Family and friends mourned Pennsylvania State Trooper David Kedra, who was accidentally shot and killed at a suburban Philly gun range training center.

A memorial service took place at 6 p.m. Sunday at the John F. Givnish Funeral Home on Academy Road in Northeast Philadelphia.

A funeral mass for Kedra will begin Monday at 11 a.m. at Christ the King Church on Morrell Avenue and Chesterfield Road in Philadelphia.

Kedra, who enlisted in the Pennsylvania State Police in June 2012, was shot in the chest by another trooper Tuesday during a yearly training exercise at the Montgomery County Public Safety Training Complex in Conshohocken, near Philadelphia, state police said.

He was flown by helicopter to a hospital, where he was pronounced dead.

Instead of flowers, the family requested mourners donate to the Pennsylvania State Troopers Association's Troopers Helping Troopers Foundation in Kedra's memory.

Kedra, a 2006 graduate of Roman Catholic High School and a 2010 graduate of Temple University, was named Trooper of the Month in July 2013, his obituary said.

Raised in Northeast Philly before making his home in East Coventry Township, Chester County, Kedra is survived by his parents, George and Joan; brothers, Kevin and Brian; a sister, Christine; and his fiancee, Suzanne Carrieri.

Gov. Tom Corbett ordered Pennsylvania flags to fly at half-staff in Kedra's honor Wednesday.

In lieu of flowers, memorial contributions in Kedra's memory can be made to PSTA Troopers Helping Troopers, 3625 Vartan Way, Harrisburg, Pa., 17110.

The campus where the shooting occurred has classrooms and training facilities for firefighters, police officers and emergency medical technicians.

Officials at a Delaware Hospital are investigating a child from Liberia for possible Ebola.

The unidentified child was brought to the Bayhealth Kent General Hospital emergency department in Dover on Saturday. Bayhealth officials said staff members completed an initial assessment of the child following the recently updated Centers for Disease Control guidelines for suspected cases of Ebola.

“After the assessment, and out of an abundance of caution, the child was admitted to a private isolation room and all CDC guidelines regarding specimen collection, transport, testing and submission for person under investigation for Ebola are being followed,” a Bayhealth spokesman wrote in a released statement.

The hospital notified the State of Delaware Office of Infectious Disease who then notified the CDC.

Officials said the child is past the 21-day maximum incubation period and has not exhibited any Ebola symptoms. The CDC declined to test the child after determining that the likelihood of Ebola infection was “extremely low.”

Despite the CDC’s decision, officials at Bayhealth are still observing the child in the hospital. The child will be released once the CDC and the infectious disease physician determine it’s safe to do so.

It's a happy Monday for students in one Cumberland County, New Jersey school district after a water main break closed all public schools in Bridgeton Monday.

Superintendent Dr. Thomasina Jones announced early Monday morning that all Bridgeton Public Schools are closed because of a water main break in the area.

The main break has been isolated to an area under a bridge on Mayor Aitken Dr., police said. Crews are working on the repair.

No word on whether or not schools will remain closed Tuesday.

SRC Cancels Labor Contract With Teachers Union

Philadelphia’s School Reform Commission will cancel their labor contract with the teachers union after nearly two years of negotiations, officials announced in a surprise meeting Monday morning.

The labor contract with the Philadelphia Federation of Teachers (PFT) was cancelled so that amendments can be made to the employee contributions regarding benefits, said SRC Chairman William J. Green -- a move that comes after 21 months of unsuccessful negotiation between the school district and the PFT.

The changes to the PFT's healthcare benefits package will allow for urgently needed funds to be reallocated to schools within the district, according to Green.

"The time has come for them to share in the sacrifices that everyone else had made," Green said.

The sacrifices that Green was referring to are concessions made by other staff within the district as well as students and parents.

“We are taking this action after the district has cut 5,000 positions, closed 31 facilities, reduced administrative costs to approximately 2.7 percent and cut spending by close to $1 billion and our city and state funders stepped forward to increased recurring funding by over $212 million,” said the chairman.

Changes to employee benefit contributions will provide nearly $44M to students this school year and almost $200M over the next four years, according to Green.

Previously PFT members did not pay for their health coverage. The new benefit plan requires tiered employee contributions based on salary. The changes are scheduled to take effect Dec. 15.

Superintendent Dr. William Hite followed up statements made by Chairman Green by emphasizing that the school district remains committed to reaching a new contract agreement with the PFT.

The announcement comes nearly a week after a $2-per-pack cigarette tax went into effect. The new tax will provide revenue for the cash-strapped district.

Pennsylvania Gov. Tom Corbett, who was very vocal in his support of the cigarette tax, released this statement shortly after the SRC meeting:

"Today's action by the SRC will effectively close the funding gap and provide the district with the ability to hire new teachers, counselors and nurses and secure educational resources that will benefit the students of Philadelphia."

Bag of Stuffed Toys Causes Scare

A package containing stuffed animals and trash found on New Jersey's Interstate 287 caused hours-long delays and miles-long backups Monday morning as investigators brought in robots to assess any potential threat, authorities said.

The highway reopened shortly after 11 a.m. after earlier closures in both directions near Boonton because of the investigation.

At least three miles of the busy highway were shut down between Hanover and Parsippany as the bomb squad sent robots to check out the item.

Southbound traffic backed up all the way to Boonton and northbound traffic backed up to Morristown, authorities said.

Residual delays were expected and drivers were being advised to seek alternate routes.

Angry Dad Attacks Son's Football Coach: Police

A New Jersey father none-too-happy that his son’s youth football coach ended the season early because of the players’ lousy attitudes attacked the coach, according to police.

The incident played out Sunday night on a field at Toms River High School North on Old Freehold Road in Toms River.

A 45-year-old Toms River man, coaching the Toms River Indians of the American Youth Football League, told investigators that an unprovoked parent -- without warning -- ran across the field to tackle him after the Indians game, said police.

The coach -- who investigators didn't identify -- told police that he then fought with Joseph Oleske, 46, of Toms River. A group of bystanders broke the two apart, said investigators.

Oleske -- who was videotaping the game from the broadcast booth -- told investigators that he went to talk to the coach after learning that the coach told the players that because of their ongoing bad attitudes that the season was over and that they should turn in their equipment. Oleske told police he only went over to the coach to talk to him about the situation, said police.

The coach later told police that he had told his players that he was disciplining them for their bad behavior and poor sportsmanship by ending the season.

Oleske said the brawl only began after the coach “took an aggressive stance,” said police.

The investigating officer decided that Oleske caused the fight so the officer charged Oleske with simple assault. Police released the 46-year-old Toms River man on his own recognizance, said investigators.
