Vatican Official Announces World Meeting of Families Theme

A high-ranking Vatican official is in Philadelphia to discuss plans for the World Meeting of Families conference that is expected to bring Pope Francis to the city next fall.

Archbishop Vincenzo Paglia, president of the Pontifical Council for the Family, will tour cultural sights, like the Liberty Bell and Independence Hall, on Tuesday with Mayor Michael Nutter and Governor Tom Corbett. He will also scout out locations for a possible papal mass.

The archbishop and officials are also holding a 10 a.m. press conference to outline details of the major event set for September 2015.

At the event, Paglia announced the theme for the conference will be Love Is Our Mission: The Family Fully Alive.

Hundreds of thousands of Catholics are expected to come to Philadelphia to take part in the conference and even more could visit should Pope Francis hold a mass.

Man Flashes Girls High Students: Police

A man previously guilty of indecent exposure to a minor found himself behind bars, accused of masturbating in front of students from a Philadelphia all-girls high school.

The Philadelphia District Attorney’s Office announced the arrest Monday of Samuel Hart of W Berks Street.

Prosecutors claim that Hart, 45, exposed himself and masturbated in front of Girls High students on multiple occasions outside the Olney school including exposing himself to a 15-year-old girl in front of the school on Olney Avenue on March 25.

Philadelphia Police arrested Hart last week and charged him with multiple counts including lewdness, unlawful contact with a minor, harassment, indecent exposure and more.

Hart was arraigned and sent to jail after being unable to post 150,000 bail, according to court records.

Hart is a registered sex offender listed on Pennsylvania’s Megan’s Law website for a previous incident that involved unlawful contact with a minor. He pleaded guilty nearly 20 years ago to indecent exposure, lewdness and corrupting a minor and served time, according to court documents.

He has also been found guilty of open lewdness on at least four other occasions, according to court records.

Sketch Released of Man Accused of Attacking Jogger

Police have released a sketch of a man who allegedly sexually assaulted  a woman who was jogging in suburban Philadelphia.

Tredyffrin Township Police say the 25-year-old woman was running through the tunnel underpass between the Treyburn Development and the Evolve Business Complex in Wayne, Pa. on Monday, around 3 p.m. when she happened upon a man sitting on the running trail who looked injured.

As the woman slowed down to help, the man sexually assaulted her, according to police.

The woman managed to fight off the stocky man who had a 6-inch scar with pronounced stitches on one calf and ran to a nearby business where she called police, according to investigators.

"There were no words exchanged until the end of the assault and he stated, 'you're running toward my house,'" said Tredyffrin Township Police Lieutenant Taro Landis.

Police said the man was wearing a light blue, short-sleeved shirt and light-colored shorts at the time of the assault.

The woman was treated for minor injuries at a hospital and released a few hours later.

Tuesday afternoon, police released a sketch of both the suspect and the scar.

Fake Beard-Wearing Robbers Hit Bank

Two men, wearing fake beards and gloves, robbed a Bucks County bank on Tuesday morning.

The robbers hit the TD Bank branch at 1110 Street Road in Upper Southampton, Pa. around 11:30 a.m., county dispatchers told NBC10.com.

An FBI spokesperson said the men went into the bank wearing the fake red-colored facial hair, hoodies and gray rubber-style gloves.

Surveillance video shows one of the men pointing a small black handgun at a bank employee.

The men made away with an unknown amount of cash after fleeing in a silver Dodge pickup truck with New York plates.

About a mile up the road from the bank, an Upper Southampton Police cruiser was involved in a crash. The collision happened around the same time as the robbery, dispatchers said.

Two people, a civilian and an officer, were taken to St. Mary's Medical Center with minor injuries.

Whale Floating in the River

A dead whale is floating in a Philly river.

The U.S. Coast Guard has recently received reports about a whale in the Delaware River.

The Marine Mammal Stranding Center in Brigantine, N.J. told NBC10 that the whale – about 25 feet long -- was last seen in the water off South Philadelphia Tuesday morning.

The Coast Guard said the last sighting reported to them happened a few days ago.

It’s unclear what type of whale it is and also what might have caused the whale to die. The Mammal Center however did say the mammal was possibly struck by a boat.

As of now there is no plan to pull the dead animal from the water.

Woman Found Dead in Fairmount Apartment Closet

A woman was found dead in an apartment closet at a Fairmount high-rise on Tuesday, police said.

The discovery was made around 11 a.m. in an apartment at The Philadelphian on the Parkway at 2401 Pennsylvania Avenue, just across from the Benjamin Franklin Parkway and Philadelphia Museum of Art, Philadelphia Police said.

Police say the woman was 47-years-old and that she was pronounced dead at 11:11 a.m.

Detectives tell NBC10.com there were no obvious signs of trauma on the woman's body. An official cause of death is pending an autopsy by the Medical Examiner.

The death remains under investigation.

New Machine Recycling Asphalt to Save PennDOT Cash

PennDOT is repairing roads in Philadelphia’s Port Richmond neighborhood Tuesday with its newest piece of equipment -- an asphalt recycler.

The machine, made by Stepp Manufacturing, is towed to locations -- like Delaware Avenue and Tioga Street -- where it processes recycled blacktop at high temperatures to form a new, usable hot mix for pothole repair. It can create up to three tons per hour of the mix, even in temperatures as low as 20 degrees.

“Now that we are proficient at it, we are using it every day it is not raining,” said Brad Rudolph, a PennDOT spokesman.

While the recycling machine's $80,000 price tag is steep, officials expect it to save the department  money in the long-run.

From Dec. 1 through May 13, PennDOT spent nearly $4.9 million patching potholes in Bucks, Chester, Delaware, Montgomery and Philadelphia counties. The expense included 11,722 tons of asphalt at a rate of about $65 per ton.

The asphalt recycler reduces the materials cost to less than $25 per ton, according to Rudolph, who did not have specific estimates on how much the new equipment could save the transportation department, but said reduced expenses are expected.

“It just depends on how often we can use it,” he said. “This is our first one in the state -- We’re trying to get the most out of it.”

The equipment also can also break down non-asphalt raw materials to create custom mixes for other projects.

“It isn’t just for potholes,” Rudolph added. “It can be used for trenches or whatever else you need.”

Once PennDOT evaluates the dollars saved and efficacy of the asphalt recycler, officials will decide if more will be added to their fleet of road repair equipment.

Body Found in Delaware River in Chester

Shaq to Donate $25K to AC Boys & Girls Club

A basketball legend is lending a huge helping hand to a local Boys and Girls Club.

Former NBA superstar Shaquille O’Neal and his development partner Boraie Development LLC vowed to donate at least $25,000 to the struggling Atlantic City Boys and Girls Club.

Earlier this month, officials temporarily closed the club and suspended all operations until the fall. A letter was sent out to parents citing financial difficulties as the reason for the temporary shutdown.

The decision was made just as hundreds of excited children in the area prepared for summer camp.

Around 1600 children belong to the club and nearly 200 attend after school programs there every day. Officials say fewer donations and grants and increased membership left the non-profit about $150,000 in debt.

Since NBC10’s initial report, officials say calls poured in from the community, including several from casinos in Atlantic City, offering to contribute donations.

The Atlantic City Press reports that city councilman Aaron “Sporty” Randolph also reached out to O’Neal and Wasseem Boraie of Boraie Development LLC, a real estate development company.

Boraie and O’Neal agreed to donate at least $25,000 to the Boys and Girls Club. O’Neal has already raised hundreds of thousands of dollars for the Boys and Girls Club in his native Newark, New Jersey. 

Atlantic City councilman Marty Small also told the AC Press that O’Neal plans to auction off his sports memorabilia during a June 13 event at the Revel in order to raise more money.

Officials at the AC Boys and Girls Club have two weeks to come up with the $150,000 they owe in order to open for a limited summer program.

Bear Spotted on Philly-Montco Border

Officials are investigating numerous reports of a bear sighting on the border of Abington Township and Philadelphia.

Officials say several witnesses spotted the animal on Pine Road and Shady Lane on Tuesday. One witness was Foose Tahiraj, the owner of a Philadelphia deli. 

Tahiraj says he was delivering two hoagie trays at the intersection of Pine Road and Shady Lane around 3:30 p.m. when he spotted the bear in a wooded area about 75 yards away.

“I just took the photo to show my boys that I ran into a bear today,” Tahiraj said. “It looked cute. It looked nice. It didn’t look mean.”

Officials say the animal is a male black bear, weighing approximately 150 pounds. They also say the same bear was spotted several times in Bucks County over the last few days.

Conservation officers as well as the Philadelphia, Rockledge and Abington Police Departments are all searching for the animal.

"We will have increased patrol in the area to keep the residents at ease," said Rockledge Police Detective Luke Lukashunas.

Officers say they set a trap where the bear was last spotted.

Delivery Man Arrested in Road Rage Shooting

A South Philadelphia delivery man was arrested in a Center City road rage shooting.

Police nabbed the suspect Tuesday afternoon after finding the car involved in the incident, a red Mitsubishi Eclipse, located along the 800 block of Fernon Street in South Philadelphia.

The 31-year-old man, who has not yet been identified, was arrested and will be charged with aggravated assault and reckless endangerment.

According to investigators, the man told police he was delivering food from an online food delivery company around 7:30 p.m. on Saturday when, for reasons not yet revealed, he went into a rage. He then allegedly began to follow Nicole Payne, who was driving in Center City with her sister and four-month-old niece.

"I was scared," Payne said.

The suspect allegedly followed the women and baby for 10 blocks across the city. Police say he then took out a BB gun and opened fire on the women's car near Broad and Lombard Streets in Center City.

The bullets shattered the victim's back window and hit the passenger side mirror. Thankfully, no one was hurt.

"As soon as I turned around, I could see a gun pointing," Payne's 20-year-old sister told NBC10.com on Monday. "I didn't get a chance to say 'duck.' I didn't get a chance to say anything."

Police say surveillance video captured the suspect's vehicle which helped them track him down on Tuesday. He's currently behind bars and will be arraigned Wednesday morning.

After being interviewed again by detectives, Payne says she's ready to put the frightening incident behind her.

"I don't really want to know anything at this point," Payne said. "I'm here. That's all that really matters."

Vatican Leader Sparks Spontaneous Performance

A bathroom break in the center of Philly’s historic district placed a group of college students in the path of a moment that may get tucked nicely into their own personal histories.

“We just happened to be in the right place at the right time,” said Kevin Ansel.

Ansel is on summer tour with fellow members of the Waldorf College choir from Forest City, Iowa. Their tour schedule brought them to the Philadelphia suburbs and they decided to visit the city between performances.

“We were on our way to go see the Liberty Bell and we just happened to stop here for a bathroom break,”Ansel said.

The two dozen or so singers were huddled up against a wall inside the Independence Visitor Center, about to head out just as a group of dignitaries headed in, led by a jovial Italian man who needs enough room when he walks, to talk with his hands. Archbishop Vincenzo Paglia is not shy. And neither is Britt Banks.

“He asked us where we were from. We said, ‘Forest City Iowa. We’re here with our choir.’ He said, ‘Sing! Sing for us!’”

They did.

The impromptu performance turned heads and set off a flurry of picture-snapping. The Archbishop from Italy smiled and looked over at two of his tour companions, Philadelphia Mayor Michael Nutter and Pennsylvania Governor Tom Corbett as if to make sure no one was missing out on this moment sparked by a little broken English and the luck of running into one of the oldest a capella choirs in the country.

The Waldorf College students sang Ubi Caritas for the Vatican leader.

“The song means: where charity and love are, God is there. Pretty fitting,” said Banks.

When it was over, Archbishop Paglia high-fived Banks and then led a big round of applause.

“It’s been in our repertoire all year and it’s one of my favorite songs, for sure,” Ansel said.

Paglia was in town to continue planning for next year’s World Meeting of Families in Philadelphia. The local dignitaries he hosted in Rome two months ago were now giving him a high-level tour of the city’s historical sites. Paglia also toured cultural sites, like the Philadelphia Museum of Art, which will likely be where Pope Francis, who is expected to come, will hold mass.

As Paglia and his group headed upstairs at the visitor center, the students started to talk about what had just happened; the spontaneity of it all.

“This is definitely a highlight," Banks exclaimed. "We were in Washington, D.C. just a couple of days ago and we sang the choral prelude concert to their Evensong service at the National Cathedral, but I think this just might top it."

“I’m not even Catholic and this is awesome,” another student said. “I have to go call my mom.”

The Waldorf College choir performs tonight at 7:30 p.m. at St. Paul’s Lutheran Church in Doylestown, the hometown of choir director, Dr. Adam Luebke.

How Mean Are Philly Drivers?

Road rage is a growing issue. Today, a man was arrested for shooting at a car carrying a baby in Center City.

Despite that extreme incidence of road rage, Philadelphia was named the 8th most courteous city in America, according to the 2014 AutoVantage In the Driver's Seat Road Rage Survey.

The consumer survey was based on driving actions, measured behavior, observations and attitudes related to "road rage" as reported in America's 25 largest cities.

The survey found the top five most courteous drivers were those living in Portland, Pittsburgh, St. Louis, San Francisco and Charlotte. 

Prince Market Research, an independent research company, conducted the study which was first conducted in 2009. Drivers age 21 and above who personally drove during rush hour (Monday through Friday) no fewer than 3 days per week responded. A total of 2,500 people participated. 

Houston was identified as having the least courteous drivers followed by Atlanta, Baltimore, Washington, D.C. and Boston.

Man Shot in the Face During Family Reunion in Hotel

A man is in the hospital after police say he was shot in the face inside a hotel during a family reunion.

Police say the reunion was being held inside the 4 Points by Sheraton Hotel on the 4100 block of Island Avenue in Southwest Philadelphia Tuesday night.

According to investigators, the 43-year-old father of a 1-year-old child who was at the reunion showed up unexpectedly at the party and got into an argument with another person who was there. Police say it was the first time the father had been around the child since the child's birth.

During the argument, a 34-year-old man asked the father to calm down and invited him to smoke a cigarette with him outside the building, according to officials.

As the two men began to walk through the hallway, the 43-year-old man allegedly pulled out a gun and opened fire, striking the 34-year-old in the face.

Police say the father then exited the hotel and ran across I-95. He was eventually captured however thanks to the help of witnesses, according to investigators.

"An alert cab driver who was waiting to get a fare told us of a suspicious male in the parking lot," said Philadelphia Police Lieutenant John Walker. "They locked their gates for us and uniform officers converged on the area and brought the man into custody."

Police say the suspect, who has not yet been identified, will be charged with attempted murder.

The victim was taken to the Hospital of the University of Pennsylvania where he is currently in critical but stable condition.

The shooting was only one of several violent incidents that took place in Philadelphia Tuesday night. Police say a total of nine people were struck during six separate shootings in the city that all took place within the span of a few hours.
