Teens Charged in Murder of Man Walking Dog

A 15-year-old boy has been officially charged in the robbery and shooting death of a man who police say was targeted because he appeared old, police told NBC10. The boy was the third suspect charged in the deadly encounter.

Tyfine Hamilton's father helped negotiate the arrest, sources said. He was interviewed by homicide detectives at Philadelphia Police Headquarters in Center City. On Monday he was officially charged.

Hamilton was wanted for the murder of 51-year-old James Patrick Stuhlman. Last Thursday, Stuhlman was walking his dog, Molly, along the 6400 block of Woodcrest Avenue in the Overbrook section of the city when he was approached by three teenage boys, police said.

Homicide investigators said the teens planned to rob the man after playing a game of basketball. They chose him, investigators said, because he looked old and his dog was "weak." Stuhlman pleaded for his life before he was shot once in the chest, police said. He died on the street with his dog at his side.

Hamilton's alleged co-conspirator, 15-year-old Brandon Smith, was arrested Thursday after police spotted him in Overbook, police said. A 14-year-old was also arrested.

Hamilton and Smith are charged with murder, robbery and other related offenses. The 14-year-old boy is charged with robbery and conspiracy.

Stuhlman was shot over nothing, police said, as not one item was taken from him.

Source: Eagles Could Release Evan Mathis

If the Eagles can’t find a trade partner for left guard Evan Mathis, they could be just as willing to show him the door as they were two years ago for DeSean Jackson.

Mathis, who was on the trade block last offseason and is back there again, might be cast off into the free-agent waters if the Eagles can’t deal him, according to a source close to the situation.

Right now, the source said, the team is “actively looking” to deal the 33-year-old lineman. Head coaches and executives from all 32 NFL teams are at the luxurious Arizona Biltmore resort this week for the annual owners meetings. It’s an informal environment outside of the meetings but business can be consummated.

If traded or released, Mathis would follow in the footsteps of LeSean McCoy, Nick Foles, Jeremy Maclin, Cary Williams, Todd Herremans and Trent Cole as high-profile cap casualties sent packing this offseason as head coach Chip Kelly overhauls the roster in his first season with total personnel control.

If he’s released, Mathis hopes the Eagles pull the trigger soon, the source said, while other teams still have money left to spend on this year’s free agent crop.

The source said the decision to shop Mathis is completely Kelly’s and added that the Eagles are either looking to save money or continue to rebuild the roster around a younger nucleus -- or both.

They could also be irked by Mathis’ repeated attempts to have his contract reworked. Mathis carries cap hits of $6.5 million in 2015 and $7 million in 2016 as part of the five-year, $26.7 million extension he signed March 19, 2013, after choosing to rejoin the Eagles instead of bolting for the Ravens’ offer.

Only $2 million of Mathis’ remaining contract is guaranteed from his signing bonus -- $1 million apiece this season and next -- so the Eagles would save $11.5 million over the next two seasons if they cut him and absorb only a $2 million dead-money hit.

Mathis’ camp has approached the Eagles twice in the past two offseasons to discuss a restructure that would pad Mathis’ salary. Both times, the source said, the Eagles rebuffed his request and responded by informing him that he would be shopped.

Teams are typically reluctant to give up draft compensation for a player they believe will be released but trades for veterans occasionally take place during the offseason.

The Saints, who are also reshaping their roster and trying to improve their defense, recently dealt 33-year old guard Ben Grubbs, a two-time Pro Bowler, to the Chiefs for a fifth-round pick. Kansas City took on $13.9 million in base salary over the next two years, none of it guaranteed. Mathis is two years older and any team that trades for him owes him $13.5 million over the next two years, also not guaranteed.

The source also didn’t slam the door on Mathis returning to the Eagles, but Kelly hasn’t shown much reluctance to get rid of veterans, even if it means eating dead money.

The Eagles have taken about $12 million in cap hits this season on Cole, Herremans, Williams, McCoy and Foles, although they’ve saved more than $60 million in future money.

Mathis made his second straight Pro Bowl last season despite playing just nine games. He severely sprained his knee in the season opener and was placed on the injured reserve list with return designation.

Headmaster, Family Possibly Sickened by Pesticide

The head of a Delaware middle school as well as his wife and two children were hospitalized after they were possibly sickened by pesticide during a vacation in the U.S. Virgin Islands.

Stephen Esmond, the headmaster of Tatnall’s Middle School in Wilmington, Delaware as well as his wife Dr. Theresa Devine and their two teen sons were staying at the Sirenusa Condominium Resort in Cruz Bay, St. John Friday when they suddenly became ill. They were later taken to the hospital. A family spokesman told Delaware Online that everyone except for Devine is in critical condition.

Officials with the Environmental Protection Agency (EPA) are investigating whether the family was sickened by a pesticide called methyl bromide. EPA officials say the pesticide may have been used to fumigate a room at the resort back on March 18.

The use of methyl bromide is restricted in the United States because of its acute toxicity, according to the EPA. The pesticide is not authorized for use in buildings and only certified applicators are allowed to be used in certain agricultural settings.

Exposure to methyl bromide can cause damage to the central nervous system and respiratory system.

“Pesticides can be very toxic and it is critically important that they be applied properly and used only as approved by EPA,” said Judith A. Enck, EPA Regional Administrator. “Protecting people’s health in the U.S. Virgin Islands is of paramount importance. The EPA is actively working to determine how this happened and will make sure steps are taken to prevent this from happening to others at these vacation apartments or elsewhere.”

Both the EPA and the U.S. Virgin Islands government are investigating the incident.

Tatnall is a college preparatory school for students ages 3 through grade 12 Charlie Tierney, the head of School at Tatnall, released a statement on Esmond and his family.

“The Tatnall School family is sending its well-wishes and love to the Esmonds,” Tierney wrote. “We will continue to offer our prayers and positive, healing thoughts and support them in any way we can.”

A Northeast Philadelphia restaurant is stepping up to honor fallen Philadelphia Police Officer Robert Wilson III – who was gunned down in a North Philadelphia GameStop – with a daylong fundraiser Wednesday.

Sweet Lucy’s Smokehouse at 7500 State Road will donate half of the day’s proceeds to the family of Officer Wilson, who left behind a 10-year-old son and 1-year-old son as well as a grandmother.

After learning about the tragic outcome of the attempted robbery, all three owners of the barbecue joint decided to launch a fundraiser on behalf of Officer Wilson’s family.

“I have a nine-year-old,” one of the owners Brooke Higgins said. “So it really hit home with me.”

With the police academy only being a few blocks away, the Sweet Lucy’s staff decided a fundraiser was the perfect opportunity to give back to the Philadelphia police.

“We really like to support the police,” Higgins said. “Their academy is right down the street, and they always give us good business so we felt that this something we really want to do.”

Lane Closures on I-95 This Week

A $160.2 million project to rebuild ramps and improve connections on the interchange of I-95, Betsy Ross Bridge and Aramingo Avenue in Philadelphia will cause lane closures this week.

PennDOT’s contractor will work through fall 2017 to rebuild most of the existing ramps at the interchange and build missing ramps in order to provide a direct connection between the Betsy Ross Bridge and Aramingo Avenue.

The following lane closures will take place this week due to the construction:

  • Tuesday through Friday from 9 p.m. to 5 a.m. – Lane closures will be in place on I-95 north between the Betsy Ross/Aramingo Avenue Interchange (Exit 26) and the Bridge Street (Exit 27) Interchange as crews shift the northbound lanes toward the median and install concrete barriers along the outside shoulder. Crews will then rebuild the outside shoulder so it can carry vehicular traffic in the next stage of construction.
  • Now until 5 a.m. Tuesday – Lane closures on northbound Aramingo Avenue between Wheatsheaf Lane and Church Street for the installation of concrete barriers and the painting of traffic lines to shift the two northbound travel lanes to the center of the street. Aramingo Avenue will continue to have two lanes in each direction in this new construction pattern.
  • Tuesday through Thursday from 9 p.m. to 5 a.m. – Traffic shifts on Aramingo Avenue ramp to I-95 north and south for the installation of concrete barriers. The ramp will remain open during this operation.
  • Tuesday through Friday from 9 p.m. to 5 a.m. – Crews will install concrete barriers on the southbound I-95 collector-distributor lane immediately south of the Betsy Ross/Aramingo Avenue off-ramp to implement a traffic pattern shift. The single lane that leads to I-95 south will remain open during this overnight operation but traffic stoppages may occur.

Police Tase Man Walking on SEPTA Tracks

Surveillance video captured tense moments at a SEPTA station as police tased a man who was walking on the train tracks.

The unidentified man, who police say was having a mental breakdown, was caught on camera walking on the tracks at the Jefferson Regional Rail Station Monday morning. When a SEPTA police officer approached him he jumped onto the divider between the tracks.

"We worked very quickly because being in a track area is a dangerous area to be in," said SEPTA Police Chief Thomas Nestel.

As the man continued to walk on the divider, the officer used his taser on him. The man stopped and struggled to keep his balance but continued walking on the divider.

The video shows the officer shoot the man with the taser a second time causing him to fall back onto the tracks. The man remained on the ground for a few moments while kicking his legs as other officers responded to the area to try and control him.

The man then got up again and ran down the tracks. Police were able to finally apprehend him and get him to safety. He was taken to a nearby hospital for a psychiatric evaluation.

SEPTA Police are conducting an internal investigation to ensure the officers involved followed proper protocol.

College Investigates Anti-Semitic Tweet

A local college is investigating accusations that a student-athlete posted a message on twitter saying she wanted to kill Jewish people in Lakewood, New Jersey.

The tweet was posted back on December 19 in 2013 but only recently reappeared on social media. Officials believe the tweet was made by a student and track team member at Delaware Valley College in Doylestown. The school was founded by a Jewish rabbi back in the 1890s.

“I would never think that someone would write that on social media,” said Courtney Parahus, a junior at the school.

The school is currently reviewing the message and said it has a “zero tolerance policy for bias speech on campus.”

The student who allegedly made the tweet is originally from Lakewood, a town with a heavily-Jewish population. Just last month, NBC10 uncovered anti-Semitic social media posts, including a swastika and a Nazi pose, made by teens from a neighboring town targeting Lakewood.

Rabbi Howard Cove of the Beiteinu Synagogue in Haverford, Pennsylvania, told NBC10 he’s hesitant to cast quick judgment but is grateful the college is taking action.

“I think it’s key that the authorities, the people who know better, speak up and stop it at the outset,” Cove said.

A spokesman for the school told NBC10 a special response team, student affairs and the athletic department have all been notified and will work together to respond to the individual student as well as the student body.

Woman Struck by 2 Cars, Killed in Bucks County

Two cars struck and killed a woman at a busy Bucks County intersection Tuesday morning -- and one driver left the scene, possibly unaware a person had been hit.

The deadly crash occurred at Knights and Street roads around 6 a.m., according to reports.

The 28-year-old woman, identified as Christine Massie, was walking west on Street Road, crossing the street against a red light, when she was hit by the cars traveling northbound, police said.

The driver of the first striking vehicle stopped, but the driver of the second car did not realize she hit someone and continued traveling, investigators said.

Witnesses got that vehicle's license plate and provided it to police, who tracked down the driver at her New Jersey home, according to officials.

Authorities are questioning both drivers, who are cooperating with police.

No charges have been filed. It is up to the Bucks County District Attorney to decide if charges are warranted.

Police shut down the intersection once they arrived at the scene and said they expect the road to remain closed for several hours.  The road was reopened just after 9 a.m.

Initially authorities reported the accident was a hit-and-run.

Commuters can take Mechanicsville Road to avoid the closure.
