16-Year-Old Dead After Shooting Involving Del. State Police

A 16-year-old boy is dead after he was shot by a Delaware State Police trooper in Dover, Delaware, police said.

The shooting apparently happened during a traffic stop at 3:11 a.m. just outside downtown Dover Saturday.

Three people were in a Saturn when they were stopped by the trooper. As the trooper approached the car, he saw the 16-year-old in the front passenger seat display a weapon, said State Police Master Cpl. Michael Austin.  

The trooper fired. Police said there was an "exchange of gunfire."

The 16-year-old died on the way to the hospital.

The driver of the car, who is 18, was shot in the leg and was treated at a hospital. He is now in custody, as is the third person in the car, a 15-year-old who was not hurt.

The trooper is being interviewed at a state police barracks. Police said they have recovered a gun from the Saturn.

Mythbuster: Does 10 Inches of Snow Equal 1 Inch of Rain?

When it snows 10 inches, does that actually equal one inch of rain?

I’m sure you’ve heard that claim. It is a belief that seems to get regurgitated every time it pours cats and dogs or snows feet.

But, is the legend true?

The quick answer: sometimes.

When the temperature is around 30 degrees, one inch of liquid precipitation would fall as 10 inches of snow -- assuming the storm is all snow.

But the amount of moisture in each snowflake differs depending on the temperature. That's the variable that changes the snow-to-rain ratio.

For example, our big December (2009) snowstorm occurred with temperatures closer to 25 degrees. During that storm the snow ratio was closer to 15 inches of snow to one inch of rain. We had 1.75 inches of "liquid equivalent," yet ended up with 23.2 inches of snow, not 17.5 inches of accumulation.

In fact, I took this into account when forecasting 15 to 25 inches from the Philadelphia area southward for the storm. We even showed a graphic on-air explaining those estimates.

We've had storms with snow closer to 20 degrees -- moving the snow ratio closer to 20-to-one. And, when it's warmer (35 to 40 degrees), the ratio moves to 5-to-1.

So, when someone claims that it's 10:1, PERIOD, you can tell him or her that they're wrong.

Mom Shields Daughter from Flames During Deadly NJ Apt. Fire

A mother shielded her daughter from the flames during a South Jersey apartment fire that claimed the life of the girl's father, according to a family member.

The fire started shortly before 3 a.m. on December 3 at the Blackwood Falls Apartment complex in Blackwood, New Jersey. Officials say it was mostly contained to the second-floor where a man, identified by family members as Glenn Hands, 57, was with Donna Day, 50, and their daughter Condoleeza Hands, 11.

Glenn Hands died from his injuries while Donna and Condoleeza were taken to the hospital. During the fire, Donna saved her daughter's life, according to her daughter-in-law Carmen Day.

"Donna was found crouched over her daughter, protecting and shielding her from the fire," Carmen Day said. "She is truly a hero that saved both of their lives."

The mother and daughter continue to recover nearly a week after the fire. Condoleeza, who suffered second-degree burns to the face and hands, is now breathing on her own after being on a breathing machine. Donna, who also suffered second-degree burns to the face, arms and hands, is expected to be off her breathing machine within a day, according to Carmen Day. Condoleeza is expected to make a full recovery and doctors are hopeful Donna will fully recover as well.

A GoFundMe page was created to help the family with funeral and medical expenses and to also help replace items lost during the fire.

"Our prayer is that we can raise enough money to find them a new home," Carmen Day said. "We appreciate the love and support received during this difficult time."

This is the second tragedy Carmen Day has dealt with within the past two years. Her father drowned in the Delaware River in 2015.

Woman Struck by Hit-and-Run Vehicle in Norwood

A woman was injured by a hit-and-run driver in Norwood, Pennsylvania Saturday afternoon.

Police say the driver struck a woman who was at the intersection of Chester Pike and Cleveland Avenue at 1:11 p.m. The driver briefly stopped and got out of the vehicle and then sped off and made a right turn onto McKinley Avenue.

The woman was taken to the Hospital of the University of Pennsylvania.
Police believe the vehicle is a black Chrysler Sebring sedan, possibly 2007 or newer, with front end damage to the driver’s side or mid-front area. Police also say it appears the vehicle had been recently cleaned from the snow and may be from the Welcome Avenue, Chester Pike area. Police did not release a detailed description of the driver, only saying they believe he is a white male in his 20s or 30s.

The victim told NBC10 she suffered a broken tibia after she was struck and is also experiencing back and knee pain. She was already due to have a knee replacement prior to the accident.
