Wrestling Coach Accused of Having Sex With Teen

A wrestling coach at a Delaware High School that has won several state championships is accused of having sex with a female student.

Richard Howell II, 50, of Wyoming, Delaware is charged with continuous sexual abuse of a child, 15 counts of sexual abuse of a child by a person of trust and two counts of fourth-degree rape.

Howell, a wrestling coach at Caesar Rodney High School in Delaware, was involved in a sexual relationship with a 17-year-old female student at the school from March, 2014 to Dec. 2014, police said. Howell and the teen allegedly had sex at least nine different times on school grounds as well as several times at his home in Wyoming, Delaware.

Howell turned himself in to police Wednesday afternoon. He was released after posting $10,000 secured bond. He was ordered to have no contact with the victim or anyone under the age of 18.

Howell has been the head wrestling coach at Caesar Rodney since 1991, according to Delaware Online. Under Howell, the high school has won eight DIAA Division 1 dual meet state championships. Delaware Online also reports Howell won the DIAA Individual championship when he was a sophomore at Newark High School in 1980.

Howell was suspended with pay, according to Caesar Rodney School District Superintendent Dr. Kevin Fitzgerald. A spokesman said the District is cooperating fully with the police investigation.

Man, Teen Struck in Shooting Outside Grocery Store

A man and a teen boy are both recovering after a shooting outside a grocery store in the Kensington section of the city.

The 21-year-old man and 15-year-old boy were on the 400 block of West York Street Wednesday night when an unidentified gunman opened fire before fleeing the scene.

Both victims were struck. The man was taken to Temple University Hospital while the teen was taken to Episcopal. They are both in stable condition.

Investigators found six shell casings at the scene of the shooting. No arrests have been made and investigators have not released a description of any suspects.

Police are currently searching through surveillance video from nearby stores.

Former Chief Integrity Officer Dies at 57

Friends and family are mourning Philadelphia’s first Chief Integrity Officer.

Joan Markman passed away on Wednesday after a long battle with cancer. She was 57 years old.

"We're devastated and deeply saddened at the news of the passing of our friend Joan Markman," Mayor Michael Nutter said in a statement. "While we knew that Joan has been very ill, she's also maintained an incredible level of activity and focus in a huge battle against the disease that has challenged her for the last few years. Joan was tough, a fighter, and an exemplary public servant who believed in integrity, who believed in the goodness of people, and she loved her work. We will all miss her. Philadelphia is a better city because of her."

Markman joined the Nutter administration in 2008 and served as the city’s first Chief Integrity Officer. She left in Jan. 31, 2014 while dealing with the side effects of chemotherapy for a recurrent cancer.

As the city's first Chief Integrity Officer, Markman as well as her colleague Inspector General Amy Kurland, trained city employees in ethics rules, launched the website IntegrityWorks and discovered an overcharge related to a proposed long-term contract to build and operate a solid waste treatment facility which ultimately saved Philadelphia more than $9 million.

“As the City’s first ever Chief Integrity Officer, Joan Markman infused everything she did with the highest professional and ethical standards,” Mayor Nutter said. “She promoted the concepts of honesty, integrity and transparency in government service.”

Before joining the Nutter Administration, Markman served as a federal prosecutor for the U.S. Attorney’s Office in Philadelphia for more than 20 years. She also worked as an Assistant District Attorney in Philadelphia.

A memorial service for Markman will take place at 3 p.m. Jan. 18 at Society Hill Synagogue on 418 Spruce Street, Philadelphia.

Police Search Home of Murder Suspect's Parents

Police searched the home of the parents of a man accused of killing his wife, whose body still has not been found.

Four police cruisers arrived at Kyle Crosby's parent's home in Sicklerville, New Jersey Wednesday night. The Prosecutor's Office told NBC10 they were investigating the home but did not go into further detail.

Police collected evidence while searching around the home as well as a wooded area behind the house. They also focused their search near a shed in the back of the property. Workers with the Child Protective Services (CPS) also removed a baby from the home. They finally left the house shortly after midnight.

On Tuesday, Crosby, 28, of Mt. Laurel, was charged in the death of 26-year-old Erica Crippen Crosby, his wife of about a year. Kyle and Erica Crosby's 2-month-old child was placed in the custody of Kyle's parents after Erica went missing. Officials have not yet revealed whether the baby taken from the home is Crosby's child. 

Crosby, who went missing shortly after he was first questioned in Crippen Crosby's disappearance, was taken into custody Tuesday following a traffic stop and short foot chase in Bellmawr Monday night. He was driving his wife's missing red 2000 Ford Taurus before he took off, police said.

Kyle Crosby battled drug addiction and had gone on a drug binge in Camden with another woman after his wife went missing, her family told NBC10. Crosby and the woman sold some of Erica's clothing for drugs, they said.

Before Monday, Crosby's phone was disconnected and he hadn't shown up for work since he was first questioned, according to relatives.

The mother of two was last seen at a restaurant in Cherry Hill with her husband on Dec. 31. She posted a new photo on Facebook just before 11 that night and hasn't been heard from since.

Crosby alerted his wife's family of her disappearance the next day, they said.

"It's not like Erica to just walk out of the house and leave her kids," said the victim's cousin Sonay Ramos-Kellan.

Erica Crippen Crosby left the couple's apartment that night without her coat, keys or purse, according to her family who searched the home last week.

"The shower curtain is missing, the sheets from the bed are missing," said cousin Barbara Kellan.

The couple got married last summer after Kyle was released from jail, said Crippen Crosby's family. They have a 3-month-old daughter together. Erica has a 7-year-old daughter from a previous relationship.

"If you all were arguing you could have come to me or walked away," said Janiya Crippen, Erica's sister. "Kyle, she loved you! She loved you so much! She really wanted you to do better! He was in a rehabilitation center last month, trying to get clean. She loved him. And she wanted him to be a better father to her kid."

Crosby was also charged with child endangerment last week following a wellness visit on Jan. 7 after his 7-year-old stepdaughter missed school. He filed a missing-person report for Erica that day.

"We care about Erica," said her best friend Amaris Torres. "We need her home. Dead or alive, we want her."

Crosby, who has a history of assault and drug charges, is being held in county jail on $1. 2 million bail. During a hearing Tuesday afternoon, Crosby told a judge he'll likely hire a private attorney and does not want a public defender.

Erica Crippen Crosby's body has not been located.

"I'm hoping that Kyle softens his heart and just tells us where she is," said Kellan. "This is a sad, sick situation." 

Big Rig Fatally Strikes Pedestrian

Police are investigating after a tractor trailer fatally struck a pedestrian in New Jersey.

The crash happened just before 9 p.m. Wednesday on eastbound Interstate 78 at milepost 32.3 in Bridgewater, police said.

The pedestrian was not identified. No further information was immediately available. 

NJ Lines Grow for $1.69 Gas; Analysts Say Prices Not Done Falling

It's one of the rare occasions drivers in New Jersey don't seem to mind waiting in their cars.

"I've been here for 10 minutes. To save this much, it's worth it," Brian Stellman said at a Costco in Clifton, where lines snake around the block for gas as cheap as $1.69 per gallon of regular.

As the price of crude oil has collapsed and sent gas prices tumbling, drivers seeking to take advantage of low prices in New Jersey are finding longer lines at gas stations. But no one seems to mind.

"To me it's once in a lifetime," said Helena Matthews, who was also waiting to fill up. "Never seen it like this before."

One Clifton resident said he didn't think he'd seen gas prices this low in more than 10 years.

"I'm saving $20 to $30 depending on where I fill up," Pedro Bonsignor said.

According to the website Fuel Gage Report, a gallon of regular unleaded last January cost a little more than $3. Now, the national avg is $2 per gallon.

CNBC's Dominic Chu believes there could be an economic downside to the price drop.

"Lower gas prices may mean the economy may be slowing down," Chu said. "That is a huge concern for investors."

Analysts also say the supply of oil and gas, at least for now, outweighs the demand.

"The U.S spent the last few years ramping up oil and gas production, adding a lot more supply to the market," Chu said.

But in New Jersey, drivers say they are too busy counting their savings to be concerned with why prices are so low. Matthews, for one, said she planned to spend her savings at the pump on clothes and a new phone. 

Analysts say gas prices have could get even lower before they start to creep back up.

Deadly, Fiery Crash on I-95 in New Jersey

A tractor-trailer and car collided along Interstate 95 in New Jersey leaving at least one person dead and the roadway closed early Thursday.

The deadly wreck left I-95 northbound closed near Exit 4 (Route 31) in Hopewell Township, Mercer County, around 3 a.m., said New Jersey State Police.

The car burst into flames and the motorist died on the scene.

After closing down the roadway as they investigated, police slowly reopened lanes but as of 5 a.m. two lanes remained closed.

U.S. Route 1 could be used as an alternate.

University Scholarship to Honor Murdered Graduate

Nearly a year after a Philadelphia architect was gunned down, her alma mater is honoring its young graduate lost too soon.

A gunman trying to swipe her purse shot and killed Amber Long on Jan. 19, 2014 along Front Street in Northern Liberties. Long was just 26.

Amber and her mother Stephanie were walking to their car when two robbers attacked them. One robber snatched Stephanie’s purse and ran away while the other stole Amber’s, according to surveillance video released by Philadelphia’s homicide unit. Before that robber fled, he shot Amber in the chest at point blank range said Cpt. James Clark.

Shortly after the shooting, police received a tip and questioned two men that fit the robbers’ descriptions but the men were eventually cleared of the crime and the tipster was charged with falsifying reports to police.

Despite a $37,000 reward for information, Amber’s murderer and the other robber remain at large.
Long graduated from Philadelphia University in 2011 from their architecture program and then went on to work for NEST architecture in Center City.

So far the university has raised $19,000 of their $25,000 goal they hope to reach by Monday for the Amber Long ’11 Scholarship Fund to help future deserving architecture students at PhilaU.

A flier advocating people to donate to the scholarship fund put out by PhilaU reads, "Make a Difference! Give to the Amber Long '11 Scholarship Fund, and assure that other rising stars with her passion for Sustainable Architecture Design can carry on her dreams. Amber made a difference to everyone around her. She took joy in every aspect of her life, and she excelled not to beat anyone, but to do her personal best."

The scholarship will be awarded to a student with that same passion for sustainable design enrolled in Philadelphia University's Architecture program.

Crews Finally Stop Geyser After Pipe Breaks

A water main break in Northeast Philly caused water to spew 200 feet into the air and left a worker trying to stop the water injured.

It took more than 12 hours to stop the gushing water.

The 10-inch pipe broke around 7 p.m. Wednesday at Blue Grass Road near Grant Avenue. Workers with the Philadelphia Water Department were at the scene for hours trying to shut down water lines and isolate the break.

While trying to stop the break, a Philadelphia Water Department employee suffered undisclosed injuries.

The pipe serves as a fire service connection used to feed a sprinkler system inside a nearby business. Workers had trouble reaching the break as it sits between an auto body shop and a car dealership. They also dealt with the freezing cold temperatures that caused the water to ice over.

Unable to shut off the main, the workers left the scene late Wednesday night and planned on returning Thursday morning. Water could still be seen spewing into the air through the early morning until being shut off around 8 a.m.

No homes appeared to loss water service from the break.

Homes Catch Fire in South Jersey

At least three mobile homes caught fire early Thursday in South Jersey.

The blaze broke out around 6:30 along the 1700 block of Crown Point Road — that’s just off Interstate 295 — in West Deptford, said Gloucester County dispatchers.

Medics rushed one person to Crozer Chester Medical Center with undisclosed injuries.

As Sky Force10 hovered overhead, smoke could be seen pouring from multiple trailers as firefighters tried to bring the fire under control.

The blaze left one home leveled and two other damaged.

Water Main Break Closes High School

A water main break closed a Delaware high school Thursday.

The break along Foulk Road in New Castle County caused the Brandywine School District to close nearby Brandywine High School.

“BHS students and staff should not report,” read a message posted to the district’s website. “All other schools in BSD will open on time.”

The district warned for people to avoid Foulk Road between Silverside and Shipley Roads as crews worked to fix the break.

Video Shows NJ Mayor's DUI Arrest

Newly obtained video from a police dashboard camera shows a South Jersey mayor being arrested for driving under the influence and asking officers to call that town's mayor about the detainment.

Paulsboro Mayor W. Jeffrey Hamilton was pulled over along Paulsboro Road in Woolwich Township, New Jersey around 12:30 a.m. on Dec. 20, 2014, police said. An officer began pursing him after another driver called 911 about a person driving erratically and blowing a red light, according to the police report.

In the 24-minute video provided to NBC10 after an open records request, Hamilton identified himself as Paulsboro's mayor and told officers he was heading home from his brother's house in Woolwich Township.

According to police, Hamilton smelled like alcohol, had slurred speech, experienced trouble finding his driver's license and car registration and failed three field sobriety tests before being taken into custody.

Hamilton, who works part-time as mayor, tells officers to call their town's mayor, Sam Maccrone.

"Call the mayor," he said. "We're buddies together."

Officers instead placed Hamilton under arrest and took him back to their station. His 2006 silver Chrysler 300 was towed.

There, police said he failed to properly provide a breathalyzer test. He was charged with Driving Under the Influence, Reckless Driving and related offenses.

NBC10 made multiple attempts to contact Hamilton at his home and Paulsboro town hall, but have been unsuccessful.

Delaware Police-Involved Shooting

A man was struck by a bullet fired by police in New Castle County, Delaware after he opened fire on officers during a routine traffic stop Thursday evening.

The shooting happened in the area of Vandever Ave. and Lamotte St. -- just blocks from a pro-police rally -- around 5 p.m.

Police say that the incident began as a routine traffic stop when the 25-year-old suspect opened fire. Officers fired back, hitting the man, officials said.

No officers were injured. The shooting victim was transported to Christiana Hospital in unknown condition.
