Car Suspected in Deadly Hit and Run Turned Over to Police

A car police believe struck a 5-year-old boy in West Philadelphia Friday, killing him before the driver sped away, was turned over to police Sunday.

Philadelphia police said the car was turned in to police at the 26th District Headquarters located in Fishtown Sunday afternoon. No arrests were announced as the investigation continued.

Xavier Moy, 5, was hit along the 5000 block of Irving Street around 4 p.m. Friday, family members and police said. 

Family members said the boy was playing in the street with others when a sedan rolled down the street and hit him.

Late Saturday, Philadelphia police released a photo of the suspected car.

On Sunday, police released more information about and clearer photos of the suspected vehicle, a blue, four-door 2016 Hyundai Sonata with Pennsylvania license plate #KDD-7513.

Initial reports had described the car that struck Xavier Moy as green.

The driver left the scene after the crash.

Anyone with information is asked to please or call Philadelphia police at 215-686-TIPS or the Accident Investigation Division at 215-685-3180.

On Saturday, Xavier's family begged any witnesses to come forward.

"I could be anybody, you could be me sitting here," said Logan White, Xavier's father. "It's always somebody else 'til it happens to you."

The Philadelphia Fraternal Order of Police has offered a $5,000 reward for any information that leads to an arrest in the case.

Pa. Congressman Returns From Trip to Texas Detention Center

A Republican Congressman who visited a Texas detention center this weekend said children separated from their families should be reunited "immediately."

Rep. Brian Fitzpatrick (R-Bucks County) visited the Tornillo detention center near El Paso on Saturday along with a group of members of Congress that included both Republicans and Democrats.

Fitzpatrick said the process of reuniting children with their families has begun, but is hampered by a system that involves a string of entities including the Department of Health and Human Services, Customs and Border Protection and U.S. Citizenship and Immigration Services (USCIS), among others.

"There's so many different components and there's a disfunction in the connectivity between them," Fitzpatrick said in an interview with NBC10 on Sunday.

Addressing that process should be part of a comprehensive immigration reform bill, he said.

Fitzpatrick, who said members on the visit spoke with some of the children on site using a fellow congressman as a translator and even picked up phones to make sure they worked, said he is now requesting data from HHS on separations and reunification and is willing to return to Texas inside a week if necessary.

"They have tents set up, they have phones available to call their family, but really that's not a place they should be," he said. "This is a place where they need to be taken care of until we fix the problem that was created by this policy of separation that was a terrible policy. I think people realize that now we need to fix that."

Man Charged With Murder in Deadly NYC Stabbing of Teen: Cops

A 19-year-old man has been arrested in connection with the deadly stabbing of a 15-year-old boy last week outside a busy Bronx bodega, police said.

Kevin Alvarez, of the Bronx, was charged with second-degree murder, manslaughter, gang assault and assault on Sunday, the NYPD said. Police sources tell News 4 that Alvarez may have been the one seen in surveillance video dragging the boy from the store. 

The NYPD released photos of five suspects after 15-year-old Lesandro Guzman-Feliz was stabbed in the neck in front of a bodega in the Belmont neighborhood of the Bronx on Wednesday.

Police in Paterson, New Jersey, meanwhile, have taken an unspecified number of people into custody in connection with the stabbing, the department said.

"The department has identified multiple suspects and is in the process of interviewing some of them at this time," the NYPD said in a statement. "Initial arrests have been made, and more are anticipated." 

"The NYPD thanks the public for the outpouring of tips in this case, and encourages people to continue to come forward if they have information to share," it added.

Police sources initially said that two people were in custody in connection with Guzman-Feliz' death. 

Guzman-Feliz, known to his friends as Junior, was part of the NYPD’s Law Enforcement Explorers program.

Family and friends of the boy, who was stabbed in the neck with a machete, say his attackers mistook him for someone else.

Attorney information for Alvarez wasn't immediately available on Sunday.

Meanwhile, family and friends gathered to mourn Lesandro Sunday night. His father and aunt said they were touched to see the crowd and some what relieved to have heard an arrest has been made. 

"Right now we really want justice for him because he deserves justice," Carmen Carmona, the victim's aunt, said.

Teens Caught in Crossfire at Block Party Shooting

Gunfire rang out at a North Philadelphia block party Sunday night leaving three teenagers, including two young women caught in the crossfire, shot.

The teens were among a group of about 400 people gathered around 9:30 p.m. in a courtyard area near 18th and Jefferson streets, enjoying a warm summer night.

When officers arrived they found an 18-year-old woman with a graze wound to her head who was alert and talking, Philadelphia Police Chief Inspector Scott Small said.

Investigators then learned of a 16-year-old girl suffering from a gunshot wound to the leg and an 18-year-old man, shot multiple times in abdomen and both legs, who were driven to Hahnemann Hospital. The girl was in stable condition while the 18-year-old was in critical condition.

The 18-year-old “may have been the intended target,” Small said. The others were likely struck by stray gunfire as at least five shots were fired.

Philadelphia and housing authority police dispersed the crowd without further violence, despite tensions rising following the shooting, Small said.

No word yet on a possible motive or suspects.

Family, Police Upset Accused Cop Killers Could Avoid Death

Two men charged with murdering Philadelphia Police Sgt. Robert Wilson III could take a plea deal that would spare them the death penalty.

Ramone Hipps and Carlton Williams will formally accept the deal at Philadelphia's Criminal Justice Center on Monday morning, sources said. Under the proposed deal, Hipps and Williams would avoid the death penalty if they plead guilty and instead receive life in prison plus 50 to 100 years.

The two men are accused of gunning down Wilson in March 2015.

Ben Waxman, the DA office's communications director, said, "This is a pending case, so we have no comment at this time."

An email to defense attorney Michael Coard — who previously worked on Krasner's transition team — was not immediately returned.


The plea decision has upset Wilson's family. They feel justice isn't being served for an officer who lost his life thwarting a robbery inside a Gamestop. Wilson, who visited the store on a lunch break to buy his son a birthday gift, diverted gunfire away from staff while engaging the robbers in a shootout.

Wilson's sister, Shaki'ra Wilson-Burroughs, said she was speechless when she got the call Friday afternoon about the plea deals.

"They failed my brother," Wilson-Burroughs said.

Wilson's family and police officers packed the courtroom Monday morning.

The fraternal order of police asked its members to show their support for Wilson in the courtroom.

Plane Lands on Secured Coast Guard Beach, Pilot Missing

A man who who illegally landed a single-engine plane on a Coast Guard Beach has yet to turn himself in, officials said.

The plane is from Paramount Air Services, which runs banner planes with advertisements along the Jersey Shore, owner Barbara Tomalino said. 

"This is just so bizarre," Tomalino told NBC10's Lauren Mayk that her stepson, who is also a mechanic at the family business, took the plane without her knowledge. 

Witnesses spotted the plane flying erratically around Wildwood Sunday afternoon. Around 8 p.m., it landed in the restricted beach area. The Coast Guard has surveillance video of the pilot leaving the scene, they said.

"Take responsibility and come home," Tomalino urged her stepson.

Party City to Open Toy City Pop-Ups After Toys R Us Demise

Party City will open about 50 Toy City pop-up stores later this year that will run through the holiday season, the company said in a statement, according to CNBC. They hope to fill a gap left by Toys R Us, now bankrupt, and closing its remaining stores this week.

"The creation of a Toy City concept to complement our temporary seasonal retail strategy is a logical extension of our brand; one that will allow us to leverage our existing pop-up store capabilities and capitalize on the category whitespace that has recently been created,” said CEO James Harrison.

Party City said it will roll out the temporary toy stores alongside its Halloween City pop-up shops in “optimal” markets where it found attractive leasing options. The company will also expand its online market for toys, Harrison said.

Drive on I-76? Overnight Lane Closures Are Upon Us

Drivers should plan alternate routes or expect major delays when traveling the busy Schuylkill Expressway during overnight hours this week, the Pennsylvania Department of Transportation said.

Construction of Interstate 76 will lead to lane closures in both directions along 12.5 miles of highway between Route 202 and City Avenue.

The improvement project includes milling and repaving of the main lanes as well as some ramps, replacement of damaged traffic and overhead signs, guide rail repair, installation of rumble strips and repair of expansion joints on structures along the roadway, PennDOT said.

Lane closures can be expected as crews make the scheduled repairs in Montgomery County between 9 p.m and 5 a.m. starting Monday (June 25) evening.

The repairs are expected to wrap up by 5 a.m. Thursday. 

All scheduled construction is dependent on the weather, PennDOT said.
