Philly Police Mourn Slain NYPD Officer Wenjian Liu

More than six dozen Philadelphia Police officers took a solemn trip to New York Sunday to stand side-by-side with forces from around the country as they mourn NYPD Ofc. Wenjian Liu.

"Regardless of what police department you represent," said Philadelphia Police Ofc. Jason Sommerville, "we are all one fraternity of brothers and sisters in blue."

Sommerville made the same difficult journey to New York on Dec. 28 to attend the funeral of NYPD Ofc. Rafael Ramos, who was killed, along with Liu, when Ismaaiyl Brinsley ambushed them as a they sat in a patrol car on a Brooklyn street.

"It was very surreal," Sommerville said, describing the services for Ramos.

"Every single officer in attendance for Ofc. Ramos' funeral," he continued, "in the back of their minds, I'm sure they were thinking, this could be them."

Thousands stood in the frigid rain Saturday outside the wake for 32-year-old Liu, a newlywed who had dreamed of becoming a police officer since high school.

"He was looking forward to having his own family," Liu's relatives said in a written statement after his death. "Wenjian was proud to be a New York City officer."

The same turnout occurred Sunday for his funeral, which began with Buddhist monks leading a Chinese ceremony. A traditional police ceremony followed.

About 80 officers departed the Fraternal Order of Police Lodge 5 along Caroline Road in Northeast Philly around 6 a.m.

Both Liu and 40-year-old Ramos were posthumously promoted to detective. New York also plans to honor them by renaming streets near their homes.

New York Mayor Bill de Blasio attended the Sunday services. He drew salutes from some officers as he arrived at the Wake Saturday, a stark change from their behavior at Ramos' funeral where many turned their backs on their city's leader.

NYPD Commissioner Bill Bratton urged his department to act respectfully towards de Blasio at Liu's funeral.

"A hero's funeral is about grieving, not grievance," he said. "I issue no mandates, and I make no threats of discipline, but I remind you that when you don the uniform of this department, you are bound by the tradition, honor and decency that go with it."

However, during de Blasio's remarks at the funeral, some officers again turned their backs. Before the ceremony, retired NYPD officer John Mangan stood across the street from the funeral home with a sign that read: "God Bless the NYPD. Dump de Blasio."

Patrolmen's Benevolent Association President Pat Lynch said after the display of disdain Sunday that officers "have a right to have our opinion heard, like everyone else that protests out in the city" and noted that officers' "organic gesture" was outside the service. The mayor got a respectful reception among police officials inside.

The NYPD declined to comment, and de Blasio spokesman Phil Walzak said the mayor was focused on honoring the fallen officers.

The two officers' deaths escalated the already raised emotions of those participating in the tense national debate over police-involved deaths of unarmed black men.

Brinsley, who committed suicide shortly after the fatal shooting on Dec. 20, referenced both Michael Brown and Eric Garner in online posts ahead of the attack.

Jury selection is scheduled to begin Monday in the case of former Philadelphia sportscaster Donald Tollefson, who is charged with stealing more than $300,000 by selling fake sports-themed trips that he said would help various charities.

The 62-year-old Tollefson pleaded guilty in September but withdrew his plea last month before his sentencing. Tollefson said he decided to take back the plea and fight the charges after praying and determining he was innocent.

On Friday, Bucks County Judge Rea Boylin agreed to allow Tollefson to represent himself, with the assistance of court-appointed attorney Robert Goldman.

At the time of his guilty plea, Tollefson's defense attorney, Sharif Abaza, said Tollefson had been sober about a year after battling alcohol and drug addictions for years. Abaza did not agree or recommend that Tollefson withdraw his guilty plea before ceasing to be his attorney.

Tollefson worked for the ABC and FOX affiliates in Philadelphia for many years.

He was arrested in February and charged with defrauding at least 200 victims through travel packages to the Super Bowl or other sporting events.

Tollefson took money for nonexistent tickets and claimed some of the money would go to charity, said Matthew Weintraub, chief prosecutor at the Bucks County district attorney's office.

Weintraub said Tollefson booked some legitimate packages but, over time, "the wheels just fell off," and customers had nothing to show for their money.

A woman was killed and three people were taken to hospitals after two vehicles collided on a southern New Jersey roadway.

Galloway Township police said 33-year-old township resident Kathia Cruz was killed in the crash, which occurred around 6:20 p.m. Saturday on Aloe Street.

Police say Cruz was driving eastbound when she ran a stop sign. Her car collided with a sport utility vehicle driven by 38-year-old township resident Robert Gardner, forcing both vehicles off the roadway.

Cruz was taken to a hospital, but was pronounced dead a short time later. Two passengers in her car were hospitalized with "serious" injuries, but further details were not disclosed.

Gardner was treated for minor injuries.

A stretch of the roadway was closed for about two hours while authorities investigated the crash.

Several charges have been filed against a sub shop employee accused of using a cellphone to secretly record three teenage boys in the shop's bathroom.

Englishtown police tell the Asbury Park Press that 29-year-old David Gaspar-Santiago, a Mexican citizen living in Freehold Township, was arrested Friday after the teens -- ages 14 and 15 -- found the phone, which was recording video.

When the teens told the restaurant's manager about the phone, he allegedly confronted Gaspar-Santiago. Authorities say the worker then retrieved the phone and erased the videos.

Gaspar-Santiago was charged with invasion of privacy, child endangerment and tampering with evidence. His bail was set at $90,000 cash and it wasn't known Sunday if he has retained an attorney.

UPDATE: Funeral arrangements for Shane

The death of Shane Montgomery was likely an accident, according to his family.

The Philadelphia medical examiner's office confirmed Sunday Shane's autopsy is complete. While the official results have not yet been made public, Shane's uncle Kevin Verbrugghe told NBC10 his nephew's death was likely accidental, based on conversations he's had with investigators.

Officials have not confirmed the body pulled from the Schuylkill River Saturday is the 21-year-old Roxborough native, however his parents, Karen and Kevin Montgomery, identified the remains as their son a few hours after divers made their discovery.

Police sources told NBC10 he was wearing the same clothes his family remembered him wearing the night of his disappearance.

The West Chester University senior was last seen early Thanksgiving morning after leaving leaving Kildare's Irish Pub, located on Main Street in the city's Manayunk neighborhood, around 1:45 a.m.

Surveillance video captured Shane walking toward the Schuylkill River after he left the bar, a key piece of evidence that led investigators back to the water as search efforts continued.  Three weeks into the investigation, a group of volunteer divers from Garden State Underwater Recovery Unit found the Roman Catholic High School alum's keys in the river.

The discovery Saturday ended a harrowing five weeks for his family members, who told NBC10 they texted Shane every day since he went missing.

Kevin Verbrugghe said he texted his nephew "come home" Saturday morning.  Hours later, his body was found.

"Today we have done what we promised," Karen said, choking back tears as she stood alongside her husband in the frigid rain. "We found and brought Shane home."

As the parents concluded their remarks, they asked for the public to respect their privacy at this time.

"We need time to mourn together as a family," said Karen, her voice cracking as she looked up from the paper in her hands for the first time. Her full statement has been posted to the Help Find Shane Montgomery Facebook page.

20 Years Later, Boy Found Dead in Philly Remains Nameless

Nearly 20 years after he was found shot to death in Philadelphia's Fairmount Park, a boy remains nameless.

As we approach the October anniversary of his death, the National Center for Missing & Exploited Children are asking the public to "help us give him back his name."

The organization shared a new composite sketch late last month in hopes of identifying the unknown homicide victim, who was discovered by a jogger the morning of Oct. 27, 1995.

The remains were found in the park near the Mann Music Center, according to a post on the Help ID Me Facebook page, which is run by NCMEC.

About 15-feet away from the lifeless body, police found tire tracks --  leading investigators to the possibility he was dumped in the park after being killed in another location, the post said.

The boy, who authorities said was approximately 16- to 19-years-old at the time of his death, was wearing a red T-shirt and a long-sleeved Sergio Tacchini brand sweatshirt with the words, "Railway Express" in black, green and tan across the front, black Boss label jeans, a hooded gray down jacket and black Reebok high-top sneakers, according to NCMEC.

The teen's hair was styled in cornrows and he had a well-healed scar on the back of his right forearm, NCMEC said.  He was 5-feet 11-inches tall and weighed about 160 pounds, according to authorities.

The organization urges anyone with information to call 1-800-THE-LOST.

Thousands of people gathered in Springfield, Delaware County Sunday afternoon to show their support for law enforcement.

The event, described by organizers as a rally to support police, began around 3 p.m. at Miller’s Springfield Ale House on Baltimore Pike.

“Ladies and gentlemen, I’m sure many of you are tired of hearing about these anti-police protests (which are being protected by the police) so I think it’s about time we let the police know we still have their back,” wrote one of the organizers. “I propose we do a demonstration of our own (100% peaceful of course) and let them know they have our support.”

Amanda Layne, a Delaware County sheriff and one of the organizers, made over 1000 signs for the event, using a black poster board and gluing a thin blue line across the center.

Organizers handed out the signs and sold t-shirts as well to the demonstrators prior to the event. Around 2500 people stood on sidewalks creating lines that stretched for several blocks while cars drove by and honked their horns in support.

Layne told NBC10 the demonstrators raised around $7000 from the t-shirt sale alone. Layne also said she believes they doubled that amount through other donations though the final figures have not yet been calculated.

The proceeds from the fundraiser will go to the families of Rafael Ramos and Wenjian Liu, the two NYPD officers who were shot and killed during an ambush attack in Brooklyn back on Dec. 20.

Thousands of officers, including some from the Philadelphia Police Department, attended Liu’s funeral in New York Sunday as well as Ramos’ funeral back on Dec. 28.

During Sunday's rally, Police Chaplain William Brown told NBC10 that while there may be "bad apples" in every police force, it's stil important to highlight the good and have a constructive conversation.

"I think we need to understand there's good and bad in everything," Brown said. "We can't throw out the baby with the bath water."
