Fire crews in Atlantic City, New Jersey battled flames, smoke and freezing cold temperatures as a fire at a high rise broke out Thursday evening.

An electrical fire sparked on the third floor at the Jeffrie's Tower along the 200 block of North Vermont Avenue around 6 p.m. Thursday, officials said.

The fire knocked power out to much of the multi-level building and fire crews worked to evacuate dozens of residents out of the building.

NBC10's Drew Smith reported many of the residents are elderly or have special needs.

The extreme cold and wind complicated the evacuation process.

Residents were being taken to a nearby property.

A teenager was killed and 41 others were sickened by carbon monoxide at a New Jersey apartment building amid Thursday's blizzard conditions, authorities said.

Three relatives of the 13-year-old girl killed, a man in his 40s, a 21-year-old woman and a 14-year-old girl, remain in critical condition after the exposure at the 12-unit building on Fayette Street in Perth Amboy, which officials said was reported around 4 p.m.

Among those treated for carbon monoxide poisoning were 27 police officers -- roughly 20 percent of the police force.

Authorities said they initially got a call about an unconscious person; when they arrived, they found several people in cardiac arrest.

"We immediately knew it was some sort of toxin," said Perth Amboy Deputy Police Chief Larry Cattano.

The building was immediately evacuated after they got on scene. Some evacuees were taken to an apartment across the street as authorities tried to figure out where the leak was coming from.

Among the evacuees was Marbella Morales, who said she was alerted to the situation by a ring on her doorbell. She said she was rushed out of the building and saw an unconscious woman being carried out.

Authorities said they are looking to see if carbon monoxide detectors in the building worked, and every appliance will be checked for safety.

Morales said that her carbon monoxide detector never made a sound.

The city is offering shelter to the people displaced by the carbon monoxide.

Life-Threatening Cold Sets In After Blizzard-Inducing Storm

$

After a massive winter storm pummeled the Philadelphia region for more than 20 hours and induced a blizzard at the Jersey Shore, a new weather woe is about to envelop our neighborhoods: life-threatening cold.

Temperatures plummeted into single digit territory as the sun set Thursday. The low in Philadelphia on Friday is forecast at 7 degrees, but brutal winds will make the air feel as low as minus-15 degrees.

At those levels, hypothermia and frost bite can set in quickly, so it's important that people (and their pets) limit time and activities outside.

The frigid air will last for more than 60 hours and we could set a record low temperature of zero degrees or below on either Saturday or Sunday. Wind chills could again dip to minus-20 degrees. The last time the official temperature in Philadelphia was zero degrees or below was on Jan. 9, 1994 when Philadelphia International Airport recorded minus-5 degrees.

By Sunday afternoon, the cold air will break away from dangerous territory.

This protracted Arctic blast comes on the heels of the powerful, 1,000 mile wide nor'easter that underwent "bombogenesis" in the Atlantic Ocean. The storm lashed Atlantic City, New Jersey and surrounding towns with blizzard conditions.

Light, crystalline snow formed drifts more than a foot high in some towns. Official snowfall readings ranged from 17-inches in Cape May Court House, New Jersey to 4.5-inches in King of Prussia, Pennsylvania. Gusty winds will continue to blow snow down streets through Thursday night making it appear as if it's still snowing.

Any snow left over is expected to quickly harden into a sheet of ice. If you try to shovel, take extra care not to overexert yourself. Watch your step while walking down the sidewalks as well as rock salt isn't as effective at such low temperatures.

TIMING
Dangerous Cold – Thursday night through Sunday morning

FORECAST
FRI: Bitter cold, gusty winds. Low 7 / High 16 (wind chill -2 to -15)
SAT: Dangerous, bitter cold with gusty winds. Low 4 / High 12
SUN: Partly sunny, still bitterly cold. Low -1 / High 22

        TODAY'S TALKER

Snatched by Eagle, Small Dog Lives to Bark the Tale: Felipe Rodriguez says he thought he was hallucinating when an eagle snatched his sister's little white dog from her yard, flapped its massive wings and disappeared over the trees. Did he really just see that? He had. Zoey the 8-pound Bichon Frise was gone, taken by a hungry raptor Tuesday afternoon not 50 feet from his sister's house on the banks of the Lehigh River in Pennsylvania, Rodriguez said. "It seemed like something from the 'Wizard of Oz,'" he told The Associated Press on Wednesday. "I'm a city boy. This doesn't happen in my world.” Even more astonishing: Zoey would live to bark the tale.

        AROUND THE WORLD

East Coast Braces for Deep Freeze Following Massive Storm: East Coast residents are bracing for a deep freeze a day after a massive winter storm slammed the region with heavy snow, hurricane-force winds and coastal flooding. Forecasters predict that record-breaking cold air and strong winds will set people's teeth chattering like castanets from the mid-Atlantic to New England on Friday and that the frigid weather will hang around through the weekend. The arctic blast could make temperatures feel as low as minus 15 degrees from Philly to Beantown on Friday and make residents of states like Maryland and Virginia shiver from temps ranging from 10 degrees to 15 degrees. Coastal areas in the Northeast, Hurley said, may experience numbing single digits.

Former New Jersey Gov. Brendan Byrne, who mobsters said was too ethical to be bribed and who authorized the law permitting gambling in Atlantic City, has died. He was 93.

His son Tom Byrne says he died Thursday at a home in Livingston where he had been living. The son says he suffered an infection that went into his lungs and "was too weak to fight."

Byrne built his reputation as a crusading prosecutor and held numerous governmental positions during more than 30 years of public service.

The Democrat won his first term as governor in 1973. His campaign was helped by an FBI surveillance tape that showed mobsters discussing how he was so ethical they couldn't bribe him.

In 1976, he authorized a referendum that led to the approval of legalized gambling in Atlantic City.

A mother just wanted to run in and out of the Wilmington, Delaware, Wawa after the brunt of the snowstorm Thursday had passed.

She left her car running in the parking, and left her two young children in the car.

When she came back out of the Wawa, her worst nightmare was realized, Wilmington police said. Her car was gone, and with it, her two children.

The 25-year-old woman's 5-year-old and 1-year-old children were found safe a short time later when police found the car a few blocks away, police told The News-Journal of Delaware.

A passerby saw a man abandoning the car in a driveway of a residence five minutes after it was taken. Both children were still in the car and uninjured.

The man fled on foot and police are looking for him.
