A Philadelphia man is dead after he went missing while swimming in a stretch of the Delaware River in Bucks County on the Fourth of July.

Solebury Township police said the yet to be named 27-year-old man was swimming in the river with family around 1:15 p.m. Tuesday near Aquetong and River roads in Washington Crossing Park when he went under and didn't re-emerge.

Police marine units were dispatched to the area and searched the river for about an hour and a half.

A dive team recovered the man's body just before 3 p.m.

Police said they will continue to investigate, but that it appears the man's drowning was accidental.

TODAY'S TOP STORY

'It Was a Hate Crime,' Father of Slain Kill Says: A day after an arrest was made, the father of an 18-year-old girl who was killed in an apparent road rage shooting spoke out and demands answers. “We’re still upset and angry and we still want answers as to why this happened to our daughter,” Rodney Roberson said. Roberson’s daughter Bianca Roberson was driving on Route 100 in Chester County on June 28. As she tried to merge into a single lane, a driver of a red pickup truck identified by police as David Desper, 28, also tried to merge, investigators said. Desper then allegedly pulled out a .40 caliber handgun and opened fire, shooting Roberson in the head before fleeing the scene. Roberson died instantly. After a four-day manhunt that stretched across New Jersey, Delaware and Pennsylvania, Desper turned himself in to police early Sunday morning. While investigators have said they believe Desper shot Bianca in a fit of road rage, her father believes he had a different motivation. “To shoot her in the head. It wasn’t road rage,” Rodney Roberson said. “To me it was a hate crime.” For now, Chester County District Attorney Tom Hogan hasn’t said the crime was racially motivated. Officials still continue to investigate why the shooting occurred however.

    AROUND THE WORLD

Trump Faces 'Uncomfortable Conversations' with World Leaders at G20 Summit: President Donald Trump's second foray on the world stage will include navigating a much-anticipated meeting with Russian President Vladimir Putin and a potentially chilly reception from European leaders over his recent decision to withdraw from the Paris Climate Accord. The stakes for Trump are especially high as he travels to the G20 Summit in Hamburg, Germany, beginning Friday to discuss critical issues of counter-terrorism, the civil war in Syria, and trade, among other topics, with his European counterparts. In his meeting with Putin, Trump will have to work to confront and deter Russia, but also find ways to work together on issues like Syria and combating ISIS, experts said. And he must do this mindful of the increased scrutiny over his administration's relationship with Moscow and an FBI investigation into his campaign's ties to Russia.

AG Sessions Cancels Trip to Philly to Talk Sanctuary Cities

      $

      0

Attorney General Jeff Sessions planned to make a speech Thursday in Philadelphia about sanctuary cities, but the trip was canceled Wednesday.

Sessions was to address "federal, state and local law enforcement partners about sanctuary cities and efforts to combat violent crime." He was to appear at the office of the U.S. Attorney for Eastern Pennsylvania on Chestnut Street in Center City.

No reason was given for the cancellation of an appearance in one of the most high-profile sanctuary cities in the country, and no new date was immediately announced.

The attorney general and Philadelphia officials have been at odds over immigration enforcement since President Donald Trump took office in January. Philadelphia has been a sanctuary city since Mayor Jim Kenney began his term, though last year the city began calling itself a "Fourth Amendment city" in an effort to highlight constitutional rights protecting due process and probable cause.

Under the Trump administration, federal law enforcement agencies, notably Immigration and Customs Enforcement (ICE), have asked for increased help from local agencies in detaining undocumented immigrants who have been arrested.

Philadelphia and many other municipal and county law enforcement agencies have refused to follow ICE's request to hold undocumented immigrants until federal agents can meet with the arrested individuals, which have become known as "ICE detainers."

Twice since January, the Department of Justice has publicly demanded local agencies follow federal guidance. In March, the attorney general said Philadelphia and others risked losing Department of Justice grant money if they remained out of compliance.

“I’m urging states and local jurisdictions to comply with these federal laws. Moreover, the Department of Justice will require that jurisdictions seeking or applying for Department of Justice grants certify compliance as a condition of receiving those rewards,” Sessions said. “Failure to remedy violations could result in withholding grants, termination of grants, and disbarment or ineligibility for future grants. The Department of Justice will also take all lawful steps to claw back any funds awarded.”

He did not give a deadline for compliance at that time.

The DOJ gave $26 million in grants to Philadelphia in the 2015 fiscal year, which a city spokeswoman said was the most recent year in which a comprehensive total is available.

In April, the DOJ sent a letter to Philadelphia and at least nine other local and state governments warning again about failure to comply with federal guidelines for detaining undocumented immigrants arrested.

The letter stated that Philadelphia is required to cooperate under 1373 as per its grant agreement with the DOJ's Office of Justice Programs, which is one of the federal government's largest funding sources for local law enforcement.

In both instances, a spokeswoman for Kenney refuted the DOJ's underlying motive for pushing local agencies to honor ICE detainers.

“The Attorney General’s comments today are a direct attack on public safety,” Kenney spokeswoman Lauren Hitt said in March. “He is threatening to take away money from the police department for what amounts to nothing more than good police work. Undocumented residents and their family members are much less likely to call law enforcement when they are a witness to or a victim of a crime if they know that the police will turn them in to ICE. And if residents can’t call the police, then it is extremely difficult to get criminals off the street. If we are forced to change Philadelphia’s policy on this, all of our residents will be less safe.”

In the second, a 23-year-old man was wounded several times from two separate guns while standing in front of his girlfriend's house. Both men were in critical condition.

A knife-wielding duo robbed an Abington Township Qdoba Mexican Grill on Old York Road in Jenkintown, police said.

The incident happened on July 1 shortly after closing.

Three restaurant employees were approached by two suspects asking for money.

The male, who is described as a 5 foot 8 to 5 foot 10 black male, entered the Qdoba wearing all black and a distinct “Freddy Krueger” style bladed glove on his right hand. He is seen on video pointing the blades of the glove at the unsuspecting employees during the attempted robbery.

His partner was a black female, 5 foot 2 to 5 foot 4, also clothed in black from head to toe. She was armed with a kitchen knife with a 12-inch blade, according to police.

Before the officers arrived arrived, the suspects fled with an undisclosed amount of cash from the restaurant.

Police are hoping that the distinct weapon used in the robbery will help them track down the suspects. Anyone with information is asked to contact the Abington Township Police Department at 267-536-1100.
