A Montgomery County man was arrested and charged for the murder of his father while his son was charged with helping him dispose of his grandfather's body.

On June 27, around 10:30 a.m., crews clearing brush in Gibson Township found the body of 88-year-old Jack St. Onge wrapped in a tarp in a wooded area along Route 2036.

On Monday, the Susquehanna County Coroner's Office performed an autopsy where they were able to confirm his identity through his pacemaker. St. Onge's death was ruled a homicide.

Authorities announced a joint investigation by state and local police and prosecutors in both Montgomery and Susquehanna counties. Their investigation led to the arrest of the victim's son David St. Onge, Sr. as well as the victim's grandson, David St. Onge Jr.

Onge, Sr. allegedly admitted to striking his father in the head and then conspiring with his son Onge, Jr. to dispose of the body. Onge, Sr. also allegedly stole items from his father and sold them for profit.

Onge, Sr. is charged with third-degree murder and other related offenses. Additional charges will be filed after the coroner determines the exact cause of death.

Two tour buses belonging to two classic rock bands -- Styx and Foreigner -- caught fire this afternoon in the Northern Liberties neighborhood of Philadelphia.

The buses were used for crews supporting the bands, in town to play at WMGK's Let Freedom Rock Fest.

Foreigner let fans know everyone was fine.

The fire started on the Styx bus and spread to the Foreigner bus, WMGK’s promotion director Dan Fein said.

Both buses were empty at the time, and people had already removed most of their belongings from them. No gear was damaged, Fein said.

Investigators are working to figure out how the fire started.

Styx and Foreigner will still play tomorrow at the Susquehanna Bank Center in Camden. Styx takes the stage on at 8:05 p.m. and Foreigner at 9:40 p.m. The show begins at 6 p.m.

The groups were two of the hottest bands back in the '70s and '80s, Styx on the strength of hits like “Show Me the Way” and “Rockin’ the Paradise” and Foreigner with hits “Cold as Ice” and “Hot Blooded."

Man Missing After Boat Capsizes in Del. River

A man is missing after a boat capsized in the Delaware River on Wednesday around 8 p.m.

The 24-foot sailboat capsized behind the fire academy building near the 5200 block of Pennypack Street where the Pennypack Creek empties into the Delaware River.

Five people were on board at the time. According to police, they dropped the sails and used a motor to try and get to the Delaware River Yacht club when the boat went under.

As they swam to the shore, four of the passengers turned around and saw a 66-year-old man clinging to a 2x2-foot food cooler. When they looked again, they saw the cooler but their friend was missing. Investigators say the boat is missing as well.

The U.S. Coast Guard, Philly Police Marine Unit, Philadelphia Fire Department and NJ State Police responded to the scene and are currently searching for the missing man. According to police, crews found the cooler on the Palymyra, NJ side of the river where the rescue efforts are now concentrated.

Officials say the rescue crews will search for several more hours by air and boat.

Son of Woman Found in Freezer to Surrender: Sources

The son of an 83-year-old woman whose body was found in a freezer is expected to turn himself in, according to law enforcement sources. Sources tell NBC10 that William Carrasquillo will be charged with abuse of corpse and is expected to surrender to east detectives at some point on Thursday.

The body of William's mother, Andrea Carrasquillo, was found in a freezer inside her Philadelphia home on Tuesday after a family member told police she’d been dead – and in the deep freeze -- since January.

Neighbors along Lee Street in Hunting Park said they hadn't seen Andrea in a while, but because she didn't venture out much, that didn’t strike them as unusual.

Police roped off a good portion of the 4500 block of Lee Street while they went into the home on Tuesday.

They found Carrasquillo’s body, just as the tip caller had described -- folded into a freezer about three feet high and 18 or so inches wide.

According to one of the lead detectives on the scene, Carrasquillo lived with her son William, who told another family member that his mother died of natural causes in January. William allegedly said he got scared, wasn't sure what to do and tucked her body into the freezer.

Carrasquillo's body was intact with no signs of trauma, according to the detective. An autopsy will be performed to determine how she died.

According to investigators, William, a pizza delivery man, may have hid the body in the freezer in an attempt to cash in on her social security checks.

"He realized she died and there was an opportunity to get away with something and take advantage of it," said Jared Santiago, a friend and co-worker of William.

According to Santiago, William struggled financially to care for Andrea, who was disabled, along with her grandson. Santiago told NBC10 William last reported to work on Saturday but replied to a text Sunday night.

"He said he loved his mother and thanked me for letting him work here for 20 years," Santiago said. "He said to tell all his friends he was sorry."

Several lightning strikes were reported across the region on Wednesday as heavy rain and storms moved through the area.

A fire broke out at a home on the 100 block of Raven Hollow Drive in Montgomery Township, Pa. around 7:30 p.m. A family of four managed to escape the flames and are currently being assisted by the Red Cross.

Fire officials say the cause of the fire was storm-related though they have not yet confirmed whether the home was struck by lightning.

There was also a report of a person being struck by lightning along the 1700 block of Langhorne-Yardley Road in Langhorne, Bucks County, though this has not yet been confirmed by fire officials.

Other homes were also reportedly struck by lightning in Harleysville, Montgomery County, Bellmawr, Camden County, and Bensalem, Bucks County.

Arthur Upgraded to Hurricane; Flooding Expected

The National Weather Service upgraded Tropical Storm Arthur to a hurricane early Thursday morning and continued to reiterate its warnings that flash floods could hit the region.

A flash flood watch began for most of the area Thursday morning and will continue into Friday afternoon as Tropical Storm Arthur moves up the east coast.

The cold front, which moved into the region on Wednesday, will become nearly stationary over our area on Thursday, leading to severe weather and potential flooding.

As tropical moisture from Arthur moves north along the cold front, showers and thunderstorms are expected to produce heavy rain Thursday afternoon into early Friday morning. Arthur will make its closest approach to the South Jersey and Delaware coast on Friday though it’s expected to be about 200 to 250 miles offshore.

According to the National Weather Service, thunderstorms Thursday into Friday will likely be slow moving with heavy rainfall. While river flooding is not expected, small stream and urban flooding is possible.

Wind gusts will be another issue during the storm with speeds expected at 35 mph or greater in the Philadelphia area. As for when the rain tapers off, the farther inland you are, the earlier the rain should clear. The Philly area should be dry by the afternoon while the rest of the area should by dry by Friday night, just in time for fireworks.

While Arthur will move out giving way to sunnier skies, its effects will remain as rip currents as well as high surf and seas will be a major threat on Friday into the weekend. Saturday and Sunday will be sunny and beautiful with highs in the mid-80's.

Stay with NBC10.com as we continue to track the severe weather.

Fire in Northern Liberties Record Store

A fire broke out in a building in Philadelphia's Northern Liberties neighborhood early Thursday morning.

Officials say the blaze started in the basement of Borderline Records & Tapes located at  525 W. Girard Ave.

Borderline's owner, Mike Cooper, opened his shop in August 2011 after spending nearly 30 years amassing a vast record collection in his spare time, according to Philadelphia Weekly.

The PW describes Cooper as a roofer who picked up so many albums over the years that his Allegeheny Avenue home was overflowing with music.

Need a place to crash for the night? Too bad, there’s about four dozen teetering towers of Hard Rock, Pub Rock, and Punk Rock in each of the guestrooms. The couch is in the living room somewhere, under a mountain of Leslie West albums.

Officials say the store did not sustain any damage, but the shop has several broken windows and merchandise was spilling onto the ground.
Attempts to reach Cooper were unsuccessful.

Several apartments make up the upper floors of the property.

No one was injured in the blaze.

No Charges for Off-Duty Cop in Road Rage Incident

An eastern Pennsylvania prosecutor says no charges will be filed against an off-duty police officer who shot another man following a confrontation with several people in what officials called a road-rage incident.

Berks County District Attorney John Adams said Wednesday that the officer's use of force last month was justified since he was "being attacked at least by two individuals and maybe a third."

Police said three men got out of a car and began scuffling with the off-duty officer after a minor traffic accident June 17 in Ontelaunee Township.

He drew his personal weapon and shot one of the men, who was taken to the hospital but has since been released.

Prosecutors said two other men are facing charges of simple assault and other counts.

17 Years for "Clyde" in Stolen PD Cruiser Case

$

The man convicted of stealing two police cruisers, running down an officer and leading authorities on a two-state chase will spend nearly two decades in prison.

A New Jersey judge sentenced Blake Bills to 17 years in a state prison on Thursday afternoon.

Bills, of Macungie, Pa., previously pleaded guilty to Carjacking and Eluding Authorities for a wild, movie-like chase through Camden, N.J. and Philadelphia, Pa. in March 2013.

The 25-year-old man and his girlfriend, Shayna Sykes, stole a Camden Police Officer's cruiser, ran him down and then led police on a chase through Pennsauken, N.J. The couple, who have been called a modern day Bonnie and Clyde, then crossed the Benjamin Franklin Bridge into Philadelphia.

Once there, the sped through several city neighborhoods, before crashing the cruiser in North Philadelphia. Bills was then arrested, but Sykes was able to jump into a Philadelphia Police cruiser and lead police on another chase. She was eventually stopped in Northern Liberties and arrested.

The couple confessed to having an addiction to drugs and told authorities they stole the Reid-Bey's cruiser to stay warm.

The Camden officer, Sekou Reid-Bey, suffered a broken leg after being run down. In court on Thursday, county prosecutor Victoria Shelton said Reid-Bey's injury left him permanently disabled.

"He will never be able to be a police officer again," she said in court. "Additionally, he does have permanent mobility problems and will have to deal with that for the rest of his life."

Bills did not speak, but his attorney apologized for him to the officer and his family. He previously pleaded guilty to Theft and Fleeing Police charges in Philadelphia as well as a burglary case.

Sykes also previously pled guilty in the case.

Some 4th of July Events Rescheduled

Storms moving through our region this holiday weekend are forcing some communities to postpone their 4th of July celebrations.

The Borough of Conshohocken rescheduled its festivities, including fireworks, to July 12. The schedule has not changed and the first events will begin at 5:30 p.m.

In New Jersey, several towns pushed back their Independence Day celebrations due to weather.

Wildwood officials rescheduled its fireworks show to July 5. Lower Township, Cape May County also moved their fireworks to the 5th as did Sea Isle City.

Sea Isle also cancelled their Junior Olympics. They have not picked a new date for the competition. SIC officials have moved start time for the Neil Diamond tribute concert from 8 p.m. to 7:30 p.m. on July 5.

Stone Harbor will have its fireworks on Saturday, July 5 at the 81st Street ball field.

Margate has postponed its fireworks to July 5 at 9 p.m., but BBQs with contained fires will still be permitted on both July 4 and July 5 during beach hours (10 a.m. to 6 p.m.)

In Long Beach Township, the 5K Race has been postponed to July 5 at 8:30 am, with registration begining at 7am

The town of Dover postponed its annual fireworks display to launch on July 6 at 9:15 p.m.

Atlantic City moved its fireworks to 9:30 p.m. on July 6. Ocean City also rescheduled their event to July 6. .

Medford will hold their festivities at Freedom Park onJuly 19 from 5 p.m to 10 p.m.

In Delaware County, Pennsylvania, the Marple Newton 4th of July parade has been moved to its raindate on Saturday, July 5. All times will remain the same.

Participating in the procession is a Newtown Square girl whose need for new lungs led to a landmark decision from the national transplant board.

Sarah Murnaghan, 11, is the Grand Marshall of the parade, which will begin at 10 a.m. at St. Alban’s Circle in Newtown Square and continue down West Chester Pike to the Broomall Firehouse on Malin Road in Broomall.

The event will be a chance for Sarah and her family to not only celebrate the nation’s independence but also a major victory in the fight to give sick children a better shot at donor lungs. On June 23, the Organ Procurement and Transplantation Network voted to give children more consideration for adult lungs. Last year, a federal judge had ordered the network to add Murnaghan to the adult list as she battled end-stage cystic fibrosis.

After two transplants — one failed — Sarah is now breathing on her own for the first time in three years.

Aside from the Marple, Newtown parade, locals can celebrate Independence Day at tons of events throughout the region. Here is the county by county breakdown:

DNC Committee Coming to Philly For Site Visit

The Democratic National Committee is headed to Philadelphia in August to survey the city's viability as a potential host of the 2016 Democratic National Convention.

Philadelphia is one of six cities that the Committee will visit over the next two months as it narrows the number of potential hosts for the convention.

The Committee will also visit Birmingham, Ala.; Columbus, Ohio; New York; Phoenix; and Cleveland, which is also in the running to host the 2016 Republican National Convention.

The full site visit schedule is as follows:

Birmingham, AL - July 21-22
Cleveland, OH - August 4-5
Columbus, OH - August 6-7
New York, NY (Brooklyn) - August 11-12
Philadelphia, PA - August 13-14
Phoenix, AZ - September 10-11

Philadelphia, along with 14 other towns, was asked to submit a bid to host the multi-day political event by the Democratic National Committee back in March.

Mayor Michael Nutter formerly announced Philadelphia's bid in early June, while Pittsburg Mayor Bill Peduto announced the city's decision to drop its bid, citing financial concerns.

Philadelphia has hosted six political conventions in its history, city officials said. The DNC last hosted its convention in Philadelphia in 1948 when they nominated President Harry Truman to run for The White House. The last political convention to be hosted in the city was the 2000 Republican National Convention.

The DNC is expected to make a decision late this year or early 2015.

DelDOT Admits Fault in I-495 Bridge Damage Response

Delaware Department of Transportation Secretary Shailen Bhatt unveiled the results of an investigation of the emergency closure and repair of a portion of the Interstate 495 bridge in Delaware at a roundtable on Thursday.

During the roundtable held at DelDOT's administrative building in Dover, Bhatt confirmed that the department overlooked opportunities to address reported issues on the bridge prior to its closing.

"DelDOT had three opportunities, from a 911 call, emails from an engineering firm, and a second 911 call from members of the public who tried to let them know the conditions of the bridge," he said.

"It is very clear to me that we did not take appropriate action based on those calls. We should have responded to the 911 calls. We did send people out, but we didn’t send the right people out. That will be a change that we have going forward."

Officials closed the bridge on June 2 after noticing that supporting columns on the bridge were tilting.

According to Bhatt, it was a large pile of dirt that was dumped beneath the bridge that caused the ground to shift and made the bridge columns lean. Bhatt also confirmed that the company who dumped dirt under the bridge did not have permission to dump dirt at the site.

DelDOT has been working to repair the bridge, which carries roughly 90,000 vehicles a day, since June. Bhatt says the department will be able to complete the repairs and reopen the southbound lanes of the bridge before Labor Day.

Police in Ocean City, New Jersey believe that a body recovered from an waterway on Thursday is that of missing 14-year-old Corinthian "Cory" Hammond.

Boaters discovered the body floating in the water just south of the Ocean City-Longport Bridge in the early afternoon.

U.S. Coast Guard and New Jersey State Marine Police were dispatched to search the area and later recovered the body.

According to the Coast Guard, Hammond went missing Sunday evening after he and a group of friends were swept by a rip current in the water near the 9th Street beach in Ocean City, N.J.

Fourteen other swimmers were rescued by the Ocean City Fire Department, lifeguards, and police, but Hammond's body was not immediately found.

Friends and family held a beach-side vigil for Hammond on Tuesday, one day after the Coast Guard suspended its search for the 14-year-old boy.

An investigation of the body recovery is being conducted by the Cape May County Prosecutors Office, the Cape May County Medical Examiner's Office, and the Ocean City Police Department.

Son Charged After Mother Found in Freezer

A Philadelphia man has been charged with Abuse of a Corpse after the body of his elderly mother was found stuffed into a basement freezer.

William Carrasquillo, 58, surrendered to investigators at Philadelphia Police's East Detective Division on Thursday afternoon.

Carrasquillo has been sought by police since the body of his 83-year-old mother, Andrea, was discovered at her Feltonville home on Tuesday. The woman had been folded into a 3-foot high by 18-inch wide freezer in the basement.

Detectives believe the woman's body was placed in the freezer by her son back in January. The woman's cause of death has not yet been determined.

Police found the woman's body after receiving a tip call, officials said.

Officers reportedly entered the home on the 4500 block of North Lee Street through an open second floor window, and later discovered the rectangular white chest freezer under the basement stairs.

Carrasquillo, a pizza delivery driver, allegedly told police he got scared after his mother passed away of natural causes. Investigators believe he may have hid her body to continue collecting her Social Security checks.

A friend of Carasquillo, Jared Santiago, said the man was struggling to care for the woman, who was disabled.

Attorney information for the man was not immediately available.
