Ear buds, dark glasses, portable devices), avoid visibly displaying a cellphone or ear buds and report any suspicious people or activity immediately.

Dozens of homes are without water on a Southwest Philadelphia street due to a water main break.

The eight inch water main broke on the 7600 block of Elmwood Avenue around 6 p.m. Monday. The water caused the street to partially collapse.

Crews with the Water Department arrived at the scene. Around 50 properties in the area are without water. The road is currently closed as crews continue to make repairs.

Caught on Cam: Worker Sledgehammers Rainbow Crosswalk

Shocked onlookers watched Monday night as a man took a sledgehammer to a Center City crosswalk celebrating Philadelphia's LGBT community — but it turns out the entire incident was a simple misunderstanding.

Officials said two men first believed to be vandals actually worked for the Philadelphia Water Department and were looking for a possible problem.

The water department said it was investigating a leak nearby at Broad and Locust streets when it fanned out crews to find a possible root of the leak.

That led workers to a rainbow-colored crosswalk at 13th and Locust streets, in what's commonly called the city's "Gayborhood."

"The Water Department was investigating a leak on a water main and as part of the investigation, had to remove a valve box cover to to identify the location," said water department spokesman John DiGiulio.

An onlooker captured cellphone video of the hammering as people walked by.

"There was a man in the middle of the road with a sledgehammer beating the rainbow sidewalks with it, and another man came up behind and began chiseling with him," recalled witness Michael Depiano.

Depiano, believing the men were up to no good, called 911. A police officer arrived moments later, but the men had walked away, leaving minor damage to the brightly colored crosswalk.

Police said no crime appeared to be committed.

"We apologize for any concern this may have caused," said DiGiulio.

DiGiulio sent another statement Tuesday apologizing for the confusion:

"The Water Department recognizes that the work that we performed  last night at the intersection of 13th and Locust caused some concern amongst citizens in the area.  While the work being performed was not unusual, we apologize for the disturbance and any misunderstanding regarding the nature of our activities.  Throughout the year the Water Department actively works to identify sources of leaks, water quality issues, and many other infrastructure concerns for which we are responsible.  Quite frequently the optimal time of day to perform this work is in the evening hours.

While the crews last night were simply performing their duties to inspect for a leak that was reported to us, we understand that without a marked vehicle in the immediate vicinity, it was not obvious to the casual observer that we were performing legitimate utility work.  The leak, originally reported at Broad and Locust is still being investigated.  It is highly likely that PWD crews will return to the area of 13th and Locust, or other nearby locations, as part of our continued efforts to identify the source of the leak.  Employees on these crews should be easily identified through Water Department attire."

The city installed the red-, orange-, yellow-, green-, blue- and violet-striped crosswalks over the summer to show tourists that Philadelphia is a LGBTQ-friendly community.

"It will add a little bounce to our steps as we walk the streets in the Gayborhood," Philly Pride Presents executive director Franny Price told Philadelphia Gay News prior to the colorful painting.

A home invader wearing a mask used his moped to flee the scene after making unwanted sexual advances toward an elderly Delaware woman early Monday.

Delaware State Police arrested David Elder after the 43-year-old’s wife called 911 about the attack in Rehoboth Beach.

Elder’s wife became aware of the alleged attack after the 78-year-old victim called her after recognizing the electric-powered bicycle, said police. As Elder returned to his Lewes home, his wife called 911, said police.

Investigators found that Elder used a key to enter the woman’s home – Elder is familiar with the woman – around 12:45 a.m. and began to make unwanted sexual advances while wearing a mask, said police.

When police arrived at Elder’s home they found the mask and put him under arrest on rape, burglary and related charges. Elder – who is a Tier 2 registered sex offender stemming from a 1993 conviction – was held on $226,000 cash bond. It’s unclear if he has an attorney.

Can you tell the difference between these guns?

Trenton, New Jersey police pulled over a driver over the weekend after reports of the driving pointing a gun in the area of 600 Monmouth Street.

Police approached the unidentified driver’s car and saw the weapon sitting on the passenger seat.

They placed the driver under arrest without incident, which was lucky considering the gun – found to actually be a BB gun loaded with six dummy bullets – didn’t have an orange tip, which would have indicated it was a replica and not a real deal handgun.

Trenton Police showed photos of the BB gun next to a real handgun to show the similarities between the weapons.

Police charged the suspect with weapons offenses and held him on bail.

A Bucks County puppy is getting back to his bouncy self after a health scare.

6-month-old Jasper was living a normal puppy-life, running around, playing outside, and exerting all of his energy. Nothing seemed wrong. But, the puppy, who usually had a plentiful appetite, couldn’t keep food down.

The cane corso pup, who already weighed 72 pounds, was taken to Veterinary Speciality & Emergency Center in Levittown where the answer soon came. Jasper had swallowed two dog toys, each about the size of a tennis ball.

“Dogs eat crazy things,” Dr. Scott Joudrey, who performed surgery to remove the red and green balls, said.

Michael Ehrlich, Jasper’s owner, said he was “stunned” when he saw the X-rays, and that the dog toys actually belonged to his girlfriend’s dog.

After the surgery, Jasper was recovering fine. The day after the operation he ate three full meals and was sent home.

Family Keeps Murder Victim's Memory Alive

A 2012 homicide case has yet to turn up any credible leads, but the family members of the victim are not letting the story be forgotten.

“We may not get the answer we want, but as long as we can keep the story fresh then we will,” Diane Fox, the victim’s mother, said.

Michael Fox, a 30-year-old man, was found brutally murdered in his Philadelphia apartment on June 22, 2012. Fox died from blunt force trauma to the head, according to police.

Now, three years later, Fox’s parents are keeping his case alive in different ways.

In April, the family installed a “buddy bench” at Fox’s elementary school, and will award a scholarship in his name for the first time this year.

Diane says she got the scholarship together within six months of Michael passing away, but finally went to the school this past summer to finalize the scholarship.

“It will go to a senior who will be attending a two year college in the arts, because that is what Michael did,” Diane said.

Every year on Michael’s birthday, October 1, Diane and her husband plaster flyers across the city to keep Michael’s memory fresh. The duo start at Michael’s apartment on Christian Street and post 50-60 flyers, all the way from his apartment to Center City and then back again.

Diane says she still has friends, family members, and coworkers of Michael telling her how much he was loved, and how he was always there to help somebody out any way he could.

“Michael was one of those individuals that when you met, everybody fell in love with him,” she said. “I would walk into a niece or nephew’s birthday party and they’d immediately ask ‘where’s Michael?’”

There is a $21,000 reward for information on Michael’s death. If you have any information, please call Philadelphia Police at 215-686-3220.

St. Joseph's Hospital Set to Close Next Year

A Philadelphia hospital is set to close next year due to consolidation plans.

North Philadelphia Health Systems (NPHS) announced Tuesday they plan to consolidate their operations into one campus at the Girard Medical Center, which would require the closure of St. Joseph’s Hospital, located on 1600 W. Girard Avenue in the city’s Fairmount section.

The closure, which is expected to take place on March 31, 2016, may lead to the layoffs of up to 675 workers, according to officials.

“This is a very difficult decision for all involved, but we recognize that as part of the state’s plan for this community, it makes more sense to consolidate onto one campus that can more effectively provide health care services to the community,” a spokesman said in a release. “Our highest priority remains the health and safety of our patients, and for this reason NPHS is committed to working with our state and city partners to complete the consolidation in a safe and orderly manner as we strengthen our operations at Girard Medical Center.”

Officials say the closure and consolidation are part of an emerging plan with the Pennsylvania Department of Human Services to “reconfigure the delivery of health care along the Broad Street corridor in North Philadelphia.”

“It includes a commitment by NPHS to explore options to improve health care in the community, one that potentially could involve expansion of behavioral health and drug and alcohol treatment services at our remaining campus, the Girard Medical Center at 801 W. Girard Avenue,” the spokesman wrote. “NPHS also is working with DHS and other area hospitals to ensure that medical-surgical and emergency room alternatives are available to local residents. “

NPHS plans on meeting with Local 1199C of the Hospital Workers Union to provide more details on the consolidation plan.
