Vehicle Strikes 4-Year-Old Boy and Flees Scene

A young boy is in the hospital following a hit-and-run crash in North Philadelphia Tuesday night.

Police say the 4-year-old boy was playing with a ball along the 2600 block of North 16th Street when the ball rolled into the street. The child went after the ball and was struck by a dark-colored vehicle which dragged him for about 20 feet, police said.

The driver of the vehicle, an unidentified woman, stopped, got out of the vehicle and looked at the boy before getting back in and driving off, according to investigators.

The boy was taken to Temple University Hospital and treated for third degree burns. He is currently in stable condition.

Police are reviewing surveillance video of the incident.

YMCA Worker Accused of Sexually Assaulting Girl

Police arrested a YMCA worker accused of sexually assaulting a girl and recording the assault on his cell phone.

Jermaine J. Ward, 21, of Camden, New Jersey is charged with endangering the welfare of a child, sexual assault and manufacturing child pornography.

Investigators say the assault took place inside a Maple Shade, New Jersey home earlier this year though they did not reveal a specific date. Ward was taken into custody Sunday morning. Police say he knows the victim and her family.

Ward was employed by the YMCA of Burlington and Camden counties at the time of the arrest and worked in two area schools through the organization’s before-school and after-school programs.

Officials said Ward spent time working with students at Beverly City School in Beverly, New Jersey and Carson Elementary School in Pennsauken, New Jersey since being hired by the YMCA in September of 2017. He helped students with their homework and also played sports with them, according to the Burlington County Prosecutor's Office.

"He shouldn't be working with kids," Havella Bennett, a parent of students at Beverly City School, told NBC10. "What's going on with the system? That's crazy."

The president and CEO of the Philadelphia Freedom Valley YMCA wrote in a statement that while the alleged assault took place during Ward’s employment with the Y, it didn’t occur at a Y program or include any other Y members. The president also said that all YMCA staff are screened by a company that specializes in criminal reference checks. He also said they provide constant supervision and staff training to ensure they’re always on alert. 

“There is no more important responsibility we have than to protect the health and safety of the children in our care,” he wrote. “We would like to assure all parents who rely on the Ys child care programs that the quality and safety of our program are essential duties for us. We do this with a comprehensive and extensive child protection program.”

Police are investigating whether Ward had inappropriate contact or interaction with any students under his care. NJ Transit Concedes It Will Miss Key 2018 Safety Deadline

New Jersey Transit will not meet the December 31 deadline to have a crucial safety system known as Positive Train Control up and running, Executive Director Kevin Corbett told NBC News 4 New York on Tuesday.

Instead, the third-largest commuter railroad in the nation says it will need an extension of up to two years, as provided for under law — assuming NJT can convince regulators to grant it. 

The Federal Railroad Administration, in a letter obtained by News 4 New York, told NJ Transit earlier this month that it was at risk of failing to meet the requirements to even apply for the extension.

But a source with the agency says it is confident it will have installed 85 percent of all hardware in place by the end of this year, which under federal guidelines would qualify it for the extra two years.

Positive train control, commonly known as PTC, is a system designed to automatically stop trains in certain circumstances, including pending collisions. Regulators have said a number of high-profile train accidents in recent years could have been prevented entirely if PTC — first mandated in 2008 — had been installed. 

Corbett tells News 4 that by Thanksgiving 2020 he expects to be enjoying his turkey dinner and not worrying about PTC, because it will have been finished by then.

But with NJT definitively missing the 2018 deadline, the question becomes how Amtrak will respond. 

Amtrak's president warned a congressional hearing in February that it might ban from its tracks any railroad that did not complete PTC installation by the end of the year.

"We continue to work with NJT to implement PTC," an Amtrak spokesman said Tuesday.

NJ Mom Arrested in Methadone Overdose Death of Toddler Son

A New Jersey woman has been arrested in the death of her toddler son last month, police say.

Lynn Bergans, 34, of South Brunswick, was arrested Tuesday in the May 15 death of her 2-year-old son, prosecutors say. She's facing charges of reckless manslaughter and endangering the welfare of a child. 

An investigation determined the child had ingested a combination of water and methadone, and toxicology results confirmed the child died from a methadone overdose.

Bergans is being held at Middlesex County Adult Corrections Center pending her initial court appearance in New Brunswick. It wasn't immediately clear if she had an attorney who could comment on her behalf. 

Last month, police in New York City arrested a 39-year-old Staten Island woman in the March 2017 death of her toddler daughter after determining the 1-year-old girl had ingested a toxic cocktail of morphine and Valium.

Woman, 79, Stabbed in Philadelphia

A 79-year-old woman was stabbed Wednesday night in Philadelphia.

The woman was on the 3500 block of Grant Avenue shortly before 7 p.m. when she was attacked and stabbed once in the head, officials said. A suspect was apprehended by police, but no weapon has been recovered.

The woman was transported to Jefferson Torresdale Hospital and is in stable condition. 


Police Search for Missing Elderly Woman

An 85-year-old woman with dementia has been reported missing.

Philadelphia police are seeking the public’s help to locate Menina Rizzo who was last seen Wednesday afternoon on the 4400 block of Strahle Street. Rizzo is thin, 5’3” and 115 pounds. She has a light complexion and gray-black hair. She was last seen wearing a blue shirt and black pants.

Rizzo is known to frequent St. Dominic’s Church on Frankford Avenue, police said.

Priest Accused of Committing On Cam Sex Acts With Teen Boy

A priest has been removed from the Allentown diocese after a lawsuit accused him of persuading a teen boy to commit sex acts during video counseling sessions.

Reverend Monsignor Francis Nave allegedly contacted the 16-year-old boy in 2012 through a gay social media website. Nave was the pastor of the Sacred Heart parish in Bath, Pennsylvania at the time.

The lawsuit alleges the teen was depressed and Nave told him it was his job as a Catholic priest to help people and listen to their problems. Monsignor Nave then began to mentor the teen, assuring him that he just wanted to be his friend and help him, according to the lawsuit.

Nave then allegedly persuaded the teen to speak to him via Skype or Facetime during their counseling sessions. During some of those sessions, Nave took off his clothes and masturbated on camera and told the teen to do the same, the lawsuit alleges.

The lawsuit states the teen boy took screenshots of some of these encounters.

“This brave young man is coming forward to expose a sexual predator in a position of power at the Diocese of Allentown. He hopes to prevent future victims,” the teen’s lawyer, Jeff Herman said. “It is appalling that in 2018 there are still sexual predators in the Catholic Church disguising themselves as men of God.”

A spokesperson for the Allentown Diocese said they contacted police and removed Nave from ministry pending the outcome of the investigation after learning about the allegations.

No charges have been filed yet but police continue to investigate.

Fleeing Suspect Breaks Into Home After Crash, Police Say

Police arrested a man who broke through a window of a home after allegedly fleeing the scene of a crash in the Kensington section of Philadelphia.

Police say the unidentified man left the scene of a crash on the 800 block of Cornwall Street Wednesday night. He then ran into a backyard and used a ladder to climb onto the roof of a home, investigators said.

SkyForce10 was over the scene as the man walked on top of the rooftops and then struck the window of one of the homes repeatedly before breaking the glass. He then climbed inside.

Marty Todd, a resident who lives nearby, told NBC10 he grabbed a machete when he heard the suspect outside. Todd then ran into his brother who said he was pushed by the suspect.

"He said, 'He pushed me against the drain pipe and climbed a roof on one of those aluminum drain pipes,'" Todd said.

Police were able to get inside the home and took the man into custody. They have not yet released his identity.
