March Lion's Roar: Snow Possible Later in Week

March came in like a lamb Tuesday with plenty of sunshine and highs nearing 60 but the winter lion still has some roars left in it.

“The change will happen rapidly,” said NBC10 First Alert Weather meteorologist Bill Henley. “We’ll see some rain tomorrow morning – in fact, it comes in early in the morning – and is going to blow right on through, the wind will clear it out in a hurry.

After the rain blows out, some sunshine should peek through the clouds but don’t expect a warm-up.

“The wind is going to keep the temperatures from going anywhere – we’ll be in the 40s in the morning, we’ll be in the 40s in the afternoon – and the wind chill will be back,” said Bill.

The cool down continues into Thursday with highs struggling to get out of the 30s under partly sunny skies.

Overnight Thursday into Friday is when snow could move in. It’s still early but the system, which will mostly remain to the south, could drop some measurable snow on parts of the region.

“The clouds will increase at night and we could see some light snow develop by late Thursday evening into Friday morning,” said Bill. “This is where the computer models differ.

The usually more reliable European Model gives it a later start while the American model brings it in on Thursday night. If the storm moves in Thursday night, “That could potentially give us a couple of inches of snow ending on Friday,” said Bill.

The snow could impact Friday commutes and possibly schools but as of Tuesday morning it was still too soon to know exactly what could happen.

Sunshine returns Saturday with highs in the 40s and only a slight chance of showers Sunday, as a couple of small clippers could move through but without much precipitation.

A roundtable discussion in Philadelphia on Tuesday took aim at curbing youth gun violence.

City Councilman Kenyatta Johnson met with more than 30 pastors from churches throughout the city to discuss youth gun violence and talk about ways to reduce it.

"The roundtable discussion is part of a larger conversation among community leaders, religious leaders, political leaders, and young people all over the city to determine what our goals need to be moving forward and how we can all work together to come up with effective solutions to minimize the youth gun violence that is taking place every day in Philadelphia," Johnson said in a statement about the roundtable. "Gun violence is robbing our young people of their lives."

The discussion came on the heels of a drive-by shooting Sunday night in Grays Ferry that left a 15-year-old and a 17-year-old wounded. The shooting, which happened at 31st and Tasker streets, occurred within the boundaries of Johnson's Council District, which covers swaths of Center City, South Philadelphia and Southwest Philadelphia.

Charges in Deadly NJ Hit-&- Run

Two people were arrested Monday night in the hit-and-run that killed a 7-year-old girl walking to school and seriously injured her mother in New Jersey, authorities said.

Johana Rosas-Alvarez, of Newark, and Fabian Calles, an undocumented immigrant, were arrested Monday night, authorities said, after police tracked the vehicle in the crash that killed Sheyla Pichardo to their home in Newark.

Pichardo was hit while walking at Van Buren Place and 61st Street in West New York at about 8:30 a.m., police said.

The SUV that hit the girl, a black Chevrolet Tahoe, took off afterward. 

Surveillance footage from the scene shows the SUV hit the mother and daughter while they crossed a street. The driver gets out of the vehicle, looks at the girl and mother, then gets back in the vehicle and speeds off.

The girl was taken to Palisades Medical Center after the impact, authorities said. She was pronounced dead sometime afterward. The girl's mother was also taken to a hospital with serious injuries. 

"My heart is destroyed with what happened to my daughter," said Javier Pichardo, the girl's father. "I didn't think this could happen to me or my wife."

Calles, who matched the description of the man seen getting out of the car after the crash, faces charges of endangering an injured victim, hindering apprehension, leaving the scene of a fatal accident and leaving the scene of an accident resulting in serious injury. Charges against Rosas-Alvarez weren't available. 

Calles has a child, according to the woman's landlord. 

Their arrests came as a memorial for Pichardo grows at the crash site. Several mourners, including family members and children have stopped by to pay their respects. 

Attorney information for the suspects wasn't immediately available.

Test Drive Goes Grand Theft Auto in Frankford

An armed car thief pretended to be a customer at a used car lot in Frankford in January and took off in a Cadillac Escalade after booting a salesman out of the car during a test drive.

Now, more than a month later, police are asking the public's help to track down the thief and the missing SUV.

Police on Tuesday released surveillance video taken of the suspect at Best Buy Imports, on Frankford Avenue near Torresdale. The thief went into the shop about 3:45 p.m. Jan. 16 and is seen on surveillance video sitting down talking with a salesman inside for several minutes before the two walk outside to the lot.

It's at that point that police say the thief and the salesman hopped into a 2007 black Cadillac Escalade under the guise of a test drive. The man then drove the vehicle about a half-mile away, to Orthodox and Edmund streets, where police say he pulled out a gun, pointed it at the salesman's chest and told him to get out.

The salesman complied, and the thief took off in the SUV. He was last seen traveling on northbound I-95 near the Academy Road exit in the minutes after the robbery.

The thief is described as being 5 feet 8 to 5 feet 10 and 360 pounds. He walks with a limp and wore a red baseball cap, a gray hooded sweatshirt, a black vest and black jeans at the time of the heist.

Police said the Escalade did not yet have a Pennsylvania license plate but the last six digits of its vehicle identification number are 190935.

Ton of Recyclable Paper Crushes Man to Death

A worker died after being crushed by a ton of recyclable paper at a Northeast Philadelphia recycling site Tuesday morning.

The 42-year-old man was performing a routine inspection of his forklift at Waste Management's Philadelphia Material Recovery Facility along Bleigh Avenue near the Delaware River around 7:30 a.m. The forklift was situated near large bales of tightly packed recyclable paper, each bale weighing around one ton(2000 pounds).

Another person was operating a forklift nearby when it struck a group of cardboard, causing a cascade effect which led to one of the bales toppling onto the 42-year-old man, police said. The victim was taken to Aria-Torresdale Hospital where he was pronounced dead at 8:24 a.m.

NBC10 has a call into Waste Management for comment. 

Both OSHA and police continue to investigate the incident. Officials have not yet released the victim's identity.

Paper 'Wrong' in Backing Christie

Three months after endorsing New Jersey Gov. Chris Christie for president, the New Hampshire Union Leader is admitting it made a mistake.

"Boy, were we wrong," publisher Joseph McQuaid wrote in a Feb. 29 editorial entitled "Christie Was Our Bad Choice."

The Union Leader threw its support to Christie in November, saying the now-former GOP presidential candidate was "right for these dangerous times" plagued by terrorism and natural disasters.

Christie ended his campaign following a weak result in New Hampshire's primary. On Saturday, he announced his support for Republican frontrunner Donald Trump.

The Union Leader is critical of Christie's endorsement, saying that instead of standing up to Trump — "the bully" — Christie "bent his knee."

"Watching Christie kiss the Donald’s ring this weekend — and make excuses for the man Christie himself had said was unfit for the presidency — demonstrated how wrong we were," McQuaid wrote in Monday's editorial.

Christie previously told the Union Leader he would never endorse Trump, according to McQuaid.

The editorial ends with the hope that some Trump fans will "wake up" and change their minds.

"We will look for that, just as soon as we get the egg off our face," McQuaid writes.

The Union Leader's other recent endorsements faired no better than Christie. The publication backed John McCain in 2008 and Newt Gingrich in 2012.

DNC Tabs Philly Firm for T-Shirts, Knick-Knacks

The Philadelphia 2016 Host Committee for the Democratic National Convention has selected its merchandise vendor – a local firm that will continue to contract out work to other agencies that will supply the delegates with everything from buttons and t-shirts to desk supplies and computer accessories.

Impact Dimensions, a Certified Hispanic Minority Business Enterprise headquartered in Center City, is the official merchandise provider and manager for the July 25-28 convention.

The Host Committee declined to provide specifics on the number of firms to apply for the merchandise contract except to say it "received a lot of interest in this RFP [Request for Proposals] from across the country.”

According to the RFP, Impact Dimensions will be responsible for offering tons of merchandise for the thousands of politicians, delegates and visitors set to descend on Wells Fargo Center in South Philadelphia. Items include paper products – napkins, books and other promotional materials, a variety of bags and clothing, key chains, magnets, jewelry, towels and drinkware, among many other merchandise that represents the Host Committee. Do You Know Her? Police Say She Stole School Book Sale Money

An alleged thief who burglarized a Northeast Philadelphia church to steal money from a school book sale last month remains at large, and police on Tuesday identified a suspect.

Police say they're looking for 29-year-old Sarah Higgins, of Bristol. Higgins is believed to be the woman captured on surveillance video sneaking into St. Martha Church, on Academy Road in Modena Park, just before 8 p.m. Feb. 2 and stealing an undetermined about of cash from school book sales.

Police said Higgins' last known address is on the 200 block of Lafayette Street in Bristol and that she's known to frequent Bristol Township, Northeast Philadelphia and Bryn Mawr. She's described as being 5 feet 1 and 125 pounds with dark brown shoulder-length hair.

An arrest warrant for Higgins has been issued, police said.

Anyone with information on Higgins' whereabouts is asked to call Northeast Detectives at 215-686-3153.

Say Your Goodbyes to this Iconic Philly Store After 60 Years

On Passyunk Avenue in South Philadelphia sits an iconic, family-owned business that has served the community for generations.

A Man's Image is a men's clothing store that sells clothes, shoes and accessories.

After 60 years of business, 75-year-old owner Abe Mandel, better known as "Dr. Abe." has announced that the store will be closing.

“The most difficult part about closing our doors is that I will really miss the many people who have not only been customers for many, many years, but more importantly have become friends with whom we have shared experiences, seen our children become adults, and shed a tear in times of sadness and happiness,” Mandel said.

Although he said the decision was difficult, Mandel looks forward to the next chapter of his life and is eager to enjoy retirement and spend time with family. The store's going-out-of-business sale will begin March 17.

Felony Lane Gang Suspects Lead Police on Wild Chase: Officials

Police arrested seven suspects possibly connected to a nationwide gang after they allegedly led officers on a wild chase across Route 202 and I-76 in Chester and Montgomery counties Tuesday.

The ordeal began around 1:30 p.m. when police responded to the Wendy's restaurant on the 100 block of W. Swedesford Road for a report of suspicious activity. A witness told police suspects were changing registration plates on two vehicles in the parking lot.

When police arrived they approached four people in a gray Dodge Journey SUV and three others in a black Chevrolet Suburban SUV, according to investigators. The driver and passengers inside the Suburban allegedly ignored the officers when they were told to stop and sped off. The fleeing vehicle struck an occupied and marked police vehicle and then continued on to East Swedesford Road, according to investigators.

The Suburban continued on and struck a second police cruiser on Swedesford and West Valley roads, police said. Police chased after the suspects who continued northbound on Route 202 and then eastbound on I-76, according to investigators. Police say heavy traffic at the Belmont exit forced the Suburban to stop as it struck a marked Pennsylvania State Police cruiser. Two of the suspects were then apprehended on the highway while the other two ran across all lanes and over the shoulder towards a wooded area in Gladwyne. One of the suspects allegedly tried to escape by jumping into the Schuylkill River. He and the other suspect were both apprehended however. 

Police say the suspects had thrown out dozens of identity documents, including credit cards and driver's licenses over a chain link fence where the Suburban had stopped. Those items were later recovered by investigators however.

The driver of the Suburban, identified as 48-year-old Sherry Howard of Baltimore, Maryland, as well as the three passengers, Kennon Seymour, 18, of Fort Lauderdale, Florida, Jeremy Espenshade, 28, of Baltimore and Jerome Glinton of Fort Lauderdale, were all taken into custody. Glinton, who police say was the suspect who tried to escape in the river, was also taken by ambulance to Bryn Mawr Hospital for treatment before he was placed in custody.

Police say they also arrested three people who were initially in the Dodge Journey SUV at the Wendy's restaurant. Officers blocked the Dodge Journey from escaping and took three people into custody. Those suspects are identified as Heather Miller, 29, of Baltimore, Jeremy Evans, 40, also of Baltimore and Ashley Hamm, 22, of Fort Lauderdale. Police say they also found dozens of identity documents, including driver's licenses and checks not belonging to any of the suspects, inside the vehicle.

Investigators determined the suspects stole the identity items from child care centers and other locations. They also determined the thefts were connected to the Felony Lane Gang, a nationwide crime family known for stealing license plates, breaking into cars and stealing money from bank accounts.

The suspects will be charged with aggravated assault of a police officer, receiving stolen property, ID theft, fleeing or eluding police, access device theft and criminal conspiracy.

I-76 east at Belmont was shut down in the aftermath of the pursuit creating a massive backup on the highway. It was later reopened.

Caught on Cam: Man Brutally Attacks, Stabs Woman at El Stop

Surveillance cameras captured a vicious attack on a woman at a Kensington Market-Frankford Line stop early Saturday morning, and police are asking the public's help to track down the assailant.

The video shows the victim, a 30-year-old woman, walk into the elevator at the Huntingdon stop, on Kensington Avenue near Huntingdon Street, just after 1:30 a.m. Saturday. She holds the door for a man behind her and he joins her in the elevator.

The two stand in the elevator for several seconds and exchange words, and the man approaches the woman, cornering her in the elevator and pulling out a knife. He begins to attack the woman, at one point holding the knife pointed down toward her face and chest, as she struggles to escape.

Police said the man demanded money from the woman as he attacked her and rifled through her pockets.

When the elevator doors finally opened, police said, the woman crawled out of the elevator screaming for help. Her attacker fled on foot. In the video, as the victim falls to the ground struggling with the man, she drops her purse, but he doesn't pick it up.

Police said the woman suffered several puncture wounds and was taken to a local hospital, where she was listed in stable condition.

Her attacker is described as a man about 36 to 38 years old who is roughly 5 feet 8 and has a medium build and a light beard. He wore a dark jacket, dark pants, a gray skull cap and a gray hooded sweatshirt.

Anyone with information on the incident is asked to call East Detectives at 215-686-3243 or 3244. Police warned that the man is armed and dangerous and that if someone spots him, they should not approach him and should call 9-1-1 immediately.

Surveillance Video Shows West Philly Triple Shooting

Surveillance cameras at a West Philadelphia corner store captured a broad-daylight shooting that left three men wounded.

In the video obtained by NBC10, several men are standing on a corner near 55th Street and Cedar Avenue Tuesday afternoon when a white SUV pulls up and stops. Two men jump out of the driver's and passenger doors, pull out guns, and begin shooting at the group on the corner.

Police said three men suffered non-life-threatening gunshot wounds as they ran to escape.

A 28-year-old man was shot in the left side of his buttocks, a 31-year-old man was shot in the left side of his buttocks, and a 34-year-old man was shot in his left hand, according to police. All three went to an area hospital where they are listed in stable condition.

The gunmen jumped back into the SUV and took off seconds after unloading on the corner. The shooting happened within a block of Boys' Latin Charter School, and the school was placed on lockdown for a period of time after the shooting. No students were injured.

Police have not provided any details on what motivated the shooting but say the victims were all intended targets.

The gunmen remain at large.

2 Arrested in Philly Cockfighting Ring

Dozens of birds were confiscated and two people are in custody after officials investigated a suspected cockfighting ring in Philadelphia.

The Pennsylvania SPCA executed a search warrant Tuesday at a home on the 2800 block of North Lee Street. Officials say the PSPCA officers were investigating an unrelated case when they spotted several birds dressed for fighting in the yard of the home. They also found fighting paraphernalia and evidence of more birds inside the property, according to investigators.

Officials say 36 roosters and hens were confiscated and transported to the PSPCA’s Erie Avenue headquarters where they were evaluated by the forensic veterinary team.

“Cockfighting is a brutal crime in which all animals involved suffer severe physical trauma,” said George Bengal, Director of Humane Law Enforcement. “We want to remind the public that animal fighting is a felony and cannot be tolerated.”

Two people, who have not yet been identified, were taken into custody in connection to the cockfighting ring. The charges against them are pending.

Sam Bradford Agrees to 2-Year Deal With Eagles

The Eagles have agreed to terms on a two-year contract with the quarterback, who was set to become a free agent at 4 p.m. on March 9.

The two-year deal is worth $36 million, with $26 million guaranteed, according to ESPN's Adam Schefter. The two-year deal gives the team flexibility moving forward and also gives Bradford the chance to earn a bigger deal in a couple years.

Prior to the deal, the Eagles had about $30 million in cap room for 2016. It's unclear how much cap room this deal will take up, but either way, the team will have some space to work with.

The 28-year-old, who was acquired in a trade with the Rams last offseason, came to the Eagles with one year left on his rookie contract. Bradford played in 14 games in 2015 and got considerably better as the season progressed, as he got further away from his second ACL surgery. In the final seven games of the 2015 season, Bradford completed 68.2 percent of his passes with 1,959 yards (280 per game), 10 touchdowns and four interceptions, for a passer rating of 97.0. 

In all, he threw for 3,725 yards in 2015, good for the fourth-best season in Eagles history.

Eagles vice president of football operations Howie Roseman clearly wanted to get Bradford's deal done before the start of free agency. Tuesday's 4 p.m. deadline to franchise players likely created a sense of urgency to get the deal completed. Had the Eagles franchised Bradford and he signed the tag, he would have been paid just under $20 million in 2016, with a cap hit to match. This two-year deal will be much more manageable.

With Bradford under contract for two more seasons, the team can focus on filling other needs in free agency. The issue at quarterback was the biggest question mark hovering over the franchise since Doug Pederson was hired as the new coach.

Roseman met with Bradford's agent, Tom Condon, last week at the combine. Condon also likely got a chance to determine what the market would be like for his client. 

Bradford continually said he wanted to be back, despite the coach that brought him in, Chip Kelly, getting fired. New head coach Doug Pederson said he had conversations with Bradford recently and the quarterback still contended that he wanted to be back. Pederson, during his introductory press conference, said Bradford would fit perfectly into his offense.

Several of Bradford's teammates, including Jordan Matthews and Zach Ertz, were vocal about wanting Bradford back in 2016. Matthews and Ertz seemed to click with Bradford in the second half of the 2015 season.

Just because the Eagles are bringing back Bradford, it doesn't mean the team won't draft a quarterback in late April. In fact, the short length of Bradford's deal might make the decision to draft a quarterback even easier. And Pederson likes the idea of a young quarterback learning from a veteran.
