PSPCA Asks for Thanks for Dying Humane Director

George Bengal, the head of humane law enforcement for the Pennsylvania SPCA, has been diagnosed with terminal cancer, the organization announced Friday night.

Bengal is a former Philadelphia police officer who moved into animal welfare 20 years ago. He is often seen briefing the media when animal control officers carried out raids or rescued abused animals.

"He has saved thousands of animals, brought hundreds of criminals to justice, and mentored officers and colleagues in enforcing the cruelty code," the organization wrote its post.

Bengal learned of the diagnosis recently. Officials did not say what type of cancer he was suffering from.

The PSPCA has set up a webpage allowing people to write messages to Bengal thanking him for his service. They are also encouraging people to share posts on social media using the hashtag #thankyougeorge.

Trump Holding Rally at West Chester University

Donald Trump is headed back to college in Southeastern Pennsylvania, but this time it's just to rally supporters ahead of Tuesday's primary election.

The Republican presidential candidate and Wharton School graduate will appear at West Chester University on Monday, the university announced Friday night.

Trump's campaign will hold the event in the school's Hollinger Field House at 4 p.m. Tickets are required.

In a statement to the university community, West Chester University's interim president Christopher Fiorentino said the state school provides access to its facilities to outside parties. He stressed that the rally doesn't act as an endorsement of the divisive and flamboyant candidate.

Trump leads the GOP presidential race in delegates and polling. He campaigned in Harrisburg Thursday night and Harrington, Delaware Friday.

Tickets for the event are being reserved through Trump's campaign website.

Pennsylvania's primary election is being held Tuesday.

Philly Getting $43M from Feds for DNC Security & More

Philadelphia is getting more than $43 million from the federal government to cover safety costs during this summer's Democratic National Convention, city officials say.

The Department of Justice awarded the city a $43,155,141 grant to pay for a bevy of things from police and fire protection to bomb squads to traffic cones and smartphone batteries during the four day event in late July.

A breakdown of expenses obtained by NBC10 Friday explains how city officials expect to spend the money:

  • $8.03 million for payroll and overtime costs for police, firefighters, paramedics, prison staff and law enforcement working in an Emergency Operations Center.
  • $7.70 million for equipment like radios and plume modeling technology to determine how a chemical weapon could spread through the air.
  • $9.66 million for supplies including chargers and batteries for smartphones, traffic cones, defibrillators, motorcycle helmets and extension cords.
  • $10.07 million to cover contracts for radio programming, transportation services, a credentialing system and parking lot leasing.
  • $5.12 million in reimbursements to other law enforcement agencies who are pitching in to help like the Pennsylvania State Police and county bomb squads.
  • $1.02 million for miscellaneous expenses like port-a-potty rentals, car rentals and fuel.
  • $550,000 to pay consultants and private security to bolster the overall security presence.
  • $76,000 for travel and food for law enforcement working during convention events.

A spokesman for Mayor Jim Kenney said how the city spends the funds could be adjusted as the event nears. Some of the equipment being purchased for the convention, the city will get to keep for future events, officials said.

The convention is taking place July 25-28 with most major events happening at the Wells Fargo Center in South Philadelphia and Pennsylvania Convention Center in Center City. The Democratic National Committee will choose its nominee for president during the convention.

The city was granted the money since the convention is designated a National Special Security Event by the Department of Homeland Security. Pope Francis' visit to Philadelphia last September was given the same classification.

Like the pope's visit, the U.S. Secret Service will be the lead agency coordinating security during the event.

DOJ officials awarded the City of Cleveland, host of the Republican National Convention in mid-July, a $49.9 million grant to cover similar expenses.

Gunman Shoots, Kills Man Outside Apt. Complex

Police are searching for a gunman who shot and killed a man outside a Philadelphia apartment complex Friday night.

Police were called to the 8400 block of Lindbergh Boulevard at 9:24 p.m. for a report of a person with a gun. When they arrived they found a 25-year-old man lying in the courtyard of an apartment complex suffering from several gunshot wounds. The victim was pronounced dead by a responding medic at 9:43 p.m.

The victim’s fiancée told police when they returned home earlier that night they spotted an unidentified man sitting on the steps of the rental office. The woman said they saw the same man walking behind their vehicle as they parked in the complex. The victim then left his vehicle to throw out some trash when the unidentified man suddenly pulled out a gun and opened fire, police said. After the victim was struck several times the gunman fled the scene.

The woman told police there was no argument between her boyfriend and the gunman and they never had a conversation prior to the shooting. She also said the gunman didn’t try to rob him.

The suspect is described as a tall and skinny man with a black bandanna covering his face. The woman said he was wearing gray sweatpants and a dark baseball cap.

Man Slashes Tires of 13 Vehicles in Center City: Police

A man was arrested after he allegedly slashed the tires of over a dozen vehicles on a block in Center City overnight.

Police were called to the 1700 block of Christian Street around 1:25 a.m. Saturday for a report of a man slashing tires. When they arrived they spotted a man matching the suspect’s description sitting on the ground next to a dark-colored Honda Civic. Police say the man had a knife, a cell phone and a pair of ear buds on the ground next to him. They later determined the man slashed the tires of at least 13 vehicles on the block.

The 54-year-old suspect who has yet been identified was taken into custody without incident. Police have not yet released his identity.

Bernie Sanders Campaigns in Delaware

Democratic presidential candidate Bernie Sanders campaigned in Delaware Saturday.

Sanders spoke at the Chase Center on Riverfront in Wilmington, Delaware. Actress Rosario Dawson also attended the event and introduced Sanders.

Sanders also hosted a rally Saturday morning at Royal Farms Arena in Baltimore.

Democratic presidential candidate Hillary Clinton is also heading to Wilmington for a campaign rally Monday morning. The Clinton campaign says the get-out-the-vote event is set for 11:15 a.m. Monday at World Café Live at the Queen. It's free and open to the public.

Both Maryland and Delaware have presidential primaries Tuesday.

Volunteers Find Human Remains in Cooper River

An investigation is underway after human remains were found in the Cooper River in Pennsauken, New Jersey Saturday.

Over 100 volunteers with United by Blue were participating in a spring cleanup event along the Cooper River on the 2900 block of Admiral Wilson Boulevard. Officials say one volunteer reached down into the mud near the water and picked up what he believed was a bottle. It was actually a human skull however, according to officials. They also discovered several bones inside the water.

Police and detectives were called to the scene and investigators are currently working on identifying the victim.

Gunman Wearing Water Dept. Jacket Kills Man: Police

Police say a gunman dressed in Philadelphia Water Department attire shot and killed a man in Philadelphia Saturday afternoon.

A 36-year-old man was inside a green Pontiac Grand Prix at 4:34 p.m. on 2300 W. Huntingdon Street when a gunman opened fire. The victim was struck several times and pronounced dead at 4:47 p.m.

Police have not released a detailed physical description of the gunman but say he was wearing a Philadelphia Water Department vest or jacket. They also say he was last seen fleeing southbound on 24th Street from Huntingdon Street.

Gunman Sexually Assaults Woman Inside Car: Police

Police are on the hunt for a man who they say forced a woman inside a vehicle, tied her up with duct tape and then sexually assaulted her.

Police say a 23-year-old man who was armed with a gun forced a 20-year-old woman inside a vehicle on 49th Street and Lancaster Avenue around 4 a.m. Saturday. The man then tied the woman up with duct tape and then physically and sexually assaulted her inside the car, which police describe as a black 4-door vehicle with tinted windows with the rear driver side window covered with a trash bag.

Police say the woman finally freed herself around 3 p.m. at S. 57th Street at Larchwood Avenue, about two miles away from where she was assaulted. They have not yet revealed however whether it was the suspect who dropped her off at that location.

"I heard a lot of screaming," said Monique Wright, who lives near where the woman was found. "She was like, 'Get off me! Get off me!' When I came downstairs she was already out of the car. Her arms had blood on them. She must've been bleeding from her face."

The woman was taken to the Special Victims Unit by police.

Police describe the suspect as a black male with dreadlocks and a long beard.

Purple Bridge: Philly Pays Tribute to Prince

Just call it the Purple Bridge. Philadelphia is honoring the life and legacy of Prince by lighting up the Ben Franklin Bridge with the legendary musician's favorite color Saturday and Sunday night.

"Over the course of his career, Prince was an inspiration to billions of fans worldwide,” said DRPA Board Chair Ryan Boyer. “In his honor, we will light the Ben Franklin bridge purple in hopes that it serves as an inspiration to the millions of people in our very own region.”

The Ben Franklin Bridge is only one of many structures, buildings and bridges around the world that honored Prince after his death at the age of 57 Thursday.

"Lighting the Ben Franklin Bridge purple is just a small way to memorialize and honor Prince's amazing talent," said John Hanson, DRPA CEO.

The Wells Fargo Center, where Prince performed several times in the past, was also lit up in purple Saturday night.

Philly’s tribute came the same day Prince’s remains were cremated during a small and private service featuring his closest family and friends.


Feltonville Shooting Leaves Teen Dead

A 17-year-old boy died early Sunday after he was shot in the chest in Philadelphia's Feltonville neighborhood.

Police said the teen was involved in a dispute with other teenagers outside the Emergency Cafe Lounge, on Wyoming Avenue near Boudinot Street, just before 3:30 a.m. Someone pulled a gun during the fight, police said, and shot the boy in the chest.

He was taken to a nearby hospital in extremely critical condition. He was pronounced dead a short time later.

Homicide detectives and crime scene investigators remained at the scene after sunrise investigating. Police have not said whether they have a suspect yet in the deadly shooting.
