FOUND: Missing Teen, 45-Year-Old Located in Mexico

A 45-year-old man and a 16-year-old girl who have been missing from Pennsylvania have been located in Mexico and are returning to the United States, the U.S. Marshal's office in Miami confirmed.

Investigators believe the 16-year-old, Amy Yu, willingly disappeared with Kevin Esterly, a father of two.

They were located late Saturday morning and taken into custody in Puerto Morelos, Mexico, the U.S. Marshal's office said.

Law enforcement sources said Amy is expected to fly back to Philadelphia and be reunited with her family in Allentown. 

The two have been missing since March 5. An Amber Alert was issued in Mexico for them Thursday.

Allentown Police told Amy's family of the news at 4 p.m. Saturday. 

"Thank you, God," Amy's mother said to a reporter who called her Allentown home.

According to a warrant issued after the two disappeared, Esterly signed Yu out of school 10 times between Nov. 13 and Feb. 9 without her parents' permission.

Investigators said it now appears that the girl may have added Esterly to her school emergency contact list as a stepfather. That, they said, would have allowed him to remove the girl from school.Esterly and Yu apparently had a secret relationship for months, and investigators said Yu may even have gone on family vacations with Esterly. He is married with two children.

Police said Yu's mother called Feb. 9 to report Esterly had signed her child out of Lehigh Valley Academy earlier that day.On Feb. 15, records show police told Esterly to stay away from the teen's home.

One Ticket in Pennsylvania Wins $456.7M Powerball Jackpot

Somewhere in Pennsylvania, a life -- probably several lives -- just changed, 456.7 million times over.

A single winning Powerball jackpot ticket was sold in the Commonwealth for Saturday night's drawing. It is the eighth-largest jackpot in the game's history.

That means the winner claims a $456.7 million prize. ($273.9 million in cash value. But who's counting.)

It wasn't clear early Sunday just where in Pennsylvania that winning ticket was sold. The official release from Powerball only named the state in which it was sold.

Under Pennsylvania law, lottery winners may not remain anonymous.

The winning numbers were 22-57-59-60-66, with a Powerball of 7 and Power Play of 2x.

Three other tickets matched all but the Powerball number. They were sold in California, Missouri and Texas. The Texas ticket won $2 million because it included the Power Play option.

Latest Update: Nor'easter Could Drop 6+ Inches of Wet Snow

We're beginning to get a clearer picture of how nor'easter No. 4 could impact the Philadelphia region. And if you're over the snow, you should start preparing yourself to be very unhappy midweek.

This latest storm will start to move in Tuesday afternoon and last through the day Wednesday, according to the latest forecast models.

We've issued a First Alert for the entire viewing area for Tuesday and Wednesday to help you prepare for heavy wet snow, rain, and strong coastal winds that will make travel messy.

The storm system that will develop into the nor'easter is currently in southern Colorado.

Our area likely won't start to see effects until the tail-end of Tuesday's morning commute. And the storm could last through Wednesday night.

Our most recent computer modeling shows the storm gathering increased strength and tracking closer to the New Jersey coast, which makes the chances of more significant snowfall likely.

"That may mean heavy snow bands into Philadelphia, I-95, and for many other areas," NBC10 First Alert Weather meteorologist Steve Sosna said.

So how much snow could we see? Here's a breakdown (with the caveat that these anticipated amounts could go up or down as the storm nears):

Zero to 2 Inches
Jersey Shore including Atlantic City; Southern Delaware

2 to 5 Inches
Inland sections of South Jersey; Central Delaware including Dover; Western Chester county; Most of Berks county; Parts of Lehigh Valley including Allentown

3 to 6 Inches or More
Philadelphia; Eastern sections of South Jersey including Cherry Hill and Trenton; Northern Delaware including Wilmington; All of Delaware, Montgomery and Bucks counties

In March, warmer afternoon temperatures, closer sun angles, and warmed roads make it more difficult for snow to stick and accumulate without a high intensity of snowfall.

Besides the heavy, wet snow, 1-2 inches of windswept rain is possible along the coast. Winds will also be gusting between 35 and 50 mph at the coast. Inland we could see gusts of 35 mph.

These are all factors that may impact our forecast, however, at this point, we feel confident the timeline includes Tuesday and Wednesday. We also feel confident that regardless of any accumulation, active snowfall during our commutes will lead to messy and inconvenienced travel.

Young Woman Dead, 2 Others Hurt in Shooting at Hookah Spot

A young woman is dead and two others are hospitalized following a Sunday afternoon shooting outside a West Philadelphia hookah lounge, police said.

The shooting was the deadly culmination of an argument that started around 4:15 p.m. at Jay's Hookah Lounge at 52nd and Market streets. That's steps from SEPTA's 52nd Street Market-Frankford El station.

Philadelphia police said the group involved in the fight spilled out onto the sidewalk and then the shooting happened.

A witness who runs a shop on the block said he heard five shots. Arriving officers scooped the three victims — ranging in age from 23 to 65 — into their patrol cars and rushed them to the Penn Presbyterian trauma center.

The 23-year-old, a woman, died after suffering a single gunshot wound to the back, police said.

A 42-year-old man took a bullet to the left foot and a 65-year-old man was hit once in the arm, police said. Both are stable at the hospital.

So far, police did not have information on the shooter. Detectives are reviewing surveillance video from a police camera mounted on a pole at the intersection.

Philly ADAs Must Now Explain Cost of Prison Time in Court

When Philadelphia prosecutors stand before a judge and ask for a prison sentence, they must now disclose how much it will cost the city, according to a new policy announced by District Attorney Larry Krasner Thursday afternoon.

The policy is meant to discourage mass incarceration and encourage meaningful sentencing that will benefit the community at large, he said. 

Safety concerns and the impact to both victims' and defendants' families should also be disclosed during sentencing, Krasner added.

“Our state's and city's over-incarceration has bankrupted investment in policing, public education, medical treatment of addiction, job training, and economic development - all of which prevents crime better than correctional funding,” Krasner said.

The average cost of keeping one person in Philadelphia’s prison system is between $42,000 and $60,000 annually, according to the district attorney's office. By comparison, the average salary of a first-year public school teacher, police officer or firefighter is $41,000, he added.

Meanwhile, the median household income in Philadelphia is also $41,000, according to a 2017 report by Pew Charitable Trust.

“Ultimately, every dollar spent on incarceration comes from taxpayers and is money that cannot be spent on other social needs,” he said.

Krasner’s announcement is the latest in a slew of policy changes his office has made since January. The former civil rights lawyer also ended cash bail for low-level offenders, appointed a new immigration advocate and hired an Obama-era juvenile justice reform attorney.

On Wednesday, Krasner’s office said they would not oppose Philadelphia rapper Meek Mill being released on bail after it was discovered that one of his arresting officers provided false testimony. That officer was on a list of problem cops made public earlier this month.

      Missing Allentown Teen Returns to Pa. After 2-Week Search: An Allentown teen who went missing two weeks ago with a 45-year-old man returned safely to Pennsylvania early Sunday morning, Immigration and Customs Enforcement officials confirmed to NBC10.The 16-year-old landed at Philadelphia International Airport and is being evaluated at a local hospital, family confirmed to NBC10. "She doesn't want to see me," the girl's mother said. Officials found the teen and Kevin Esterly late Saturday morning in the beachside resort town of Playa del Carmen, Quintana Roo, Mexico. Esterly is in custody in Miami and has been charged with custodial interference, according to investigators. "Thank you, God," the girl's mother said of her safe return. Officials believe the 16-year-old willingly disappeared with Esterly, a father of four daughters. His eldest child is 14 years old and youngest is 2 years old. The two apparently had a secret relationship for months, and investigators said the teen may even have gone on family vacations with Esterly.

          Putin Claims Victory in Russian Presidential Vote: Russian President Vladimir Putin won a fourth presidential term with nearly 77 percent of the vote — his highest score ever and a massive mandate to pursue his nationalist, assertive policies for another six years in power. Near-final results released Monday showed that the other seven candidates were far behind Putin in Sunday's voting. Observers reported widespread ballot stuffing and unprecedented pressure on Russians to vote, but that is unlikely to seriously damage Putin given his popularity and his tight control over Russian politics. With 99.8 percent of the vote counted, the Central Election Commission said Monday that communist Pavel Grudinin came in a distant second with 11.9 percent. Third was ultranationalist Vladimir Zhirinovsky with 5.7 percent. The only candidate to openly criticize Putin during the campaign, liberal TV star Ksenia Sobchak, won just 1.7 percent.

          St. Joe's Student Goes Missing During Rugby Trip to Bermuda

          A Saint Joseph’s University rugby player has gone missing during a team trip to the island of Bermuda.

          Mark Dombroski, 19, was last seen at The Dog House bar around 1 a.m. Sunday, the Bermuda Police Service said. The 6-foot-tall student was wearing khaki pants, a green T-shirt and black shoes, police said.

          Dombroski was set to return to America along with the Philadelphia university's team on Sunday. It was unclear Monday morning if his teammates had made the trip.

          The Bermuda Rugby Sevens organization offered a $1,000 reward for information about Dombroski’s whereabouts.

          Before attending St. Joe's, Dombroski played rugby at Archemere Academy in Claymont, Delaware.

          Delaware Students Protest Firing of Principal

          Students, parents, and alumni of Padua Academy in Wilmington, Delaware are planning to protest the firing of Cindy Mann, the school's principal. The Archdiocese fired Mrs. Mann for "insubordination," but parents think there's a different reason she was fired.

          So many girls and their families took to the front of their Wilmington Catholic high school Monday morning that police had to shut down the street.

          Most of the demonstrators wore pink as they peacefully gathered in front of Padua Academy on North Broom Street in support of fired principal Cindy Mann around 8 a.m. Monday.

          The event was dubbed as "Pink Shoe Power" walkout in honor of the pink shoes Mann says she wears as a sign of female empowerment. Some off the girls held signs in support of Mann who was abruptly removed Friday. She was the head of school at Padua since the 2009-10 school year.

          Police closed the 900 block of North Broom Street in front of the all-girls school around 9 a.m.

          No word on when the demonstration may wrap up but some of the protesters vow to remain outside throughout the day. At 1 p.m. the students plan to make the 15-minute walk to the Diocese of Wilmington.

          To this point, the diocese says the decision to fire Mann was made by St. Anthony of Padua parish and that it would be inappropriate to comment on the specifics of a parish school personnel matter. 

          "However, we are confident that Saint Anthony of Padua and Padua Academy leadership will continue to provide a Christ-centered educational experience to their students during this time of transition, and into the future," diocese spokesman Robert Krebs said.

          Monday's demonstration followed similar protests outside Sunday Mass.

          Newest Forecast: Expect 2-Part Punch from Nor'easter 4

          The fourth nor'easter to batter the Philadelphia region this month is going to provide the meteorological equivalent of a fake out on Tuesday — acting more like a nuisance then and saving the real fury for Wednesday.

          This latest winter storm moves in around midday Tuesday — which is the first day of spring — and could dump up to 8 inches of heavy snow or more on some neighborhoods by the time it moves out more than 24 hours later.

          "I just want to emphasize that [Tuesday] is not nearly as potentially hazardous as Wednesday," NBC10 First Alert Weather meteorologist Glenn "Hurricane" Schwartz said.

          In the first round of the storm, we could see about 1 to 3 inches of snow across most of the area. Then, the storm ramps up overnight Wednesday.

          So how much snow could we see overall? Here's a breakdown (with the caveat that these anticipated amounts could go up or down as the storm nears):

          1 to 4 Inches
          Jersey Shore including Atlantic City; Southern Delaware

          3 to 6 Inches
          Inland Atlantic, Burlington, Ocean, and Cumberland counties; A portion of Kent County; Northern and western parts of Berks, Lehigh, and Northampton counties

          4 to 8 Inches
          Philadelphia; Eastern sections of South Jersey including Cherry Hill and Trenton; Northern Delaware including Wilmington; All of Delaware, Montgomery and Bucks counties

          Travel for both the morning and evening rush hours on Wednesday are expected to be messy — even treacherous.

          Moderate coastal flooding will be a concern for Wednesday around 11 a.m. Minor to moderate flooding is possible on Tuesday as well.

          Winter storms this late in the season are not rare, but prove to be trickier to forecast. The computer modeled forecasts have been disagreeing about many aspects of the storm (some models have been contradictory). So, that means things can change every few hours.
