'Rape Haven' Graffiti Painted on Swarthmore Frat House

Swarthmore College officials voiced their disappointment Thursday over the graffiti -- "Rape Haven" -- painted across the stone wall of the Delta Upsilon fraternity house. The vandalism comes  as scrutiny of Greek life behavior around the country grows, and only a year after the local school implemented new strategies to improve its handling of sexual assaults.

"Vandalism of any kind is completely unacceptable and will not be tolerated," said Liliana Rodriguez, associate dean of diversity, inclusion, & community development, and Mike Hill, director of public safety, in a joint statement to students. "The matter is currently under investigation."

On Tuesday, college maintenance crews removed the graffiti, which appeared on the wall of the DU house earlier this week.

Only one member of the 41-person fraternity lives in the house.

"We condemn in the strongest possible terms both the act of vandalism itself and, more importantly, the message that it displayed, " Brian Kaissi, the fraternity vice president, said in an official statement to The Phoenix, Swarthmore's independent campus newspaper. "We truly appreciate the support we have gotten from members of the Swarthmore community since this incident and we look forward to continuing to work with the campus to create positive change."

Less than two weeks before the phrase "Rape Haven" appeared on the wall, a member of DU wrote an op/ed for The Phoenix titled "The merits of Swarthmore's Delta Upsilon" that listed the fraternity's positive contributions to campus.

College officials declined to comment when asked if Swarthmore is investigating any sexual assault cases related to DU, citing federal privacy laws.

Swarthmore came under fire in recent years after student's complaints on the school's treatment of accusers in sex assault cases surfaced. The college announced plans for education and prevention efforts, as well as initiatives to better track and analyze cases last January.

On Thursday, school officials reiterated their commitment to creating a harmonious environment, while acknowledging the challenges of that goal.

"Building a community is not an easy task," the joint statement said. "It takes a genuine effort from all members. One of the commitments we need to make, to reach that goal, is to treat one another with the respect and dignity that all people deserve."

2 Teens Shot Near Philly's Girard College

Four people are in police custody after a 14-year-old boy was shot in the leg and a 19-year-old man was struck by bullets multiple times on a Philly street just north of Girard College Thursday afternoon, police said.

The shooting occurred near the intersection of 25th and Jefferson streets in North Philly around 4:30 p.m., according to authorities.

The 19-year-old victim suffered gunshot wounds to his left arm, left shoulder and two to his right thigh, investigators said.

Medics rushed both teens to Hahnemann University Hospital.  The boy is in stable condition, while the elder teen is in critical condition, officials said.

Officers detained four people, but they have not named any suspects at this time.

Investigators recovered two guns.

Funeral Plans for Slain Darby Borough Ofc. Mark Hudson

The Darby Borough Police Chief announced funeral services for slain Ofc. Mark Hudson, who was shot and killed by his girlfriend in his Delaware County home Saturday.

The 26-year-old part-time Darby Borough Police officer and volunteer Yeadon Borough firefighter will be laid to rest on Saturday, April 4, according to Darby Borough Police Chief Robert Smythe.

The viewing will take place at St. Joseph's Church, located at 500 Woodland Ave. in Collingdale, Pennsylvania, from 10 a.m. to 11:30 a.m., he said.  Services will begin at 11:30 a.m.

Following the service, a motorcade, led by a fire truck carrying Hudson's body, will pass the Yeadon Fire House and the Darby Borough Police Station on its way to his burial site at Mount Zion Cemetery in Collingdale.

Hudson's 27-year-old girlfriend, Tyaina Finch, is facing murder charges for his shooting death, court records show. She is being held at the George Hill Correctional Facility.

"He was murdered, it's that simple," Smythe said. "When the facts come out, it might be more of an assassination than a murder."

Finch initially told authorities the shooting was accidental, but later changed her story and told authorities she acted in self-defense, police said.

The couple had a history of domestic disputes, including an incident last August which, police say, involved Finch grabbing an 8-inch kitchen knife and creaming at Hudson.

The 26-year-old man was a 4-year veteran of the Darby Borough Police Department. He worked there part-time and was soon to be recommended for full-time duty due to the quality of his work.

Hudson had also volunteered with the Yeadon Fire Company since he was 16-years-old.

ATV Rider Dead After Northeast Philly Crash

Medical personnel were unable to save a 38-year-old man who crashed and flipped his all-terrain vehicle while driving on a Northeast Philadelphia street Thursday morning.

The driver was pronounced dead  at 1:55 p.m. at Aria Frankford Hospital several hours after the ATV landed by a metal fence along Magee Avenue, not far from Algard Street, in the city’s Mayfair section.

The deadly crash occurred just before 11 a.m. as the driver traveling northbound in a driveway located between the 6500 blocks of Walker and Algard streets, police said. The 38-year-old man was traveling at a high rate of speed when he attempted to make a right turn onto the 4300 block of Magee Street and lost control of the ATV, officials said. 

The ATV flipped three time before hitting the ground, landing on top of the driver, investigators said.

Medics rushed the man to Aria Frankford Hospital, where he succumbed to his injuries.

It is illegal to drive an ATV on any city streets, sidewalks, parks or recreation centers, according to Philadelphia Police.

2-Alarm Apartment Building Blaze in West Chester

Firefighters responded to a massive apartment building fire in West Chester Thursday afternoon.

The blaze broke out in the Wyntre Brook apartments, located at 169 Wyntrebrook Drive, not far from Phoenixville Pike and Route 202, around 5:30 p.m., officials said.

Flames could be seen pouring from the building's roof as smoke billowed from the property.

Crews sounded the 2nd alarm once they arrived on the scene, according to reports.

The fire was brought under control at 6:10 p.m., officials said.

There were no reported injuries.

Investigators are working to determine the cause of the blaze.

West Chester Univ. Student Accused of Frat House Rape

A 19-year-old West Chester University student is facing rape and other related charges for a sexual assault that took place Sunday in a campus fraternity house.

Mauricio Sanjuan-Martinez, of Gettysburg, is being held at the Chester County Prison on $25,000 cash bail, according to the West Chester Police Department.

The sexual assault took place in the Kappa Delta Rho fraternity house around 4 a.m. Sunday, investigators said.

West Chester University officials did not immediately respond to requests for comment.

ON CAM: Final Moments Before Man Dies in Police Custody

Cell phone video captured some of the final moments of the life of a Vineland, New Jersey man, who died while in police custody Tuesday.

The grainy footage shows 32-year-old Phillip White on the ground shortly after Vineland Police officers responded to reports of a disorderly person on 100 block of Grape Street in Vineland Tuesday morning.

A person can be heard yelling, "I got it all on camera," moments before a uniformed officer approaches the man holding the cell phone and says "... I need your information. I'm going to take your phone."

The Cumberland County Prosecutor said the video, which runs for 76 seconds, is part of an investigation into what transpired between the moments the officers arrived at the scene and White’s transport to the hospital.

Vineland Police declined to comment on the recording.

White appeared to be in respiratory distress during the incident so officers called for medical assistance and he was taken to a local hospital, according to officials. At some point during the transport, White became unresponsive and medical personnel instituted CPR, according to investigators. He was later pronounced dead at the hospital.

Witnesses told NBC10 responding officers were extremely physical with White after he was already restrained and unconscious on the street.  Several said officers punched, stomped and kicked him, and allowed a dog to bite him.

In a police dispatch recording of the event, one officer can be heard saying, “Subject under…tried disarming me…tried to grab my gun.”

Vineland Police Chief Timothy Codispoti offered his condolences to White’s family while urging the public to wait until all the facts surfaced before making their judgments.

Sources told NBC10 White had a violent run-in with police last year during an arrest for shoplifting. According to the sources, an officer suffered a serious shoulder injury after White assaulted him.

St. Joe's Investigates Softball Team Hazing Allegations

St. Joseph's University officials confirmed the school is investigating allegations that the women's softball team forced younger players to participate in unsanctioned hazing.

"SJU is taking these allegations very seriously and is well into a comprehensive investigation of the matter," a university spokesman said in a statement to NBC10.

"While that investigation is not yet complete, remedial actions have already been taken to assure the safety and welfare of any affected students," the statement continued. "Due to federal student privacy regulations, there can and will be no additional comment by the University at this time."

The team is scheduled to play George Mason University in Virginia this weekend, according to the school's website.

The hazing controversy comes on the heels of another scandal involving the St. Joe's athletic department. The Hawk Hill News, SJU's school newspaper, reported a men's basketball player tweeted offensive remarks about the LGBTQ community on his personal Twitter account in late March.
