Watch: Man Steals Woman’s Puppy: Police

Philadelphia police are searching for a man who investigators say was caught on surveillance video stealing a woman’s puppy.

The 20-year-old woman told police she went inside the Rite Aid store on the 2500 block of Aramingo Avenue Monday around 11 a.m. She left her five-month-old pit bull tied to a pole in front of the store as she shopped inside.

When the woman walked out of the store, her puppy was gone.

Surveillance video from the area captured an unidentified man taking the dog from the pole and fleeing the scene in a Royal blue SUV.

The woman’s dog is described as a grey and white 5-month-old pit bull.

Car Smashes Through NJ Cluck-U

A car smashed through the storefront of a Cluck-U in a New Jersey strip mall Tuesday, scattering debris, shattered glass and broken chair pieces around the eatery and marking the second time in six years a vehicle has careened into the restaurant, authorities say.

Police say the vehicle, driven by a 71-year-old woman from Holmdel, plowed through the Cluck-U on Water Street in Red Bank shortly after noon.

A 37-year-old customer hurt his leg and an employee reported a hand injury, but both refused medical treatment at the scene, police said. It wasn't clear if the driver was taken to the hospital. 

No summonses have been issued, and the investigation is ongoing. 

In 2009, a Red Bank man was injured when his SUV crashed through the same shop. Last year, a car smashed into a sandwich store in the strip mall.

Owner Andrew Ilvento told The Two River Times, which has an office around the corner, that Tuesday's accident was the worst of the three.  

The building has been deemed structurally sound, police said, but the business will remain closed until repairs can be made.

Region Prepares for Heavy Snow During Final Part of 3-Part Storm: Heavy snow is expected to hit the region on Thursday. The snow event will be the third in a 3-part storm that dumped several inches of ice and rain in areas throughout the region on Sunday and Tuesday. Wednesday's mild temperatures and rain are expected to change over to snow and freezing temperatures by late Wednesday and into Thursday morning. Some areas could see as much as a half-a-foot of snow.

According to TMZ, a boxer/actor jumped out of the boxing ring while a scene was being filmed and attacked an actor who was playing his corner coach. Stallone reportedly helped break up the fight.

Coal Mine Blast Kills 30 in Rebel-Held East Ukraine: More than 30 people were killed in a blast at a coal mine in eastern Ukraine on Wednesday. Dozens more who were underground at the time of the explosion are still unaccounted for. Local officials said about 70 people were working in the mine when the explosion happened. The cause of the blast in the Zasyadko coal mine has not yet been confirmed.

Will Revel Sell?: A bankruptcy court judge in Camden on Wednesday is scheduled to consider an attempt to sell Atlantic City's former Revel Casino Hotel. City Council Considers Raising Minimum Wage

The current minimum wage in Pennsylvania has remained at the federal minimum of $7.25 since 2014. With President Obama’s push for a raise to $10, a coalition of workers has formed to ask for even more.

Proponents will gather Wednesday at Philadelphia City Council to push for an increase in minimum wage to $15 an hour. Fast food workers, business owners, faith-based leaders, economists, professors and student workers are scheduled to attend and testify before council.

The struggle for $15 is a movement that has sparked fierce debate about how to tackle rapidly increasing income inequality in the United States. The last several months have brought victories for millions of workers.

Last week Wal-Mart caved to organized workers and agreed to pay a $10 minimum wage by 2016. In June 2014, Seattle passed a $15 wage. On Election Day 2014, San Francisco and Oakland voters passed wage increases.

Philadelphia workers hope to be next on the list of minimum wage success stories.

Garage Fire Spreads to Adjacent Home, Car

Firefighters from several departments were called to a property in Lower Moreland for reports of a garage fire that then spread to the adjacent home. Everyone made it out of the Manor Road house safely and crews put out the fire as well as a vehicle that was in flames just outside of the home.

Donna Krupp, who is accused of setting the fire that burned down her neighbor's home in Limerick, Pennsylvania back in December, will be arraigned Wednesday. Investigators say Krupp set the fire to the police detective's house because she blamed him for the arrest of her son.

Fire Alarm Goes Off at City Hall

A fire alarm evacuated people from Philadelphia’s City Hall Wednesday morning.

NBC10 crews on the scene said the alarm went off around 9:45.

People could see seen streaming out of the building and NBC10 cameras captured Mayor Michael Nutter outside the historic building as firefighters responded to the scene.

After a little more than 30 minutes, people began to re-enter the building.

Firefighters didn’t reveal the cause of the alarm.

New Action Plan for Philly Schools

Philadelphia School District Superintendent William Hite addressed issues facing his school district at a news conference Thursday morning.

Called Action Plan Version 3.1, the new directive will organize schools by neighborhood and expertise, offer job development activities and will secure funds that prioritize student needs, according to Hite.

All of this works toward the district's goals of getting students ready for college and careers and improving reading skills.

Proposal to Change Pa. Charter School System Advances

Pennsylvania lawmakers are moving ahead with a proposal to change the rules under which Pennsylvania's charter and cyber-charter schools operate.

The House voted 118 to 78 on Wednesday in favor of a Republican-backed bill that would provide funding for the schools directly from the state Department of Education rather than passing through school districts.

It would save districts an estimated $27 million in what they pay cyber charters, partly by letting them deduct food service costs.

The measure also includes provisions designed to improve accountability, ethics and governance.

Democratic opponents argue it would weaken the state charter appeals board by adding two members from charter schools. They say there's a need for mandatory audits to determine how much the schools spend on education.

The bill was sent to the Senate.
 

Student Arrested While Recording Cop Goes to Trial

A college student arrested as he photographed a Philadelphia police encounter with a homeless woman has taken his lawsuit against police to trial.

Jurors must decide who started the 2011 confrontation in Rittenhouse Square and whether Officer George Gaspar Jr. had cause to handcuff Coulter Loeb and charge him with disorderly conduct.

Assistant City Solicitor John Coyle describes the former photojournalism student from Cincinnati in opening statements Wednesday as "a meddlesome 24-year-old" from a privileged background and the officer as "a Philly guy" who never went to college.

The American Civil Liberties Union represents Loeb and argues that Philadelphia Police routinely harass people trying to photograph them.

City officials say Loeb was interfering with Gaspar's work as he tried to remove an overnight camper from the upscale neighborhood park.

Retired Doctor Stole Disabled Son's Benefits: DA

Federal prosecutors say a retired plastic surgeon stole more than $80,000 in social security benefits from his severely disabled son.

Richard McShane faces one count of theft of government funds and four counts of wire fraud. The 78-year-old Chatham resident was arrested Wednesday and is due to make his initial court appearance later in the day.

Prosecutors say McShane's son suffered severe brain injury after a 2004 car accident that killed his mother, McShane's wife. The child also suffered other permanent and life-threatening injuries, including partial paralysis in his upper and lower extremities.

Between 2005 and 2012, prosecutors say McShane falsely represented to the Social Security Administration that his son lived with him in the United States.

Officials say the child actually lived with his maternal grandparents in Ukraine.

Fattah, Jr.'s Fraud Trial Delayed

The scheduled fraud trial of a congressman's son won't start as scheduled next week after a federal appeals court agreed to consider his pretrial appeal.

Federal prosecutors this week have also filed a revised indictment against Chaka Fattah Jr.

The 32-year-old Fattah is accused of lying to obtain more than $200,000 in business loans.

He is also charged with misusing some of the $930,000 in federal educational contracts he received.
Fattah Jr. in court Wednesday pleaded not guilty to the new charges. He remains free on bail.

His father, Chaka Fattah, is a Democratic congressman from Philadelphia who is also the subject of an ongoing federal investigation. It's unclear if the cases are related.

The Fattahs suggest they are politically motivated.

The son in his appeal accuses the Justice Department of prosecutorial misconduct.

Congressman Chaka Fattah is married to NBC10 anchor Renee Chenault-Fattah.
