A man piloting a fishing vessel and the rest of its crew are being questioned by the Coast Guard after the Jessica Heather was found grounded on the beach just a few hundred feet from Caesar's Pier in Atlantic City.

The 56-foot vessel was grounded on the beach at Missouri Avenue some time between Sunday night and Monday morning, according to Chief of Atlantic City Office of Emergency Management Tom Foley.

"You figure how many boats are out there and other ships and everything, it's a very dangerous situation," Foley said. "Just thank God it didn't hit the pier."

While no one was hurt, officials say the boat is carrying both fuel and hydraulic oil and could have hit other ships out at sea.

Atlantic City Police shut down the area near the Jessica Heather and moved it to a dock along Rhode Island Avenue.

Both the accident and the vessel's crew are under investigation by the Coast Guard.

"We've heard a lot of rumors," Foley said. "There were rumors about it being on autopilot and the captain being asleep. We've even had some people say they saw it coming in at 11:30 last night."

None of the boats 1,000 gallons of fuel and oil leaked out.

"The vessel didn't do any damage to the environment," said Lieutenant Eric Leese of the U.S. Coast Guard. "There wasn't any impact to the structure of the pier."

If investigators find negligence, the ship's crew could be fined. The boat's owner is also facing a big bill. The boat tow alone may cost around $15,000. The owner may also have to reimburse Atlantic City for the extra police and lifeguard work.

The boat has been deemed safe though its rudder and propeller were badly damaged.

So far no one has been charged in the incident. Officials continue to investigate.

Teen's Murder Vicious and Personal

Workers showed up to a demolition site this morning to find the body of a teen who'd been shot multiple times.

"The only thing I can tell you right now is that it appears it was very personal and very vicious," said Philadelphia police Captain James Clark.

The victim, Daquan Crump, 19, was shot 10 to 12 times in the face and head, Clark said.

"It appears he was taken or walked into that area and shot multiple times while he was on the ground," said Clark.

Crump had his backpack, which he always carried. Inside was his Wendy's uniform. He worked at a nearby Wendy's, police say, and that is the last place he was seen when he left around 11 p.m. on Saturday.

Investigators are trying to figure out where Crump was between the time he left work on Saturday and 5:30 a.m. this morning, which is about the time they believe he was murdered.

A construction worker found Crump's body around 7:20 a.m. at the former site of Black Red White Furniture along the 10000 block of Northeast Avenue in the Somerton section of Northeast Philadelphia.

The worker called 911 and emergency responders rushed to the scene. The construction site is located across the street from the fields behind George Washington High School not far from Red Lion Road and the Roosevelt Boulevard (Route 1).

Police say Crump both lives and worked in the neighborhood and that he has never been in any trouble with the law.

"He lives with his mother and also his grandmother. He goes back and forth. We know he was not with either of them last night," Clark said.

Family members say they last saw Crump Thursday night.

Crump was a GW High grad who began working at Wendy's two weeks ago, according to his family.

Clark said police need someone to come forward with information to help them solve this murder.

According to Licenses and Inspections records, demolition permits for the property were issued dating back to 2009. There are 15 separate violations listed for the property ranging from high weeds on the property to partial collapses.

A fetus was found in the bathroom of a popular restaurant in Lower Saucon Township this morning, rattling employees and bringing in police and the medical examiner to investigate.

A Starters Pub employee found the fetus inside a toilet at Starters Pub along Pa. Route 378 in Bethlehem, Pa. around 10 a.m.

Pub owner David Rank told NBC10's Doug Shimell that the worker was going through the morning routine of cleaning the women's restroom when one of the toilets started giving the employee trouble. The employee opened up the top of the tank to investigate.

"Inside the tank was a fetus," said Rank, who was so shaken up at one point, he could hardly talk.

"I'm a very religious guy, unbeknownst to most people," Rank said, choking up.

After the discover, employees at the sports bar called Rank who in turn called Lower Saucon Police.

The pub didn't open as scheduled at 11 a.m. At least three Lower Saucon Township Police vehicles could be seen parked outside the sports-themed pub late Monday morning. The Northampton County Coroner’s office was also on the scene.

Rank said that his employee was very shaken after the discovery and needed consoling.

"My biggest concern are for my employees, the mother, the baby -- I just want everybody to say prayers for those people," said an emotional Rank.

He said diners and sports fans watching preseason football patronized the bar last night.

Rank said police were checking restaurant surveillance for any possible clue about who left the fetus in the toilet.

Investigators wearing gloves were seen entering and exiting Starters with bags of evidence.

The investigation wrapped up a little before 1 p.m. and Rank opened Starters for business.

Starters Pub is a popular spot in the Lehigh Valley and served as a landmark location for Eagles fans headed up to training camp since its founding in 2000 until the team moved training camp back to Philly this season.

A man is in custody after police say he tried to lure two young girls in front of a Condominium complex.

Police say several children were playing in front of the Huntington Mews Condominiums on Sunday in Clementon, New Jersey. As they were playing, police say William Lacy, a 62-year-old resident in the condos, called over two of the children.

Lacy allegedly told a 6-year-old girl he would give her a dollar if she came into his apartment. Police say the girl refused, telling Lacy her mother would be looking for her. Lacy then allegedly called over a 7-year-old girl and began to speak with her. As they were speaking, police say Lacy tried to grab the girl by the wrist. After pulling away from him, police say the girl ran home and reported the incident to her mother.

Gloucester Township Police arrived at the complex and took Lacy into custody. He was arrested and charged with two counts of 2nd Degree Luring.

Lacy was processed and remanded to the Camden County Jail after failing to post $125,000 bail.
