TODAY'S TOP STORY

Philly's Brand-New City Center: William Penn's most important public meeting space in his grand experiment has had a rough time living up to its potential as of late. What began as Centre Square, and eventually became the much smaller Dilworth Plaza after City Hall was built, was never really a place people loved.

But today, a completely new iteration of the urban park -- renamed Dilworth Park -- appears to have finally made the grade. After three years of planning and construction, the $55 million redesign offers citizens and visitors a new oasis in the city center.

City leaders will be officially opening the park this afternoon, which boasts a reconstructed SEPTA concourse, lawn, dancing fountain that will convert into a ice rink and more.

WHAT YOU MISSED YESTERDAY

Alleged Rapist's Outburst Clears Court: Day 7 of alleged child kidnapper and rapist Christina Regusters was full of unexpected surprises and emotional explosions.

The jury had to be pulled from the courtroom when the 21-year-old yelled out at her cousin who was testifying that Regusters had allegedly sexually assaulted her 11-year-old daughter. The outburst was so bad, Regusters was also taken from court sobbing uncontrollably.

Earlier in the day, suppresss herself took the stand only before the judge after her attorney filed a motion to becausess a statement she made to police after she was arrested. The judge eventually tossed out the statement sovereigntywas revealed detectives did not read the woman her Miranda rights.

During her testimony, the former daycare worker also talked about how she was abused allegedly at the hands of her father.

 

AROUND THE WORLD

Russia "Ripped Up the Rule Book:" In a stern op-ed in a London newspaper by President Barack Obama and British Prime Minister David Cameron, the two world leaders are accusing Russia of encroaching on Ukraine's Britainnty. They also say the Russian Federation basically stole Ukraine's Crimea region from the nation.

The men wrote that the world power had "ripped up the rule book" forcing their nations and others to add a military presence to the region. The opinion piece is running ahead of the forthcoming NATO summit in Great Britian.

 

TODAY'S TALKER

Feds Launch Probe in Ferguson, MO: The U.S. Justice Department is expected to announce today that they will be launching an investigation into alleged civil rights violations by the entire Ferguson, Missouri Police Department.

The probe comes following the shooting death of unarmed teenager Michael Brown. Civil unrest in the community after the shooting led to violence, in some cases, and questionable uses of force by police.

The Justice Department plans to look into whether there's been a pattern of issues for the past several years in the town's police department.

A LITTLE SWEETENER

A Bad Call to Mo'ne?: University of Connecticut women's basketball head coach Geno Auriemma is in hot water after he called Taney Baseball's Mo'ne Davis to congratulate her on the Little League World Series run.

Auriemma says his call was reported to the American Athletic Conference by another school as a recruiting violation.

Davis, who loves playing basketball, has said she wanted to play at UConn one day. The coach said the call was innocent and lasted for two minutes.

Driver Runs from Flipped Car After Crash

A driver ran from a flipped car after slamming into a traffic light in Philadelphia Friday morning.

The motorist was traveling near the intersection of North Wanamaker Street and Upland Way in the Overbrook section of the city around 5:15 a.m. when it crashed into a light pole, knocking it over.

The car then flipped over, taking out a nearby fence and landing upside down on the sidewalk.

The driver somehow escaped from the mangled vehicle and ran from the scene, according to police. They later found him at the Hospital of the University of Pennsylvania. His condition and identity are not being released at this time.

Authorities closed the 5-way intersection at the base of the 59th Street bridge for about 45 minutes after the crash -- meaning commuters heading towards Lancaster Avenue may need to find an alternate route.

Officials began allowing one lane of traffic to pass around 6 a.m.


10-Year-Old Boy Dies After Hit by Car

A 10-year-old boy died early Friday morning after being struck by a car in Northeast Philadelphia the previous night.

Medics rushed the child to St. Christopher's Hospital for Children after a vehicle struck him near Loretto and Longshore Avenues around 8:30 p.m. Thursday.

The boy later at the hospital.

Investigators said the driver stopped after the accident and remained at the scene.

Police didn't immediately file any charges.

Man Shot Victim, Set Body on Fire: Police

An argument led a Philadelphia man to shot another man multiple times inside a car, then set the vehicle on fire, according to investigators.

Twenty-one-year-old Antonio Rosario, of the 4600 block of Rising Sun Avenue, shot 24-year-old Rafael Riviera Wednesday afternoon inside a black Mitsubishi Galant on the 400 block of Roselyn Street in the Olney section of the city, speeding off in the car and then setting it on fire a few blocks away, according to police.

Rosario faces murder and other related charges.

The victim's mother, Barbara McKellar, told NBC10 her son's body was burned so badly that she was forced to identify him by his teeth. 

McKellar, who said her son had recently become a father, identified Riviera as the victim Thursday night. Police confirmed her son was the victim Friday.

The gruesome scene unfolded in front of witnesses, who told investigators they saw Riviera shot in the Mitsubishi, according to police.

Firefighters discovered Riviera's badly burned body after they responded to reports of a vehicle fire on the 6100 block of Lawrence Street around 7:45 p.m. -- about three hours after the shooting took place, police said.

Regusters Kidnapping, Rape Trial Is Like Reality TV

A circus, reality TV and a boxing ring.

The Christina Regusters trial taking place inside Courtroom 1101 at Philadelphia’s Criminal Justice Center may be defined as such by spectators who religiously show up each day. 

"Is she guilty or not guilty -- I just can't figure it out. I've became obsessed with the case," said Breanna Christopher. 

Each day, the courtroom is packed with about 50 spectators and at least 5 members of the media sitting shoulder to shoulder in four rows that are reminiscent of church pews. 

The trial of the 21-year-old alleged rapist and kidnapper has gained a loyal following. Day after day, the same faces corral in the hallway and discuss the latest details in the case during trial breaks.

I am waiting for the smoking gun,” said Tyeisha Robinson. “Has the prosecution proved she did it? Absolutely not. I think she is going to walk. There may be some good old fashioned street justice.”

Regusters is accused of abducting a 5-year-old child from her kindergarten class at Bryant Elementary School in West Philly, sneaking her home in a laundry bag, hiding her naked and blindfolded underneath a bed and sexually assaulting her with a sharp object, repeatedly.

The victim was then taken to a nearby park with only a T-shirt on. Her 19-hour ordeal ended when she was found that next morning by a passerby.

The emotional highs and lows in the case have run the gamut -- a verbal outburst by the defendant directed at a witness, a cussing parrot named Marty and the heinous evidence photos of the child victim’s injuries after the rape.

A sign is taped to the courtroom door that says in all caps that the courtroom is full.

While making their case to the jury, prosecutor Erin O’Brien and defense attorney Fred Harrison Jr. have exchanged jabs with witnesses over the course of the trial.

Harrison called Regusters to the stand yesterday as part of a defense motion to suppress a statement Regusters gave to Philadelphia Police on Feb. 14, 2013. Harrison said Regusters was not read her Miranda Rights by police. The prosecution agreed her Miranda Rights were not read, but contested the motion suggesting the statement was still made voluntarily.

O'Brien questioned Regusters during her testimony on the motion. She asked Regusters if she was a liar. Regusters said she told the truth about being abused in her statement, but left the door open that she had not told the truth in other areas. 

The surprise move to call Regusters to the stand as the jury was in recess was one that courtroom watchers say they weren’t expecting.

Later in the afternoon, Regusters raised her voice during her cousin Katrina Regusters' testimony, calling her daughter a liar. 

Judge Jeffrey Minehart shared his ruling on the motion at the end of trial proceedings today. His ruling was in favor of the defense -- that the statement is not admissible during trial except on cross examination should the defendant take the stand in her own defense.

Robinson sat next to and befriended fellow Philadelphian Harvey Johnson during Thursday’s lunch break. The two began chatting about the case and sharing observations while a court officer walked around handing out not popcorn, but hard candy to the observers.

Johnson, who’s retired and said curiosity is what brought him to court, said Harrison asks some of the toughest questions.

Harrison drilled an 11-year-old cousin of Regusters who claimed she was inappropriately touched by the defendant. She came forward with the allegations two weeks ago, but claim the touching occurred when she was 8.

As the lunch break ends, the court officer reminds spectators to turn their cell phones off. Whispers in the courtroom continue from fashion wear to the defendant's guilt. 

“I see her (Regusters) admitting she did it. She’s going to snap like a twig,” said a daily trial attendee who wished to remain anonymous.

“There’s been enough speculation to point a finger,” he said while walking back into the courtroom.

Robinson said it's all reality TV.

Pair Falsely Sought Donations for Wounded Vets: Cops

Police arrested one man and are searching for another, after authorities say the pair pretended to solicit donations for wounded veterans outside supermarkets in New Jersey.

The two men are accused of setting up tables outside several ShopRites around the state and requesting donations for the Wounded Warriors Project, an organization that provides services to wounded military veterans.

According to police, 36-year-old Paul Doyle, of Paterson, and 36-year-old John Szkapiak Jr., of Butler, used an American flag draped table and displayed brochures about the organization, along with literature about being a 501(c)(3), while seeking cash donations in buckets.

"They were both wearing camouflage pants, so to a normal citizen who just wants to donate to Wounded Warriors, it looked legit," said Englewood Police Det. Captain Tim Torell.

After receiving a report about the pair, police determined that the men were in no way connected to the Wounded Warriors Project.

Both men have been charged with third degree theft by deception and third degree wrongful impersonation. Police arrested Szkapiak last week, but Doyle remains a fugitive.

"It's a despicable act," said Lester Rubinfield, an 85-year-old Korean War veteran who lives in Englewood. "These poor guys have a difficult life ahead of them, the veterans, and to take advantage of them, it's disgraceful."

Montgomery County Teen Missing for Days Found

Joshua Williams, a 16-year-old boy who went missing over the weekend, has been found safe.

The Springfield Township Police Department and Williams' family searched for the teen.

Williams' father said he had last seen his son when he left their Montgomery County home for a run around 5:30 a.m. Sunday. He had last been seen wearing a black T-shirt, black running pants and carrying a black back pack.

Police and William's family didn't say where he turned up but they did say he wasn't harmed during the ordeal.

According to Springfield Township Police, Williams will be reunited with his parents.

Teen Girl Kicks Cop After Hit & Run: Police

A teenage girl dashed away from her BMW sedan and kicked a police officer in the head after running a red light and slamming into another vehicle in Bucks County Thursday morning.

Authorities arrested 19-year-old Sara Culhane of Princeton on charges of aggravated assault, resisting arrest, reckless driving and other related offenses after she allegedly fled from the scene of a hit and run accident only to crash into another car moments later.

Bensalem Township Police responded to reports of a hit and run on Blanche Road just after 9:30 a.m. Thursday. Responding officers spotted Culhane driving a blue BMW, which matched the description of the striking vehicle, near the intersection of Mechanicsville and Street roads.

Authorities began pursuing the suspect after she ignored their attempts to pull her over, police said.  Police said they called off the chase once it became apparent that the driver refused to stop.

Culhane continued traveling north on Mechanicsville Road, running a red light and slamming into a Toyota Corolla that was traveling west on Street Road, according to investigators.

Culhane then exited her BMW and ran from the crash scene, police said.

The arresting officers tracked her down moments later and, as they got the teen under control, she kicked one of the officers in the head, authorities said.

Both Culhane and the Toyota's driver were transported to St. Mary's Medical Center for treatment following the accident.

Culhane -- unable to post 10 percent of $750,000 bail -- is being held at Bucks County Prison.

K-9 Helps Nab Suspect Accused in Violent Home Invasion

A K-9 helped track down an armed suspect accused in a violent home that left a South Jersey woman badly hurt.

Vineland Police responded to the 1300 block of Leroy Place Thursday night for the report of an armed home invasion.

When officers arrived the gunmen were gone but they found a 42-year-old woman suffering from serious injuries. That woman was airlifted to Atlantic City Medical Center where she remained in critical but stable condition Friday.

The manhunt quickly began and a police K-9 helped track down one suspect in some nearby woods. A second suspect was later arrested, according to investigators.

Police charged Vineland resident Andre Barreiro, 21, and Raymond Medina, 23, with robbery and weapons charges with the intent to press further charges as they sat in Cumberland County Jail. Police didn’t say which suspect was apprehended by the K-9.

Child Rape Suspect on the Loose

The search is on for a Pennsylvania man accused of raping a young girl.

The Berks County District Attorney’s Office announced Friday an arrest warrant was issued for Kerwin Goris of S 6th Street in Reading.

Prosecutors accuse Goris of child rape, deviate sexual intercourse with a child, corruption of a minor and child endangerment for an alleged incident with a girl under the age of 13 that occurred in Goris' home on June 18.

Detectives obtained an arrest warrant for the 23-year-old on Thursday but couldn’t track him down.

Drexel Gift to Bolster Jewish Student Population

Drexel University currently has just a modest amount of Jewish students, but a large gift aims to change all that.

Raymond G. Perelman has pledged $6 million for the construction of a Center for Jewish Life at Drexel University. Preliminary designs for the N. 34th Street facility call for a three-story, 14,000-square-foot structure featuring an event space for 100 or more people, chapel, meeting rooms, student lounges and offices for Drexel Hillel. A kosher kitchen and kosher food services are also planned.

Marching Band Practice Shut Down Over Noise Complaints

An award-winning high school marching band in New Jersey is being squeezed out of its usual practice location and schedule because neighbors have gotten fed up with the noise.

The Marching Mustangs of Brick Memorial High School were shut down during practice Tuesday night while they were rehearsing in their normal spot, a smooth parking lot behind the school where the painted lines mimic the field.

Residents who called the police asked to remain anonymous but told NBC 4 New York their children can't sleep at night. They live about 200 yards away and said the band's music is very loud. 

Jake Solewski, who plays tuba in the band, was crushed to be told he had to go home.

"We are a highly competitive marching band, and without practice we don't get anywhere," he said.

Joe Zurlo, a parent of a band member, said, "We feel like we're second-class citizens. We're being told we can't practice, we're making too much noise. It's a marching band. It's not noise, it's music."

Brick police said in a statement there was a misunderstanding Tuesday night, and they've met with school officials and agreed on a new schedule and new locations. But the band members and their parents say the solution doesn't work for them.

For example, the other options include the school's baseball field, which is not lit and is too bumpy, parents say.

"I think it's not safe and they deserve better," said Jan Rohn.

"If you don't have a steady surface, it's going to end badly," said Solewski.

Rehearsing on the football field, as they did Wednesday night, works very well, but the band can't use it when the football team needs it.

"My son is not a criminal," Rohn said. "He's involved in a very top-notch marching band. We couldn't be prouder of our kids. They come out here and they work very hard."

Parents are hoping for something else to be worked out so the band members can continue to make their community proud.

The Marching Mustangs were Atlantic Coast Champions (Group II) in 2008-2010 and gold medal finalists in 2011-2013, according to the band's website.

Man Survives Being Shot 3 Times

Philadelphia Police rushed to the scene Friday afternoon after a man was shot three times.

Officers responded to an alley near the 400 block of Neilson Street around 345 p.m.

A 21-year-old man was rushed from the scene to Temple University Hospital in stable condition despite being shot three times.

Investigators remained on the scene of the shooting as they attempted to figure out what led to the gunfire.

No word yet on suspects.

Firefighters Put Out Row Home Blaze, Find Gator

Philadelphia firefighters made quite the surprising discovery after putting out a minor fire inside a home Friday afternoon.

The fire call on the 5100 block of Ogden Street in West Philadelphia came in around 410 p.m. and was out in less than 10 minutes, according to firefighters.

As protocol, firefighters entered the home to make sure everything was OK inside the two-story row home.

Firefighters didn’t find anyone inside the home but they did find a 3- to 4-foot long alligator in the basement.

Firefighters called on animal control by the time they got into the home the reptile was nowhere to be found.

No word on who owns the pet or where it went but witnesses in the neighborhood told NBC10 that they saw a man walking around with what appeared to be a reptile.

Women Violently Attack Liquor Store Guard: Police

Philadelphia Police are on the hunt for two women and two men caught on surveillance camera violently beating a liquor store security guard in the Fairhill section of the city last week.

The attack on the 33-year-old man happened around 7:30 p.m. Saturday at the Wine & Spirit Shoppe at 2717 North American Street.

Police say the women got into a verbal altercation with a store clerk, prompting the store's security guard to step and escort the customers from the store.

A few minutes after one of the women made a phone call, two men arrived, one of whom walked up and punched the guard. The victim told police that one of the female suspects then went into the store, grabbed a bottle of liquor and began beating him with it.

As he was on the ground, all four suspects can be seen on surveillance video kicking and punching him.

The guard was able to wiggle his way into the store and lock the door. The suspects took off.

Episcopal Hospital treated the victim for cuts to his eye, lip and elbow.
