Philadelphia might use civilians to keep traffic moving in the city.

City Council President Darrell Clarke plans to introduce a resolution on Thursday to explore what civilian traffic enforcement officers could do so that police could focus on criminal investigations.

Clark said civilian officers could issue tickets, but they would not carry firearms or have the ability to make arrests.

The mayor's office has been pursuing a safer-streets initiative.

Ahead of Retrial, Cosby's Attorneys Ask to Have Case Tossed

Attorneys for comedian Bill Cosby filed two motions on Thursday to dismiss the sexual assault case levied against him ahead of an April retrial.

Cosby spokesman Andrew Wyatt said defense attorneys filed one motion alleging prosecutorial misconduct and another claiming the statute of limitations has passed.

In the motion alleging prosecutorial misconduct, Cosby's defense team says prosecutors failed to disclose that they interviewed a friend of Constand. That friend told detectives that Constand said she had not been sexually assaulted, Cosby's attorneys said in court documents.

The defense says the interview was never disclosed to them and the notes from that day were destroyed.

A spokeswoman for the Montgomery County District Attorney's Office confirmed the filings, but did not have comment.

The 80-year-old "Cosby Show" star is accused of drugging and sexually assaulting Andrea Constand, a former Temple University basketball staffer, at his Cheltenham home in 2004.

Cosby has maintained the encounter was consensual.

A trial last June ended in a hung jury. The retrial is set to begin on April 2.

After Sexual Harassment Claim, Meehan Won't Seek Re-Election

Pennsylvania congressman Pat Meehan will not seek re-election following revelations that he settled a sexual harassment claim while serving as a member of the House Ethics Committee, three sources familiar with his decision tell NBC10.

Meehan, a Republican who represents Pennsylvania's 7th congressional district covering communities in the Philadelphia suburbs, admitted on Tuesday that he demonstrated caring and affection with a congressional aide. The woman later filed a sexual harassment claim.

The two-term congressman denied that he harassed the woman, but said he struggled with his emotions about her.

The 62-year-old married father eventually settled his own case with taxpayer money while serving as a member of the House Ethics Committee. The case was bound by a non-disclosure agreement, which the accuser's attorney claims Meehan violated by speaking publicly.

Meehan would not say how much money was paid out as part of the settlement.

This week, House Speaker Paul Ryan removed Meehan from the Ethics Committee and the congressman volunteered undergoing an ethics investigation.

The race to win his seat for a third term was expected to be tough even before The New York Times first reported the harassment claim over the weekend.

In an interview with NBC10 on Tuesday, Meehan maintained he'd continue to run for re-election.

But just two days later that had changed.

Pennsylvania GOP Chair Val DiGiorgio said Meehan "made the right decision for the voters" and himself.

"Unfortunately, this is a sad ending to what was an otherwise noteworthy career of a dedicated public servant leader. I wish him well and thank him for his service," he said.

Meehan's decision makes Pa.'s seventh district an open seat. Democratic presidential candidate Hillary Clinton won the district by two points during the 2016 election. The Cook Political Report recently moved the district from leaning Republican to a toss-up.

Further complicating matters, state lawmakers must re-draw every congressional district ahead of this year's elections following a Pennsylvania supreme court decision on Monday. In that case, state justices declared the current congressional map unconstitutional and a product of partisan gerrymandering.

Meehan is the fifth member of Congress to not seek re-election or resign from office in recent months as the nation grapples with sexual misconduct in the workplace.

Top Pennsylvania Democrats, including Gov. Tom Wolf, have called for Meehan to resign from office immediately. Meehan said Tuesday he doesn't plan to resign.

Driver of SUV that Mowed Down Man in NJ Cuffed: Prosecutor

Authorities said they've arrested the 19-year-old thought to be behind the wheel of an out-of-control SUV that slammed into a Jersey City bus stop earlier this week, killing a hearing-impaired man. 

Hudson County Prosecutor Esther Suarez announced the arrest Thursday evening in a tweet, though she didn't reveal the identity of the driver. Charges against the man were also unavailable. 

The arrest comes a little more than two days after a stolen SUV evading police hit another car, hopped the curb on Kennedy Boulevard and demolished a bus shelter where Umar King had been waiting. The impact was so forceful that the SUV also pushed several parked cars down the block before coming to a halt.

Surveillance footage from the scene shows the vehicle's driver and two passengers running by King's lifeless body afterward.

Authorities said King, a FedEx worker and comedian, had been waiting at the stop for less than 15 seconds when the vehicle destroyed the bus shelter. He was pronounced dead at the scene.

A 16-year-old boy was arrested not long after the crash, but authorities had been looking for the other two in the days that followed. It's not clear if the third suspect had been identified or arrested.

A New Jersey judge told state troopers "I’m a f---ing judge" and threatened to fight them during a drunk-driving arrest in 2016, according to a complaint filed with a state judicial conduct board.

Wilfredo Benitez -- who according to NorthJersey.com serves as a municipal court judge in Belleville, East Orange and Bloomfield -- also asked the troopers "you’re not going to give me any courtesy?" as they locked him in handcuffs during the stop on Interstate 80 in Teaneck on Nov. 12, 2016, according to a complaint released to the public Thursday by the state Supreme Court's Advisory Committee on Judicial Conduct.

According to the complaint, two troopers spotted Benitez’s car parked on the right shoulder of the interstate and saw the judge asleep in the front seat. When they woke him up, they got a whiff of alcohol and noticed his eyes were bloodshot. But Benitez told the officers he hadn’t been drinking or taking any drugs before the stop.

While officers were conducting a field sobriety test, Benitez allegedly asked "What are you trying to do? I mean, (indiscernible) University, I’m a judge."

According to the complaint, the troopers cuffed him on DWI charges and told Benitez he was under arrest.

"I can’t believe you’re doing this. I'm not a f---ing drug addict. I’m not a drunk! I can’t believe you’re doing this," Benitez replied, according to the complaint.

As the officers locked the handcuffs, the judge then allegedly said "I’m a f---ing judge."

Later on, the officer said "I'm going to read you the Miranda warning. I’m sure you know it."

That's when, according to the complaint, Benitez yelled "You’re wasting your time and you know it. I’ll fight you. You know you’re being a d---. I will f---ing fight you."

Benitez was ultimately found not guilty of a DWI charge in May, but is still under investigation by the judicial conduct board for allegedly requesting preferential treatment during the stop. According to the complaint, Benitez also told the committee he took "umbrage at being treated like a common criminal."

NBC 4 New York has reached out to Benitez's private law practice seeking comment.
