City officials said Shot Spotter led police to gunshots in the area of Rose Street near Mechanic about 4:45 a.m. When they arrived there, they found the two shooting victims, 31-year-old Javan Boyd and 28-year-old Lashana Davis, about a block and a half away, on Lansdowne Avenue near Rose Street, police said.

State Police in Delaware said a a preliminary investigation revealed that a driver who survived a crash that claimed the life of another in North Wilmington Saturday morning blew through a red light.

Authorities said an initial investigation into the crash revealed that the woman who was killed, identified as 56-year-old Debora S. Vagnoni, of Wilmington, was headed northbound from Darley Road crossing Naamans Road on a green light in a 2002 Chevy Malibu just after 7 a.m. Anthony Vagnoni, 32, of Rehoboth, was also in the car, police said. As they crossed the intersection, police said, a 2013 Dodge Caravan driven by 70-year-old Thomas Felock, of Wilmington, ran the red light on Naamans Road and T-boned Vagnoni's car in the intersection.

Neither the woman nor the man in the Malibu were properly restrained, according to police. Debora Vagnoni was pronounced dead at the scene, police said, and Anthony Vagnoni was taken to Christiana Hospital, where he remained in the ICU Saturday afternoon in critical but stable condition with "severe internal injuries."

Felock, the other driver, was properly restrained in his vehicle at the time of the crash, police said. He was taken by ambulance to Christiana Hospital and treated for non-life-threatening injuries. Police said alcohol was not a factor in the crash.

The collision closed the intersection of Naamans and Darley roads for two hours Saturday morning.

Police said charges are pending the outcome of a continuing investigation into the crash.

During Tuesday's strong storm, lightning bolts connected with a dispatch center in Mannington Township, NJ, shocking several employees who were inside.

During the storm, Salem County's 9-1-1 dispatch center was monitoring hundreds of calls when lightning struck and five dispatchers felt a shock go through their bodies.

Investigators are trying to figure out if the lightning struck the building or one of the dispatch towers.

“I was taking a call when the power in the building surged. I felt this quick shock through the phone, into my arm and up my neck,” said Salem County Dispatcher Doug Hogate. “It was such a jolt, I dropped the phone.”

After a supervisor called in local ambulance crews, EMTs checked dispatchers’ vital signs while they took emergency calls.

After 40 minutes, dispatchers were sent to the Memorial Hospital of Salem, where they underwent a number of medical tests.

“My blood pressure was extremely high at 240/130 and I had a steady heart rate at 130,” said Hogate. "Immediately after the shock, I felt an intense headache".

The dispatchers suffered soreness, but none had any major injuries.

5 Shot, 4 Die, in 1 Day

Five people were shot, four of them fatally, when gunfire erupted five separate times in one day in the same New Jersey county Thursday, authorities said.

The first victim, 28-year-old Dennis Vega, was killed in Elizabeth early in the morning, authorities said. The next four shootings were in rapid succession -- wounding one and killing three in Elizabeth and Linden, both Union County cities, within a two-hour span late Thursday, authorities said.

Authorities say the first gunshots in the later pattern erupted around 9:50 p.m., when police responded to a report of shots fired near South Park and Sixth Streets in Elizabeth. Officers found 28-year-old Jamil Payne on the ground, having been shot multiple times. He was pronounced dead at the scene.

An hour later, police got another report of shots fired, on Clark Place. There they found 32-year-old Kevin Nelson, also with multiple gunshot wounds. He too was pronounced dead at the scene.

Ten minutes after that, around 11 p.m., authorities say they got yet another report of gunfire, this time near Jackson Avenue and Julia Street. Responding officers found a 24-year-old Elizabeth man at the scene, also suffering from multiple gunshot wounds. He was taken to a hospital and remained there in serious condition Friday, prosecutors said.

The fifth shooting in the county Thursday was in the neighboring town of Linden, about 20 minutes after police found the 24-year-old Elizabeth man badly injured. In that case, police responding to a call at an apartment on Prince Street found 37-year-old James Garner with multiple gunshot wounds. Garner was taken to a hospital, where he was pronounced dead.

It wasn't immediately clear if authorities believed the shootings were connected.

Vega's relatives set up a memorial near New Point Road and 7th Street Friday.

"He was a good guy, good standup dude," said Christopher Torres, Vega's brother. "Righteous, humble, showed everybody love. He'd give you the shirt off his back if you need it."

Residents in Elizabeth are shocked by the violence.

"It was never like this," said Jean Grady. "All of a sudden, everyone's OK with shooting other people."

Salaam Ismial and other anti-violence community advocates were pushing for a weekend rally to brainstorm solutions.

"If we are not working together to eradicate this problem, this community will be like other urban communities around this country where violence continutes to be the call of the day," he said.

Authorities are offering a reward of up to $10,000 for information leading to an arrest and indictment in any of these shootings; tips can be given anonymously by phone at 908-654-TIPS (8477), via text message by texting “UCTIP” plus a message to 274637 (CRIMES), or online at www.uctip.org.

Drivers Beware: Faux Police SUV Tries to Pull Over Car

Police in Bucks County warned motorists to be weary of a possible impostor trying to pull over drivers along a popular route.

A driver alerted Falls Township Police that on Friday around 5 p.m. a sport utility vehicle (possibly a 2004 white Ford Explorer with New Jersey tags) tried to stop the victim’s car along Bristol Pike (U.S. Route 13) at Penn Valley Road.

The SUV appeared to have red and blue lights inside the windows but the suspicious driver didn’t stop, said police.

Falls Township officer checked with surrounding police departments and it appears that the vehicle – that didn’t have and township police markings and wasn’t white and black like Falls Township vehicles – isn’t a valid police car.

Investigators asked that anyone else who might have spotted the faux police SUV to contact Officer Olmeda at 215-949-9100.

For at least one night, a young homeless man had a full stomach thanks to a random act of kindness by two of the Jersey Shore’s finest.

Thanks to a social media post, the actions of two Atlantic City Police officers didn’t go unnoticed.

As I'm walking into 7-Eleven this guy no older than 19 maybe 20 years old was clearly homeless and was asking me for...

Posted by Nancy Haldeman on Saturday, June 27, 2015

ACPD identified the officers who went back into the store to pay for the man’s food as Special Law Enforcement Officers Eric Aparacio and Kenneth Davis.

Officer Aparacio said the man told them “he wanted to get something to eat” soon after the officers went on duty Saturday morning, said ACPD Sgt. Monica McMenamin.

An employee at the nearby Tropicana casino then captured the officer’s patrol vehicle outside the 7-Eleven and shared it on Facebook, said police. Within hours, Haldeman’s post gained thousands of likes and shares and quickly gained the awareness of ACPD.

The attention came as a humbling surprise to Aparacio who wasn’t boastful at all saying he just did something anyone would do to help someone in need, said McMenamin.

It also wasn't lost on Haldeman: "I never expected it to be shared and liked by so many people," she told NBC10. "It's a great thing!"

Flooding as Storm Pounds Area

As heavy rain and potentially strong storms hit the Philadelphia region Saturday, the National Weather Service issued flood watches for large portions of the area. By Saturday night, street flooding already closed some roads in South Jersey.

Flooding remained a concern during a soggy Saturday as New Castle County, Delaware and much of southeastern Pennsylvania remained under a Flood Watch until 5 a.m. Sunday. NBC10 First Alert Weather meteorologist Michelle Grossman said 1 to 3 inches of rain fell with up to 4 inches possible in some areas already hit hard this week.

With plenty of rain and strong winds throughout the night, the NBC10 First Alert Weather Team issued a First Alert for the rest of Saturday.

"Thunderstorms are possible too with gusty winds mainly south of the city in South Jersey and Delaware," said Michelle.

A Flash Flood Warning put residents in parts of Atlantic, Camden and Gloucester counties in New Jersey and a small section of Kent County, Delaware on alert until midnight.

There was also a Coastal Flood Advisory along the Delaware River and Delaware Bay until 3 a.m. Sunday. An earlier Tornado Watch for Kent and Sussex counties in Delaware expired at 8 p.m.

Police closed Packard Street and Bellevue Avenue in Hammonton, New Jersey; Cowell Lane near Conshohocken State Road in Conshohocken, Pennsylvania; and Route 40 in Buena, New Jersey due to flooding Saturday night. It also closed the Kelly Drive in Philadelphia.

"The heavy rain will taper to showers overnight. Sunday will certainly win out as the better of the two weekend days. Partly sunny and breezy Sunday afternoon. Highs in the low 80s."

Record Fish Caught During Delaware Tourney

A Delaware man set a new state record during a recent fishing tournament.

William Fintel, of Lewes, caught a 19.7 pound blueline tilefish on June 19 during the Delaware Sport Fishing Tournament. The tilefish was 33 inches long and was caught in the Atlantic Ocean’s Baltimore Canyon, some 65 miles offshore.

The record catch was initially confirmed at Lewes Harbour Marina and then verified by Officer Adam Roark, Delaware Fish & Wildlife Natural Resources Police.

The catch is recognized as a state record since the fish was caught aboard a boat that left from and returned to a Delaware port.

Relatively new to the tournament, blueline tilefish are becoming quite popular among salt water anglers.

“Other blueline tilefish have been submitted to the tournament,” said Garry Glanden, Delaware Sport Fishing Tournament director, Division of Fish & Wildlife. “However, this is the first one to be officially verified by DNREC personnel. So now anglers have something to aim for.”

Blueline tilefish are slow-growing, deep-water dwellers that are targeted by both recreational and commercial fisheries as a foodfish. The species may grow up to 35 inches long and live up to 43 years, feeding on bottom creatures such as crabs, shrimp, snails, worms, sea urchins and small fish and sharing habitat with groupers and snappers.

The increasing popularity and harvest of blueline tilefish have prompted federal and state agencies, including the Delaware Division of Fish & Wildlife, to propose fishery conservation measures to manage the fishery at a sustainable level.
