Officer Who Killed Man Placed on Leave, New Video Surfaces

A police officer who shot and killed a man in Vineland, New Jersey, over the weekend has been placed on administrative leave. Officials made the announcement Monday as they continue to investigate the shooting.

Police were called to West Wood Street between Boulevard and 4th Street around 11:20 a.m. Saturday for a report of a man acting suspiciously. When they arrived, they found a man standing on the front porch of a home.

An encounter between the officers and the man lasted for several minutes. At some point the officers shot and killed 37-year-old Rashaun Washington, of Bridgeton, New Jersey. Investigators have not yet revealed whether he was armed or what led to the shooting, only saying that an officer "discharged their weapon" and had been placed on administrative leave.

NBC10 obtained viewer videos showing multiple officers, some with their guns drawn, lined up on Wood Street near a shirtless man standing in a yard.  

“Walking back and forth, pacing back and forth,” Ryonna Maven, a witness, said. “I’m sure he was paranoid. Big guns in his face.”

Witnesses said the confrontation lasted for more than ten minutes and Washington appeared to have a water bottle in his hand. One witness said Washington told police he wasn’t going to give himself up.

“The guy came around the car and he came toward them and they shot him three times,” Christopher Cueves, another witness, told NBC10.

In one of the videos you hear the sound of three gunshots though the camera points away from the shooting. After the shots are fired, the video shows the officers appearing to spray a substance on Washington as he lies on the ground.

Sean Camper, another witness, said a police dog chewed on Washington's face.

"They didn't have to have the dogs chew on him, you know what I mean? They could've just took him down and handcuffed him," Camper said.

In the video, officers tell witnesses to back up moments before the shooting, stating Washington had a bomb.

"If he had a bomb on him why would you shoot him? So it's just messed up man," Camper said.

Cueves said he was traumatized by the shooting.

“Very difficult especially when you see blood splatter,” he said.

Jose Pagan, another witness, said he had met Washington several times.

“This is very tragic and I want to send my condolences to the family,” Pagan said.

Pagan said he doesn't believe Washington should have died.

"Something has to be done here with the Vineland Police," he said. "They're trigger happy."

Walter Hudson, the leader of the National Awareness Alliance, told NBC10 he's reaching out to Washington's family to offer condolences and is also pushing for answers from police.

"I was outraged," Hudson said. "It's another case of police brutality. He did not deserve to be shot. He deserved to be taken into custody and further evaluated. His shirt was off. Didn't see no gun."

Allentown Fire Chief and Award-Winning K9 to Retire

Allentown Fire Chief Lee T. Laubach Jr. is set to retire from the department next month along with his K9 partner Judge.

“Lee has been an outstanding chief. He has managed what I believe to be an extremely talented department,” Allentown Mayor Ray O’Connell said.

Chief Laubaugh retires after 25 years of service, his partner Judge has served eight years.

In 2010, Laubach was named the department’s Firefighter of the Year.

Judge is retiring after performing more than 550 fire investigations. Judge was the 2016 American Humane Hero Dog winner for the Arson Dog Category.

An interim chief will be appointed upon Laubach’s retirement, the department said.

Woman Says Driver Called Her Racial Slurs in Road Rage

A Coatesville, Pennsylvania, woman is speaking out after she says a man shouted racial slurs at her during a road rage incident Friday.

Zhaqeyza Armstrong, 20, said she was driving home from work on Route 30. At some point she was behind a driver near the Thorndale exit. Armstrong admitted to NBC10 she may have been driving behind him too closely. She says the man then slammed his brakes, causing her to nearly run into him.

Armstrong then went into the left lane. She says the man drove beside her and began screaming at her.

“I had no music on. I didn’t say not one word to this man. I didn’t do anything but pull out my phone to record him,” Armstrong said.

Armstrong said the man then began calling her racial slurs.

“He starts with the racial slurs. ‘You n*****. Go back to Africa.’ Like he’s just screaming,” she said. “And he has no windows or doors on his car so I felt like he was inside of my car. I was by myself. He’s a huge man so I was terrified.”

Armstrong drove home after recording the encounter. She went to the Coatesville Police Department but was told she had to file the report with the state police since the incident occurred on the bypass. Armstrong said she gave state police the driver’s license plate number.

State police said there wasn’t much they could do because the vehicle wasn’t registered to the man who was yelling at her.

“At first on Friday they told me it would just be a traffic violation and there’s nothing they can do,” Armstrong said. “He’s allowed to say whatever he wants and it would just be aggressive driving.”

Armstrong then posted the video on Facebook. The post went viral and at one point had 400 shares and 45,000 views. Some people in the comments then identified the man.

“People were threatening him because the video went viral on Facebook before they took it down,” Armstrong said.

Armstrong said the man in the video then filed a report with state police, claiming Armstrong was the aggressor during the situation and that she threw items out of her window. State police then questioned Armstrong again.

Armstrong denied the man’s allegations and said the only reason the man went to the police was because he was embarrassed on social media.

Pennsylvania State Police told NBC10 they are currently investigating the incident and they could not comment on an active investigation. Facebook took down the original video.

Police advise drivers to not be aggressive themselves when in the middle of a road rage situation and to avoid setting off other drivers. They also say to call 911 right away and pull over to a populated area, preferably the parking lot of a police station. 

23 Children Hurt in Crash Involving 5 School Buses

Nearly two dozen children suffered minor injuries following a crash involving five school buses in Medford Lakes, New Jersey.

Officials say five buses rear-ended each other on Tuckerton Road and Lenape Trail Monday around 4 p.m. The buses were dropping off children who attended the JCC Medford Day Camp.

First responders say 23 children and one staff member suffered injuries in the crash though none were life-threatening. They were taken to Virtua Voorhees and Virtua Mount Holly hospitals for treatment. The other 67 campers and 10 staff members were taken back to the JCC Camp on additional buses and reunited with their families.

The buses involved in the crash are owned and operated by the Safety Bus Company based in Pennsauken, New Jersey. The Medford Township Traffic Safety Unit is investigating the incident.

Woman Armed With Stun Gun Robs Pregnant Employee, Police Say

Police are searching for a woman accused of threatening a pregnant employee inside a Philadelphia flower shop with a stun gun, robbing her and then fleeing the scene in an Uber.

"I was kind of in tears," Dashley Hernandez said. "She knew I was pregnant. I was being nice to her from the beginning."

The unidentified woman entered the D&J Flower shop on 1501 East Luzerne St. in the Juniata Park section of the city Saturday at 2:30 p.m. and began asking Dashley Hernandez, a store employee who is pregnant with twins, about $300 flower arrangements.

Police say the woman picked out an arrangement and asked Hernandez to order an Uber ride for her so that she could go to get money.

After Hernandez ordered the Uber, the woman left the store. The woman then returned minutes later and demanded Hernandez order another Uber, police said. As Hernandez tried to order another one, the woman allegedly pulled out a stun gun and threatened to use it on her belly.

"She brought out the taser, turned it on, and she was telling me, 'Give me this. Give me an Uber. Give me what I want. I'm going to kill ya'll,'" Hernandez said.

The woman then stole $20 from the register, went into an Uber that was waiting outside and then fled the scene.

"I think it's bizarre because she gave me the address where she was going," Hernandez said.

Hernandez was not injured during the incident.

Woman Works to Find Owner of Wedding Ring Spotted in River

A New Jersey woman is determined to find the owner of a lost wedding ring she discovered while tubing down the Delaware River in Bucks County.

“It was extra aware of what was going on beneath me because I had dropped my phone and then found it,” Meredith Caruso said. “So I felt like 'God, what else must be at the bottom of this river?’”

Caruso told NBC10 she found the ring wedged between two rocks back on July 11 while tubing down the river in Bucks County.

She found the date ‘4-26-80’ as well as initials and two fish engraved in the wedding band.

Caruso posted a picture of the ring on Facebook. So far it’s been shared more than 14,500 times and Caruso has heard from people across the country hoping the ring belongs to them.

“Honestly, I really feel like on Facebook we’re going to find who it was,” Caruso said.

Daniel Breen, the owner of the tubing company Bucks County River Country, told NBC10 the last time someone reported a lost wedding ring was at least five years ago.

“We’ve lost other items like jewelry,” Breen said. “But as far as wedding rings or engagement rings, it’s fairly rare.”

Teen Dies, 3 Other Boys Hurt as Bullets Fly in North Philly

A teenager died and three other boys were hurt in a late Monday night shooting in North Philadelphia and a fellow teenager possibly pulled the trigger.

Gunfire rang out just before midnight along North 4th Street near Diamond Street striking a group of people outside on the sidewalk and some cars parked on the block, Philadelphia police said.

A 14-year-old boy was shot in the head a later died at the hospital. Bullets also struck an 11-year-old, 14-year-old and 15-year-old and 24-year-old man, Philadelphia Police Chief Inspector Scott Small said. All those victims were listed in stable condition.

It was unclear if the victims were the intended targets or whether they were hit by stray bullets, Small said.

About 20 bullets in total were fired, Small. It’s possible there were two shooters, one of whom is a teenager who is 15 or 16 years old, according to witnesses and victims.

Investigators were in contact with the teen’s family in hopes of tracking him down.

No word yet on a motive. Police hope surveillance video will help in the investigation.

Severe Thunderstorms Could Bring Flooding & Hail for Commute

The NBC10 First Alert Weather Team has issued a First Alert for the threat of severe thunderstorms packing potentially strong winds, possible flooding and hail.

The First Alert is in effect from 1 to 9 p.m. Tuesday.

“Many neighborhoods will see the thunderstorms come through during the evening commute,” NBC10 First Alert Weather meteorologist Bill Henley said.

We will experience hot and humid conditions through the morning and into early afternoon — temps are expected to push into the upper 80s to low 90s — ahead of a cold front that will trigger strong storms during the afternoon and evening. Many neighborhoods will see the storms arrive during the commute home.

Here is the timing for when the storms will start moving in:

1 to 3 p.m. - Lehigh Valley and upper Pennsylvania Suburbs

3 to 6 p.m. - Lower Pennsylvania suburbs and I-95 Corridor including Philadelphia, Trenton and Wilmington

5 to 9 p.m. - South Jersey and southern Delaware

Thunderstorms may produce 1 to 2 inches of rain in a short period of time leading to flash flooding. Thunderstorms could also generate damaging wind and hail.

A Flash Flood Watch is in effect for Philadelphia and the immediate Pennsylvania and New Jersey suburbs.

Showers and thunderstorms will move offshore overnight. Skies clear Wednesday with much lower humidity and highs in the mid 80s.

One Man's Trash Is Another's Treasure 200-Plus Years Later

One man’s trash is not only another man’s treasure in this instance, but everyone’s treasure. The Museum of the American Revolution’s newest evening event showcases their collection of ancient recycled goods.

The Old City Philadelphia museum is hosting a "Trash Talk" Tuesday to exhibit their archaeological findings dating back to the 1700's. During their excavation, nearly 85,000 artifacts were unearthed.

Tea sets, smoking pipe, and wig rollers were just a few of the pieces recovered from local well shafts and brick-lined privy pits – 18th century toilets – in the Philadelphia area.

This event is part of the ongoing series "History After Hours". For these limited time events, guests can enjoy extended evening hours, special themed programs, and happy hour food and drink specials from 5 to 8 p.m.

Stray Bullet Strikes, Kills 9-Year-Old Girl in NJ Home

A stray bullet struck and killed a 9-year-old girl inside a South Jersey home overnight.

Police rushed to the area of Elmer and Church streets in Bridgeton, Cumberland County, for a report of gunfire around 12:30 a.m. Tuesday.

Officers found the girl’s family already rushing her to a nearby hospital where Jennifer "Chikis" Trejo, 9, was declared dead a short time later, Bridgeton Police Chief Michael Gaimari Sr. said.

Evidence drew police one block away to Elmer and Walnut streets where they say an unknown shooter or shooters opened fire, striking several vehicles and Trejo's home.

Police say the gunman or gunmen were targeting a group of men on the corner.

"The investigation has revealed there were three to four males in the area at the time shots were fired," Cumberland County prosecutor Jennifer Webb-McRae said. "And that one or more of them may have been the shooter or shooters."

The bullet went through the rear wall of the home and into an adjacent room where it struck the girl as she slept in bed, investigators said.

“We need the public’s help in general, but when an incident such as this happens to such a young and innocent victim we could really use the assistance in bringing those responsible to justice immediately,” Gaimari said.
