A daughter was killed and her mother is in critical condition following a house fire in Northeast Philadelphia Friday morning.

The fire started around 7:30 a.m. inside a home in the 600 block of Avon Street near Bustleton Avenue.

Three people were inside the home; a father, mother and their adult daughter. The daughter was found by firefighters on the second floor of the home. She was pronounced dead.

The mother was taken to Aria Health Torresdale Hospital in critical condition.

The father was able to escape through the basement after a neighbor kicked in the back door. He was not injured.

The fire was placed under control around 7:45 a.m.

Philadelphia Fire Commissioner Derrick Sawyer believes the family tried to extinguish the fire before calling 911. Sawyer said one smoke alarm was found in the basement, but it was not working.

The names and ages of the mother and daughter were not immediately known.

“It’s shocking. I just saw her the other day walking her dog. I don’t know if the dog made it out or not,” neighbor Lorrie Henderson told NBC10.

The cause of the fire remains under investigation.

Sawyer said this is the 7th fire fatality this year.

A sweeping auction of more than 100 vacant lots in several Philadelphia neighborhoods aimed at putting delinquent properties back onto the tax rolls took place Friday.

The city, the Philadelphia Redevelopment Authority and the Philadelphia Housing Development Corporation partnered to set up the auction, according to a news release.

More than 100 properties, many of which are single vacant lots for residential use and maintained by the city, were on the auction block. All of the properties are located within the First Council District, which runs along the I-95 corridor from Frankford in the Northeast south to Oregon Avenue in South Philadelphia. The district covers swaths of Kensington, Port Richmond, Northern Liberties, Pennsport and Center City.

Many of the city's neighborhoods are plagued with vacant lots that dot the blocks, becoming eyesores.

"We've taken note that the Philadelphia Housing Authority has successfully utilized the auction method for selling surplus properties in an expedited manner,” said Squilla. "It is our hope that we cannot only raise funds but also breathe new life into the areas where these properties are situated by bringing in new investment and development."

A Florida-based auctioneer, Fisher Auction Company, was brought in to hold the auction. Fisher, according to a news release, has handled high-profile auctions including those of multi-million-dollar mansions and private islands.

The properties up for auction in Philadelphia on Friday ranged in price from $2,450 to $52,500.

If you plan on traveling on Interstate 676 (the Vine Street Expressway) in Philadelphia Friday night or next week, be prepared for closures and detours.

The road will be closed and detoured at night in both directions Friday night and next week between the I-76 (Schuylkill Expressway) and the Broad Street (Route 611) interchanges in Philadelphia for overhead bridge construction, PennDOT announced Friday.

Weather permitting, eastbound and westbound I-676 will be closed from 11:00 PM Friday, June 12, to 5:00 AM Saturday, June 13. This coming week, I-676 east and west will be closed on Sunday, June 14, to Thursday, June 18, from 11:00 PM each night to 5:00 AM the following morning. Overnight closures of I-676 are expected to continue through the end of June.

The overnight construction is associated with the four-year, $64.8 million project to replace seven structurally deficient bridges over I-676 between 22nd Street and 18th Street, and to make landscaping and streetscape improvements above the expressway.

The seven bridges over I-676 are being rebuilt in two major stages to minimize traffic impacts. The project is scheduled to finish in fall 2019.

When I-676 east is closed, the following detours will be in place:

  • From I-76 east: Exit at 30th Street/Market Street (Exit 345); right at Arch Street; left at 30th Street; left at Market Street; left at 16th Street; right at Vine Street to the ramp to I-676 east;
  • From I-76 west: Exit at 30th Street (Exit 345); take Schuylkill Avenue to Market Street; right at Market Street; left at 16th Street; right at Vine Street to the ramp to I-676 east; and
  • Traveling east on Benjamin Franklin Parkway intending to use the 24th Street on-ramp: Follow Benjamin Franklin Parkway around Logan Square and bear right onto Vine Street east; follow Vine Street to the ramp to I-676 east.

When I-676 west is closed, the following detours will be in place for passenger cars and trucks to follow:

  • To I-76 East and West: Exit I-676 west at Broad Street (Route 611) Interchange; take 15th Street south; right on J.F.K. Boulevard; right on Schuylkill Avenue and follow signs to I-76 east and I-76 west;
  • From 16th Street north of J.F.K. Boulevard: Follow 16th Street north; right at Spring Garden Street; right at 15th Street; right at J.F.K. Boulevard; right on Schuylkill Avenue to ramps to I-76 east and I-76 west; and
  • From 16th Street south of J.F.K. Boulevard: Follow 16th Street north; left at J.F.K. Boulevard; right on Schuylkill Avenue to ramps to I-76 east and I-76 west.

Optional detours for passenger cars during the closure of I-676 west include:

  • To I-76 West: Exit I-676 west at Broad Street (Route 611) Interchange; take 15th Street south; right onto local Vine Street; right on Benjamin Franklin Parkway and follow around Eakins Oval and onto Spring Garden Street to the ramp to I-76 west; and
  • From 16th Street north of J.F.K Boulevard to I-76 West: Follow 16th Street north; left onto local Vine Street; right on Benjamin Franklin Parkway and follow around Eakins Oval and onto Spring Garden Street to the ramp to I-76 west.

Camden Police Save Five From Fatal Overdoses

A bad batch of heroin is making its way through Camden, New Jersey, and police there said officers saved five lives in three days in the city by administering Narcan to overdose victims, including three in less than 12 hours on Wednesday.

Two of the saves came less than a half-hour apart on Wednesday afternoon, according to a Camden County Police Department news release.

That afternoon, Officer Fernando Badillo, who was on quality-of-life patrol, was alerted by a resident just after 1 p.m. to an unconscious man on the ground at Royden and Williams streets in the Lanning Square neighborhood, police said. Badillo found the man, realized he was in the throes of an overdose and gave him Narcan, a drug that reverses the effects of the narcotic. The victim, police said, regained consciousness before he was taken to Cooper University Hospital.

About 20 minutes later, police received another report of an overdose, this time at 7th and Sycamore streets, in the Bergen Square neighborhood. There, police said, Sgt. Angel Nieves found two women -- one of whom was unconscious -- who had overdosed on nearby Clover Street. Another officer gave the unconscious woman Narcan, and police said she began to respond to the drug before she was taken to Cooper.

Late Wednesday night, about 11:30 p.m., police said officers were called for another overdose -- the third in less than 12 hours -- in the same area, at 7th and Chestnut streets. There, Officer Ian Paulic found a man in an apartment stairwell unconscious and turning blue after overdosing on heroin. He gave the man Narcan, police said, and he was taken to Cooper for treatment.

Police in Camden also responded to overdoses on Monday and Tuesday within a few blocks of the later two incidents on Wednesday, according to the news release.

In one of the overdoses, a woman is facing a driving under the influence charge after officers found her passed out behind the wheel of a running car in the middle of 7th Street near Walnut about 6:40 p.m. Monday, officials said. The woman, identified by police as Victoria Bachman, 21, of Washington Township, was turning blue when police found her. Officer Michael Treadway gave her Narcan, and she regained consciousness and was taken to Cooper for treatment, police said. She was later arrested and charged with DUI.

Camden County Police said since officers began using Narcan in May 2014, they have saved 83 people from fatal overdoses, including nine this month. The city has seen a spike of overdoses recently, police said, with 55 in the first 10 days of June, four of which were fatal.

Police have issued public-safety alerts about the apparent bad batch of heroin and are asking that anyone with information about drug distribution, sale or use in the city to call their tipline at 856-757-7042.
