Travel Services Resuming After Snowstorm

Travel services across the region are resuming after a massive snowstorm brought the region to a standstill.

SEPTA

The following SEPTA Bus Routes are now operating: Routes 9, 14, 15B, 20, 21, 23, 27, 28, 37, 42, 50, 52, 54, 56, 58, 59, 60, 64, 66, 70, 78, 79, 84, 93, 99, 104, 105, 109, 110, 111, 113, 115, 117, 124, 125 and R

The following City Trolley Routes are operating on or close to schedule:  Routes 10, 11, 13, 15, 34 and 36. Trolleys will operate in the Center City tunnel overnight

Suburban Trolley: The Route 101 Trolley is operating from 69th Street Transportation to Providence Road but not into Media on State Street. Full service from 69th Street to Sharon Hill has been restored on Route 102

Market-Frankford Line: Regular service resumes at 5 a.m. Regular schedules are expected to resume for Monday morning.

Broad Street Line:
Nite Owl buses operated overnight. Trains will return at 5 a.m.

Regional Rail:
Service will resume on all SEPTA Regional Rail Lines. On the Paoli/Thorndale Line, there is no service between Malvern and Thorndale due to Amtrak switch problems. All Regional Rail passengers should expect a slow start on Monday morning, as trains have not operated since Friday evening and yard conditions are still challenging.

Norristown High Speed Line: Service will resume from 69th Street to Bryn Mawr on Monday morning.

CCT Paratransit:
Limited service will be available for dialysis and medical appointments and essential work personnel on Monday.

Parking: Parking spaces will be limited throughout the system, as 30-35% of spaces are unavailable due to snow piles in lots. In-house forces and contractors are working to plow parking lots throughout the system. Snow removal efforts will run at night all next week, with snow being trucked out of many lots.

Philadelphia International Airport

Philadelphia International Airport is gradually resuming normal operations though a number of airlines have a reduced schedule of arrivals and departures. CHECK HERE for more details.

PATCO

PATCO trains are operating on or close to schedule. CHECK HERE for more details.

AMTRAK

Amtrak is operating on a modified schedule in the mid-Atlantic region

Acela Express, Northeast Regional and other services between Boston and Washington D.C., and Keystone Service between Harrisburg, Pa., and New York, will operate on a modified schedule on Monday, Jan. 25. There will be reduced Amtrak service between Washington and points in Virginia due to local conditions.

Passengers who have reservations on affected services are being contacted and accommodated on other trains with similar departure times or offered alternate travel dates.

NJ TRANSIT

NJ Transit has resumed limited service for bus, rail and light rail. CHECK HERE for more details.
 

DART

DART will operate regular service with the following exceptions on Monday:
Routes 7, 8 & 10 will not operate until further notice; Route 16 will not serve Fairfield; Route 28 will serve Rodney Square and then be on detour between Rodney Square and Alapocas Dr.; Route 117 will not serve Mifflin Meadows.

PPA Won't Enforce Meter or Kiosk Parking Monday

The Philadelphia Parking Authority will not enforce meter and kiosk parking violations on Monday due to the continued cleanup following the weekend’s snowstorm.

The PPA will still enforce and ticket for all safety violations however, which include parking in front of fire hydrants, bus zones, no stopping anytime zones, handicapped parking spaces, double parking and blocking crosswalks.

The PPA also extended its $5.00 discount garage parking rate until Tuesday at 7 a.m. for all vehicles parked in one of their garages by 11:59 p.m. Sunday. Those garages include the following:

  • AutoPark at Independence Mall (5th & Market Streets)
  • AutoPark at Jefferson (10th & Ludlow Streets)
  • AutoPark at the Gallery (10th & Filbert Streets)
  • Auto Park at Old City (2nd & Sansom Streets)
  • Auto Park at 8th & Filbert Streets (801 Filbert Street)
  • 15th & Cherry Street.
  • Philadelphia Family Court Garage (1503-11 Arch Street - Going south on 15th Street, Enter the garage on the west side just after 15th & Cherry)

Customers must bring their ticket and pay at the PPA Management Office in each garage in order to receive the discounted $5 rate.

Local Lawmaker Angered by ‘Snow Response Failure’

"Snow response failure."

That is how one lawmaker in Norristown described the snow removal plan in his town.

Councilman Marlon Millner took to his Facebook page and said the response by the municipality has been “unacceptable for a number of reasons.”

Millner started his post on Facebook writing "to the residents of Norristown, Pennsylvania, I want to apologize for the snow response failure of the municipality."

NBC10’s Drew Smith traveled around Norristown early Monday morning in StormForce10. StormForce10 is a vehicle that is specially-designed to travel in treacherous conditions. Smith said even StormForce10 had difficulty maneuvering some of the streets.

At one point, StormForce10 was forced to reverse back down a street due to a car that was stuck and abandoned in the middle of Chain Street.

While riding around Norristown, Smith reports he did not see a single plow on the streets.

Larry Powell, a Norristown resident walking to work, offered this assessment to NBC10.

“Do something, that’s the best I can say. Plow the roads so it will be easier for the next person riding through the streets, Powell said.

Cars are buried in, but police will not begin issuing tickets until at least Wednesday.

Millner said he intends to speak with fellow members of City Council to propose changes to snow removal in the future.

“It now needs to be improved and revised clearly after the significant difficulties all of us have endured this weekend,” Millner wrote on Facebook.

Residents of New Jersey will be threatened by black ice and choke points along roads inundated by snow. “It’s going to be bad tomorrow. It’s going to be very difficult. I’m going to try to go to work very early to get ahead of that because I know it’s going to be unmanageable at 7 or 8 a.m. tomorrow," one resident of Morris Plains said. Brian Thompson reports.

You Can Help the Mail Arrive on Time - Just Shovel

The U.S. Postal Service wanted to make sure they could deliver the mail Monday by asking residents to do something: shovel and salt.

If you don’t, you might not get your mail as the postal service looks to protect mail carriers from slips and falls.

“No one wants to inconvenience the customer,” Philadelphia district manager Chu Falling Star said. “However, we must ensure the safety of our employees.”

The postal service asked that people clear sidewalks, porches, steps and walkways of snow and ice so that everyone can be safe after nearly 2 feet of snow fell in Philadelphia and more than 30 inches in parts of the Lehigh Valley.

“The best way to avoid injury is prevention. Please help our employees provide the best service they can, as safely as possible,” said Falling Star. “Your cooperation is most appreciated and will help us provide timely delivery of your mail.”

The Postal Service offered these tips to ensure the mail gets where it needs to go:

• Clear enough snow from curbside boxes to allow mail trucks to approach the box, deliver the mail and to drive away from the box without danger of the need for backing.
• Walkways should be cleared of snow and ice and allow enough traction to avoid slips, trips or falls.
• Steps should also be kept clear of ice and snow and in good repair so as not to cause injury to the letter carriers or others who visit the customer’s home.
• Overhangs should be clear and free of snow and ice to avoid injury.

If a mail carrier feels a situation is unsafe, they are instructed to hold the mail until later, said the postal service.

Gun in His Face, Owner of Philly BBQ Joint Begs for Life

The owner of a barbecue shop in Philadelphia begged for his life during an armed robbery.

The incident happened Sunday night at Phoebe’s Bar-B-Q restaurant in the 2200 block of South Street in the city’s Graduate Hospital section.

According to owner Anastasio Botsaris, an armed suspect walked into the store and demanded money. Botsaris said the gun was pointed at his face and he begged for his life.

“He kind of just looked at me in pity and I had the money in my hand and he grabbed it and he took off,” Botsaris said, fighting back tears.

Botsaris said this is the first time his store has been robbed since he opened in 1994.

Anyone with information is urged to contact police.

Preliminary Hearing for Ambush Suspect Continued

The preliminary hearing for the suspect accused of shooting a Philadelphia Police officer during an ambush was continued to March.

A hearing was scheduled for Edward Archer Monday morning, but it was continued until March 10.

It was a "joint continuance request" from both the prosecution and defense.

Archer faces attempted murder and other charges related to what Philadelphia Police Commissioner Richard Ross called the "attempted assassination" of Officer Jesse Hartnett in West Philadelphia on January 7.

Archer remains locked up at Curran-Fromhold Correctional Facility in Northeast Philadelphia after a judge denied him bail.

Officer Hartnett was released from the hospital on January 22, a little more than two weeks after the shooting.

Hartnett has undergone numerous surgeries to repair damage caused by the three bullets that tore through his arm. He still must return to the hospital for further arm surgery.

PA Man Convicted of Animal Cruelty

A Lancaster man has been found guilty on 26 counts of animal cruelty, according to the Pennsylvania SPCA. Samuel Stoltzfus of Lititz kept 18 dogs in unsanitary conditions and docked the tails of puppies beyond the allowable period.

The PSPCA found the dogs on September 18 after responding to a tip from the Department of Agriculture’s Dog Law Enforcement. One dog was also suffering from ulcers on their paws, caused by the unsanitary conditions.

The dogs included two adult Boxers, eight Boxer puppies, one adult Shiba Inu, four Shiba Inu puppies, two German Shepherds (one which was pregnant), and one Bernese Mountain Dog.

"The Pennsylvania SPCA has been advocating for animals for nearly 150 years, and it is cases like this that remind us why our Humane Law Enforcement officers are so important to the welfare of animals in Lancaster County given the history and amount of animal cruelty,” Jerry Buckley, PSPCA CEO, said in a statement. “These dogs were living in horrid conditions, and thanks to the work of our Humane Law Enforcement and Litigation departments, they have not only been removed from that life, but have been given a second chance at finding the loving homes they deserve.”

Stoltzfus was sentenced to 90-days prohibition of animals on each count, totaling over six years, forfeiture of all animals involved, and to pay restitution to the PSPCA for the care of the animals, which is nearly $29,000.

Ice Falls Off Medical Building, Strikes Woman

Falling ice hit a woman walking by a Philadelphia medical building Monday.

The ice fell off Tenet Health's building near the Drexel University’s College of Medicine at Hahnemann University Hospital along N 15th Street, near Vine Street, in Center City around 12:30 p.m.

After being struck, the woman could be seen sitting up and talking to employees from the hospital -- in their scrubs -- who tried to comfort her.

No word yet on the severity of her injuries.

More ice could be seen hanging off the building.

NBC10 reached out to Tenet for comment. A spokesman sent the following statement:

We are committed to the safety of everyone on our campus. While we work to assess the situation, we have blocked off the walkway around the New College Building to protect pedestrians.
