A video was posted on Facebook October 17 showing the unidentified officer following a teen boy as he walked home with a group of other teens.

“Big man, do we have a problem?” the officer asks. “Because I notice that you keep trying to make eye contact with me. Is there a problem?”

The teen replies to the officer though from the video it’s unclear what he says.

“Okay, well keep f*****g walking,” the officer replies. “The next time you look me in my f*****g eye, I’m gonna beat the s**t out you!”

The video then ends.

The clip has been shared over 2000 times since it was first posted on Facebook. The Facebook user who posted the clip did not give any description regarding where or when the incident occurred. NBC10 reached out to him for comment. We have not yet heard back from him.

Police told NBC10 they were aware of the incident and the officer in the video will be disciplined for his actions. However, they also did not reveal when and where the incident occurred or what led to it.

According to a law enforcement source, the officer belongs to the 19th District.

A Philadelphia Police official, who did not want to be identified, also commented on the video.

"The video does not reflect well on the officer," the official said. "I have no doubt he had good reason to be exasperated but you have to maintain your professional demeanor."

An Atlantic City woman will face charges after she allegedly threw her 1-month-old daughter into a bay and then jumped in the water.

Atlantic City Police received a call shortly after 5 p.m. Sunday after a group of fishermen standing near the Flagship Hotel on North Maine Avenue spotted a woman with a baby acting "unusual" near the inlet at Pacific Avenue.

"We saw the lady walking to the rocks with the baby," said Jose Matos. "So my nephew asked her where she was going with the baby. She didn't say anything and just kept walking."

According to the fishermen, the woman, later identified as 24-year-old Patricia Shurig, threw the infant into the bay and jumped in as well.

Two fishermen, Luis Ortiz of Egg Harbor Township, and Seth Perkins of Galloway Township, jumped into the water and managed to rescue the woman and her child.

"I said, 'I'm gonna go in for you but you can't panic and don't try to grab me,'" Ortiz said. "That's it. And I went in after her."

Thomas Bell, a retired Atlantic City firefighter who happened to be on the jetty at the time, performed CPR on the unresponsive infant and was able to revive her.

"The lady handed me the baby," Bell said. "I did two mouth breathes and turned her over and patted her on the back. She spit up a lot of water. Then I just ran down the jetty and gave her to the EMS people."

Both Shurig and her daughter, who investigators said was born last month, were taken to AtlantiCare. Officials have not yet revealed their conditions.

Ortiz was in tears as he reflected on the rescue.

"Why?" Ortiz asked. "What was going through that lady's mind to put herself and her child in danger like that?"

Shurig will be charged with aggravated assault with additional charges pending. She will be held on $100,000 bail.

Dirt Bikes, ATVs Confiscated in Citywide Crackdown

Nearly three dozen dirt bikes and ATVs were confiscated throughout Philadelphia Sunday. The 34 vehicles were seized as part of a citywide crackdown, according to police.

Last week, dirt bike and ATV riders traveled through Philly in honor of Kyrell Tyler, a popular dirt bike rider who was shot and killed earlier in the month.

Hundreds of riders weaved in and out of traffic while revving their engines and popping wheelies. Traffic on Broad Street was backed up due to the caravan.

"It wasn't like we were trying to disrupt traffic or anything like that," said Banshee Pooch, a friend of Tyler's. "We were just trying to show some love to someone we lost. That's all."

Both dirt bikes and ATVs are illegal on city streets. For years, police have tried to crack down on city dirt bike riders but are not allowed to pursue them due to a department policy which makes it illegal to chase a vehicle that's only committing a moving violation. Many drivers told NBC10 they believe the riders are a dangerous nuisance.

"They cut in and out of lanes," said Michelle Bridges. "I don't think it's safe. You shouldn't be riding on the streets. It puts other people at danger and at risk."

While police say last Tuesday’s incident wasn’t the reason for Sunday’s sting, they told NBC10 it highlighted the dangers of those vehicles being in the streets.

“They’re very reckless,” said Philadelphia Police Chief Inspector Dennis Wilson. “They’re riding on sidewalks. They’re cutting vehicles. It’s definitely a public safety hazard and that’s one of the reasons we can’t chase them. We don’t know what they’re going to do. If we do attempt to chase them they’re going to take off. They don’t have lights on a lot of the vehicles.”

Along with the confiscated vehicles, police also arrested two people who were allegedly riding stolen dirt bikes.

Beloved Exotic Cat Goes Missing

An African cat continues to roam a Delaware neighborhood as its owner keeps the search going to bring "Boo" home.

Boo is not your typical house cat. Boo's owner Richard Todd said his large African Savannah cat has lived with his family for nine years.

"He sleeps with my children," Todd said.

Boo went missing nearly two weeks ago.

"He saw a bunny rabbit, and it distracted him and off he went," Todd said.

Neighbor Brandon Burns said he spotted the cat Monday morning. Burns said Boo reminded him of a bobcat.

However Todd assures neighbors have nothing to worry about despite Boo’s exotic look.

“He is not a ferocious cat in any way, he is a standard domesticated cat, he just looks different,” Todd said.

The cat got loose in a neighborhood filled with young families, right next to Forwood Elementary School.

Burns doesn’t want to take any chances.

“I have a 2-year-old daughter at home and she is staying inside 'til they catch this thing,” Burns said

NBC10’s Tim Furlong called the Delaware SPCA, who came right to Burns' house in Graylyn Crest. The team warns if anyone sees Boo, to not try and catch him, although they do not believe he would hurt people or animals.

Instead residents are encouraged to call New Castle Police if they spot the animal.

Depressed Mom Throws Baby in AC Water: Family

The family of an South Jersey mother claims she suffered from postpartum depression when she threw her 1-month-old girl into the Atlantic City Inlet before jumping in herself.

"People that don't understand what she was going through and they are saying nasty things about her, they just need to walk in her shoes," said Debbie Shurig.

Two fishermen, police and firefighters helped rescue Debbie Shurig's daughter Patricia Shurig and granddaughter from the water Sunday evening.

"I said, 'I'm going to go in for you,'" said fisherman Luis Ortiz.

A retired firefighter also came to the rescue, performing CPR to revive the little girl named Krishna.

Both Shurig -- who also has a 3-year-old son and 5-year-old daughter -- and her infant daughter remained at AtlanticCare Regional Medical Center Monday -- the 1-month-old baby doing well despite her brush with death, according to family.

According to the fishermen, the woman, later identified as 24-year-old Patricia Shurig, threw Krishna into the inlet then jumped in as well.

"Under normal circumstances, I can't imagine her doing anything like this," said Debbie Shurig.

"I don't know why she did not reach out to family."

Luckily for the Shurig family, the fishermen and retired Atlantic City firefighter Thomas Bell happened to be on the jetty at the time.

"The lady handed me the baby," Bell said. "I did two mouth breathes and turned her over and patted her on the back. She spit up a lot of water. Then I just ran down the jetty and gave her to the EMS people."

"Thank God they were there," said Debbie Shurig. "I'm so happy that they were there because neither one of them would be here today if they weren't."

Authorities charged Shurig with aggravated assault with additional charges possible. She remained under police supervision at the hospital Monday.

Shurig's family is grateful she can now get help.

"I don't want people to think poorly of her because of her mental illness," said the suspect's sister Amanda Husta. "I definitely want them to be understanding of the situation."

Shurig's other two children remained with family Monday.

Caught on Cam: Halloween Decorations Stolen from Home

Police are asking for the public's help in identifying a woman who was caught on surveillance video stealing Halloween decorations from the front steps of a South Philadelphia home.

The woman, described by police to be between 30 and 40-years-old, can be seen walking up to the heavily decorated front stoop of a rowhome along the 1100 block of Fitzgerald Street around 3:25 a.m. on October 23.

She looks up-and-down the street before uniting a figurine attached to a railing. Police say once the woman frees the decoration, she then fled the scene.

"I think it's terrible," said Josephine, the homeowner. She was only willing to provide her first name to NBC10. "If she would have knocked at my door and she would have liked [the decoration] that much, I probably would have gave it to her."

This isn't the first time Josephine had decorations stolen. She said Christmas decor has also gone missing from in front of her home.

The suspect is described as thinly built and standing around 5-feet-5-inches tall. She had her hair pulled into a bun and was wearing a white hooded sweatshirt, jeans and black sneakers.

Anyone with information is asked to call Philadelphia Police at 215.686.TIPS.

Dogs Found in Filthy Cages, Chained to Radiators: SPCA

Animal control workers removed more than a dozen dogs and puppies believed to have been used in a dog fighting ring from a Philadelphia home early Tuesday.

Officials from the Pennsylvania SPCA tell NBC10 that a call came in around 11 p.m. Monday about the home along the 2200 block of Mifflin Street in South Philadelphia. Police entered the home and found no one inside, but discovered the animals left in poor conditions.

All Pit bulls -- the eight puppies and five adult canines -- were either chained to radiators or kept in filthy cages, officials said.

Some of the animals had visible injuries and one Pit bull was missing an eye. Investigators also found blood and a treadmill inside the rowhome, officials said.

Officials believe people were breeding and training for dog fighting going on at the house for the past couple of years, but say the actual fighting may have been happening at another place.

Police are looking for the homeowner, who may be at work, as well as a few other suspects.
