A man is dead after being shot by his brother during a dispute in Northeast Philadelphia late Thursday, police said.

James Stevens, 50, and his brother, 33-year-old William Shields, got into a fight inside a unit at Liberty Crossing Apartments at Woodhaven Avenue and Thornton Road just before 11 p.m., police said.

At some point, Shields grabbed a shotgun and shot Stevens in the chest, police said. Paramedics rushed Stevens to Aria-Torresdale Hospital in critical condition. He later died from his injuries, police said.

Shields was arrested at the apartment. He's charged with murder and possessing an instrument of crime. Attorney information was not immediately available.

No word yet on what led to the argument.

Philly Business Owner Leaves Money for Thief

Would you help the person who broke into your business twice and stole everything of value down to the copper pipes?

Probably not.

But Luke Smith figures they could use some help. The lifelong resident of Philadelphia's Germantown neighborhood is offering a little compassion and cash to the next burglar who hits his store.

"It was a deliberate change in my outlook, not to be angry about this," Smith said.

Pinned to a doorway inside the former cafe is a handwritten note and a $20 bill. In the letter, Smith, who says he's not a rich man, explains he bought the shop to fix it up and help bolster the struggling community. He offers the cash and a job to the thief because he concedes they "must really be desperate."

Also, the last guy – the Smith thinks the thief returned a second time – took everything of value from the shop.

Smith obviously doesn't want the shop broken into again and has since installed surveillance cameras. Still, if it happens, the married father of four hopes the cash will help someone get back on their feet.

"We just don't get reminded enough that we all should do that," he said.

Here's the full note:

Dear Fellow Human,

If you broke into my building a third time despite the cameras, you must really be desperate for money.

Since you've already stolen anything of value, please take this $20. I hope it helps you. And I hope you can find a way to make money and support yourself through less destructive means.

I've lived in Germantown my whole life and am committed to improving it. I want to hire locally and if you're looking for work you should drop by during the day sometime and offer your help. This building has been nothing but headaches and I could use a helping hand from my community.

I wish you luck and prosperity.

Sincerely,
Luke

P.S.: I'm not a rich man and have many mouths to feed, but you need this $20 more than I do. I'm sorry I can't afford more.

Hurricane: Winter's Not Over Yet!

ONE OF THE WARMEST WINTERS

As we come to the end of February, "meteorological winter" comes to an end. We use the simple December, January, February period as winter, while the astronomers go from solstice to equinox (Dec. 22 to March 20 in this case). Either way, the weather is not bound by any dates, and we’ve seen plenty of snow in March and even April in the past.

So, meteorological winter will end up as the 3rd or 4th warmest ever recorded. Here’s the latest map to show just how warm the winter has been across most of the country:

The most amazing thing is that, despite the warmth, this winter already has above normal snowfall (26.2” in Phila. so far). Of course, most of that fell during one storm-the January blizzard.

WARM “END” TO WINTER, THEN ...

We’ve had more than our share of 60+ degree days this winter, and more may be coming. It will be near 60 Sunday, and is well into the 60s Tuesday. Here’s the map of temperatures compared to normal for Tuesday:

But it won’t be warm all week. Here’s the same map for next Friday:

And we’re not just talking about cold. It’s a stormy pattern, too. We even have relative agreement from two main computer models. Here is the one from the European:

And here’s the one from the American model, the GFS for Thursday-more intense and a day quicker than the European, but a very similar picture:

Either one of those solutions would lead to a winter storm in at least part of our area.

ARE THE OTHER INDICATORS “FAVORABLE”?

Aside from the January blizzard, overall weather patterns have obviously not been favorable for winter storms around here. The often mentioned negative Arctic Oscillation (-AO) has not been in place anywhere close to the way it was in our record snowy winter of 2009-10. But the latest forecasts have the AO becoming negative by next Friday:

Those red lines show the possible outcomes. Some of those solutions are “very negative”. That gets any meteorologist to take forecasts of winter storms more seriously. Of course, it’s nearly a week away, and there is plenty of time for things to change. But as you bask in the 60 degree sunshine Sunday, don’t let it fool you into thinking that winter is over.

Tires Slashed in New Castle: Police

New Castle City Police are investigating reports of numerous tire slashings that occurred early Friday morning.

The slashings occurred around 1:35 a.m. Friday around West 11th and Juniper streets in New Castle City, Delaware. A resident called the police after observing and attempting to stop three teen boys who were slashing a tire of a New Castle County Police car, investigators said.

Harold Hewett, a resident of New Castle, must replace eight slashed tires between his wife's car and his pickup truck. Harold wished he could have reached the perpetrators with his cane.

"It would have been ugly," he told NBC10.

Ed Poczynek, a resident for 57 years, was furious about the inconvenience that the vandals caused by slashing two of his tires.

"I feel like going out there and knocking the hell out of em in the street with a bat or something," he said.

A K-9 unit was dispatched but tracking was unsuccessful. Police are encouraging neighborhood residents with security cameras to check their footage from around 1:30 a.m. Anyone with information is asked to call New Castle City Police at 302-322-9800
