunbar, 51, of Exeter Township, was walking near the Color Me Mine building and Anthony Wayne Movie Theater along the 100 block of Lancaster Avenue around 9:40 p.m. when he was struck by a vehicle traveling westbound on Lancaster. Dunbar was thrown several feet before landing on the road. He was taken to Paoli Hospital where he was pronounced dead.

The driver of the striking vehicle immediately stopped after the crash and is cooperating with the investigation. Investigators say they believe the driver was going through a green light when he struck Dunbar.

Dunbar was an Associate Professor in Biology at Cabrini College.

"Cabrini is still reeling from the loss of our beloved faculty member, Dr. David Dunbar, professor of biology," read a statement from Cabrini. "David was a pillar of our community and the Cabrini family. He was dedicated to our students, to academic research, to community engagement, and to our mission. David will be sorely missed by all."

Tow Truck Driver Finds Body on Street

A tow truck driver made a grisly discovery on a West Philadelphia street overnight leading to a homicide investigation.

The passerby found a man suffering from a gunshot wound at 41st and Cambridge streets around 1:15 a.m., said Philadelphia Police. Medics rushed the man to a nearby hospital where he died.

Homicide detectives spent the early hours of Monday scouring the scene for clues. No word yet on any suspects and no word on what led to the shooting.

NJ Couple Dump Newborn: Authorities

A New Jersey couple is being accused of dumping the remains of their newborn baby, though the body hasn't been found, authorities said.

The New Brunswick couple is charged with hindering an investigation and desecration of human remains after authorities in Middlesex County learned they recently tried to dispose of the newborn’s body.

Authorities said that the father, 30, was arrested on May 17 on a charge of hindering an investigation for allegedly lying to police investigating the disappearance of the newborn.

The mother, 34, was arrested on May 19 at St. Peter’s University Hospital, where authorities said she was admitted after giving birth to a baby boy.

It’s not clear if the body of the infant has been recovered, or if the child was the victim of violence.

Police excavated the sewer line under the couple’s home on Remsen Avenue on May 17 and were searching the Edgeboro Disposal Inc. landfill in East Brunswick on Friday.

A neighbor who lives in the same multi-family house told NBC 4 New York that the couple has four children, and the last time he saw the mother, she appeared only a few months pregnant. He called them a "nice" couple.

Anyone with information about the whereabouts of the newborn's body should call the New Brunswick Police Department at 732-745-5200.

Family Mourns Boy, 11, Killed in NJ Crash

Counselors will be at an Edison, New Jersey, elementary school this week to help students deal with the sudden death of a fifth grader. 

Askari Moore died Friday after he was hit by a car while skateboarding in a parking lot near his Edison home, according to a GoFundMe page set up by his family.

Details surrounding the crash, including who was driving the car, weren't immediately known.

Askari attended Lincoln Elementary School and grief counselors will be at the school Monday to help students deal with the boy’s loss.

The GoFundMe page, which was set up to help bury Askari, had raised more than $17,000 by early Monday morning.

“Your words of kindness have made me realize that I was blessed for 11 years to have a true gift from God,” Shakera Moore, Askari's mother, wrote on the GoFundMe page.

Prosecutors said they’re investigating the crash and police said they’d have more information on Monday.

Equipment Derails, Forces PATCO to Cancel Trains

PATCO riders should be prepared to take some more time to get where they are going Monday morning as the public transit system operated on an emergency schedule as crews work to remove a derailed piece of construction equipment.

A knuckleboom loader used for lifting railroad ties derailed around 1 a.m. Monday near the Woodcrest Station in South Jersey, said PATCO.

Two workers were treated at an area hospital and released, said PATCO. No passengers were involved.

As crews continued to clear the derailment, PATCO operated two fewer trains between 7:03 and 8:03 a.m. and warned commuters that trains would depart at adjusted times.

A short time later, PATCO warned commuters to expect trains to depart five to 10 minutes late. And, the emergency schedule remained in effect past 9:30 a.m.

PATCO promised to keep riders updated on its website.

Tailban Leader's Death a Milestone: President Barack Obama said Monday that the violent death of Taliban leader Mullah Mohammed Akhtar Mansour by a U.S. airstrike should send a "clear signal" to anti-American extremists that "we're going to protect our people.” Obama also said Mansour's death was an "important milestone" in the yearslong effort to bring peace to Afghanistan. "It has been confirmed that he is dead," Obama said Monday during his first visit to Vietnam. "He is an individual who, as head of the Taliban, was specifically targeting U.S. personnel and troops inside of Afghanistan" who Obama sent there to help counter terrorism and help train Afghan troops. Mansour was killed when a U.S. drone fired on his vehicle in the southwestern Pakistan province of Baluchistan, though it was unclear whether the airstrike took place on Friday or Saturday. He had emerged as the successor to Taliban founder Mullah Mohammad Omar, whose 2013 death was only revealed last year.

'Paintball Pony' Adopted by Jon Stewart: A horse found shot more than 100 times with paintballs in central Pennsylvania will soon have a new home with former "Daily Show" host Jon Stewart, according to a news report. The report comes as the Rhode Island man who authorities say transported Lily the 'paintball pony' that was later found shot was found guilty of animal cruelty.  Phillip Price, 65, was ordered to pay fines and more than $10,000 in restitution for the horse's recovery costs. The 20-year-old horse named Lily was found at the New Holland Sales Stables in March. Police said the horse was hit by about 130 paintballs at close range and needed surgery to remove its injured right eye. It hasn't been determined how Lily received the paint markings. Lily continues to recover at a facility in Kennett Square, but will soon move to an animal sanctuary in New Jersey owned by former "The Daily Show" host Jon Stewart and his wife, Lancasteronline.com reported, citing a statement from the Lancaster County SPCA.

Several masked men burst into a Roxborough home overnight Sunday into Monday.

The men took a cellphone and money from a home along Domino Lane, near Ridge Avenue, said Philadelphia Police.

No one was hurt.
