Court Strikes Down NJ's High School Graduation Test Requirements

New Jersey cannot mandate that students pass two state exams before they can graduate high school, a state appellate court has ruled.

The unanimous decision was made public Monday but won't take effect for 30 days. It invalidates the state Department of Education's requirement that students must pass standardized exams —commonly known as the PARCC tests — in Algebra I and English.

The three-judge panel found the requirement — which was approved in 2016 and was due to take effect with the class of 2020 — doesn't match a state law that requires students to pass just a single test in 11th grade in order to graduate.

"We do not intend to micromanage the administration of the proficiency examination mandated by the (law)," the judges wrote in their 21-page opinion. The 30-day delay for the ruling to take effect gives the state time to appeal to the state Supreme Court if it wants and avoids disrupting any ongoing statewide administration of proficiency examinations,.

State Education Commissioner Lamont Repollet said his agency and the state attorney general's office are assessing their next steps while aiming to minimize the impact on students.

The Partnership for Assessment of Readiness for College and Careers is a consortium of states that developed the tests, which came online as part of a Common Core curriculum in 2015. It has stirred controversy among parents, teachers and students in New Jersey over how much classroom time gets devoted to test-prep instead of to other parts of the curriculum.


Police Officer Hurt When Robbery Suspect Strikes Cruiser

A Philadelphia police officer suffered a minor injury Monday night after a fleeing suspect in a robbery struck the officer's vehicle, police said.

The officer, who was not identified, was taken to a local hospital but is expected to be treated and relelased.

Just after 7:30 p.m., police in North Philadelphia saw a car they believed had been involved in a robbery. Police chased the car; at one point, the fleeing suspect shot at officers, police said.

The chase ended about a half hour later at Broad Street and Somerville Avenue when the suspect struck a police vehicle and caused damage to the front of the cruiser, police said.

The supect was arrested, police said.

Look, you would want to keep the football that you threw for your first touchdown in the NFL, too.

That's how third-string quarterback Nate Sudfeld felt after subbing in for an injured Nick Foles Sunday. In the fourth quarter, he floated the ball to Nelson Agholor in the fourth quarter for a TD against the Redskins -- Sudfeld's first in the NFL.

Sudfeld called to Agholor to keep the ball, but Agholor was already handing it to a jersey-clad kid in the stands. 

Which led to a sweet scene in which the young fan gave Sudfeld the ball and got plenty in return.

"It’s still sinking in that I got an NFL football, and I got to meet players," said Cohen Zechman, 10, via Facebook Live.

Cohen and his dad, Derrick, were seated in the second row of the end zone when Agholor scored. Cohen looked thrilled when his dad was able to get Agholor's attention and then got the ball for his son.

And Sudfeld looked a little sheepish when he approached and asked if there was any way they could switch.

"Nelson was looking all over. Then, he spotted me and came over. He gave me the ball. Then, I saw Nate had, like, a funny face," Cohen said.

The swap was made. But don't worry about Cohen, an Eagles fan from Northumberland County, Pennsylvania.

He ended up with not only good feelings from Eagles fans everywhere but with another signed ball and gloves from Agholor and Zach Ertz.

They will fit in well with Cohen's collection of Eagles swag, including a Fathead, signed helmet and replica Super Bowl ring.

"Pretty cool stuff, but what we got last night really was awesome!" Cohen's mom said on the Facebook Live.

"It worked out nice because I got a ball, and he got his first career touchdown. And he deserves it more," Cohen said.

Agholor, meanwhile, didn't seem too concerned.

"Nate Sudfeld is gonna throw a lot more," Agholor said after the game. "He's gonna throw a lot more touchdowns and have a great NFL career."

A man was shot in the head and died in Philadelphia's Kensington's neighborhood about twelve minutes after midnight on New Year's Day.

It took less than a quarter-hour of 2019 for the city to suffer its first homicide of the year.

The victim was not identified. He was shot once in the head, police said. The shooting happened in the 3200 block of Tampa Street.

There was no motive that was immediately apparent.

In 2018, Philadelphia had 351 homicides, according to the Philadelphia police's website, the most since 2007.

The city's police chief has said that illegal drugs are fueling the deaths.

15-Year-Old Arrested, Hospitalized After Baby Found in Dumpster

A 15-year-old girl has been arrested and hospitalized after police say her newborn son was found in a dumpster in Philadelphia.

The baby was pronounced dead at the hospital just after 10:30 p.m. on New Year's Eve, police said.

Philadelphia Police said they were notified by the mother of a friend of the accused, who approached police near the intersection of Judson and Lehigh streets and said she had found the boy.

They also said they believed the girl had given birth at home, which is where they located the girl and the girl's mother.

The girl was hospitalized for "precautionary medical treatment," police said.

Homicide detectives are investigating.

Man Impaled by Deer Statue's Antlers During Mummers Parade

A man is recovering after he fell and was impaled on the antlers of a deer sculpture in Eakins Oval during the annual Mummers Parade, officials with the Philadelphia Fire Department said.

The unidentified man climbed the Eakins Oval statue along the 2600 block of Benjamin Franklin Parkway late Tuesday afternoon while trying to take pictures of the parade.

The man then fell and was impaled by the antlers of a deer sculpture. He was taken to Hahnemann Hospital where he was treated for non-life-threatening injuries.

Lost Wedding Ring Found in Stone Harbor, New Jersey

A man is using social media to try and reunite a wedding ring with its rightful owner.

Mike Delaney tweeted he found the ring several months ago while he was parked on 96th Street between 2nd and 3rd avenues in Stone Harbor, New Jersey. It wasn’t until Monday while he was cleaning out his Jeep that he learned it was a wedding band.

Zeigler Red Hots That May Contain Metal Recalled Nationwide

R.L. Zeigler Co. is recalling approximately 11,664 pounds of a chicken and pork sausages over concerns it may be contaminated with bits of metal.

The U.S. Department of Agriculture announced Sunday that 24-ounce packages of Zeigler's Red Hot chicken and pork sausages produced Nov. 29 are subject to recall:

  • 24-oz. plastic packages containing approximately 9 links of “ZEIGLER A TRADITION OF GREAT TASTE RED HOTS” with a “Use By Jan 24 19” date.
  • 24-oz. plastic packages containing approximately 9 links of “EXTRA HOT ZEIGLER A TRADITION OF GREAT TASTE RED HOTS” with a “Use By Jan 24 19” date.

"The products subject to recall bear establishment number “EST. P-9156S” inside the USDA mark of inspection. These items were shipped to retail locations nationwide," the USDA said.

The problem was discovered after Zeigler received consumer complaints on Dec. 13 and 27, 2018 and investigated them. The company notified the USDA's Food Safety and Inspection Service of the issue on Dec. 29, 2018.

There have been no confirmed reports of injury or reaction from consumption of the products, however the FSIS said it is concerned some of the products could still be in consumers' refrigerators or freezers.

The USDA believes the following retail chains may have received the recalled sausages: Kroger, Piggly Wiggly, Walmart and Publix stores in Alabama, Ramey's and Vowell's markets in Alabama and Mississippi, and Winn Dixie supermarkets in Florida. Several other retailers in all three states as well as stores in Tennessee and Louisiana are also believed to have received the recalled products. See the list HERE.

The USDA notes that the list may not include all retail locations that have received the recalled product or may include retail locations that did not actually receive the recalled sausages and urged consumers to check the label for the recall-specific information.

These products should be thrown away or returned to the place of purchase.

Former Pastor Charged With Child Abuse and Child Porn

A former pastor of a Montgomery County church is behind bars after he was charged with child abuse and child pornography.

Jerry Zweitzig was arrested in December after detectives were alerted by a tipster. Police searched through his home in Hatboro, Pennsylvania, where they found hundreds of images on a computer depicting a child engaging in sex acts, investigators said. The victim had been assaulted while sleeping and there was evidence of sexual abuse, according to court documents.

Zweitzig is charged with 200 counts of possessing child pornography as well as multiple counts of indecent assault. Investigators believe Zweitzig committed the crimes in both Montgomery and Lancaster counties and that his abuse began more than 10 years ago.

Zweitzig is the former pastor of Horsham Bible Church on Upland Avenue in Horsham. Zweitzig retired, according to his attorney, and records show that the church building was sold.

Zweitzig is currently being held on $500,000 cash bail in the Montgomery County Prison. Zweitzig’s attorney told NBC10 he has yet to see all the evidence in the case. When asked about Zweitzig’s former church and its proximity to a pre-school, the attorney said the charges have nothing to do with the church.

3 Die in Head-on South Philly Crash With Stabbing Victim

Three people died when a car driven by a man who was stabbed at least 15 times slammed head on into their SUV in South Philadelphia early Wednesday.

Two men and two women, all in their 30s, were in the Acura SUV as they drove along Packer Avenue near South 7th Street around 1:45 a.m. when an Audi sedan crossed the center line and slammed into them head-on, Philadelphia police said.

The two men and one woman in the SUV died at the scene, Philadelphia Police Chief Inspector Scott Small said. One of the dead people had on a Mummers string band shirt but it was unclear if that man had any involvement with Tuesday’s annual Mummers parade.

A 30-year-old woman, who is the sister of a deceased crash victim, survived the crash and was being treated at the hospital for a broken pelvis and other injuries, police said.

The sedan driver also survived the wreck.

“Doctors tell police when he arrives at the hospital and they begin to treat him that he has (stab wounds) to his chest and abdomen," Small said. "And, in that sedan vehicle we did find… a knife with a 10-inch blade, approximately, that was covered in blood."

The driver was listed in critical condition with 15 to 20 stab wounds to his chest and abdomen, police said.

It was unclear when the man was stabbed or who stabbed him.

The crash blocked Packer Avenue, near the stadium complex, for hours Wednesday morning as police investigated all the circumstances around the wreck. Packer Avenue finally reopened just before 8 a.m.
