$10k Reward Offered in S. Philly Sex Assault Investigation

On Thursday, police announced the City of Philadelphia's Mayor's Office issued a $10,000 reward for the apprehension and conviction of a man wanted in the home invasion and sexual assault of a woman in South Philadelphia Monday.

"We hope that that reward will encourage people in the South Philadelphia community to assist us in identifying and apprehending this offender and ridding this neighborhood of this threat," said Philadelphia Police Captain John Darby.

Lt. Anthony McFadden outlined a new time line for the crime and unveiled new surveillance photos of the suspect.

McFadden said the investigation has revealed that the suspect may have entered the home along the 1800 block of South Rosewood Street Monday, taken items, including the resident's car keys, then left the home in the victim's car. McFadden said new information points to the suspect then returning to the home an hour later to confront the 35-year-old female resident, demand money and ultimately sexually assault her.

On Wednesday, Police released surveillance video in hopes it would help them track down the suspect.

The video, McFadden explained, was taken between the time that the suspect broke into the victim's home and returned to sexually assault her.

The video shows the suspect in the victim's hatchback. You see him park in front of a fire hydrant a few blocks from the victims home at 4:51 a.m. Monday. You then see the man – who appears to be in his 20s and stands between 6-feet and 6-feet, 2-inches tall who was wearing black pants, a black long-sleeved zip-up jacket and a hat – get out of the vehicle and appear to quickly look around before reaching back into the vehicle.

The man emerges from the vehicle then crosses the street. He then is seen on another angle heading down the street as a white sport utility vehicle appears to be looking for parking.

The man, who is described as a black male, 20-30 years of age, 6'0"-6'2" medium build wore a mask, wool hat, black pants, black long-sleeved zip up sweatshirt and red gloves, can then be seen walking away.

New still photos of the suspect were taken in the area as the suspect left the residence on foot the second time, Lt. McFadden said.

Someone may have tried to break into the same home where the assault occurred on Wednesday morning, sources with knowledge of the investigation said.

Police have yet to say if that reported attempted burglary is connected to the earlier attack.

Police did, however, connect an earlier sex assault on a 35-year-old mother of two inside her South Philly home back in March to this case. During that incident on S Chadwick Street the suspect was also wearing red gloves and choked the woman, police said.

"This individual is dangerous and he may be looking through the neighborhood and has the time to case the area and look for any weaknesses in the neighborhood in regards to security," said Philadelphia Police Captain John Darby.

Temple Student in Hit-and-Run Moved to Rehab Hospital

The Temple University student who was critically injured in a hit-and-run accident while riding her bike last month has been transferred to a rehabilitation hospital, according to her mother in a Facebook update.

Rachel Hall, 22, of Mullica Hill, New Jersey, was moved from Temple University Hospital to Magee Rehabilitation Hospital, Kathy Hall wrote on the Rachel Hall Temple Strong Facebook support page.

"[Rachel] is receiving physical, occupational, and speech therapy daily," said Mrs. Hall.

"She is not coherent, cannot speak or communicate, which is extremely frustrating," Hall added. "Rachel's progress is very slow. Every little thing she does is a great accomplishment. Just seeing her bite her lip one day, and yawning twice the next day feels so positive."

Currently, Rachel has tubes in her neck and stomach to assist with breathing and feeding.

Rachel Hall played lacrosse for Temple and was on track to graduate earlier this month, but has not regained consciousness since being hit by a car April 29 on Diamond Street near Temple's campus in North Philadelphia.

Rashan Roberts, 18, has been charged with hitting Rachel Hall and leaving the scene.

Roberts only had a learners permit, and told investigators he panicked and fled. He and his family came forward to police within 24 hours.

Roberts' attorney has said he hoped to negotiate a guilty plea.

Warning Issued After Measles Case Confirmed in NJ

Health officials in New Jersey are issuing a measles warning after they say a person confirmed to have the highly contagious illness may have exposed others to it at a funeral home on two occasions earlier this month.

The sick individual may have exposed people to the viral infection at Flynn and Son Funeral Home on Ford Avenue in Fords, Middlesex County, on the afternoons of May 11 and May 14. Anyone who may have been at the funeral home on those days is urged to contact a health care provider to discuss potential risks of exposure and ensure he or she is up to date on vaccinations, health officials say.

Symptoms may not develop until as late as June 4, officials said. Health officials said the individual with measles did not know he or she was contagious while visiting the funeral home those two days.

Measles is a viral infection characterized by a generalized rash and high fever, accompanied by cough, red eyes and runny nose, lasting five to six days. The illness typically begins with a rash on the face and then moves down the body, and may include the palms of the hands and soles of the feet.

It spreads easily through the air when an infected person talks, coughs or sneezes. People can also get sick when they come in contact with mucus or saliva from an infected person. Anyone who hasn't been vaccinated or has not had measles in the past is at risk if they are exposed to the virus.

As many as one in three people with measles develop complications, which can be serious and may include pneumonia, miscarriage, brain inflammation, hospitalization and death. Infants, people who have a weakened immune system and non-immune pregnant women are at highest risk of severe illness and complications.  

2 Wanted in NJ McDonald's Attack Captured on Video

Police are searching for two men caught on surveillance video sucker-punching and kicking another man inside a Hoboken McDonald's in the early morning hours Monday, leaving the victim hospitalized with massive head trauma. 

It's not clear what provoked the attack at 3:30 a.m. Memorial Day. There were witnesses, but no one can say what led to the the punch on the unsuspecting customer, according to police. Some video suggests the men may have been drinking. 

The suspect seen throwing the punch has been identified as 26-year-old Paul Maiolini of Carmel, New York. He already has a warrant out for his arrest, but police have been unable to locate him. 

Police also want to identify the man seen delivering what Hoboken Police Chief Ken Ferrante described as a "soccer-style kick" to the victim on the floor. 

After the attack, the two men are seen casually leaving the restaurant, food bags in hand. 

The victim remains in the hospital, according to police. Investigators are not releasing the video of the actual attack or identifying the victim, other than to say that his parents live in New York. 

Anyone with information is asked to contact Hoboken police. 

Police Serve Search Warrant in S Philly Sex Assaults

A mother begged for her son to turn himself into police after investigators searched her home during their investigating into a pair of home invasions and sex assaults in South Philadelphia.

Special Victims Unit investigators along with US Marshals could be seen taking items from a home along the 1300 block of S Chadwick around 5 p.m Thursday. The home isn't far from one of two home invasions and sex assaults that have put the neighborhood on alert.

Police confirmed the investigators were searching for clues for a man wanted not only in an attack about four blocks away on Chadwick Street but also nearby Rosewood Street.

Roberta Felder, who owns the home where police searched, asked for her son, who police called a person of interest, to surrender to police. Police said no arrest was made and NBC10 didn't identify the man because he wasn't charged.

The suspect stole one his victim's car during an initial break-in then returned to sexually assault a resident along Rosewood Street, Philadelphia Police revealed.

Dog Walker Finds Body in Dumped Suitcase

A dog walker made a grisly discovery in Delaware County Thursday afternoon.

The person was walking in the area of the old Westinghouse plant near 2nd Street in Tinicum, Pennsylvania -- not far from Philadelphia International Airport -- when he saw the suitcase, said the Delaware County District Attorney’s Office.

The man called police who came out and unzipped the suitcase to discover the man’s body stuffed inside the large brown case. The man appeared to be in his 20s, said investigators.

Jim Martin -- who walks his dog in the area called "Back Road" that sits just below flights paths -- said that he saw the case in the weeds a few days back and he noticed something strange about it.

"I smelled a smell -- you mentally think something, then you're like pause, pause it's my imagination," said Martin.

It wasn't and it's possible the suitcase had been there for weeks. The investigation into the case continued late Thursday.

Amtrak Tries to Reunite Derailment Survivors With Stuff

Amtrak is looking to get back belongings to passengers who fled the deadly derailment in Philadelphia earlier this month.

Eight died and more than 200 were hurt when Amtrak 188 jumped the tracks while traveling at a high rate of speed around a curve in the city’s Port Richmond section on May 12.

Now, Amtrak is trying to get belongings back to the survivors of the Northeast Corridor wreck.

Amtrak sent out letters to Amtrak 188 passengers:

We would like to assure you that we are working to return your personal effects as quickly, carefully and respectfully as possible. Many items were displaced from their original baggage, and Amtrak teams are working to collect hundreds of items for assessment, catalogue and return with the utmost of care.

The letter, confirmed by Amtrak, was first reported by Billy Penn.

“Amtrak teams are in the process of assessing, cataloging and returning personal property items to passengers from Train 188,” said spokesman Craig Schulz. “We are working as quickly, carefully and respectfully as possible to expedite this process and ask the news media to be respectful of our customers and their families during this time.”

Amtrak set up a secured Blackmon Mooring page: “This secure website will host photographs and descriptions of unassociated items, along with instructions for claim ownership.”

Passengers with claims on items – they have until Nov. 20, 2016 to put in requests – were asked to contact Amtrak’s Santa Green by email.

And, Amtrak said that a representative would contact people with specific questions about an item should it be claimed by more than one person.

'Blatant Disregard for Safety;' Driver Zips by Bus

Police in New Jersey arrested a driver who they said was caught on dashcam video showing a "blatant disregard for the safety of others" Thursday.

The video, shot by a motorist in Lakewood, showed a green Ford F-150 pickup crossing the double yellow line to zip pass a school bus that had its stop lights on and was loading children along E County Line Road near Apple Street around 7:25 a.m., said Ocean County prosecutors.

Lakewood Police officers quickly tracked down the alleged driver, 36-year-old Alfonso Rodriguez-Rojas, and charged him with improper passing, reckless driving, passing a stopped school bus and driving on a suspended license.
