4-Year Bridge Project to Close Parts of I-676

More than four years at a cost of $64.8 million dollars.

That’s the cost of a planned construction project to replace seven structurally-deficient bridges over Center City Philadelphia’s Vine Street Expressway (Interstate 676) set to begin April 14.

PennDOT plans to replace the two-span structures along 22nd Street, 21st Street, Benjamin Franklin Parkway/20th Street, 19th Street, 18th Street, and the Free Library and Family Court pedestrian bridges over I-676 with single-span bridges, said PennDOT.

The construction is necessary to ensure safety along the roadway connecting the Schuylkill Expressway (I-76) with I-95.

“We are eager to start this critical project to rebuild these aging bridges and enhance areas above the Vine Expressway in the Logan Square neighborhood,” said PennDOT’s acting district executive Christine Reilly.

Other items to be repaired or replaced include repaving the roadway, removal or supports from the median and aesthetic efforts.

PennDOT warned of early morning closures along I676 starting just after midnight through 5 a.m. each morning between Broad Street and I-76 in both directions next week. Timing of later closures weren’t immediately made clear but PennDOT said it hoped to minimize traffic troubles during the project.

PennDOT suggests using other roadways including the JFK Parkway, Vine Street and other surface streets to get around the closures.

After the closures next week, PennDOT plans to begin demolishing bridges starting with Family Court pedestrian Bridge on May 4.

The first phase of the project is expected to last until lately July 2017 – with the exception of the time period during the World Meeting of Families when all projects will be put on hold. Phase 1 includes replacing the Family Court and Free Library pedestrian bridges, plus the 19th Street and Benjamin Franklin Parkway/20th Street structures. Phase 2 – which is expected to last until the fall of 2019 – includes replacing the 22nd Street, 21st Street and 18th Street bridges.

The Family Court, 19th Street, 18th Street and Free Library bridges will be closed and detoured throughout the project while the other bridges will be rebuilt while being used, said PennDOT.

General contractor Philadelphia-based Buckley & Company, Inc. is working on the $64,836,180 project, which is being 100 percent financed through federal funds, said PennDOT.

Quadriplegic Man Abandoned in Cobbs Creek Park

A quadriplegic man with cerebral palsy was discovered in a wooded area near a Philadelphia park on Friday night, where he likely had been abandoned several days earlier with nothing but a blanket and a Bible, police said.

Officers found the 21-year-old in woods along Cobbs Creek Parkway near Catharine Street around 9 p.m., according to Philadelphia Police Lt. John Walker.

"They found [him] about 100 yeards off the roadway here, laying in leaves. He's got a blanket over him and a Bible on his chest," Walker said. "He has a wheelchair about 10 feet from his body."

Rescuers took the man to Presbyterian Hospital, where he is in stable condition, police said.

The victim, who Walker described as "non-verbal" and completely dependent on others for his care, may have been in the woods since Sunday. That means the quadriplegic man may have been laying in the woods as temperatures reached a low of 39 degrees and storms rolled through the area.

"What we've learned so far is that the 21-year-old child lives with his mother, completely dependent on mom as a result of his condition," Walker said. "She also has a 16-year-old son who is staying with other family members."

The man, who attends the School of the Future at 40th Street and Parkside Avenue, didn't show up for classes and officials called his mom, he said. When she didn't answer, they contacted his aunt and then she phoned his mom, according to investigators.

At that time, his mom said she was in Maryland with her 21-year-old son and her boyfriend, and everything was fine, authorities told NBC10.

"We know she left for Maryland on Monday to go see her boyfriend on a bus," Walker said.

Eight hours after authorities found the 21-year-old man, the woman remains in Maryland, Walker said.

Investigators are piecing together how the man ended up in the park, but one thing they said they knew for sure -- there is no way he could have got there on his own.

Authorities have yet to name any suspects. "We still have a long way to go in this investigation," Walker said.

NBC10's Jesse Gary was at the scene when officers took the man's wheelchair in as evidence.

Local investigators and Maryland authorities are working together to locate and question the man's mom.

Pedestrian Hurt in 2-Car Crash on Broad Street

A pedestrian was hurt early Saturday morning when a 2-vehicle crash sent one car into a fence and another onto the sidewalk along Broad Street in Philadelphia.

The accident happened on Broad near Champlost Street in the city's Fern Rock section around 6:45 a.m., officials said.

It is unclear how serious the pedestrian's injuries are.

2 Escape South Jersey House Fire

Rescuers rushed two people to a local hospital after the pair escaped a South Jersey house fire early Saturday morning.

 

The blaze broke out in a home on the 300 block of Reeves Road in Fairfield Township, Cumberland County around 3:45 a.m., according to firefighers.

The residents suffered smoke inhalation and are expected to be okay, officials said.

No word yet on the cause of the fire.

An investigation is underway.

A man was hospitalized with a gunshot wound to the arm Friday night in Philly's Germantown neighborhood.

The shooting occurred along Queen Lane near Morris Street just after 8:15 p.m., officials said.

The 26-year-old victim was rushed to Temple University Hospital, authorities said. No word on his condition.

An investigation is underway. No weapon has been recovered.

Arrest in SC Connected to Jeweler's Row Abduction

Authorities confirmed Saturday they have arrested a man in South Carolina in connection with the abduction of a woman from a Center City parking garage last week.

Local authorities worked with ATF agents to trace the man, identified as 31-year-old Khayree Gay of Philadelphia, to a South Carolina motel and arrested him for his role in the kidnapping and beating of a 53-year-old woman, police told NBC10.

Gay is charged with federal robbery and kidnapping.

Gay, along with two other abductors, grabbed the woman from a parking garage at 8th and Chestnut streets last Saturday, forced her into a cargo van, zip-tied her wrists, shackled her ankles and covered her head with a hood, according to police.

Surveillance video released by an area store showed the woman, who had just left her job at National Watch & Diamond on Jeweler's Row, walking to the garage.

Once the suspects grabbed her and put her in the van, they demanded keys to the jewelry store and codes to the safe, investigators said. Unable to provide either, the victim told police she was then tortured and shocked with a Taser before the men dumped her — still bound — at Montlawn Cemetery at Hook Road near Lindbergh Boulevard in Delaware County.

Her ordeal was not yet over, however.

The captors returned to the cemetery, forced her back into the van and then drove her around using her ATM card to make four withdrawals before dumping her back at the cemetery, where she was able to eventually remove the hood, make her way to Hook Road and flag down a driver who called 911.

She was treated at Penn Presbyterian Hospital for bruises, contusions and a concussion, according to police. She was home recovering earlier in the week.

According to an affidavit, Gay surveyed National Watch and even spoke to the victim, taking her business card, the day before the abduction. Police also believe Gay disposed of the burgundy van shortly after the abduction.

Police Search for More Suspects in Vicious Beating

Two women are in police custody as investigators continue to search for more suspects in the brutal beating -- involving a hammer, a piece of wood and Mace -- at a Philadelphia gas station earlier this week.

Police arrested Shareena Joachim, 24, and Aleathea Gillard, 34, and charged both with attempted murder, aggravated assault, possessing instruments of crime and related offenses, court records show.

Witnesses reported that during the attack one of the woman screamed about marks on the face of a child, who could be seen in the end of surveillance footage that captured the attack, indicating the 51-year-old victim had hit the boy.

Investigators have not confirmed an earlier altercation with the child prompted the violent attack, which left the victim hospitalized with severe head injuries.

Aside from Joachim and Gillard, the surveillance video shows at least four others jump from a minivan and rush the man as he stood outside the Sunoco gas station at 5th Street and Somerville Ave in the city's Olney Tuesday evening. Next they punched and stomped the man, even striking him with a hammer.

Once the attackers finished their violent assault, one of the women grabbed a boy from the minivan and brought him over to the injured man.

"One of the women was screaming look at my child's face," said Brittney Horsey, a witness. "He did this to my child's face."

At that point, the group got back in the minivan and sped off.

Joachim and Gilliard were arrested earlier this week when officers spotted the minivan seen in the video and found them inside.

The victim was listed Friday in critical condition at Albert Einstein Medical Center in critical condition with severe head injuries.

Detectives are still searching for the other people involved in the attack. Anyone with information is asked to call the police tipline at 215.686.TIPS.

Person Dies After Jumping Off Del. Bridge

State Police found the body of a person who they say jumped off a bridge in Delaware Saturday afternoon.

Troopers say they received calls from passing drivers reporting a person on the Roth Bridge in Middletown, Delaware around 2:30 p.m. Moments later a person jumped off the side of the bridge, according to investigators.

Several agencies, including the Delaware State Police Aviation Helicopter, volunteer fire companies and the New Castle County Police Department launched a rescue operation. Troopers then found the body of the victim near the rocks on the side of the canal west of the Saint Georges Bridge.

Officials closed the lanes of Route 1 for two hours as police investigated. They continue to investigate the incident but say foul play is not suspected.

The victim has not yet been identified.
