Raja the cat once was lost, but now is found — three years later.

On Tuesday, a man brought a stray cat to a shelter in Georgetown, Delaware, run by the Brandywine Valley chapter of the Society for Prevention of Cruelty to Animals.

Staffers there found the cat’s microchip, and through some sleuthing connected 6-year-old Raja to his owners, the Tuttle family.

As it turns out, the Tuttles lost Raja back in 2014 when they were living in Florida. The Tuttles now live in Virginia.

The family came to Delaware on Saturday to reclaim their prodigal feline.

Parishioners of a New Jersey church were forced out by a Christmas Eve fire that investigators are calling suspicious.

A church member noticed flames outside as about 20 people gathered inside the First United Methodist Church in Ridgefield Park shortly before 10 a.m. Sunday.

Everyone was able to get out of the church safely.

Investigators believe the fire started in a playground next to the church’s daycare center, then spread to the side of the church, The Record reported.

The damaged was contained to the outside of the building, but detectives from the the Bergen County Prosecutor’s Office arson squad have called the fire suspicious, according to Ridgefield Park Police Lt. Joseph Rella.

        TODAY'S TALKER

Winds Keep 'Washington' from Crossing River: Despite the efforts of a group of boat-savvy Philadelphia students, Mother Nature kept "George Washington" and his "troops" on land this Christmas. The annual Christmas Day trip across the Delaware River from Pennsylvania to New Jersey didn't happen due to strong winds. The rest of the reenactment went on as planned in front of hundreds of bundled up people. "We were advised by the (marine patrol) out in the boats that they didn't think it was safe to cross," Friends of Washington Crossing Park spokesman Andy Smith said. The National Weather Service said winds had been gusting to 45 or 50 mph or even a bit more in southeastern Pennsylvania and New Jersey. The winds could have been even stronger on the water with a lack of trees and a channeling effect, meteorologist Chad Shafer said.

        AROUND THE WORLD

Christmas Without Power in Puerto Rico: Three days before Christmas, Doris Martinez and daughter Miriam Narvaez joined their neighbors in a line outside city hall in Morovis, a town of 30,000 people still living without electricity in the mountains of central Puerto Rico more than three months after Hurricane Maria battered the U.S. island. They waited two hours under the searing sun for their twice-a-week handout — 24 bottles of water and a cardboard box filled with basic foods such as tortillas, canned vegetables and cereal. Martinez, a 73-year-old cancer survivor, balanced the water atop the food and picked her way up a steep hill to the home where she lives alone, washing and wringing out her clothes by hand and locking herself in at night, afraid of robbers. Her 53-year-old daughter loaded her food and water into her car and drove off to the public housing complex where she would then have to wait with dozens of other neighbors in another line to cook on one of six gas burners in the administrator's office. This is life in Puerto Rico more than three months after Maria destroyed the island's electrical grid. Gov. Ricardo Rossello promised in mid-October to restore 95 percent of electricity delivery by Dec. 15, but normality remains far off. Puerto Rico's Electric Power Authority says its system is generating at 70 percent of normal but it has no way of knowing how widely electricity is being distributed because the system that measures that isn't working. A study conducted Dec. 11 by a group of local engineers estimated roughly 50 percent of the island's 3.3 million people remained without power. The U.S. Army Corps of Engineers has said it likely won't be until May that all of Puerto Rico is electrified.

Water Main Break Ices Up Road Near Montco Stores

A water main break caused an icy mess along a busy Montgomery County road Tuesday for people looking to use gift cards and return presents the morning after Christmas.

The break in an 8-inch main along Germantown Pike at Hillcrest Avenue in East Norriton overnight closed all westbound lanes of Germantown Pike.

There are several shopping centers — including the Penn Square Shopping Center — and restaurants nearby. The break left 12 commercial businesses without water, Pennsylvania American Water said.

Salt trucks were brought in to deice the roadway.

Crews expected repairs to take around eight hours, the water company said.

A water tanker was stationed nearby to get water to the impacted businesses.

Water crews were busy Tuesday. In Northeast Philadelphia, icy conditions also caused concerns after a water main broke at the intersection of Willits Road and Holme Avenue. Expect traffic trouble in that area.

3 Cities Sue Defense Dept. Over 'Broken' Gun Records System

        $
        0
        0

The city of New York, along with Philadelphia and San Francisco, is suing the Department of Defense, seeking to fix its "broken" system for reporting service members who are disqualified from buying and owning guns.

The Department of Defense is supposed to report to the FBI the names of service members convicted of crimes or dishonorably discharged from legally buying or possessing guns. The FBI maintains the national background check system for gun licensing and sales.

But, the cities contend, the Department of Defense has failed to report "significant numbers of disqualifying records" to the FBI for decades.

The lawsuit argues that the failure allowed the gunman in the Sutherland Springs, Texas, church shooting last month to pass a background check, buy an assault rifle and carry out the mass shooting there that left 26 people dead and nearly two dozen more wounded.

The Justice Department declined to comment on the lawsuit.

The Pentagon has long been aware of its failure to consistently give the information to the FBI. In 2015, the Pentagon inspector general flagged a 30 percent failure rate for submitting fingerprints and criminal case outcomes to the report, and the inspector general found in 1997 a higher rate of lapses.

Sutherland Springs gunman Devin P. Kelley was convicted in a domestic violence case in 2012, when he was in the Air Force, and, under federal law, should not have been able to purchase a firearm, but his information was never added to the FBI database. Kelley killed himself after his deadly rampage in November.

Both the Defense Department and the Justice Department were reviewing the National Instant Criminal Background Check System after the shooting, NBC News reported last month.

The NYPD, along with the police departments in Philadelphia and San Francisco, rely on the FBI database to conduct background checks on gun permit applicants, monitor gun purchases and ensure seized guns are not returned to anyone prohibited from owning them

"For decades the Department of Defense has shirked its legal obligation to provide information to the FBI that may disqualify dangerous individuals from legally acquiring guns," said New York City Corporation Counsel Zachary W. Carter. "This lawsuit seeks a court order requiring the Department of Defense to fix a broken system that puts lives at risk."

Philadelphia Mayor Jim Kenney said in a statement that the city is joining the suit because the records are "absolutely critical" to its decisions on whether to grant someone a license to carry a firearm.

The City of New York, et al. v. The United States Department of Defense, et al. was filed in the U.S. District Court for the Eastern District of Virginia on Tuesday.

Grinch Throws Rocks Through Storefront Windows on Christmas

A vandal ruined Christmas for some Center City businesses in Philadelphia by throwing rocks through storefront windows, police said.

The damage done sometime early Monday along downtown streets was apparently the act of a single suspect, who police have in custody, a department spokesman said Tuesday. The suspect was not immediately identified, pending formal charges, police said.

His motive remains unclear, but he may have used rocks from a nearby construction site, according to police and one witness who lives nearby the businesses, which apparently stretched from the 1100 block of Filbert Street to South 11th Street near Locust Street.

Most of the businesses vandalized were small businesses, resident Chris Balbi said.

Balbi said it was sad to see such mean-spiritedness on a day "most of the world celebrated peace and family."
