Police Rush 3 Boys to Hospital After West Philly Shooting

Three boys — one as young as 8 years old — were shot in West Philadelphia on Sunday night and rushed to the hospital by responding police officers.

The shooting happened just before 8 p.m. at an apartment complex along the 6000 block of Ludlow Street near 60th Street, Philadelphia police said.

An 8-year-old boy was shot once in the right side of his face, a 16-year-old was shot once in the right foot and a 15-year-old was shot once in the right hip, police said.

All three children were picked up by responding police officers and rushed to the Children's Hospital of Philadelphia in a department practice called "scoop and run." The practice, which police have been performing for several years and was recently profiled by the NBC10 Investigators, saves precious moments by getting shooting victims to trauma centers as quickly as possible.

Police said the 8-year-old and 16-year-old were listed in stable condition while the 15-year-old was critical.

Philadelphia Police Lt. John Walker said the 8-year-old was inside his home when a bullet came through the wall and hit him in the cheek.

Walker said the investigation is ongoing but it appears that one or two gunmen opened fire into a courtyard where the teens were standing.

At least nine bullet casings from two different types of handgun were found at the scene. Bullets hit at least one car and a second wall of the apartment complex.

SEPTA Bus Rear-Ended in Delco

A truck rear-ended a stopped SEPTA bus at a busy Delaware County intersection Monday morning.

Five people on board the Route 113 bus complained of neck and back injuries after the crash along MacDade Boulevard at Morton Avenue in Folsom, Pennsylvania, around 7:35 a.m., SEPTA said.

All of the injured people were able to walk off the bus, SEPTA said.

The bus sustained minor damage.

The crash remained under investigation.

Search for Driver After Girl Dies in I-295 Crash

New Jersey State Police are searching for a driver involved in a nasty crash along busy Interstate 295 in South Jersey that left a 9-year-old girl in another car dead.

Madelynn Rizzo of Union, New Jersey, died after the Ford Focus she was strapped in backseat of careened into the woods and struck several trees near milepost 38 in Mount Laurel, Burlington County, police said.

The 37-year-old driver of the Focus suffered head trauma while Madelynn’s 8-year-old sister suffered serious injuries, police said.

State police want to track down the other driver who collided with the sedan in the northbound center lane on the busy Sunday Thanksgiving travel day around 6 p.m.

The second vehicle that collided with the Focus did not remain at the scene, police said. Investigators were working to figure out what type of vehicle it is.

Eagles' Jenkins, DA Krasner Talking Bail Reform in Philly

Malcolm Jenkins, the Philadelphia Eagles All-Pro safety, has been tackling an off-field issue for more than a year, criminal justice reforms.

He travels the country, apart from his cross-continental schedule for football games, to meet with some of the more progressive local prosecutors to push for changes in court and prison systems.

On Monday, he and Philadelphia District Attorney Larry Krasner are holding a press conference at 11 a.m. in the Kensington neighborhood at a community organization, Impact Services, on East Allegheny Avenue.

Jenkins's non-profit organization, Players Coalition, "will address injustices in the money bail system in Philadelphia, where one in four people are held on a $50,000 bail," according to a statement from the group.

"Too many Philadelphians are sitting in jail, not because they are guilty but because they are too poor to pay the bail," the statement said. "Almost half of those incarcerated before trial are never found guilty: their cases are dismissed or withdrawn or they are acquitted at trial."

Jenkins, Krasner Team Up, Promise Bail Reform 'Movement'

Malcolm Jenkins, who has toured in the country in the last year pushing criminal justice reform, appeared in the Kensington neighborhood of Philadelphia with the city's district attorney, Larry Krasner, on Monday. Jenkins and Krasner, along with other local activists and officials, promised an overhaul to the city's cash bail system, which they say has contributed to mass incarceration and a disproportionate amount of poor people jailed.

Woman Struck and Killed by SEPTA Bus

A woman was struck and killed by a SEPTA bus in the Frankford section of Philadelphia Monday afternoon.

The 65-year-old woman was on the 1500 block of Pratt Street when she was struck by a Route 5 bus traveling westbound. The woman was pronounced dead by a responding medic at 2:10 p.m. The bus driver remained at the scene.

Police have not released the woman’s identity. They continue to investigate.

Power Outage Forces Evacuation of Philly City Hall

A power outage caused the evacuation of Philadelphia's century-old City Hall Monday afternoon.

A PECO problem appeared to cause the outage at the Center City municipal building on JFK Boulevard after 1 p.m., Philadelphia Deputy Fire Chief James Renninger said.

The historic building was evacuated and all city court operations were closed for the rest of the day, the official Philadelphia Courts Twitter feed said.

Fire alarms in the building could be heard going off in the darkened building as people were urged to use staircases to evacuate, according to social media posts.

A City Hall staffer told NBC10 that workers were told that there was a fire in the basement. The Philadelphia Fire Department responded to the alarm but found no fire, fire dispatchers said.

City Hall workers were sent out into the rain and home for the day as PECO crews worked to get the lights back on.

No injuries were reported and no one was stuck in elevators, Renninger said.

City Hall was completed in 1901, 30 years after construction began, and has nearly 700 rooms, making it the largest municipal building in North America and possibly the world, the City said. The building with a statue of William Penn on top houses all three branches of City government, including civil courts, the mayor's office and City Council.

Though court operations at City Hall were closed for the day, family, criminal and traffic courts, which are housed in other buildings, continued as scheduled.

Wildfires have burned across California, hurricanes leveled homes in Florida and the Carolinas, and recovery is uneven across Puerto Rico a year after Hurricane Maria. On #GivingTuesday, thousands of residents remain displaced while others are struggling to rebuild.

Below are some organizations offering immediate and long-term assistance for communities hit by natural disasters.

CALIFORNIA WILDFIRES
The Camp Fire in Northern California, the state’s deadliest fire, was contained over the weekend after burning for more than two weeks. The fire killed at least 85 people and destroyed most of the community of Paradise. Meanwhile two other fires -- the Woolsey and Hill fires -- burned in Southern California, killing at least three people.

California Community Foundation’s Wildfire Relief Fund
The fund supports intermediate and longterm recovery, with grants going to residents who lost homes, belongings or jobs with rebuilding and other assistance.

California Fire Foundation
The foundation’s Supplying Aid to Victims of Emergency or SAVE program provides short-term financial help to victims of natural disasters in California.

Direct Relief
The organization works with partners in the area, whether health departments or clinics, to get medical resources where they are needed.

Entertainment Industry Foundation
The foundation’s Fire Relief Fund is supporting the Los Angeles Fire Department Foundation, the L.A. Kitchen, which provided food for first responders and people in shelters, and the Humane Society of Ventura County, which has helped with more than 300 animals displaced by the fires.

The animal shelter offered help with animals displaced by the fires

Los Angeles Fire Department Foundation
The foundation provides equipment and other support to firefighters, including brush helmets and now hydration backpacks for every firefighter.

North Valley Animal Disaster Group
The group is caring for animals evacuated because of the Camp Fire.

North Valley Community Foundation
The foundation’s Camp Fire Evacuation Relief Fund is supporting evacuation centers to make sure they have portable toilets and showers, blankets and other needs and is offering grants of up to $25,000 to organizations providing short-term direct services to evacuees.

Venture County Community Foundation
The foundation created the Hill Fire/Woolsey Fire Sudden and Urgent Needs Effort Fund for those affected by the fire.

THE CAROLINAS
Hurricane Florence hit North and South Carolina in September, drenching the area and causing serious damage from flooding.

Foundation for the Carolinas
The foundation’s Hurricane Florence Response Fund is directing donations to non-profits in North and South Carolina to provide immediate and long-term help to victims of the storm.

A GoFundMe page for Hurricane Florence relief is being managed by the Direct Impact Fund, a nonprofit.

FLORIDA
Hurricane Michael was the most powerful hurricane to hit the Florida Panhandle, killing 43, and leaving thousands homeless.

Florida Disaster Fund
The Florida Disaster Fund assists the state’s communities to recover from disasters.

A GoFundMe page for Hurricane Michael relief is being managed by the Direct Impact Fund, a nonprofit.

PUERTO RICO
Hurricane Maria killed nearly 3,000 people on Puerto Rico in September 2017 in the deadliest natual disaster in the United States in 100 years. A year later, the island is still rebuilding

Global Giving Foundation
The Disaster Recovery Network at Global Giving emphasizes community-led relief and recovery. FORWARD/ADELANTE Puerto Rico is a fund created by a network of Puerto Rican foundations providing longterm support for local grassroots organizations.
