Nutter Seeking 9% Property Tax Hike to Fund Schools

Philadelphia Mayor Michael Nutter is proposing a more than 9 percent property tax hike as part of his final budget, administration officials tell NBC10. The money generated from the increase would infuse cash into the severely underfunded city schools.

Nutter will ask for a 9.34 percent jump in property taxes during his budget presentation to Philadelphia City Council on Thursday. That would increase the property tax rate to 1.465 percent from 1.34 percent starting in the Fiscal Year 2016 which begins on July 1, 2015.

A Nutter Administration official said education is a paramount issue and the increase it will help fund the School District of Philadelphia appropriately.

School District of Philadelphia Superintendent Dr. William Hite said Tuesday the district needs $300 million to have a balanced budget. He's hoping $103 million of that comes from the city.

Despite an increase in the tax rate, officials say homeowners could still see a drop in their property tax bill in 2017 if a plan from Gov. Tom Wolf to reduce taxes statewide passes. Under the governor's Homestead proposal, the median property tax bill for Philadelphians would be $300 less than what they will pay this year, officials said.

The budget will also include increases in funding for the Departments of Licenses & Inspections, Parks & Recreation and Philadelphia Police, according to The Philadelphia Inquirer.

Another Teen Robbery Suspect Surrenders

A third teenager allegedly involved in a string of robberies in Philadelphia turned himself in to police Wednesday. NBC10 was there as the teen along with his mother and lawyer walked into Central Detectives early Wednesday evening.

Two other teens surrendered to authorities Friday in connection to the incidents, which police say took place in the Fairmount and Spring Garden sections of the city.

One robbery occurred at Benjamin Franklin High School on North Broad Street on Feb. 11 at 12:09 p.m.

The 18-year-old victim told police he was in the stairwell area when he noticed five teenagers. One of the teens said something but the victim could not understand him due to a language barrier.

Two of the teens then approached the victim from behind, grabbed his book bag and pulled it off of him along with his jacket, police said. Two other teens then stood in front of the victim. One teen grabbed the collar of his shirt and punched him in the chest while another grabbed his wrist and the two started struggling, according to investigators.

One of the teens then reached into the victim's pocket, took his cellphone and threw it to the floor, police said. They then allegedly went through the victim's pockets again, pushed him against the wall and fled out the door after another student entered the stairwell.

The 18-year-old suffered a bruised wrist.

On Feb. 20 at 3:45 p.m., a 13-year-old boy was walking north on the 700 block of North 22nd Street from Fairmount Avenue when he was approached from behind by four teenagers, police said.

One of the suspects wrapped his arms around the boy’s neck and wrestled him to the ground. The teens then stole the boy’s iPhone and fled the area. The boy suffered injuries to his lip and cuts to his left hand due to the attack.

The two 15-year-old boys who surrendered Friday night may also have been involved in another robbery at Benjamin Franklin High, police said.

Investigators also said the teens may have also been involved in three other Philadelphia robberies, including one in which a woman was sprayed with mace.

Police said all four suspects are between the ages of 14 and 16. They continue to investigate.

Mom Indicted for Attempted Murder of Infant After Jumping from Jetty

A mother has been indicted in the attempted murder of her infant daughter after jumping into ocean from a jetty with the young girl, prosecutors in Atlantic County, New Jersey said.

Patricia Shurig, 24, was indicted on Tuesday in the incident that happened in Atlantic City on the evening of Oct. 26, 2014. Authorities said she leapt off a rock jetty on the Atlantic City Inlet holding her one-month-old daughter, Krishna.

Witnesses called 911 and rushed to pull them from the water. Krishna was not breathing, but was revived after the good Samaritans performed CPR.

Shurig's sister, Amanda Husta, told NBC10 last year Shurig was suffering from postpartum depression but did not indicate she planned to harm the child.

"I don't want people to think poorly of her because of her mental illness," said Husta. "I definitely want them to be understanding of the situation."

Police previously charged the mother with Aggravated Assault. She is out on $100,000 full cash bail.

If convicted, Shurig could face a maximum of 30 years in prison.

Vandals Do $1,000 in Doughnuts: Police

Nearly a month after at least two pickup trucks did doughnuts on South Jersey athletic fields, police asked for the public’s help to find the drivers.

The vandalism in the early hours of Feb. 11 left $1,000 in damage to Veteran’s Memorial Park along Ocean Heights Avenue in Egg Harbor Township.

Witnesses told police two vehicles — one an older model red pickup and the other a small gold pickup — drove recklessly across the grass turf.

The doughnuts left mud ruts in the field.

Police hope someone knows something about the pickups involved. Anyone with information is asked to contact Egg Harbor Township Criminal Investigation Bureau at 609-926-4051 or Crime Stoppers at 1-800-658-8477.

'Steve Harvey' Moves to Cozi, Snow Coverage on NBC10

Dashcam Video Shows Tanker Truck in Flames

The tense moments after a tanker truck went up in flames along a South Jersey road.

That’s what dashcam video from a Delaware River Port Authority officer's cruiser shows of the crash along the Route 90 eastbound on-ramp to US Route 130 north in Pennsauken, just east of the Betsy Ross Bridge, on Feb. 23.

The TK Transport truck was carrying about 8,000 gallons of fuel when it ignited.

In the nearly hourlong dashcam video, responding officers talk to nearby residents as they worry that the driver could still be in the burning vehicle. The driver however made it out.

Pennsauken Police Capt. Michael Probasco told NBC10 the truck overturned around 11 a.m. while its driver, Brian Ervin, navigated the ramp. For some reason, the 43-year-old lost control sending the truck into a guardrail before landing on DRPA land. The impact ruptured the tractor-trailer's tank and the gasoline began to burn.

Ervin was treated for minor injuries. No one else was hurt.

Flaming fuel poured out of the truck, running across the graded ramp, down an embankment and perilously close to the backyards of homes. A second fire started in a small wooded area behind homes.

In the dashcam video, police can be heard telling drivers to avoid the scene as they discuss plans to evacuate residents from nearby homes.

 

Strong northwest winds kept the thick smoke from rising, forcing it to stay close to the street. Still, the plume could be seen from miles away in Cherry Hill and across the river in Center City Philadelphia.

"It’s just jet black smoke. I’ve never seen so much smoke," resident Florence Panto said, panting while describing the scene. The woman suffering from emphysema was concerned about being able to smell the acrid chemical through her closed doors and windows.

"It scratches your throat and like I said I’m about six houses down," she said. "So I mean I believe we’re in a good spot, but I’m sure the people right up the street, they have to be evacuated."

 

The ramp remained closed for several days after that crash.

No charges have been field and the exact cause of the crash remained under investigation.

Main Line 8th Grader Goes Missing

A frantic search ensued after a 13-year-old Main Line middle schooler went missing nearly 24 hours ago.

Cayman Naib, an 8th grader at The Shipley School in Bryn Mawr, went missing around 6:30 Wednesday evening, Newtown Police said.

Naib has brown hair and brown eyes and weighs about 110 lbs. He was last seen wearing a gray down jacket, black ski pants and hiking boots.

The teen could be in the Radnor or Wayne area or may have purchased a train ticket to Philadelphia, said investigators.

Anyone with information is asked to call Newtown Police.

WATCH: SEPTA Bus Spins Out

Snowy roads won the battle before a SEPTA bus, flatbed truck and passenger car won the war along an especially slippery Delaware County road Thursday morning.

As snow fell on Newtown Road in Newtown Square, Pennsylvania, the SEPTA bus could be seen spinning its tires for quite some time before it finally was able to get moving. The truck took a while to get moving as well and it took a local police officer’s push to get the car off the snowy road.

Many area schools and public offices closed Thursday as inches of snow fell on the region.

Collapse at 5-Story Building in West Kensington

Hundreds of bricks fell on fresh, white snow after the roof of West Kensington building collapsed in the midst of a snow storm Thursday afternoon.

A part of the roof of the five-story apartment building on 2nd and Turner sts. caved in around 2 p.m. causing bricks to fall from the sky to the ground below.

Normally, that the area would be packed with cars, but those cars had been moved before Thursday's snow, said neighbors.

"I was shoveling and I heard the high tension wire starting to make noise," said witness Abiola Collis. "As soon as I looked up, I saw that were, like on fire, and that's when I heard a boom noise and realized that it was the building that fell to the side."

Crews on the scene tell NBC10 they believe it was the weight of the snow and ice that caused the collapse.

A resident was removed from the third floor of the building and transported to a nearby hospital for evaluation, officials said.

The building is owned by Kensington South Community Development Project who were in the process of raising money for a new roof, according to officials.

Turnpike Reopens After Big Rig Crash

A tractor-trailer jackknifed on the Pennsylvania Turnpike in Chester County as snow fell Thursday afternoon.

The crash caused the westbound lanes of the turnpike to be shut down between the Valley Forge (Exit 326) and Downingtown (Exit 312) interchanges around 1:45 p.m. The roadway remained closed until just before 6 p.m.

The detour at I-76 westbound was also lifted at Exit 326 and the Turnpike is open to westbound traffic.

Pennsylvania State Police said one person suffered a head injury.

There were two other separate crashes between mile-markers 314 to 315 westbound.

Troopers detoured motorists around the closed stretch suggesting drivers take U.S. Route 202 south for 12 miles to U.S. Route 30 West for 2,5 miles to state Route 100 north for five miles to Downingtown.

Snow Plow Truck Hits Denny's Restaurant

A snow plow truck struck a Denny’s restaurant in Delaware County Thursday.

The accident occurred at a Denny’s on the 5300 block of Baltimore Pike in Clifton Heights at 1:43 p.m.

A witness told NBC10 a truck driver was plowing the parking lot of a nearby Wawa store when he accidentally hit the gas pedal, went over a snow embankment and hit the outside wall of the Denny’s.

The collision didn’t cause any damage to the restaurant and no one was injured. The Denny’s is still open.
