Bump Stock Ban Moves Forward in New Jersey

New Jersey is moving forward with legislation to ban bump stocks, like the one a gunman used in the Las Vegas concert shooting to turn a semi-automatic weapon into a rapid-shooting gun.

The proposal, which came in the days after the October massacre that killed more than 50 people and injured 500, advanced in an Assembly committee Thursday.

The legislation would tighten New Jersey's already tough gun laws. Under current law, it's a crime to possess an assault rifle — a semi-automatic gun with certain features mimicking military weapons — or the parts designed or intended to turn guns into such firearms.

That means the stocks already cannot legally be used on weapons, but Democrats want to outlaw possessing bump stocks at all. Lawmakers say their bill would make selling, shipping or disposing of them punishable by up to five years in prison, a $15,000 fine or both.

"It doesn't take much to see the connection between the availability of technology that makes mass murder possible and the tragic pattern of mass murder in the United States," said Democratic Assembly Speaker Vincent Prieto.

The legislation comes just as the state begins to transition from Republican Gov. Chris Christie to Democrat Phil Murphy. Murphy has promised to sign the legislation if it gets to his desk. Christie spokesman Brian Murray says the governor would be willing to consider it but pointed out that the stocks are already restricted under state law.

Murphy, whose inauguration is Jan. 16, has cast the issue in terms of his promise to enact tougher, "common sense" gun laws.

If Christie vetoes the measure, the new Legislature would have to pass the bill again next year. That's because legislation passed in one session doesn't advance to the new Legislature, which will again be controlled by Democrats, in the new year.

Bump stocks substitute for the regular stock and grip of a semi-automatic rifle. They allow the weapon to fire continuously, up to 400 to 800 rounds a minute. They were found among the weapons used by Las Vegas gunman Stephen Paddock and explain why victims heard what sounded like automatic fire.

Massachusetts became the first state after the deadly October shooting to enact a ban, but other states, like California, also bar the implements.

The bans looked as if they were getting a rare boost from the influential National Rifle Association, which initially embraced possible restrictions.

But the group later said it opposed the ban, adding that bans have never "worked on anything."

Temple University Student Found Dead in Off-Campus Apartment

For the second time in a week, a Temple University student has died.

Philadelphia Police and Temple Police responded to a 911 call Saturday morning at an off-campus apartment on the 1800 block of Berks Street. When they arrived they found the body of 20-year-old James Orlando of Reading, Pennsylvania.

Police don’t suspect foul play. The Medical Examiner’s Office will determine the cause of death.

“We grieve alongside everyone who knew James and encourage all members of the Temple community to think of and pray for his loved ones,” a spokesperson for Temple wrote.

Orlando was a third-year student at Temple’s Fox School of Business. His death came only three days after Michael Paytas, a marketing major at Temple, was found unresponsive at the school library. Paytas was later pronounced dead at Hahnemann University Hospital.

A GoFundMe Page was created for Orlando. The creator of the page described him as a “carefree fun-loving guy” who “cherished moments with his friends.”

    Teens in Custody Following Beating Death of Homeless Man: Three juveniles are in police custody Sunday after a homeless man was beaten, robbed and left for dead in Northeast Philadelphia last week, police said. Sources told NBC10 the three young people will be formally charged later in the day. A group of teens beat the man near Loring Street and Frankford Avenue. They left him bleeding from his nose and unconscious, with his pockets turned out, police said. Medics rushed the man, later identified as 57-year-old Kevin Cullen of Southampton Road, to the hospital where he died Monday morning.

        Senate Probe Building Obstruction Case on Trump: A Senate investigation into Russia's meddling in the 2016 presidential election has revealed a possible obstruction of justice case against President Donald Trump, Democratic Sen. Dianne Feinstein said on "Meet The Press" Sunday. "The [Senate] Judiciary Committee has an investigation going as well and it involves obstruction of justice and I think what we're beginning to see is the putting together of a case of obstruction of justice,” Feinstein, the panel's top Democrat, said. Trump fired former FBI Director James Comey earlier this year in the midst of the bureau's investigation into Russia's interference into the 2016 presidential election. The Senate Judiciary Committee is conducting just one of a number of congressional investigations that touch the fallout from Russia’s alleged election interference, including active probes in both the Senate and House Intelligence Committees. The Judiciary Committee’s purview has focused on oversight of the Justice Department and the FBI.

        Homeowner Stabbed to Death in South Philly Home

        Police called to a South Philly home found the front door unlocked and the 65-year-old homeowner stabbed to death on the 2nd floor.

        Someone called officers to the home on the 1200 block of Johnson Street shortly after 1 a.m. Monday, saying that a person in the home needed to go to the hospital.

        When police arrived, they found the front door unlocked, Philadelphia Police Chief Inspector Scott Small said. The officers then found the man bleeding from his stomach on the second floor of his home. Medics pronounced him dead on the scene.

        There was no sign of damage and the home didn’t appear to be ransacked or burglarized, investigators said.

        Police considered the death a homicide.

        Investigators questioned a woman but said she is not a suspect.

        Shirtless Man Storms NJ Hockey Rink, Berates Players: Police

        A man angry over a missing jersey interrupted a hockey game in New Jersey to taunt players over their lack of skills and show them his tattoos, police say.

        Members of the Jewish Men’s Hockey Club were playing a game at the Winding River Ice Rink in Toms River on Saturday night when a man with a shaved head and tattoos walked past employees and onto the rink, according to police.

        The man began taunting and making gestures towards the players before ripping off his shirt and yelling, police said. A short time later, he got in a white pickup truck and drove off.

        Officers caught up with the man and questioned him. He told them he was in the area and decided to stop by the rink to see if his deceased friend’s jersey was still hanging up there.

        When he couldn’t find his friend’s jersey, he became angry. He told police the hockey players’ lack of skills also angered him, so he ripped off his shirt and taunted them and showed them his hockey tattoos.

        Initially, officers had been told the man was showing off a swastika tattoo and there was concern he may have been targeting the Jewish players. But he showed officers his tattoos and police said he didn’t appear to have any swastikas on him.

        Police also said they believe the man was not aware that a Jewish league was playing at the time and that his entrance onto the rink was random.

        Detectives are reviewing the case to decide if he should face any charges.

        People Go to Hospital After School Bus Crashes in Delco

        A school bus crashed in Delaware County Monday morning leaving some people hurt.

        The bus crashed at Tilghman and West 2nd streets in Chester, Pennsylvania before 8 a.m.

        There were children on board the bus.

        Crews evaluated people at the scene and some people had to be transported with what are believed to be non-life-threatening injuries, county dispatchers said. It was unclear if any of the people hurt are children.

        The scene was cleared by mid-morning.

        Philly Teams Advance in Pop Warner Super Bowl

        Three out of the four youth football teams from Philadelphia advanced with first round victories at the Pop Warner Super Bowl in Florida. The varsity Northwest Raiders, the junior varsity North Philly Aztecs, and the Pee Wee Northwest Raiders will all play semifinal games on Wednesday.

        Jailed Rapper Meek Mill Denied Bail Request

        A Philadelphia judge denied a bail and an emergency petition in a probation violation case against embattled rapper Meek Mill.

        The judge called him a "danger to the community" and a flight risk.

        Mill's legal team filed appeals to have him freed on bail last month, and asked Judge Genece Brinkley to recuse herself after a nearly 10-year legal battle with the rapper. 

        "As stated on multiple occasions, he has never missed a previous court date in this case and poses absolutely no threat to the community, which makes him an ideal candidate for bail – a conclusion the Commonwealth did not oppose," Mill's attorney Joe Tacopina said in a statement.

        "We intend to immediately appeal this decision, so Mr. Williams can be released from prison on bail while we continue to work to overturn this wrongful and unjust."

        Brinkley sentenced Mill in November to two to four years for violating his probation despite prosecutors recommending no jail time. His defense team alleged Brinkley made the case personal and assumed an "essentially prosecutorial" role.

        Since the ruling, Mill has skyrocketed to national fame and become a symbol for critics of the criminal justice system, which they say unfairly targets African-Americans.

        Mill was first arrested in 2007 on charges that included carrying a firearm without a license and drug possession. He was found guilty two years later and sentenced to 11 to 23 months in prison with five years of probation.

        He was released after eight months for good behavior and then arrested several times in subsequent years for violating his probation, mostly for leaving the state of Pennsylvania without the court's approval.

        Sen. Pat Toomey to Talk Tax Bill in Philly

        U.S. Sen. Pat Toomey, a Pennsylvania Republican who helped craft the Senate tax bill that was passed in the dead of night this weekend, is hosting a news conference Monday at 11 a.m. (Watch live on this page) at his Old City Philadelphia offices to talk tax reform and what the next steps are for the controversial measure.

        Protesters have already chained themselves to the doors of his Pittsburgh office in advance of his appearance in Philly.

        The Senate bill passed on strictly party lines with just one Republican, Sen. Bob Corker of Tennessee, voting against it. Democrats decried the forced vote, saying none of them had time to read the proposed legislation before voting late Friday night into early Saturday morning.

        The nearly $1.5 trillion tax bill gave President Donald Trump a major push towards fulfilling one of his biggest campaign promises.

        The measure focuses its tax reductions on businesses and higher-earning individuals, gives more modest breaks to others and offers the boldest rewrite of the nation's tax system since 1986.

        But Toomey has also come under fire for pushing an endowment tax change that would largely benefit just one institution - Hillsdale College, a private Michigan school that has a reputation for being unfriendly to LGBTQ students and refusing to follow Title IX rules aimed at protecting students against sexual assault.

        The two-term Republican spoke at the college in 2008 but defended his amendment by saying that it would benefit any private college that does not accept federal funds, like Hillsdale.

        Drugs Kill 2 Temple Students in Less Than a Week

        Drugs are being blamed for the sudden deaths of two Temple University business school students who died within a week of each other.

        The Philadelphia Medical Examiner’s Office said Monday that both 24-year-old Michael Paytas and 20-year-old James Orlando died from drug intoxication. The office said it will not release the type of drug found in each man's system. They also did not say if there is any connection between the deaths.

        Paytas, a fourth-year marketing major, died Nov. 27 after being found unresponsive at Temple’s Paley Library. Orlando, a third-year student, was found dead in his off-campus apartment Saturday morning.

        Foul play isn't suspected in either case, police said.

        Philadelphia police had no further information about either man's death.

        In separate statements, Temple said it's grieving the deaths of the students. The university offered students counseling support at Tuttleman Counseling Services.

        "These tragedies have affected us all, and we send our deepest sympathies to their families, friends and fellow students. All of us in the Temple family feel the weight of these losses, and we keep their families and other loved ones in our thoughts and our prayers," the university said in a statement.

        Temple urged students, faculty and staff to look out for each other, especially during the "anxiety-inducing" end of the semester.

        2 People Found Shot to Death Inside Wilmington Motel

        An investigation is underway after two people were found shot to death inside a motel in Wilmington, Delaware.

        The two victims were discovered inside the former Printz Motel on the 5000 block of Gov. Printz Boulevard in Wilmington around 2:40 p.m. Monday. Police say both victims suffered gunshot wounds to the head and were pronounced dead.

        No arrests have been made in the incident and officials have not said what led to the shooting. Police continue to investigate.

        Heavy Rain, Temperature Drop, Wintry Mix and Snow This Week

        Get ready for a roller-coaster week in weather. Only a few days after Spring-like temperatures, we’ll get our first real taste of winter with a wintry mix of snow and rain over the weekend.

        First, scattered showers will move in Tuesday morning with very mild temperatures in the 40s. By the afternoon, heavier periods of rain will cross the entire area through late Tuesday night as temperatures rise to near 60 degrees.

        The warm temperatures won’t last long however. A sharp cold front will pass our area early Wednesday morning and temperatures will fall from a high in the 50s after midnight to near 40 by Wednesday at noon with skies clearing in the afternoon.

        Wednesday’s cold air will stick around for another 10 to 14 days with highs well below the average in the 30s and 40s. By Friday night, we could see a chance of snow showers while a wintry mix of rain and snow is expected for our area Saturday. Conditions will clear Sunday though we could see flurries early with temperatures in the high 30s.

        After that, you’ll need to bundle up even more. We’re in for an even colder Arctic Blast late next week with highs only near freezing and lows in the teens and 20s with more snow possible. Stay with the NBC10 First Alert Weather team to get the latest updates.

        Thief Steals Walker from Girl With Cerebral Palsy

        Police are searching for a thief who stole a walker from a girl with cerebral palsy.

        On Nov. 30, New Castle County Police were called to a home on North Rodney Drive in Wilmington, Delaware in response to a theft report. When they arrived they were met by a woman who told them that her 10-year-old daughter’s walker was stolen.

        The woman said she placed her daughter, who suffers from cerebral palsy, in a car outside their home. She then drove away, leaving the walker in the front yard. The woman told police 20 minutes passed when she realized she had left the walker. She then called her husband who was still at their home. When her husband looked outside the walker was gone.

        The walker is described as a 3-foot tall custom royal blue walker with a fold-down seat. If you have any information on its whereabouts, please call New Castle County Police at 302-573-2800.
