Fire Tears Through Apartment, Injures 1

An apartment fire in North Philadelphia sent one person to the hospital overnight, authorities said.

Firefighters responded to the fire, in an apartment on Diamond Street near 5th, at 2:46 a.m., according to officials. They brought the fire under control at 2:55 a.m.

One person was taken to the hospital to be treated for injuries suffered in the fire.

The cause of the blaze was under investigation Saturday morning.

Arrests Made in SEPTA Stun Gun Robbery

A man and a woman were arrested after they were caught on video stealing a backpack from a sleeping SEPTA passenger, assaulting him and pushing him off the train platform onto the tracks, police said.

Michael Osorio, 31, of Havertown and Jackie Kohlepp, 29, of Philadelphia are both charged with robbery, aggravated assault and simple assault.

On Oct. 25 at 12:50 a.m., SEPTA police received a report of a robbery on a train at the Millbourne station at 98 N. Millbourne Avenue.

Surveillance video shows a man and woman, identified by police as Osorio and Kohlepp, stealing a sleeping passenger’s backpack on the train. The man woke up and chased after Osorio and Kohlepp who ran off the train with his bag, police said.

The victim caught up to the suspects on the platform and a struggle ensued, police said. Kohlepp then allegedly took out a stun gun and shocked the victim three times in the back. Kohlepp and Osorio then shoved the man who fell to the ground, hit the edge of the platform and flipped over, landing on the train tracks below. The suspects fled the scene. The man suffered several injuries but managed to pull himself out of the track area before the next train arrived. He called for help by using the emergency call box on the platform.

Police received several tips after releasing surveillance video of the robbery and assault. Friday morning, Haverford Township Police responded to an unrelated incident near the Wawa store on Darby and Manoa roads and spotted the suspects in front of the store, investigators said. Osorio and Kohlepp were both taken into custody and remanded to the George W. Hill Correctional Facility after failing to post $100,000 cash bail.

School Fires Substitute Amid Groping Accusation

A substitute teacher suspended this week after being accused of inappropriately touching a student in Bucks County worked in another district a day after the alleged incident, NBC10 has learned.

A 17-year-old female student reported that the substitute teacher touched her inappropriately in a wood-shop room at Bensalem High School on Wednesday, according to authorities. Bensalem Police got the case on Thursday after someone called the state's child abuse tip line.

Officials also said that the school-resource officer was not made fully aware of the incident.

The district says the substitute teacher's contract is now terminated, and the agency the teacher was hired through is investigating.

1 Dead, 2 in Custody After Hotel Standoff

A man was killed and two people are in custody after a barricade situation at a hotel in Bensalem Township.

Bensalem Police were patrolling the area of the Knights Inn on the 2700 block of Old Lincoln Highway around 2:30 p.m. Saturday when they discovered a man inside one of the hotel rooms had an active Pennsylvania arrest warrant for a parole violation.

As officers knocked on the door someone inside the room pulled out a gun and fired shots at them, according to investigators. The officers retreated, went outside and contacted the Bucks County South SWAT team leading to a barricade situation.

Officers entered the room around 5 p.m. When they arrived they found the body of 34-year-old Lloyd Franklin. Police said he died from an apparent self-inflicted gunshot wound to the head. Police also arrested two other people inside the room, James Miller and Jennifer Lanning.

Police said Lanning and Franklin both had active warrants out of Davidson County, North Carolina for homicide while Miller had an active Pennsylvania warrant for a parole violation.

"The danger to the community is over," said Fred Harran, Bensalem's Director of Public Safety. "We have two people that [North Carolina] was looking for for homicide. One will go to jail and one will go to the grave. So the threat to the community from these two undesirables is now over."

Police are investigating the incident and cooperating with authorities in North Carolina. Lanning will be arraigned and sent to the Bucks County Correctional Facility.

Route 1 was shut down in both directions between Old Lincoln Highway and Neshaminy Boulevard due to the police activity. The Route 1 exit from the Pennsylvania Turnpike was also closed. Route 1 southbound and the exit were later reopened.

A homeless man has a new pair of shoes thanks to a kindhearted Delaware River Port Authority Officer.

Kayla Palmer of Pine Hill, New Jersey told NBC10 she and her father were at the PATCO station in Lindenwold around 4:30 p.m. Saturday when they spotted a homeless man who had just been kicked off a bus.

“My dad saw the man get kicked off the bus,” Palmer said. “He didn’t have any shoes on. I came up and he was telling me about it.”

Palmer then spotted DRPA officer Kenya Joyner approach the shoeless man.

“We saw the officer pull back up and we thought he was gonna tell him to leave,” Palmer said. “Instead he came out with a box of shoes.”

Palmer began recording as the man tried on the pair.

“That was nice of you,” Palmer said to the officer as she walked towards him. “I wanna shake your hand. You’re gonna go viral!”

“Oh come on,” Officer Joyner said while laughing.

Yet while the officer didn’t want to be in the spotlight, Palmer is hoping that his kind act gets the attention it deserves. She later posted the video on Facebook.

“He needed some recognition,” she said. “Because you do see some of those negative stories.”

NJ Mom Found Burned, Bound in Massachusetts

Investigators have identified a New Jersey mother who was found dead Tuesday night in Bridgewater, Massachusetts, her body burned and bound.

According to the Plymouth County District Attorney's Office, the body is that of 29-year-old Ashley Bortner of Paulsboro, New Jersey.

Officials believe Bortner was killed at a different location and her body was brought to the commuter rail tracks, where she was burned.

Bortner's hands and feet were tied up when she was found. Neighbors recalled a suspicious occurrence leading up to the discovery.

"Someone pulled down, did a U-turn, came up, backed down the tracks," said Ethan Ellis, who lives nearby.

Police believe Bortner was targeted and don't believe the public is in any danger. Additionally, they say there does not appear to be any connection to the discovery of a burned body in Worcester the following day, a case in which a suspect was arrested.

Bortner's family is currently asking for donations to bring her body back to New Jersey. CLICK HERE if you would like to donate.

"The family is devastated at this point and right now they're just keeping to themselves and trying to wait and see what actually occurred," said Bortner's cousin Tracey Kulb. "They're working closely with the detectives in Boston just to find out anything they can."

Kulb told NBC10 Bortner was born and raised in Paulsboro and moved to Massachusetts around three years ago. Kulb also said Bortner was a mother.

"She does have a child," Kulb said. "It's just heartbreaking to the whole family. Ashley was the greatest. She was so much full of life, she was just so happy. She was always outgoing and she was just a wonderful person." 

Police continue to investigate.

Mailboxes, Poles Damaged in Hit-&-Run: Police

Police are searching for a tractor-trailer driver who allegedly struck a tree, damaged utility poles and mailboxes and then fled the scene in West Windsor Township.

Police said the tractor trailer was turning around in the Church of Saint David the King parking lot on New Village Road back on Nov. 2 at 1:10 a.m. when it struck a tree and snapped it at its base. The tree was dragged by the vehicle which exited onto Village Road East, police said.

As it was being dragged by the trailer, the tree struck a Stop Sign at the church exit as well as four utility poles and damaged 19 residential mailboxes over a 2.3 mile span. The tree was finally dislodged from the vehicle on Southfield Road near the Cranbury Golf Course. The tractor trailer then left the scene, police said.

I-676 Closures Continue This Week

Beginning again Monday night, a portion of I-676 in Philadelphia will be shut down overnight as crews continue to repair structurally deficient bridges over the expressway.

I-676, the Vine Street Expressway, will be closed starting at 11 p.m. Monday from Broad Street west to I-76, officials said. The expressway will reopen at 5 a.m. and close again at 11 p.m. each day through Thursday night.

The closures are in effect while the bridges that cross over the expressway are being repaired.

Rescuers Save 2 from Delaware River

Burlington Police rescued two men out of the Delaware River early Sunday morning.

At 1:51 a.m., the police were dispatched to the area of the Interstate Pipeline in Commerce Square for a report of two people who fell into the river. The two victims were pulled to safety by other workers on the barge.

Investigations said the two men were on a smaller boat that started to sink, causing the men to go into the water, according to police.

The two men are employees of the Miller Environmental Group. One is a 55-year-old from West Deptford, and the other is a 34-year-old from Philadelphia.

Both men were transported to the hospital to receive medical treatment and are expected to survive, according to police.

Firefighters Put Out Two House Fires

Firefighters made quick work of a rowhouse blaze in North Philadelphia in the wee hours of Sunday morning, bringing the fire under control in less than 15 minutes.

Officials said fire crews were called to the two-story fire in a rowhouse near the corner of Orkney and Cumberland streets at 12:08 a.m.

Firefighters battled the blaze, and it was under control by 12:22 a.m.

No injuries were reported in the fire.

A later blaze in a different section of North Philadelphia was also put out quickly with no reported injuries. In that fire, on Hazzard Street near 15th, firefighters responded at 5:33 a.m. and had the fire under control by 5:54 a.m.

The causes of both fires were under investigation Sunday morning.
