Accused Murderer Arraigned in Hero Officer's Death

One of two brothers accused of killing Philadelphia Police Officer Robert Wilson III was arraigned overnight Friday, the other remains in the hospital, restrained with the fallen hero's handcuffs.

Officer Wilson, 30, died Thursday from injuries sustained during an attempted robbery in the GameStop store at Hope Plaza Shopping Center at 2101 W. Lehigh Ave.

"He was making a security check and he was also picking up a gift for his 8-year-old son who had done exceptionally well at school, said Philadelphia Police Homicide Capt. Darrell Clark.

The father of two was in full uniform when brothers Carlton Hipps, 30, and Ramone Williams, 26, entered the store and announced a robbery, said investigators. The officer and the brothers engaged in a gunbattle which resulted in Wilson's death, Clark said.

"They were both firing at him," said Police Commissioner Charles Ramsey. "He was actually being hit during the exchange of gunfire but he continued to fight, continued to shoot until the fatal wound was fired and it brought him down."

Hipps was injured in a shootout with Wilson's partner outside the store following the attempted robbery. He's being restrained with Wilson's handcuffs in Einstein Hospital, according to police.

Williams tried to blend into a nearby crowd to avoid arrest after the deadly shooting. Witnesses pointed him out to authorities and he was taken into custody.

He was arraigned overnight Friday.

Both men face murder and attempted robbery charges.

Wilson was hailed a hero following his death and that title was cemented earlier Friday when surveillance video of the gunbattle inside the store was released.

The video shows Officer Wilson act immediately, moving away from store patrons before firing his weapon.

"Not only in doing his job did he protect the store, he protected the employees," said Capt. Clark. "Like I said before, he was a hero."

Officer Wilson is an 8-year veteran of the 22nd District Police. He leaves behind two sons, 8 and 1.

A trust fund was set up for the boys Friday. It's being managed by the Police and Fire Federal Credit Unions. Actor and comedian Dan Aykroyd has promised a donation to Wilson's children. He made the announcement during an appearance at the Philadelphia Flower Show.

Donations can be made at various branches around the city.

A mass to honor the fallen officer is scheduled for Sunday morning at St. Martin De Porres Church in North Philadelpia on Lehigh Ave. in North Philadelphia at 10 a.m.

Wolf's Tax Plan Differs from Campaign

Gov. Tom Wolf fleshed out the centerpiece of his election campaign this week — a bold blueprint for raising and spending billions of new state dollars to slash school property taxes, boost spending for education programs and make Pennsylvania's tax system fairer.

It also revealed some detours Wolf took along his path from candidate to governor.

An overhaul of Pennsylvania's income tax that Wolf said would generate revenue and enhance fairness received considerable news coverage during the campaign but did not make the final cut. It would have required the wealthiest people to pay more tax while allowing others to pay less.

Also, a 10-perent sales tax increase that was not prominent in the campaign discussion is now a major source of the money Wolf wants to finance his agenda.

K9 Joins Search for Missing Delco Teen

Police K-9 have joined a Delaware County community in the search for a missing 8th grader who walked away from his home four days ago and hasn't been seen since.

"Our son has now been missing for four days and three very difficult and cold nights," Cayman Naib's parents posted on the "Find Cayman" Facebook page.

The 5'7", 110 pound 13-year-old left his Newtown Square, Delaware County home Wednesday night. He left without his phone and has not been accessing his email or social media accounts.

The 13-year-old has been under pressure recently to get his school work done, according to his mom, who said Cayman may have feared having to admit he was behind and face the consequences both at home and The Shipley School.

"We think his leaving might have been sparked by an email that said he was going to fail a class if he didn't get something in by today," said his mother, Becky Naib. She was the last to see Cayman, who was doing homework before dinner. When the family sat down to eat around 7:15, Cayman was gone.

"We were trying to rule out that he got hit by a car and was on the side of the road or something. We had a massive search today," Naib said.

Becky Naib said Cayman has a tight group of friends who have all been interviewed by police and the school. They don't believe he's hiding out with anyone from school.

"The kids and the school have been incredibly supportive," she said.

With temperatures in the single digits at night, Cayman's mother said she thinks he'd seek shelter.

"I think unless he's hurt somewhere, I think he found a safe place to stay."

Newtown Township Police suspect Cayman ran away and say they have no reason to believe otherwise.

Still, the Philadelphia division of the FBI joined the search on Friday and a more professionally organized team, which includes police K-9, began combing the search area more extensively Saturday. The civil air patrol was assisting in the search as well. A bureau official tells NBC10 they are providing forensic investigation support as they often do with cases of missing juveniles.

Volunteers helped search for Cayman Saturday from 10 a.m. until 2 p.m. A staging area was set up at Episcopal Academy at 1785 Bishop White Dr., Newtown Sq., Pa.

"The one positive thing about this is how supportive our community has been," said a post on the Facebook page. "We are overwhelmed. We thank you and love you."

Anyone with information on Cayman is asked to call police at 610-356-0602.

$10K Reward for Arrest in Deadly Tow Truck Hit & Run

A $10,000 reward is now being offered for an arrest and conviction in the hit-and-run death of a 33-year-old woman.

The family of Theresa Pozzi made the announcement during a vigil at their home in South Philadelphia. She would have turned 34 on Saturday.

Pozzi was killed back on Dec. 23, 2014 after she was struck by a dark colored, older model Ford pickup or tow truck along the 8100 block of State Road in Northeast Philadelphia.

The truck suffered damage to its left front end after hitting Pozzi as she crossed the road, police said. Witnesses said she was thrown as far as 100 feet after being hit. She later died at the hospital.

"It hurts me to the point that not only did they kill my daughter, but they killed me," Pozzi's mother, Anna, told NBC10 as she sobbed. "They took a part of me that I can never get back again."

Police did recover a headlight lens that allowed them to narrow down the make and and age of the truck. But they are still asking for the public's help in finding the driver.

"How could you be so cold and so heartless that you can do that and drive away," the mother asked angrily. "Obviously you didn't have a guilty conscious because you didn't come forward."

A $10,000 reward is being offered to anyone with information leading to an arrest or conviction. The information must be presented before the end of March for the full reward, according to the family.

Anyone with information is asked to call the Philadelphia Police tipline at 215.686.TIPS.

"Prove You're Not a Landlord"

The city of Scranton recently ordered thousands of property owners to register their rental units and pay an annual fee — without knowing whether all of the letter recipients are, in fact, landlords.

The Times-Tribune of Scranton reports
the city sent letters to 7,800 property owners in an attempt to boost enforcement of a rental registration ordinance. The letters went to owners of multiple properties.

Patrick Hinton, director of the city's permits department, says the city had no other cost-effective way of finding out who owns rental property and who does not.

Resident Joan Hodowanitz, who got one of the letters, says she was told by the city's permits department to provide a notarized letter verifying she's not a landlord. She says she "told them where they could put the notarized letter."

Calif. Gamers Raise Money for Slain Officer's Kids

Members of California’s gaming community are showing their support for a Philadelphia Police officer who was shot and killed while buying a video game for his son.

Officer Robert Wilson III died Thursday after being gunned down during an attempted robbery at a North Philadelphia GameStop store. He was 30-years-old.

The 8-year veteran assigned to the 22nd District was in the store doing a security check and was in the process of buying a game for his 9-year-old son when the gunmen entered.

Police called Wilson a hero who drew away fire from store employees and continued to shoot at both suspects, even after being hit. Two brothers, 30-year-old Carlton Hipps and 26-year-old Ramone Williams, have been charged with the officer's murder.

Touched by Wilson’s story, Paul Punla, a blogger, video game dealer and collector from San Diego, California created a fundraiser for the officer’s two sons, calling on California’s gaming community to help.

“Nowadays gamers are labeled as lonesome and selfish individuals and I want to change that assumption,” Punla told NBC10. “The ultimate goal is to simply help a family in need.”

Punla also said his own personal relationship with law enforcement inspired him to create the fund.

“I am close friends with a lot of armed forces personnel and my brother has been serving in the USAF for almost 20 years now,” Punla said.

Punla went into detail regarding how the donations will be dispersed.

“As soon as someone donates, they see my business account so right there they can already see who it’s going to,” he said. “I am planning to giveaway as "reward levels" different video game memorabilia/games/promotional items to those who contribute certain amounts. From Skylanders to PS4 games, to books and posters. I have so my things collected over the years I figured why not give them away and raise money at the same time?”

You can visit Punla’s fundraiser page and make your own donations HERE.

Another trust fund was also set up for Wilson’s 8-year-old and 1-year-old son Friday. The fund is being managed by the Police and Fire Federal Credit Union. Donations can be made in person at the following branches:

Sister, Grandmother of Ofc. Wilson Speak Out

Shakira Wilson-Burroughs broke down in tears as she remembered her brother, Philadelphia Police Officer Robert Wilson III.

“I lost more than a brother,” she said. “He was my first friend, my true friend. I miss him.”

Shakira along with the officer’s grandmother Constance Wilson are speaking out for the first time since his death Thursday. Officer Wilson was inside a North Philadelphia GameStop store buying a video game for his son when two gunmen entered, officials said.

Wilson and the suspects “engaged in a fierce and violent gun battle” that resulted in the officer being shot multiple times, according to investigators.

Shakira shared her initial reaction when she first heard an officer in the 22nd District was shot.

“I texted him, ‘are you okay?’” she said. “I didn’t get anything back.”

Shakira soon learned the devastating truth. Her brother, a father of a 9-year-old and 1-year-old, had died from a gunshot wound to the head.

Police called Wilson a hero who drew away fire from store employees and continued to shoot at both suspects, even after being hit. Two brothers, 30-year-old Carlton Hipps and 26-year-old Ramone Williams, have been charged with the officer's murder.

“Everything that my brother achieved, they could’ve achieved,” Shakira said. “I’m tired of it! What did you really think you were getting from GameStop? You trudged through the snow to rob a GameStop! You could trudge through the snow to get a job!”

On Saturday, Shakira and Constance invited NBC10 into their West Philadelphia home, where Wilson’s citations for commendable police work adorn the walls. Constance also showed us a picture she took when her grandson finished the Police Academy in 2006.

“This is what he wanted to do,” Constance said. “He loved to do it. So we supported him.”

Though the West Philadelphia High School graduate knew the dangers of policing, Constance says he wasn’t afraid and that law enforcement was in his blood.

“My dad was a sergeant in Lawnside, New Jersey years ago,” said Constance. “My sister is with the Sheriff’s Department. I have a nephew that’s on the Camden Police Department.”

As for the two men accused of killing Officer Wilson, the family says they want justice.

“I don’t have my parents,” Shakira said. “They still have their family and brothers. I don’t have my brother.”

Shakira and Constance say they ultimately want Officer Wilson to be remembered for his love for his family and his dedication as a police officer.

A mass to honor the fallen officer will take place Sunday at St. Martin De Porres Church in North Philadelphia on Lehigh Ave. in North Philadelphia at 10 a.m.

A trust fund was also set up for Wilson’s two sons. The fund is being managed by the Police and Fire Federal Credit Union. Donations can be made in person at the following branches:

Operation Save Our City, a local community group, organized a rally for Officer Robert Wilson III. The event will take place Sunday at noon at 22nd Street and Lehigh Avenue, the same location where Wilson was shot and killed.

Wilson was inside a North Philadelphia GameStop store on Lehigh Ave. Thursday buying a video game for his son when two gunmen entered, officials said.

Pichardo also said organizers will hand out pamphlets to children and teens during the event with information on after school activities in order to keep them away from negative influences.

Several other community groups, including Mothers in Charge, are expected to attend. A mass to honor the fallen officer will also take place Sunday at St. Martin De Porres Church in North Philadelphia on Lehigh Ave. in North Philadelphia at 10 a.m.

Missing Delco Teen Found Dead

Friends and family are mourning a Delaware County teen.

Cayman Naib, a 13-year-old boy who went missing several days ago, was found dead Sunday, according to his family.

Naib's family made the announcement on Facebook Sunday afternoon.

The teen's snow-covered body was discovered around 2 p.m. Sunday in a shallow creek on the family's 17-acre property on Harrison Drive in Newtown Square, according to the Delaware County District Attorney's Office.

The Greater Philadelphia Search and Rescue Team, composed of 20 people and five dogs, made the discovery. Mark Hopkins, a member of the team, told NBC10 they found Naib covered in snow near a stone wall in a shallow area of the Darby Creek. They immediately called police after.

"It's difficult but you want the family to have closure so you can move on in the grieving process and that's all you can do sometimes," said Hopkins. "We all wanted a different outcome and this is the outcome we got unfortunately."

The teen's body was taken to the Delaware County Medical Examiner who is working to determine the cause of death.

NBC10 also reached out to a family spokesperson but she declined to comment further.

Naib was an 8th grade student at the Shipley School in Bryn Mawr. A memorial vigil was held at the school Sunday around 6:30 p.m. Steve Piltch, the principal of the school, released a statement on the teen's death.

"We are devastated by the loss of Cayman Naib," Piltch wrote. "He was a terrific kid, who was always willing to help and brought a smile to our faces. Our thoughts, love, and prayers are with the Naib family today and always. The Shipley community will continue to work together as we have through the search, to find the best ways to support the Naib family and each other, and perpetuate Cayman's legacy."

Naib went missing Wednesday night after leaving his Newtown Square home without his cellphone.

Becky Naib, the teen's mother, said her son had been under pressure recently to get his school work done. She said the teen may have feared having to admit he was behind and face the consequences both at home and The Shipley School.

"We think his leaving might have been sparked by an email that said he was going to fail a class if he didn't get something in by today," she said.

She was the last to see Cayman, who was doing homework before dinner. When the family sat down to eat around 7:15, Cayman was gone.

After he went missing, the family set up a "Find Cayman" Facebook page.

Newtown Township Police suspected Cayman ran away and said they had no reason to believe otherwise.
