The rain from Tropical Storm Harvey will continue to fall for the next several days. In Philadelphia, the skies are clear with no rain. Plenty of sunshine and high clouds. Temperatures will be in the high 70's for Sunday. NBC10's First Alert meteorologist Krystal Klei has updates on tropical storm Harvey and the weather in our region.

New Jersey Residents Lasso Wayward Bull Spotted Near Highway

State police have helped capture a wayward bull that was found walking along a major interstate highway in New Jersey.

The animal was spotted around 8:15 a.m. Sunday on Interstate 195, near the exit for Route 130 in Hamilton Township (Mercer County).

Troopers helped slow down traffic in the area while civilians armed with lassos helped corral the bull and eventually got it into a trailer without incident or injury. The animal was then returned to its owner.

It wasn't immediately clear how the bull escaped or how it ended up along the roadway.

Authorities say no major travel delays were reported.

Teacher John Sheerin Arrested Over Rizzo Protest

A Philadelphia public school teacher John Sheerin is facing charges Sunday morning after police say he went too far during a protest over the Rizzo statue on Aug. 16. Police charged him with making terroristic threats and harassment. The Philadelphia School District says Sheerin had been removed from his job before the incident.

Crash Injures 3, Shuts Down Northeast Extension

Three people were injured in a crash that closed the Northeast Extension Sunday afternoon.

At least one vehicle was involved in an accident on I-476 northbound around 3 p.m. All northbound lanes on I-476 between Lansdale and Quakertown are closed due to the crash.

Three people were hurt in the accident and at least two of the victims were flown to the hospital from the scene. Officials have not yet revealed their conditions or the cause of the crash.

A detour is in place northbound at Lansdale.

Man Slashes 52 Tires of Police & Fire Vehicles in NJ

A man was caught on surveillance video slashing the tires of several police and fire vehicles in Somerdale, New Jersey.

Shortly before 1:30 a.m. Sunday, an unidentified man walked into the municipal parking lot of the Somerdale Police Headquarters and slashed all four tires on nine marked police vehicles, one marked fire vehicle and three personal vehicles belonging to officers. In all, 52 tires were slashed.

Police say the suspect returned to the parking lot around 4:30 a.m. and was caught on video hiding between cars at a house located across the street from police headquarters.

The suspect is described as a tall, thin and bald male wearing red sneakers. If you have any information on his identity or the incident, please call Somerdale Police at 856-428-6324.

TD Bank Worker Tampers With Archdiocese Donations: Officials

A TD Bank employee tampered with and “manually mishandled” donations that were sent to two fund-raising appeals with the Archdiocese of Philadelphia, according to a letter sent to parishioners on Thursday.

Monsignor Daniel J. Kutys announced that a TD Bank employee tampered with direct mail and in-pew donations meant for the annual Catholic Charities Appeal and the annual Seminary Appeal, which utilize separate and designated lock boxes through a TD Bank facility for processing.

“Rather, an individual, who is now a former employee of the bank, was manually tampering with donations mailed to the lock box,” Monsignor Kutys wrote. “This individual has been arrested and faces criminal charges.”

A spokesman for the Archdiocese told NBC10 the investigation began after several donors reported their donations had not cleared their bank accounts after a lengthy amount of time had passed. The Archdiocese and Catholic Foundation of Greater Philadelphia shared the reports with TD Bank which launched an internal review at its lock box facility leading to the discovery of the misappropriation of donations. Police were then contacted which led to an arrest. The tampering occurred between December, 2016 and July, 2017, according to the spokesperson.

“Currently, we are working to analyze the level of financial exposure in order to determine restitution for these campaigns,” Monsignor Kutys wrote. “It is important to note that this issue could not have been prevented by the Archdiocese, CCA, SA, or the Catholic Foundation of Greater Philadelphia (CFGP), which administers these appeals.”

Neither police nor TD Bank have released the name of the suspect. Officials don’t believe any of the personal information of the donors was compromised, according to Monsignor Kutys.

“At TD Bank, we consider the safety and security of our customers our top priority,” a spokesperson for TD Bank wrote to NBC10. “After an internal investigation, we took decisive action for our customer, and determined that, to the best of our knowledge, all personal information stayed within the Bank and was not compromised. We continue to work closely with the Archdiocese to address any remaining concerns.”

The Archdiocese is currently working with TD Bank to determine the extent of the tampering.

The Archdiocese says they don't believe donors who received an acknowledgment letter from the appeal they donated to and had their donation processed were impacted. They also don't believe donors who made an online donation were impacted. 

Officials do say however that those who mailed actual cash to the appeals and never received a thank your or acknowledgment letter may have been impacted. They also recommend that donors who paid by check or credit card and never had the check cleared or card charged contact their financial institution immediately.

Crash Injuries 4 Children on NE Extension: At least four children were injured following a crash that shut down the Northeast Extension for hours on Sunday. The crash occurred in the northbound lanes of I-476 around 3 p.m. between Exit 31 in Lansdale and Exit 44 in Quakertown. A Lansdale woman who did not want to be identified told NBC10 she was in the southbound lanes of I-476 when the crash occurred. She climbed over the barrier and helped the injured victims along with at least nine  other Good Samaritans. "At least six people were hurt and at least three of them were kids," she said. The woman said she and at least four of the other Good Samaritans had experience in emergency responses and stayed with the victims until medics arrived. At least two of the four victims were flown to the hospital. Officials have not yet revealed their conditions.  All northbound lanes were closed on I-476 northbound between Lansdale and Quakertown for several hours before they reopened shortly before 11 p.m.

    Harvey Could Have Deep Impact on Texas Oil, US Economy: Massive flooding caused by Tropical Storm Harvey along Texas' refinery-rich coast could have long-standing and far-reaching consequences for the state's oil and gas industry and the larger U.S. economy. The storm's remnants left much of Houston underwater on Sunday, and the National Weather Service says it's not over yet: Some parts of Houston and its suburbs could end up with as much as 50 inches (1.3 meters) of rain. With the heavy precipitation expected to last for days, it's still unclear how bad the damage will be, but there is already evidence of widespread losses. Key oil and gas facilities along the Texas Gulf Coast have temporarily shut down, and flooding in the Houston and Beaumont areas could seriously pinch gasoline supplies. Companies operating in the Gulf of Mexico have evacuated drilling platforms and rigs, crimping the flow of oil and gas. Experts believe gasoline prices could increase as much as 25 cents a gallon. Harvey's toll on air travel in the U.S. is set to extend into Monday, with the tracking service FlightAware.com reporting that more than 1,400 flights already have been canceled. That's in addition to more than 2,000 canceled over the weekend.

      A LITTLE SWEETENER 

      How to Help the Red Cross Respond to Harvey: The American Red Cross is accepting monetary and blood donations to help those affected by Harvey, which is still dumping rain on the Houston area in Texas. Harvey made landfall late Friday as a category 4 hurricane. It later weakened, but has been lingering over Houston, causing unprecedented flooding. Houston-area officials said they already performed more than 1,000 water rescues and nearly 1,000 more were in queue early Sunday as torrential rain from Harvey in the city and across southeast Texas. The National Weather Service is asking people to get on their roofs if the highest floor of the house becomes "dangerous.” On their website, the Red Cross is calling for blood donations, which are being accepted throughout the country. The Red Cross is also accepting donations online, which can be paid with a credit card or Pay Pal. You can call 1-800-RED CROSS or make a $10 donation by texting "HARVEY" to 90999.  Read more.

      Flooding from tropical storm Harvey continued Monday as the storm kept battering the gulf coast of Texas. Thousands have been rescued and the rain is still falling. NBC10's Matt DeLucia is following the breaking news.


      Car Crashes Into NJ Restaurant Parking Lot, 2 Die

      A driver lost control and crashed into a restaurant parking lot early Saturday, killing two people, police said. 

      A Ford Mustang was traveling eastbound on Route 4 in Paramus when it lost control and flipped over into the parking lot of an Olive Garden restaurant at the Bergen Town Center shopping area, police said. 

      All four people were ejected from the car, the Bergen County prosecutor's office said. 

      A 19-year-old woman from Garfield was pronounced dead at the scene, prosecutors said. Another woman from Garfield, believed to be in her early 20s, died at the hospital. 

      A third young woman, also from Garfield and in her early 20s, was hospitalized with serious injuries, authorities said. 

      A 23-year-old man from Paterson was treated and released, authorities said.

      Remains of All USS McCain Sailors Found: Navy

      Divers have recovered the bodies of all 10 sailors missing after a U.S. Navy destroyer collided with a tanker off the coast of Singapore last week, the Navy said Sunday.

      The Navy previously identified eight crew members who were missing as Nathan Findley, Abraham Lopez, Kevin Sayer Bushell, Jacob Daniel Drake, Timothy Thomas Eckels Jr., Corey George Ingram, John Henry Hoagland III and Logan Stephen Palmer.

      The USS John S. McCain collided with the Alnic MC, a 30,000-ton chemical and oil tanker sailing under the Liberian flag, on Aug. 21 local time in the waters east of the Straits of Malacca, the U.S. 7th Fleet has said.

      It was the second deadly collision involving a Navy destroyer and a merchant vessel in a little more than two months. On June 17, the USS Fitzgerald collided with a container ship off Japan. Seven U.S. sailors died.

      New Law Protects Pa.'s Animals, Penalizes Abusers

      Furry friends have new protections in the Keystone State.

      Pennsylvania's new animal cruelty laws went into effect Monday as the state increased penalties for animal abuse from summary to higher-level offenses.

      Democratic Gov. Tom Wolf signed the legislation in June and last week released a statement about what it means.

      "On Monday, those who would subject animals to this kind of mistreatment will face stiffer penalties for these deplorable actions and they will think twice before committing such terrible acts," Wolf said. "This law has been a long time coming. I am proud that we will now hold our pet and animal owners to a higher standard of humanity in how the treat their animals."

      Act 10 of 2017 establishes violations up to a felony for intentionally torturing an animal or for neglect or abuse that causes it severe injury or death. Animal abuse previously was a felony only in limited situations.

      Aggravated cruelty causing serious injury or death is now a felony carrying a penalty up to seven years in prison and a $15,000 fine.

      Denying an animal food, water, proper shelter or veterinary care now carries a penalty of up to 90 days in jail and a $2,000 fine for summary offenses and up to 1 year in jail as a misdemeanor if the neglect causes risk or bodily harm.

      Beating, abandoning of abusing an animal now carries a penalty of up to two years behind bars and a $5,000 fine as a misdemeanor.

      The law also requires someone found guilty of a violation to give up their animal, according to the state.

      Other key components to the new regulations included in Libre's Law and HB 1238 include new tethering stipulations for outdoor dogs, added protection for horses and civil immunity for vets.

      Kevin Hart Gives $25K to Harvey Relief, Challenges Friends

      Philadelphia funnyman Kevin Hart got serious in a challenge to support people impacted by flooding caused by Hurricane Harvey and he hopes some celebrity friends join him.

      In a video (warning: the video contains profanity) posted to Instagram, the stand-up comic and actor dedicated $25,000 to the American Red Cross’ Harvey relief effort.

      "Serious moment right now… this (is) unbelievable," Hart says.

      Hart, who grew up in Philly and attended George Washington High School, challenges fellow comic actors Chris Rock, Dave Chappelle and Jerry Seinfeld as well as TV/radio host Steve Harvey, musical couple Jay-Z and Beyoncé, actor/singer Justin Timberlake and actor/wrestler The Rock to pony up funds as well.

      "I’m challenging a lot of my celebrity friends to follow my lead," Hart says.

      Hart calls the situation on Texas’ Gulf Coast and in Houston, where feet of rain have fallen and caused dangerous flooding, "a serious matter" where people need help.
