NJ Gov. Tries to Avoid Shutdown With New Budget Proposal

Hours before of a looming budget deadline and amid stalled talks with Democratic legislative leaders, New Jersey Gov. Phil Murphy on Saturday sent lawmakers a new tax revenue offer aimed funding government and avoiding a shutdown.

Murphy said in a letter to Senate President Steve Sweeney, Assembly Speaker Craig Coughlin and lawmakers that he would take off the table his proposal to hike the sales tax. He's also increased the income threshold on a proposal to hike rates on millionaires and indicated he backs a business tax hike.

It's the latest proposal in a more than weeklong negotiation amid the state's Democratic leaders over the proposed nearly $37 billion budget. Much of the debate has centered on how much to raise taxes to pay for higher school funding, transit subsidies and the public pension. Murphy has made a tax on income over $1 million — a key campaign promise backed by progressive organizations and labor — a sticking point.

Lawmakers worry millionaires would flee the state, and instead sent Murphy a $36.5 billion budget paid for in part by a tiered hike in the tax on business, which they say firms can afford because of the federal tax cuts.

If lawmakers and Murphy fail to enact a balanced budget by midnight, the state faces a government shutdown, which would lead to public parks and beaches, as well as the Motor Vehicle Commission, closing. Racetracks would also close, according to a letter from the state attorney general. Tollbooths and emergency services, as well as casinos, would stay open.

Under Murphy's latest proposal, the income tax on people making more than $1.75 million would climb to 10.75 percent from 8.97 percent under current law. He would also support a business tax that raises the rate over four years by 2 points from 9 percent to 11 percent. Previously, he proposed levying an income tax hike on those making more than $1 million. He initially did not seek any hike in the business tax.

He also says he would take his proposal to raise the sales tax from 6.625 percent to 7 percent off the table "contingent on getting the right balance" between the business and income taxes.

Lawmakers have opposed raising that tax.

Murphy also poured cold water on the lawmakers' latest offer from Friday to raise rates on people earning $5 million and above from 8.97 percent to 9.95 percent, saying it "gets us nowhere near where we need to be."

Lawmakers didn't immediately respond to requests for reaction to the governor's latest proposal.

Sand Sculpture Spectacular

Gospel Leader Hopes to 'Plant a Seed' for Positive Change

Gospel is a genre of music deeply rooted in American tradition. So it’s only right that it will be a focal point of the week-long Wawa Welcome America event in Philly.

On Sunday at 7 p.m., more than 150 singers and praise dancers from throughout the tri-state area will put on a gospel concert at Independence Mall. The man who helped bring it all together is Alex Ingram, an icon in the Philadelphia gospel music scene.

The 60-year-old Philadelphia native serves as the Minister of Sacred Music at Deliverance Evangelistic Church of Philadelphia and will lead the special gospel choir that will perform both Sunday night as well as on July 4th during the big concert on the Parkway. For Ingram, gospel has always been an important part of his life.

“Basic gospel is my roots,” he said. “I grew up in the church. I came up playing the organ in the church so that’s basically my foundation.”

Ingram first played in the church choir at the Refuge Deliverance Worship Center where his grandmother, the late Reverend Henrietta Betrand, served as the pastor.

He continued to hone his skills while playing in the school band at Strawberry Mansion Jr. High School under the tutelage of Grammy-nominated gospel artist Gabriel Hardeman Jr. Along with gospel, Ingram also found inspiration from some of the secular music of his day.

“Of course I liked some R&B back in the day, you know Stevie Wonder and Earth Wind & Fire and all of that,” Ingram said. “You know we listened to that to kind of incorporate the two and came up with this kind of contemporary sound.”

Ingram’s career in gospel continued to flourish and he served as the Music Minister for the Fellowship Tabernacle Church of Philadelphia and the Assistant Music Director at the Zion Baptist Church in Ambler before coming to Deliverance Evangelistic.

Ingram also became a member of the Recording Academy and thrived as a musician, producer and songwriter for several gospel artists, including his mentor Gabriel Hardeman, the Philadelphia Mass Choir of the Gospel Music Workshop of America, Rev. Dr. Alyn Waller and The Enon Tabernacle Mass Choir and Bishop T.D. Jakes and the Potter’s House Mass Choir.

He’s also received several honors during his career, including the Gospel Hall of Fame Honors Award from the Philadelphia Gospel Music Association in 2014.
For Ingram however, the joy he gets from gospel music doesn’t come from personal accomplishments but rather the music’s ability to truly create change.

“I guess in the 60s and the 70s with Dr. King, a lot of times the church had a great part in changing the culture of the country, of our nation,” he said. “I think the church played a big part in bringing people together, unifying our country.”

Ingram sees both Sunday’s and Wednesday’s concerts as great opportunities to continue that positive impact.

“I hope that it’s really a blessing for somebody to hear a song or a word or something that will really encourage them to say, ‘Listen, I don’t have to live like this, I can do better,’” Ingram said. “And from that seed that’s planted, change their life or turn their life around.”

Philly Police Search for Missing Teen With Autism

Philadelphia Police are seeking the public’s help in finding a missing teen with autism.

Jeffrey McCollum, 19, was last seen Saturday at 10 a.m. on the 3800 block of N. 17th Street. McCollum suffers from autism and has the learning skill of a 7-year-old, police said.

McCollum is a black male with medium complexion and short black hair standing 5-foot-6 and weighing 126 pounds. He was last seen wearing knee length red pajama pants, a tie dye red, blue, white and yellow Polo shirt, black socks and black Nike sneakers. Family members say they’re unsure where he could’ve gone.

Man Found Dead Near Vietnam Memorial at Penn's Landing

An investigation is underway after a man was found dead near the Vietnam Veteran memorial at Penn’s Landing.

The body of an unidentified man between 50 and 60 years of age was found on the grass on Spruce Street and Christopher Columbus Boulevard shortly after 6 p.m. Sunday.

Police have not yet determined a cause of death or revealed the man’s identity. They say the man may have been homeless however.

LeBron James Signs With Lakers

Philadelphia will not be The King's next realm.

LeBron James has picked the Lakers, per his agency, Klutch Sports. James' contract with Los Angeles is four years, $154 million. The fourth year of the deal, which will be James' age 37 season, is a player option, per ESPN's Brian Windhorst.

This comes after a high-level Sixers contingent met with James' reps earlier Sunday. LeBron was reportedly not present at the meeting. According to Windhorst, via The Athletic's Derek Bodner, James made his decision days ago and Sunday's meeting with the Sixers was only a courtesy, as they were never in the running with the Lakers and Cavaliers.

With James and Paul George now off the board, it's conceivable that the star-chasing Sixers will turn their full attention to the only available star remaining in Kawhi Leonard. Although, ESPN's Adrian Wojnarowski followed up the LeBron news by reporting that Leonard still wants to be Laker.
