Storm Clears, Bitter Cold Tonight

The snow is finally gone. Now we're in for bitter cold.

The last remnants of the winter storm moved out of South Jersey and Delaware early Monday evening after dropping up to 7 inches in some areas.

Now that the snow is gone, brutal cold has taken its place. 

Monday night into early Tuesday morning, temperatures will be in the single digits in Philly and below 0 in parts of the Lehigh Valley. Those temperatures could break records in parts of the area.

After that, there will be a slow warmup. Temperatures will be in the upper 20's on Tuesday, upper 30's Wednesday and Thursday and 40 degrees on Friday. Those temperatures are still below the average of 47 degrees for this time of year. We should match those averages by the weekend however.

THE SNOW

In Philadelphia, the snow moved out around 10 a.m. Hurricane says areas to the north of the Pennsylvania Turnpike, which runs through lower Montgomery and Bucks Counties and central Chester county, as well as Trenton, N.J. have been done with the storm since early Monday morning.

“The difference in conditions from South Jersey to the Pennsylvania suburbs is like we drove 1,000 miles,” Hurricane said. "In actuality, the change in conditions happened across 70 to 100 miles."

Despite temperatures hovering in the 20s or even lower, for some areas, there were concerns about freezing rain around Dover, Del., Hurricane said.

Asked how ice could fall, even with such low temperatures, Hurricane says it has to do with warmer air aloft. When the precipitation falls and hits the ground, it freezes.

Narrowing bands of snow limited snowfall amounts across the area. In Philadelphia, 3.4 inches of snow officially fell at Philadelphia International Airport. That puts the city at 62.9 inches of accumulation for this winter so far. Philly is still in third place this year as far as snowiest winters in its recorded history, behind 65.5 inches of snow in 1995-96 and 78.7 inches in 2009-10.

There was very little snow accumulation in the Lehigh Valley and Poconos. But on the other side of the region, in South Jersey and Delaware, more than six inches of snow are expected to pile up.

In Ventnor, N.J., 7 inches of snow was measured on the ground at 12:30 p.m. with snow still falling.

Wilmington, Del. set a snowfall record before the storm was over. Hurricane said this winter is now the 2nd snowiest winter ever recorded in that city -- at 49.9 inches of snow this winter as of 7 a.m. Records date back to 1894 for Wilmington, Hurricane says. Snow continues to fall so that number is expected to rise.

STATES OF EMERGENCIES AND CLOSURES

States of Emergency were declared in Philadelphia as well as the entire states of New Jersey and Delaware. Public and Catholic schools in Philadelphia have closed for the day.

Philadelphia's snow emergency expired at 11 a.m. Del. Gov. Jack Markell lifted the emergency for New Castle County, Del. at 2 p.m. It was lifted for Kent County at 6 p.m. and will be lifted for Sussex County at 8 p.m.

Speed restrictions of 45 mph were also put into place on many highways including I-76, I-95 and U.S. Route 1. Restrictions on the Pennsylvania Turnpike were lifted at 10:30 a.m. Along I-76 and Route 1, speed limits were restored at noon. The lower limits remained on I-95.

Amtrak, NJ Transit and SEPTA also warned riders to expect delays and possible route changes. At Philadelphia International Airport, the majority of flights into and out of the airport this morning have been canceled, according to officials. Normal operations are expected to resume this afternoon.

Snow Slows Traffic, Stops Flights

Another winter storm struck the area overnight leaving messy roads and another string of crashes despite speed restrictions and the airport came to a near standstill.

The snow stopped most air traffic into and out of Philly as nationwide thousands of flights were grounded

Airport spokeswoman Victoria Lupica said airlines hoped to return to normal schedules around noon.

The first major crash of the morning happened shortly before 5 a.m. along northbound I-95 as a tractor-trailer jackknifed blocking traffic near Washington Avenue in South Philadelphia. The crash took more than 90 minutes to clear since the big rig also spilled fuel onto the roadway. As crews worked to clear the scene they diverted traffic onto Columbus Boulevard.

The speed limit along I-95 and many other major highways including the Pennsylvania Turnpike and U.S. Route 1 was lowered to 45 mph in an attempt to slow down drivers.

In Delaware along I-95 a crash blocked lanes near Christiana around 9 a.m.

A crash also slowed traffic near the Belmont Exit of the Schuylkill Expressway (I-76) around 6:30 a.m. Traffic was able to get by as it was about an hour alter when another crash blocked a lane westbound on I-76 near Girard Avenue.

Two cars also collided mid-morning along the ramp from the Vine Street Expressway (I-676) to I-76.

PennDOT crews worked through the night to salt and plow area roads as did DelDOT, NJDot and local municipalities.

"Our crews it it pretty hard as soon as the snow hit," said PennDOT spokesman Brad Rudolph.

Despite the efforts of crews, drivers were warned to be careful on bridges, overpasses, on-ramps, off-ramps and side streets. A car even spun out on the Germantown Pike off-ramp of the Blue Route (I-476).

"Play it safe when you can," said Rudolph.

The slippery conditions were evident in Bala Cynwyd, Pa. as a minivan driver damaged his axle after losing control of his vehicle along slippery City Avenue in the early morning hours.

Speeds along bridges over the Delaware River were decreased to 35 mph to ensure safety also.

Over in New Jersey, state police said they responded to at least 45 crashes by mid-morning.

And in Delaware, Gov. Jack Markell issued a decree that warns motorists to avoid driving.

"The most important message for the people of Delaware this morning is to avoid travel if at all possible," said Markell.

PHS Flower Show 'Snow Day' Sale

The Philadelphia Flower Show provides a reprieve from winter weather on this snowy Monday.

The Flower Show is offering a "snow sale" ticket for one-day only. You must purchase the 'snow day' sale ticket online. The "snow sale" ticket cost is $20, a savings of $7. The ticket may be used any day of the show, but must be purchased online only on Monday, March 3 through 11:59 p.m.

Springtime is blooming inside the Pennsylvania Convention Center thanks to the Pennsylvania Horticultural Society's annual flower show, which is open daily through March 9.

"The show is a mashup of worlds of art and horticulture. The great artists have always looked to floral arrangements and scenes for inspiration," said Flower Show spokesman Alan Jaffe. "Today is a challenging day (with the snow), but with the the special snow ticket we are going to pick up sales today."

This year's Flower Show theme is "ARTIculture." The PHS has partnered with leading art museums around the country to create artistic exhibits that are inspired by paintings, artists and landscapes. The result is a show full of distinctive gardens with an arts and culture flair. 

Show attendees will see gardens inspired by Andrew Wyeth, Andy Warhol and Henri Matisse, to name some. A special exhibit of Warhol's flower prints is on display.

"I thought it was fantastic. I really loved it. The theme was really interesting because it was all these pieces of artwork made up of flowers, just gorgeous and impressive," said Sian Du'Prey of New York.

New this year is the butterfly experience, a room where 1,000 butterflies representing 20 types of butterflies and 10 exotic species surround you. Guests are welcome to feed the butterflies. There's a $3 admission to enter this butterfly haven.

The Philadelphia Museum of Art has a new exhibit, "Treasures from Korea," which celebrates 500 years of Korean culture. The companion flower show exhibit produced by the American Institute of Floral Designers won best in show.

Cooking legends Sandra Lee will be a special guest on Thursday night for "Girls Night Out" and Rachael Ray will be on the main stage Friday talking organic cooking.

New "Swiss Cheese Pervert" Case

A man accused of exposing himself to women as he propositioned them with Swiss cheese in the Philadelphia area is facing additional charges.

Police say that they're adding another set of charges for indecent exposure and harassment against 42-year-old Christopher Pagano in light of a woman's claim that Pagano approached her and a friend and asked them if they would like to get paid to watch him put Swiss cheese on his genitals. 

The alleged incident took place last October while the women were driving home from a Halloween party. 

Pagano was arrested at his Norristown home last January, following a joint investigation between Norristown and Philadelphia police into a string of incidents involving a man one local community watch group dubbed the "Swiss Cheese Pervert."

The investigation began after a woman named Priscilla, who asked that her last name not be used, presented police with a video of a man they say is Pagano. The woman said she was sitting at a light along busy Henry Avenue in East Falls when Pagano propositioned her.

She can be heard on the video asking the man "Why do you have Swiss cheese in your car?" She also snapped a picture of the alleged suspect holding up a piece of Swiss.

At the next light, the suspect had his pants down, said the victim.

Priscilla is one of several women who came forward with stories of their encounters with the man.

Investigators say the suspect also exposed himself to others while offering them money to watch him put Swiss cheese on his genitals in several Philadelphia neighborhoods, as well as Montgomery County. 

Pagano was released following his first arrest in January after posting bail. He turned himself in over the weekend to be processed on the newest chages, and remains free. He is due in court on April Fool's Day.

Streets Dept Photo Shames Business

The Philadelphia Streets Department posted to Twitter yesterday warning residents "not to plow, shovel or place snow in travel lanes of any streets."

Residents and businesses had been warned.

Today, the Streets Department tweeted notice of a ticket issued along with a photo of a cleared sidewalk outside Wendy's at 11th and Walnut Streets. Wendy's was issued a $100 ticket for "shoveling snow into a travel lane," according to the Streets Department tweet.

The photo of the sidewalk and the infraction was also posted to the department's Facebook page.

The cleared sidewalk was a walker's delight, but the snow removal resulted in dangerous driving conditions. Can residents and businesses expect more 'photo shaming' from the city in the future? 

NBC10 has reached out to Wendy's and the Streets Department for comment.

Man Charged With Burning Bodies

A Philadelphia man was arrested for allegedly burning the bodies of two people inside a van.

William Deputy, 36, was arrested on Saturday and charged with murder, arson, possession of firearm prohibited, abuse of corpse and other related offenses.

On February 22, firefighters were called to the 4600 block of Trenton Avenue around 4 a.m. in the city's Frankford section for reports of a car on fire. Upon further investigation, they discovered two bodies burning inside.

Deputy was arrested on Saturday in connection to the incident. His next court date is scheduled for March 19.

Police still have not identified the victims and say they were burned beyond recognition.

Man Killed by Snow Plow

A pedestrian was struck and killed by a Reading city snow plow around 11:20 a.m. Monday.

The male pedestrian was transported to Reading Hospital where he later died.

The snow plow truck was driving north on 6th Street and attempting to turn left onto the 500 block of Penn St. when the man was struck.

The accident is being investigated by Reading Police and the Berks County district attorney's office.

Snow Routes: What's the Point?

More than 130 cars and trucks were towed from parking spots along some of Philadelphia’s busiest streets over the past day after the thoroughfares were converted into snow emergency routes.

But what’s the point of these routes?

Clearing the way for emergency crews to traverse, as quickly as possible, the city during storms says the Philadelphia Streets Department.

“They are primarily arterial roads that carry high vehicular volume and need to remain passable for emergency response purposes,” said Streets Commissioner David Perri. “They typically serve hospitals, police and fire stations and universities.”

Across the city, 110 miles of road along 53 arteries – including Broad Street, Allegheny Avenue and the Roosevelt Boulevard – are designated as snow emergency routes. Here's a map.

Officials say city administration chooses the routes and that they’re only changed to accommodate added volume or the building of new institutions – which is rare. Two avenues, Bustleton and Germantown, were last added to the list back in 2010.

Towing comes into play when the mayor declares a snow emergency. The routes become no parking zones and those who don’t move by the time the emergency goes into effect have their car relocated.

Marty O’Rourke, spokesman for the Philadelphia Parking Authority (PPA), says their parking enforcement officers work with Philadelphia Police to move the vehicles to non-snow emergency routes and ticket the owners.

“[Vehicle owners] are issued two tickets. One ticket for $51 for failure to remove their vehicle from a snow emergency route during a snow emergency and another $76 relocation ticket,” he said.

With 135 cars towed for this latest storm, that amounts to $17,145 in fines.

If you walk up on your car being towed, O’Rourke said the PPA will release the car back to you, but you’ll still have to pay the ticket.

As for finding your relocated car, O’Rourke says they can 215.686.SNOW to get the location.

Port Richmond Water Main Break

Crews are at the scene of a water main break in the Port Richmond section of the city.

Officials say the 6-inch main broke late Monday afternoon on the 3200 block of Almond Street.
The entire block is without water as Water Department crews continue to make their repairs.

Officials have not yet revealed an estimated time for water restoration.

6 Arrested in Prostitution Bust

Police arrested six men who allegedly tried to pick up prostitutes in the King of Prussia area.

On February 21, Montgomery County District Attorney Risa Vetri Ferman and Upper Merion Township Police Chief Thomas Nolan announced a joint law enforcement initiative aimed at investigating crimes involving human trafficking and the commercial sex trade.

On February 28, investigators organized a sting operation targeting the commercial sex trade in the King of Prussia area. Police placed an online advertisement offering prostitution services.

Investigators say they received hundreds of responses to the advertisement. Ultimately however, police say six men organized a time and location to meet and even finalized a price. The men then allegedly met at the agreed upon locations where they were met by an undercover officer posing as a prostitute.

The men, identified as Sunil Shantilal Jagani, Andrew H. Kim, Scott Elliott Koefsky, Laltendu Mahapatra, Jason Daniel Schenck and Eric D. Zett were all arrested and charged with patronizing prostitutes.

Koefsky was also charged with illegally concealing a .25 caliber handgun, which investigators say they found in his possession during his arrest.

Each defendant faces a preliminary hearing. The dates of those hearings are pending.

Fire Victims Search for Beloved Dog

A family is desperately searching for their beloved blue-nosed pit bull named Bonnie after they lost everything in a house fire.

Natalie Hall credits one of her dogs with saving her family last Monday after flames broke out shortly before 1 a.m. in her home along the 100 block of W Washington Lane in the city’s Germantown neighborhood.

A person was hurt and one pet died as flames tore through the home, according to the fire department. The homeowner credited a barking dog with alerting her family of the fire, which seemed to have started in the home’s basement.

“My young niece said she was awaken by the pit bull barking,” said Hall.

The dog named Clyde didn’t make it out of the fire. Bonnie, the second pet, has not been accounted for. Originally, Bonnie was believed to have died in the fire but only Clyde's body was found. The family believes she may be on the loose and is seeking the public's help with finding her and is offering a $1,000 reward for her return.

The Red Paw Relief team learned about the missing dog over the weekend and is working to get the word out about Bonnie. Anyone with information is asked to call Red Paw 267-289-2PAW or the SPCA. 

"I have a pit bull. I would lose my mind if she was lost," said Red Paw founder Jen Leary. "We are hoping someone saw her outside in the freezing cold."

Hall lived in the home with her brother, sister and the sister’s three teenage daughters. The brother suffered smoke inhalation and was taken to the hospital -- otherwise everyone else made it out of the quick-moving fire unscathed.

Hall’s family has lived in the home for nearly four decades.

"That's it, all of our memories have gone up in smoke," said Hall.

The fire, which took a couple of hours to get under control, heavily damaged the home as flames shot up through the roof. Two adjacent homes -- not occupied at the time of the blaze -- also were damaged.

Hall said her family would stay at a nearby home she also owns.
